Pengawasan Ormas Asing dalam Menjaga Ketahanan Nasional di Nusa Tenggara Barat
The existence of foreign organizations is a consequence of international relations, resulting in interaction between mass organizations in other countries and countries. In line with this, the existence of foreign organizations is regulated by Government Regulation No. 58 of 2016 and Government Regulation No. 59 of 2016. However, there are still people who are concerned about the existence of foreign organizations, which are considered to threaten the values of national unity. Therefore, this study will look at the description of the existence of foreign organizations, namely the flow of foreign organizations into NTB Province, whether their existence is known by the local government; implementation of the role of the community and local government in supervising foreign organizations; and the importance of supervising foreign organizations in order to maintain national security. The method used is descriptive narrative with a qualitative approach. Data collection techniques used library/documentation techniques and interviews with representatives from Bakesbangpoldagri, the Health Office and the Social Service of West Nusa Tenggara Province. The results of the study indicate that Bakesbangpoldagri of West Nusa Tenggara Province does not have accurate data on the existence of foreign organizations; the implementation of the role of the community and local government in supervising foreign organizations has not been realized maximally; and that the supervision of foreign organizations in order to maintain national security is important to be carried out, because the existence of foreign organizations can strengthen and weaken regional resilience, which will affect national security. ; Keberadaan ormas asing merupakan konsekuensi dari pergaulan internasional, sehingga terjadi interaksi antara ormas di suatu negara dan negara lain. The Shift of Staple Food from Sago to Rice: A Study about Food Security and Indigenous Communities
Food security is still becoming a crucial issue in developing countries nowadays, either in urban or rural areas. There are many factors triggered this condition, such as the increase in population pressure and conflict, privatization and changing tenure arrangements, poverty, social differentiation and also environmental degradation. It's undeniable that food security is a multidimensional problem, especially for people who lived in rural or isolated areas. In Mentawai Islands, a district located in the western part of Indonesia, the indigenous people depend on forest product (sago) as their main source of food. However, since 2012, the government has destroyed their food culture by establishing the 'National Food Security Improvement Program' and conducting the agricultural intensification as well as establishing 600 hectares of new rice fields in six sub - districts; South Pagai, North Pagai, Sikakap, South Sipora, North Sipora, and South Siberut. This study is conducted comprehensively using the Food Security and Vulnerability Analysis (FSVA) to understand and describe the exact profiles of food-insecurities and vulnerable households. Furthermore, it also identified the risks and vulnerabilities of food consumption in Mentawai communities. Findings depict that shifting or transforming the food culture from sago to rice is a serious issue because socio-cultural aspects influence it and surely the government has to make a parallel policy that can accommodate the people needs, not only prioritize the national development agenda. ; Food security is still becoming a crucial issue in developing countries nowadays, either in urban or rural areas. Dialog Insekuritas Pangan Berdasarkan Kajian Keamanan Internasional: Gugatan Pendekatan Kritis Terhadap Pendekatan Arus-Utama
This article is a theoretical review based on idea comparisons in exploring various perspectives on food insecurity. Overall, the authors focus on the discussion of food insecurity, in the form of hunger which is considered to have several limitations. The narrative or discursive of food security and food sovereignty contradicts one another. Even so, the two are not as oppositional concepts, but as interrelated concepts, especially covering efforts to overcome hunger which includes access, distribution, security and equality. Meanwhile, the approach to national security based on realism and human security based on the Copenhagen School has significant differences. However, both have problems in positioning hunger as a security issue. Realism that relies on the state-centric places dealing with hunger is the concentration of government activities in ensuring national interests, so that the existing policies are on how the food availability can be fulfilled or surplus. Subsequently, the human security perspective looks at the hunger issue faced by humans so that a securitization process is needed that is carried out by securitization agency. It can be seen here that actions to overcome fundamental problems are only the responsibility of the elite governments, while the voices of the interests of individuals experiencing hunger are neglected. Thus, a critical security approach appears to mediate the above limitations. This perspective offers that the issue of hunger should be reframed as this security problem is a structural problem. Furthermore, this approach proposes the definition of food security in vulnerable populations from the structural violence of hunger.

The Consequence of Ethical Criticism of Intelligence on Countering Terrorism in lndonesia
The global war on terror has raised debates between liberals and realists on the position of ethics in intelligence operations. On the one hand, liberal ethicists insist that the conduct of intelligence gathering to counter terrorism must not violate the security rights of citizens. On the other hand, proponents of realism consider national security to be of greater importance than ethical principles governing individual freedom. This article tries to present an alternative point of view by examining the consequence of ethical criticisms of intelligence activities on the Indonesian government's counterterrorism measures. It proposes two approaches to understanding the connection between ethics and intelligence: examining the nature of the terror threat, and looking at the sociopolitical situations which affect the role of the state's security agencies. Arguably, securitizing intelligence by enforcing an ethical reconceptualization of intelligence roles increases the challenges facing Indonesia's intelligence operatives and damages the effectiveness of the government's counterterrorism policy.

Ketergantungan Negara terhadap Pasar Internasional dalam Mencapai Ketahanan Pangan (Dengan fokus perbandingan negara Indonesia dengan Vietnam, Malaysia, dan Amerika Serikat)
Food security become very important as food crisis occurred in 2008. Under the administration of Susilo Bambang Yudhoyono in 2009 to 2014, the crisis due to increase in population in Indonesia encourages increase in food demand. However, to fulfill Indonesia's food demand it still depends on the availability from international market. This research aims to analyze why countries like Indonesia dependent on international markets for food security aspect despite having the capability to achieve fulfillment on food. To analyze the reasons, the concepts of comparative advantage, dependency, and national capabilities will be use to analyze the factors on why nations depend on international market to achieve its food security. Accompanied by a comparison between Indonesia with Vietnam, Malaysia, and United States to see the similarities and differences to achieved food security in the international market. With qualitative research methods and comparison focus on explanative research also using literature studies in data collection. The results of this study finds that Indonesia dependence are influenced by comparative advantage policy of other countries which in this case are Vietnam and Malaysia, the international market system that encourages dependency, and Indonesia inability to maximizing its national capability compared to United States. The Asia-Pacific region is a very strategic region for cooperation in the economic and security fields. This makes this region very contested by the two countries of hegemony in the economic field, namely, China and the United States. To achieve these interests, China and the United States must contribute to the region, one of which is conducting Institutional balancing with institutions that are quite influential in the Asia-Pacific region such as the ASEAN Regional Forum (ARF), ASEAN Plus Three (APT), East Asia Summit (EAS). And this paper willdiscusswhy the United States changed its foreign policy from theMiddle East to Asia-Pacificregion. The dynamic of the regionshows thatChina plays an important role along with its national capability improvement. The increase in China's national capability is seen as a challenge to national interests, as well as security for the United States alliance states in the Asia-Pacific region. Using an analytical framework based on the Balance of Threat theory, the authorconcludes that there is a strong relation betweenChina's national capability improvements with the implementation of US rebalancing strategy to the Asia-Pacific region.

Implementation Evaluation of food Barn Communities Program in Subak Seronggo, Pangkungkarung Village, Sub District Kerambitan, Tabanan RegencyThe economic crisis in 1998 has affected the national food security in household sphere. Food security is the strength of a nation to maintain the stability of national food and thus, the government established a program focuses on maintaining the stability of national food security using food barn communities program. Each program developed by the government needs someone to evaluate it so there will be indicator of the program success. The purpose of the research is finding out the food barn program evaluation in Subak Seronggo. This research was conducted in Subak Seronggo, Pangkungkarung Village, Sub District Kerambitan, Tabanan Regency. The population of Subak Seronggo is 100 people. The determination of samples uses simple random sampling. Respondent were drawn by 50 people. The result is showed on the growth phase that the government gives the requirement used to run the food barns program. The development phase can be categorized as a good achievement with score (3,71), the autonomy phase can be categorized in medium level of achievements with score (3,33). The result is in good level of achievements with score (3,98). Based on the result, the food mow in the Subak Seronggo is categorized as good, it is because the members manage and utilize the aid using the agreement that formed according to the group deals so that the social discrepancy in the group can be avoided.

SENGKETA PERBATASAN INDONESIA-MALAYSIA: SEBUAH PERTARUHAN KEDAULATAN NKRI
This study aimed to analyze the measures the Government in strengthening the sovereignty of Indonesia in the border region, which includes the strengthening in the areas of national defense, science and technology, as well as strengthening in the field of foreign policy. Indonesia's national sovereignty repeatedly at stake in the face of the world when it happens to border disputes with some neighboring countries, namely Malaysia, Singapore, and the Philippines. As for the problem within the borders of sovereignty is related to a claim made by Malaysia against some of the areas that became the border area between the Republic of Indonesia and Malaysia. There are at least three cases of border disputes that make the relationship between Indonesia and Malaysia heats up, the Ambalat case, Sipadan-Ligitan, and recently is happening is Tanjung Datu. Indonesia and Malaysia border disputes does not necessarily happen. Dispute Indonesia and Malaysia on the border line in the waters of Sulawesi following a change in the ownership status of the islands of Sipadan and Ligitan, the border line on the island of Borneo (Ambalat), and the latter case that has yet to be resolved by the construction of the stake by Malaysia in Tanjung Datu (West Kalimantan). It is a trigger factor rift diplomatic relations the two countries.In this regard, there needs to the appropriate strategy with regard to strengthening the sovereignty of the Homeland border region is the duty of the Government in an effort to protect the people and maintain the territorial integrity of NKRI. Some recommendations dispute resolution sovereignty border areas studied in this paper, including: (1) Establishing institutional aspects of defense and security by providing strong security of island-outer islands, (2) Establishing institutional aspects of science and technology to conduct training on the management and conservation of resources natural resources (SDA) and the building of infrastructure and transport, as well as (3) to strengthen aspects of foreign policy with increased foreign cooperation with neighboring countries, especially with Malaysia.Keywords: Dispute, Border, Defense and Security, Science and Technology

Pengaruh Militer Dalam Sistem Politik Myanmar Terhadap Diskriminasi Etnis Rohingya Pada Tahun 2017
This paper aims to discuss the extent to which the influence of the military in the political system in Myanmar related to cases of prosecution of ethnic Rohingya in 2017. Myanmar's government through the military is considered to use violence and discrimination against Rohingya ethnic groups resulting in thousands of casualties and the ethnic Rohingya fled to neighboring countries. This research was conducted to assess the role of the military in the Myanmar government system because under the 2008 Constitution, the military had a seat of 25 percent in the Myanmar parliament and had a number of authorities in the political system. This can be considered as a trigger for the military's aggressiveness towards Rohingya because of military representatives who have existence in the Myanmar parliament. The author uses concordance theory and the concept of new professionalism of internal security and national development in analyzing related phenomena. The results of this study indicate the existence of military influence in the Myanmar government because under the constitution, the military controls three strategic departments, namely Defense, Internal Affairs and Border. The military also holds full control of the armed forces, police and security forces, thus demonstrating the military role in Myanmar's policies regarding prosecution of the ethnic minority Rohingya.

HUBUNGAN PERDAGANGAN INDONESIA-ETHIOPIA DAN IMPLIKASINYA TERHADAP HUBUNGAN DIPLOMATIK KEDUA NEGARA: SUATU TINJAUAN EKONOMI POLITIK INTERNASIONAL
This study aims to determine the background of Indonesia and Ethiopia conducting trade cooperation which has implications on diplomatic relations between Indonesia and Ethiopia. This study used a qualitative approach, which uses secondary and primary data, where the method of analysis is descriptive analysis. This study uses an analytical framework based on the concept: international trade, national interests and economic diplomacy, and international political economy.The results of this study indicate that the relationship between the political economy of Indonesia and Ethiopia is very closely where this is done through an economic diplomacy. The Economic Diplomacy of Indonesia and Ethiopia is very influential on the development of trade between Indonesia and Ethiopia. In fact, Politics between Indonesia and Ethiopia are only as a political representative, because the driving force of politics between Indonesia and Ethiopia is the economic diplomacy. The motor is the one who makes us move and makes the relationship between Indonesia and Ethiopia are dynamic and increasingly tight.Through economic diplomacy Indonesia and Ethiopia endeavor to establish and improve the bilateral relations that already exist more clearly, planned, systematic and focused to stabilize the diplomatic relations between the two countries and enhancing cooperation in the conducive situation that will produce the pattern and structure of regional security that is based on the economic motives together.

Food Sector Analysis in Indonesia : A Social Accounting Matrix (SAM) Approach
Indonesia has a long history in the agricultural management sector. The economic development in Indonesia shows that the development of the agricultural sector has a made great contribution to the change in the Indonesian economy. Agriculture also has an important role in providing employment. providing raw materials for other sectors. as foreign exchange. and as the basis for the food security of the Indonesian population. In the national policy. the government has prioritized the subsidies in the agricultural sector to stimulate it to be more productive. This research has some aims i.e.: to describe the role of the agricultural sector based on the distribution of household income groups in Indonesia; to describe the impact of household income level groups if the subsidies in the agricultural food sector or Indonesia have increased. The research was conducted by using the analysis of Social Accounting Matrix (SAM) with 2008 database. The food sectors are classified into: sector production of: rice. corn and soybeans. other crops. poultry meat (traditional farms). poultry meat (medium and large farms). eggs. forestry and hunting. fishing and others. The results of the study after the policy injection (simulation) show that the food industry has experienced a significant increase in productivity among the economic sectors. Agricultural entrepreneurs are the group that experienced a high increase in income among farming households. In addition. linkage analysis showed that the commodities of other food industries has experienced forward and backward linkages.
