In this paper the authors examine the dynamics of security relations of the three key security actors in the Euro-Atlantic area - NATO, Russia, and the European Union. Based on their findings, and using a comparative analysis of the actors' doctrinal and strategic documents, as well as their observations of contemporary challenges, risks and threats, the authors discuss if, and to what extent, their productive security cooperation is possible, or their positions are opposed in such a way that in short and medium terms only disputes or less or more open conflicts are likely to be expected between them. This leads to a conclusion that a majority of recognized security challenges, risks and threats are shared, as well as that these actors see each other not only as competitors but also as partners in the struggle against those challenges, risks and threats, which opens possibilities of security cooperation.
Food security is a major issue and constant challenge in the developingworld. Morocco has reached the target of the first MDG and, since 1990-1992, hasmaintained the prevalence of undernourishment level of 5%, but it remainsvulnerable to climate change in case of recurrence of drought and external shocks.Researches on food security in Morocco and its relationship with sustainabledevelopment are not been sufficiently developed in the direction ofproposing models of sustainable food security strategies. Then, this study aims toclarify the relationship between food security and sustainable food chain and topropose a roadmap for food security in Morocco, learnt from the visit study toSingapore as a leading country in food security. According to GFSI (Global FoodSecurity Index) of the Economist Intelligence unit, Singapore is ranked second inthe world after United States in 2015. Results outline the issues and challenges offood security at both global and national levels and highlight the strengths andweaknesses of food security in Morocco via the analysis of the Moroccan's foodsecurity balance through the GFSI (Global Food Security Index) of the EconomistIntelligence Unit. Finally, this study proposes a roadmap to ensure sustainable foodsecurity in Morocco focused on two strategic pillars: governance andorganizational pillar and technical and financial support pillar. The first pillarconcerns the establishment of a national authority in charge of coordination andimplementation of food security strategies. The second pillar includes a set ofrecommendations related to technical and financial support aspects as optimizingstorage foods, increasing agricultural productivity via agro-ecologicalintensification and sensitizing farmers in adoption of sustainable agricultureprinciples.
"Democracy provides an environment in which the protection of basic human rights is best guaranteed." (Our Global Neighborhood: The report of the Commission on Global Governance, New York 1998). A comparative analysis of available data on state security services of several European states and the US points to the fundamental theoretical tenets concerning the role and the functioning of these services in democratic environment. Since their beginnings, these agencies have been the chief instrument in national security protection. Historically, in various states and in different periods, the unique mission of security services - the protection of national security - has not included uniformity of content. Among other things, this is largely due to a lack of an unequivocal definition of the concept of national security and a miscellany of "perceptions" by the ruling structures of certain states. This is why security services in totalitarian regimes, in t name of protecting "national security", have violated human rights. Due to their specific role within national security systems, security services restri certain rights of certain individuals and organisations even in democratic societies. However, democratic societies are characterised by the fact that security services operate strictly within the law and that such violations are minimal. In other words, in democratic states, security services violate some civil rights in order to protect the key sections of national security, democratic society, and community rights. In this paper the author points out to the importance of main organizations for establishing of international peace and security. They are the following: League of Nations, United Nations, Organizations of European Security and Co-operation, Conference of European Security and Co-operation, European Council, West European Union and NATO. Until the end of the Cold war, the universal organizations have played primordial role, but after the mentioned period the regional ones took the lead. The reason lies in the shift in balance of power - from bipolar to unipolar. The League of Nations and CESC can be observed from the historic perspective. NATO and UN played a crucial role during the internationalization of Kosovo issue and the act of intervention itself. NATO demonstrated its power and proved in the absence of real balance of power, la force l'emporte sur le droit. On the other hand, UN had passed several resolutions that condemned violence in Kosovo and Metohia (1160, 1199 and 1203 - all passed in 1998). During 1999 Security Council had passed a famous Resolution 1244, by which it was decided a civic and military mission should be established in Kosovo and Metohia - UNMIK and KFOR KFOR dealt with security issues in order to ensure the respect of it to all nationalities in Kosovo and Metohia. UNMIK set a very ambitious task lying ahead trying to establish standards before the future status. Realizing that it would be impossible to reach the standards, UNMIK started with the policy of status determination without standards establishing. The outcome of such policy is Ahtissari's Plan for supervised Independence of Kosovo, and finally the Declaration of Self-proclaimed Independence of Kosovo. We are also witnessing the transfer of horizontal and vertical effective state authorizations to the mentioned international organizations, bearing in mind problems it encounters. NATO deals with security issues, but European Union being unable to deal with such tasks (ESDP policy is to be as attempt), is more concentrated on economic issues.
Post-cold war concept of security is based on realistic postulates and emphasises a concept of state, forces,power and national interests. Military and political concept of security was dominant while the relations between the superpowers was based on the so called bipolar balance of power. Identity of states was realised by membership in military, political and economic organisations. The strategy of returning to the era of nuclear weapons reaches its full flowering. The crucial point of security after the end of Cold war consists of searching for giving answers to the threats coming from the outside and abilities of states to maintain their independent integrity against changed relations among the powers, which potentially may become enemies. Under such circumstances powers should not be ignored in any interpretation of any aspect of security, for realistic theories of international relations are still of great influence in the field of security. They will be modified in different conditions and will act in the sense of enlarged concept of security - instead of dominant concepts of political and military security typical for the Cold War era, economic, social and environmental factors will appear. Basic weakness of the realistic theories of security is in the lack of recognising the importance of cooperation between main factors in international community. This failure will be replaced neo realistic and liberal and institutional theories of security which emphasises the concept of cooperation in the first place. Concepts of power, forces and integral processes will be observed within the context of changes in the international relations.
The Republic of Slovenia, having obtained independence and sovereignty in the June-July war of 1991, launched the intensive buildup of the system of nationa security. As guidelines it used the experiences of other states, its own historical experience and the attitudes of the public and the political parties. The analysis of Slovenian national security shows that the threats to it come in the forms of military threats, internal threats and the threat to the living space. This was the reason that the system of national security was outlined as including the defense system, the security system, and the system of protection and preservation. Though encountering momentous problems in the build-up of the system of national security (particularly its military aspect), Slovenia has made remarkable shifts in order to embrace the NATO standards. However, it was not enough and Slovenia was not among the countries that were admitted to this organisation in the first wave - Poland, Czech Republic and Hungary. (SOI : PM: S. 102)
As newly established nation-state Slovenia continues to develop concepts, policies, and institutions to provide for its national security. She does so as a young country in a new Europe and must consider not only her own experiences, principles, and international politics, but also the dynamic environment of th multifaceted proposals and efforts at European integration. These are the basic considerations for understanding the process whereby Slovenia is forming a new national security network, both internally and on the international level, and for following Slovenia's endeavors to participate in European integration and NATO and the European Union. The term politics, from its origin until nowadays, has been closely related to coercion and effects of coercion. The first rulers were finding support in a belief in the divine nature of power, but since, in time, this belief faded, the solution was found in physical superiority of rulers. The development of politics as an activity by which a community can be governed instrumentally, conditioned its closer linkage to force. Politics was sometimes identified with force, and sometimes politics was using force as an instrument for taming the bullying by others. Undoubtedly, the man is a rational and instinctive being. Monopolization of bullying within political activity made it possible to place the force, depending on the circumstances, into the service of one or the other attribute of human nature. Integration processes in political, economic, military and other areas, significantly contributed to changing the role of a national state in its formerly inviolable spheres, even in those elements that are considered classic attributes of the state as an institution (sovereignty, independence, monetary policy, defense, state power legitimacy, etc). Does this power, which is 'taken away' from the national state, go away, through integrative processes with other international subjects, to some distant power and alienated centers, or does it, on the contrary, enter the corpus of political activity that strengthens its overall position? Without immersing into more profound analysis about what is closer to the truth, it is a fact that through integrative processes a number of 'state' activities is transferred to joint institutions. In the spirit of this paper, the most important institutions are those which decide about organization, preparing, functioning, and using of the state (interstate) power. Strategic solutions concerning these matters, are a part of domestic and intergovernmental policy. They are products of a great number of internal and external factors, starting from economic and institutional, to social and cultural-traditional, and to international.
In today's world, marked by an increasing interdependence, national security is becoming a component of international security, which is not a mere sum of individual national securities, but a permanent international framework of universally acceptable values. Interethnic relations today are central for a state's security, as well as for international order. There is the question whether the international system must guarantee individual and collective security of ethnic groups/minorities, regardless of the state they live in. Today, human and minority rights have become an important institutionalized international factor of security and stability and a concern of the entire international community, despite the fact that many states still claim that minority policy is their internal problem into which international community has no right to interfere. The affirmation of the rationalist approach to contemporary security implies that the responsibility for guaranteeing security lies not only on individual states and unions but also on the international system as a whole. Početak dvadeset i prvog veka obeležio je najveći teroristički akt u istoriji čovečanstva, 11. septembar 2001. godine. Samoubilački napadi izvršeni tog dana na teritoriji Sjedinjenih Država su načinom na koji su izvedeni, svojom veličinom i posledicama, osigurali da početak novog milenijuma ostane upamćen u svetu po nagloj ekspanziji međunarodnog terorizma, koji je zbog neposrednih žrtava, materijalnih razaranja, i stalnog straha i nesigurnosti koje izaziva, gotovo sve šokirao i prestravio. Savremeni terorizam, dramatično oslikan kroz 11. septembar, danas predstavlja jedan od ključnih bezbednosnih problema i izazova globalizovanog društva, čiji sve češći, razorniji i smrtonosniji akti jasno ističu njegovu dominaciju nad drugim oblicima ugrožavanja bezbednosti. Ubrzo nakon 11. septembra, predsednik SAD Džordž V. Buš Mlađi objavio je sveopšti, prostorno i vremenski neograničen rat terorizmu, uz podršku većine zemalja u svetu kao i međunarodnih institucija, poput NATO i UN. Ovaj nekonvencionalni rat obuhvatio je mnoštvo vojnih, političkih i legislativnih akcija koje za glavni cilj imaju sprečavanje i suzbijanje terorizma na globalnom nivou. U tu svrhu donesene su posebne protivterorističke strategije kao i mnoštvo podstrategijskih dokumenata, kako u SAD, tako i u Evropskoj uniji kao i u njenim zemljama članicama. Američka nacionalna strategija za borbu protiv terorizma otklonila je propuste protivterorstičke prevencije i rezultirala podizanjem nivoa unutrašnje bezbednosti SAD. Glavni pokazatelj njene efikasnosti je činjenica da su Sjedinjene Države ostale pošteđene velikorazmernih terorističkih napada posle 11. septembra. To nije bio i slučaj sa Evropskom unijom, njihovim najvećim saveznikom, koju je u prvoj deceniji ovog rata Al Kaida prestravila sa dva velika napada (Madrid 2004. i London 2005. godine). Nažalost, EU je još uvek i meta i baza islamističkih ekstremista što predstavlja dokaz, a i najozbiljnije upozorenje, da je njena protivteroristička prevencija, za razliku od američke, u jednom ili više segmenata neadekvatna (propustljiva). ; The beginning of the twenty-first century was marked by the biggest terrorist act in the history of humanity, September 11, 2001. In the way that they were carried out, their size and consequences, suicide attacks committed on that day on the territory of the United States have ensured that the start of the new millennium will be remembered in the world by the rapid expansion of international terrorism, which has shocked and horrified almost everybody due to the direct victims, material damage, the fear and insecurity which evokes. Today, modern terrorism, dramatically portrayed through 9/11, represents one of the key security issues and challenges of a globalized society, whose frequent, more destructive and deadly acts clearly emphasize its domination over the other forms of endangering safety. Shortly after 9/11, the U.S. President George W. Bush Jr. announced an all-out, spatially and temporally unlimited war on terrorism, with the support of most countries in the world as well as international institutions, such as NATO and the UN. This unconventional warfare included a variety of military, political and legislative actions whose main objective is to prevent and combat terrorism on a global level. For this purpose, the special anti-terrorism strategies, and a number of other relevant strategic documents were adopted, both in the USA and in the European Union, as well as in its Member States. The U.S. National Strategy for Combating Terrorism has eliminated the glitches in American anti-terrorism prevention and resulted in raising the level of internal security of the United States. The main indicator of its effectiveness is the fact that the United States have been spared of large-scale terrorist attacks after the 9/11. This was not the case with the European Union, its biggest ally, which in the first decade of this war was terrified with two large attacks by Al Qaeda (Madrid 2004 and London 2005). Unfortunately, the EU is still the target and a base of Islamist extremists, which is an evidence and a most serious warning that its anti-terrorism prevention, unlike the U.S.'s, is in one or more segments inadequate (permeable).
Starting from the belief that there is a very high level of interdependence between countries and regions in the modern world, that is indivisibility of security at a global level, the Republic of Serbia, acting on its foreign policy plan, advocates affirmation of cooperative security concept. Considering the fact that development of cooperation at a bilateral and multilateral level can significantly contribute to national security, it advocates strengthening of the role of the UN as the world organization, getting the status of the EU member and active participation in the NATO programme "Partnership for Peace", taking into account the opinion on neutrality of the country in relation to the existing military alliances. During the previous decade (particularly the last couple of years) the expansion in terms of the Serbian Armed Forces engagement in multinational operations has been obvious. In addition to a significant increase in the number of the engaged Ministry of Defence and Serbian Armed Forces personnel, the engagement framework has been expanded – besides the UN missions our country participates in the EU multinational operations, as well. As one of the founders of the Non-Aligned Movement, in the condition of the world division into blocs, Yugoslavia was rather noticeable among the UN members due to its participation in peacekeeping missions, thus giving a concrete contribution to peacekeeping in the world. In the changed international circumstances after the Cold War, the nature of conflicts in the world has largely changed (the focus of conflicts has been transferred from intercountry to a level of intracountry conflicts), and the way of their resolution, as well. Following the tradition of participation in the UN peacekeeping operations, our country gives a significant contribution to contemporary multidimensional operations. ; Полазећи од уверења да у савременом свету постоји изузетно висок ниво узајамне зависности држава и региона, односно недељивост безбедности на глобалном нивоу, Република Србија се у свом деловању на спољнополитичком плану залаже за афирмацију концепта кооперативне безбедности. Сматрајући да се развијањем процеса сарадње на билатералном и мултилатералном плану може знатно допринети националној безбедности, залаже се за јачање улоге Уједињених нација као светске организације, добијање статуса чланице Европске уније и активно учешће у програму НАТО "Партнерство за мир", уз став о неутралности земље у односу на постојеће војне савезе. Током претходне деценије (нарочито последњих неколико година) евидентна је експанзија у погледу употребе Војске Србије у мултинационалним операцијама. Уз изузетно повећање броја ангажованих припадника Министарства одбране и Војске Србије, проширен је и оквир деловања – поред мисија Уједињених нација наша земља учествује и у мултинационалним операцијама Европске уније. Као један од оснивача Покрета несврстаних земаља, у условима блоковске поделе света, Југославија је међу чланицама Уједињених нација била веома запажена због свог учешћа у мировним мисијама, чиме је давала конкретан допринос очувању мира у свету. У измењеним међународним околностима након "хладног рата", природа сукоба у свету се битно променила (са међудржавног, тежиште сукоба је померено на ниво унутар држава), а самим тим и начин њиховог решавања. Настављајући традицију учешћа у мировним операцијама Уједињених нација, наша земља даје знатан допринос савременим мултидимензионалним операцијама.
Henry Kissinger is one of the most eminent and influential intellectuals in American foreign policy. His work and achievements may be divided into three phases of his participation in the creation of American foreign policy. In the first - scholarly - phase of his career, he criticized US foreign polic His works from that period clearly reflect his "realpolitik" outlook. Particularly important for his life and work is the second phase when he was able, as a national security adviser and later as Secretary of State for presidents Nixon and Ford, to use his remarkable intellectual capital and successfully practice realpolitik as the creator and proponent of American foreign policy. After his retirement from foreign policy administration, Kissinger did not cease to use his clout in the field of international relations and American foreign policy. In addition to national and international armies - armed forces of states and alliances, paramilitary armed formations (the so-called paramilitary) play aprominent role in contemporary international and non-international armed conflicts. They are made up of so-called voluntary fighters (patriots, contracts), i.e. mercenaries or "looters" (so-called war dogs) within armed formations that are not officially part of, and most often not under the command, of regular armed forces. As a rule, they are formed, armed, equipped, trained, paid and controlled by certain political centers of power - foreign governments and intelligence, hostile political emigration, political parties, criminal and other extremist (pseudo-patriotic, nationalist and para-religious) organizations (the so-called warlords) for whose account the paramilitary formations occupied part of the territory of the sovereign state in which the armed conflict took place and established power on it. They are often associated with numerous war crimes, terrorist attacks and robberies. Since the terms 'warlords', 'paramilitary', 'mercenaries', and 'war dog' are oftenincorrectly usedin everyday communication of media, public and even scholars, this paper attempts to conceptualize and make a clear distinction between these phenomena. ; Осим националних и међународних војски – оружаних снага држава и савеза држава, у савременим међународним и немеђународним оружаним сукобима све значајнију улогу узимају паравојне оружане формације (тзв. паравојске). Њих чине тзв. добровољни борци (патриоте, уговорци), односно плаћеници или "пљачкаши" (тзв. пси рата) који су део наоружаних формација које званично нису у саставу, а најчешће ни под командом регуларних оружаних снага. Паравојске по правилу формирају, наоружавају, опремају, обучавају, плаћају и контролишу извесни политички центри моћи – иностране владе и обавештајне службе, непријатељска политичка емиграција, политичке партије, криминалне и друге екстремистичке (псеудопатриотске, националистичке и параверске) организације (тзв. господари рата) за чији рачун су паравојне формације и заузеле део територије суверене државе у којој се одвија оружани конфликт и на њој "успоставиле власт". За њих се неретко везују бројни ратни злочини, терористички напади и пљачке. Како се у животу, а неретко и у теорији безбедности не разликују и погрешно употребљавају термини "господари рата", "паравојске", плаћеници и "пси рата", у раду је учињен покушај појмовног одређења и дистанцирања ових појава.
Polazeći od uverenja da u savremenom svetu postoji izuzetno visok nivo uzajamnezavisnosti država i regiona, odnosno nedeljivost bezbednosti na globalnom nivou,Republika Srbija se u svom delovanju na spoljnopolitičkom planu zalaže za afirmacijukoncepta kooperativne bezbednosti. Smatrajući da se razvijanjem procesa saradnje nabilateralnom i multilateralnom planu može znatno doprineti nacionalnojbezbednosti, zalaže se za jačanje uloge Ujedinjenih nacija kao svetske organizacije,dobijanje statusa članice Evropske unije i aktivno učešće u programu NATO"Partnerstvo za mir", uz stav o neutralnosti zemlje u odnosu na postojeće vojne saveze.Tokom prethodne decenije (naročito poslednjih nekoliko godina) evidentna jeekspanzija u pogledu upotrebe Vojske Srbije u multinacionalnim operacijama.
