This article analyses the problem of Israelites forming an alliance in diff erent times chiefl y described in the Pentateuch. Many existing exegetic commentaries lack a clear answer explaining the extent of the prohibition to ally with Gentiles described in Ex 23:32; 34:12; Deut 7:2 and Judg 2:2. The author wants to give a full answer to the question why the prohibition concerns only the nations neighboring Israel after the chosen people started to occupy the Promised Land; or perhaps it also concerns the Gentile nations that neighbored Israel. Should the prohibition be interpreted restrictively or extensively? One should also defi ne the necessity of the prohibition, that is what it actually concerned — any sort of signing a pact with Gentiles or merely the realm of purity of faith so as to dodge the temptation of idolatry. The article discusses the organisational issues of self-government organisations of the professions of public trust in Poland, in the context of the implementation of the principle of incompatibilitas, as a sine qua non condition for their proper functioning and due performance of the public tasks entrusted to them. The analysis covers the self-government organisations of advocates, attorneys-at-law, notaries, bailiffs, patent attorneys and tax advisers, taking into account their different structures and the legal basis (statutory law or bye-laws) for the prohibition on the one-handed holding of multiple functions or mandates in the bodies of these professional associations. The study found that the phenomenon of holding multiple functions in the self-government of attorneys-at-law constitutes a problem. The study outlines the cause of this situation and draws conclusions for the law as it should stand, which concern the introduction of a prohibition of accumulating functions to the optimum extent, in line with the solutions applied by the self-government of advocates. The aim of the article is not only to substantiate the necessity of these changes, but also to show how they should be made. This proposal can be implemented by amending the internal rules governing the self-government of attorneys-of-law, which should be treated as intra-corporate normative acts and only ultimately through legislative intervention. ; Artykuł dotyczy zagadnień organizacyjnych samorządów prawniczych zawodów zaufania publicznego w kontekście realizacji zasady incompatibilitas jako warunku sine qua non właściwego ich funkcjonowania i rzetelnej realizacji powierzonych im zadań publicznych. The COVID-19 pandemic is a phrase that has accompanied us every step over the last two years. This is not an abstract concept, the effects of the measures introduced because of this disease limit us at every turn. One of the ways in which the legislature and the executive power could help the people of the Czech Republic during this period was to introduce relief and change through taxes. These tools were used to a large extent, and therefore, during the COVID-19 pandemic, tax law in the Czech Republic changed dynamically. This article deals with the issue of the impact of the COVID-19 pandemic on tax law in the Czech Republic. The aim of this article is to outline the changes that have taken place and will continue to take place in tax law in connection with the COVID-19 pandemic and to further evaluate these changes in terms of their effectiveness, efficiency, and necessity. ; W ciągu ostatnich dwóch lat fraza "pandemia COVID-19" towarzyszyła nam na każdym kroku. Skutki wywołane przez środki, po jakie sięgnięto w walce z chorobą, ograniczają nas na każdym kroku. Jednym ze sposobów, w jaki ustawodawca oraz władza wykonawcza mogły pomóc obywatelom Republiki Czeskiej w tym okresie, było wprowadzenie ulg i zmian w podatkach. Narzędzia te wykorzystano na szeroką skalę, a zatem podczas pandemii COVID-19 w Republice Czeskiej dynamicznie zmieniały się przepisy podatkowe. Jego celem jest przedstawienie zarówno wprowadzonych zmian, jak i tych, które będą wciąż następować w prawie podatkowym w związku z pandemią COVID-19, a także ocena tych zmian pod względem ich skuteczności, efektywności i zapotrzebowania na nie. On 16 March 2019 the amendment of the Act – the Industrial Property Law, which implemented the European Parliament and EU Council Directive 2015/2436 of 16 December 2015, aiming the rapprochement of legislation within the membership countries regarding trade marks. The essential change, that the amendment implemented is the cancellation of the necessity of graphical representation of the trade mark, what allows to simplify the registration of the unconventional trade marks. The purpose of the article is to present how the registration of unconventional trade marks looked within the light of the Luxembourg tribunal's statements. ; W dniu 16 marca 2019 r. weszła w życie nowelizacja ustawy Prawo własności przemysłowej, która implementowała dyrektywę Parlamentu Europejskiego i Rady (UE) 2015/2436 z dnia 16 grudnia 2015 r. mającą na celu zbliżenie ustawodawstw państw członkowskich odnoszących się do znaków towarowych. Istotną zmianą, jaką wprowadziła nowelizacja, jest zniesienie wymogu graficznej przedstawialności znaku towarowego. Umożliwi to łatwiejszą rejestrację niekonwencjonalnych znaków towarowych. Celem niniejszego artykułu jest zaprezentowanie, jak w świetle orzecznictwa trybunału luksemburskiego przedstawiała się rejestracja niekonwencjonalnych znaków towarowych.

Globally, it is worth stressing that international law, European law and national laws must fulfill the same standards, considering the human rights laws. Since the end of the Second World War, the sphere of international human rights law, including the set of rights of human beings, increased tremendously. In the sphere of human rights, the set of refugees' rights is one of the most important. On the other hand, the sphere of human rights since September 11 had to face the problems of security on a global scale. Today, security impacts the governments, international organizations, NGOs as well as human beings. Let us say that security influences both local and global policy. From this point of view, the article analyzes an important question: Is the human rights system able to function properly with the growing lack of security both in international and regional relations? Can the European Union and its Member States afford total acceptance of international refugee rights regulations referring to African natives? The article refers to the facts from the last few years which totally changed the attitude to human rights laws. It seems that today international organizations such as the United Nations and its specialized agencies should again work on the system of human rights referring to refugees, including legal aspects of counterterrorism. The author also takes into account the necessity of cooperation between the governments in a wider scale, including mutual cooperation and legal activity. ; W opracowaniu analizie został poddany status obywatela Unii Europejskiej z punktu widzenia jego praw podmiotowych w kontekście praw uchodźców wynikających z regulacji międzynarodowych. Zasadniczym celem było określenie granicy pomiędzy prawami obywatela UE a prawami uchodźców. Opisano także wpływ Arabskiej Wiosny Ludów na problem migracji oraz związane z tym zagrożenia bezpieczeństwa wewnętrznego państw członkowskich UE. Zasygnalizowano problemy, które pojawiają się w związku z destabilizacją sytuacji na arenie międzynarodowej w rejonie Afryki Północnej i Środkowego Wschodu, rozwojem skrajnych ruchów islamistycznych oraz efektywnym zetknięciem się warstwy jurydycznej norm ochrony praw człowieka i bezpieczeństwa międzynarodowego.

The aim of this article is to analyse the international legal and political process of reconciliation between Serbia and Kosovo in terms of its impact on the scope of development directions and strategies of the European Union countries as well as Russia and the USA. Particular emphasis was placed on the treatment of these issues in the light of the activities of the Kosovo Specialist Chambers and Specialist Prosecutor's Office. The main theses assumed for the purposes of this article are as follows: firstly, that the policy of reconciliation between Serbia and Kosovo is multidimensional, including the necessity of the process of international criminal liability for the crimes committed by both states, while at the same time influencing the dilemmas of the development directions of individual European countries, but also of the European Union and the United States. In addition, the legal and political stabilization of the Balkan region, especially in the context of relations between Kosovo and Serbia, and the possibility of cooperation with these states as part of intergovernmental international organizations, is strategically extremely important for the EU, the USA, as well as for Russia. The Author critically analyses issues using polemics with the standpoint presented in the doctrine of the subject as well as interpreting selected instruments of international law and Kosovo's national law. The deliberations resulted in conclusions as to the determinants in terms of the directions of the legal and political development of the EU and Russia resulting from the complicated process of reconciliation and mutual settlement of sins by Serbia and Kosovo.

The goal of this article is to an answer to a fundamental dilemma that appears in the organisation and functioning of democratic countries. It arises from the necessity to provide national security while simultaneously ensuring a specific catalogue of values, including citizen laws and freedoms. The author attempts a teleological analysis of the conception of national security in the conditions of a constitutional democracy. After defining the general characteristics of the security conception, the author investigates them in terms of relations between the security of national structures and personal and group interests of the citizens. The author points out their axiological and legal aspects formalised in the fundamental law and underlines the synergic interdependence between the security of national organisational structures and the security of the society – the nation. ; Celem artykułu jest odpowiedź na zasadniczy dylemat pojawiający się w organizacji i funkcjonowaniu demokratycznych państw. Polega on na konieczności zapewnienia bezpieczeństwa przy jednoczesnej ochronie określonego katalogu wartości, w tym praw i wolności obywateli. Autor podejmuje próbę teleologicznej analizy pojęcia "bezpieczeństwo państwa" w warunkach funkcjonowania demokracji konstytucyjnej. Po określeniu ogólnych desygnatów tego pojęcia, rozpatruje je w kontekście relacji ochrony struktur państwa do zabezpieczenia interesów personalnych i grupowych ogółu obywateli. Wskazuje na ich aksjologiczno-prawne aspekty sformalizowane w ustawie zasadniczej oraz podkreśla synergiczną współzależność pomiędzy bezpieczeństwem struktur organizacji państwowej a bezpieczeństwem społeczeństwa – narodu.

W niniejszym artykule dokonano analizy bezpieczeństwa energetycznego zarówno w kontekście regionalnym, jak i globalnym. Punktem wyjœcia w analizie polityki prowadzonej przez Rosję, Wenezuelę i państwa Zatoki Perskiej stało się "pierwsze prawo petropolityki", zgodnie z którym im wyższa jest średnia cena ropy naftowej i gazu na rynkach swiatowych, tym niższe jest przeświadczenie rządów o konieczności przeprowadzenia wewnętrznych reform politycznych i gospodarczych, a ich polityka zagraniczna i bezpieczeństwa jest bardziej konfrontacyjna. W opinii autora artykułu zarówno kontrowersje wokół projektu Nord Stream, jak również gwałtowne protesty na Bliskim Wschodzie określane mianem "Arabskiej Wiosny", przemawiają za poparciem hipotezy o potrzebie dążenia do przestrzegania reguł demokracji i solidarności pomiêdzy pañstwami jako mechanizmu zapewniaj¹cego bezpieczeñstwo energetyczne w skali globalnej. ; This article analyzes energy security in the context of the regional and global levels. The starting point in analyzing policies pursued by Russia, Venezuela and the Gulf States has become "the first law of petropolitics" according to which, the higher the average price of oil and gas on world markets, the lower is the conviction of the governments of the necessity of internal political and economic reforms, and their foreign and security policy is more confrontational. In the author's opinion, both the controversy surrounding the Nord Stream project as well as the violent protests in the Middle East, support the hypothesis about the need to promote compliance with the rules of democracy and solidarity between countries as a mechanism for ensuring energy security on a global scale.

RESEARCH OBJECTIVE: The scientific goal of the article is to analyze traffic safety policy, in a problem-chronological perspective, as part of the Swedish "welfare state" model, with particular emphasis on internal political and social factors.THE RESEARCH PROBLEM AND METHODS: In exploring the issues of road safety in Sweden, the author used a functionalist approach to examine the relationship of political forces affecting their shape. The genetic method has allowed to mention qualitative factors that are the foundations of Swedish policy. Institutional and normative approach with regard to the characteristics of decision-making processes, law-making processes resulted in a system analysis in line with the theoretical model proposed by David Easton. Each stage of the legislative process has been followed – from the change initiative to the entry intoforce of the "Vision Zero". The method of content analysis and the institutional and legal method served to illustrate the role that it has for Sweden for 20 years.THE PROCESS OF ARGUMENTATION: Ensuring broadly understood, multi-tasked road traffic safety is today a prerequisite for harmonious economic and social development of the country (for example, due to the cost of treatment of accident victims, but also the legitimacy of authority, whose task is to ensure safety).RESEARCH RESULTS: The necessity of introducing a nationwide road safety strategy was convinced by all the groups that sat in the Swedish parliament in 1997 (as evidenced by its voting through acclamation). The consolidation attitude of many social groups, institutions and individual road users, promoted by the Vision Zero, resulted in considerable successes. First of all, the number of fatalities in road accidents in 1997-2012 dropped by 48%. At the same time, the number of people who suffered minor injuries in the same period as a result of road accidents has increased. This testifies to the correct decisions of Swedish strategists who were already well aware in 1997 that it is impossible to eliminate accidents as such (which is why they focused on reducing the most tragic effects).CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The Vision of Zero, which is now a general philosophy of approach to road safety issues in Sweden, thanks to its efficiency and effectiveness has become not only a source of pride on the part of the Swedes themselves. Few (Sweden's population for the first time reached a ceiling of 10 million inhabitants in January 2017), although the very innovative Swedish society developed an innovative model of cooperation between private and public sector entities as well as every single user of transport infrastructure that contributed to the radical decline the number of accidents resulting in death or serious injury. Thus, once again, the descendants of the Vikings became a role model for other nations – both among European Union countries and on a global scale.

The article aims to identify the myths of political roles that were used by the Committee for the Defence of Democracy (CDD) to create the language image of its creation and to explain the importance of these semantic structures' configuration for the self-creation of political roles, which proved to be an effective incentive for the grassroots mobilization of the opponents of the Law and Justice party. They will be performed with the source analysis, qualitative relational content analysis, and a typology of myths. The secondary objective of the article is to verify the analytical usefulness of the theoretical tool in the form of a typology of myths created by the criterion of political roles. The research examines the theoretical framework that consists of four pairs of ideal types of myths: anthropolatrizing and diabolizing, theophanic and demonizing, divine and devilish mesistes, katechon and antichrist. The use of these theoretical categories to identify and distinguish the discursive creations and self-creations of the social movement has shown that they divide the semantic field of the political role myth in such a way that its ideal types are separable and allow us to recognize the basic semantic constructs of political roles. It has also revealed that the CDD did not use the extreme positive and negative valuation of itself and its political opponents. The movement used theophanic, divine mesistes, and katechon myths to self-legitimize discursively in the political system. It employed demonizing and antichrist myths to delegitimize the ruling political subjects. The image of the movement's creation was the expression of the sense of necessity for the emergence and activities of a good katechon which would stop the antichrist from destroying the democratic system in Poland and contribute to the protection and preservation of its constitutive values. ; Głównymi celami tego artykułu są identyfikacja mitów ról politycznych, które zostały wykorzystane przez Komitet Obrony Demokracji (KOD) do stworzenia językowego obrazu jego powstania, a także wyjaśnienie znaczenia konfiguracji tych struktur semantycznych dla autokreacji ról politycznych, które okazały się efektywnym bodźcem dla oddolnej mobilizacji przeciwników Prawa i Sprawiedliwości. Zostaną one zrealizowane przy wykorzystaniu analizy źródeł, jakościowej relacyjnej analizy zawartości i typologii mitów.
