This paper is a preliminary report on an ongoing research being carried out in the Faculty of Languages and Communication Studies of Ibrahim Badamasi Babangida University, Lapai, Niger State, Nigeria. The research is on 'Language education and translation in Niger State'. The languages involved in the research are: Arabic, English, French, Gbagyi, Hausa and Nupe. The aim of this research which is funded by the Nigerian Tertiary Education Trust Fund (TETFund) is 'to help improve the outcome of language education and translation in Niger State in both quality and quantity' As a preliminary inquiry, the research team visited 78 institutions of learning at all levels (primary, secondary and tertiary) in all the three geopolitical zones of Niger State, as well as media houses located in the capital, Minna, and obtained responses to the questionnaires they took to the institutions. While pursuing the aim and objectives of their main research, the team deemed it necessary to consider the position (and the plight) of the multiplicity of other languages of Niger State (than the three major ones – Gbagyi, Hausa and Nupe) in relation to Nigeria's language policy in education. The team found that there are conflicting reports on these languages with regard to their exact number, their location, their status, and even their spelling. The team learned that there are at least 38 languages in Niger State, some of which have several dialects as well. This side-line research concluded, therefore, that it would be a tall order to insist on implementing certain aspects of the national language policy in education in respect of the users of these languages, some of whom do not even speak Hausa, the most widely spread of the three major indigenous languages in the State. This research recommended, therefore, that the Niger State Government should consider establishing a language policy, and drawing up a specific plan, that will enable it to implement relevant aspects of the national language policy in education.Key Words: Languages, Niger State, Language policy, Education
Due to frequent domestic and external shocks, Niger is one of the poorest countries in the world. Located in a sub-region repeatedly challenged by security threats such as the Libyan conflict, the Mali crisis and the Boko Haram armed attacks, the Nigerien economy is exposed to severe climate shocks that largely impact the country's economic performance. Despite going through several episodes of political turbulence, Niger has experienced relative political stability, with beneficial effects for economic growth since 2011. To sum up, Niger is a country that faces the jobs challenges of an agrarian and increasingly resource-based economy, and in which a large part of the population is young, poor and exposed to external and internal shocks. In Niger, most population is poor and lives in rural areas, implying that the jobs with the highest development impact are in agriculture. However, as discussed, jobs per se do not guarantee sufficient income opportunities to escape poverty; as such, increases in productivity are crucial for improving living standards. Moreover, giving the high exposure of poor and rural households to climatic shocks and food insecurity, the new jobs agenda needs to encourage the use of modern and inputs and decrease reliance on rainfall patterns. This book is arranged as follows: 1) Chapter one explains the employment structures in Niger; 2) Chapter two discusses employment dynamics and transitions; 3) Chapter three has the analysis of agricultural employment; 4) Chapter four looks at non-agricultural household enterprises; and 5) Chapter five introduces the youth occupational aspirations.

Doing business 2020 is the 17th in a series of annual studies investigating the regulations that enhance business activity and those that constrain it. Doing business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 190 economies - from Afghanistan to Zimbabwe - and over time. Regulations affecting 12 areas of the life of a business are covered: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency, employing workers, and contracting with the government. The employing workers and contracting with the government indicator sets are not included in this year's ranking on the ease of doing business. Data in doing business 2020 are current as of May 1, 2019. The indicators are used to analyze economic outcomes and identify what reforms of business regulation have worked, where, and why. This economy profile presents indicators for Niger; for 2020, Niger ranks 132.
Oil spills in the Niger Delta region of Nigeria has occurred frequently since oil extraction started in the 1950's. The oil spills originates from facilities and pipelines, leaks from ageing and abandoned infrastructure and from spills during transport and artisanal refining of stolen oil under primitive conditions. It is estimated that spills in Nigeria amount to 100 000 to 200 000 tons per year and have been doing so for almost 60 years. While a number of reports have been written about the Niger Delta and the civil unrest in this area during the last decades, very few scientific reports with actual data regarding the extent of the contamination has been published. This paper describes the contamination of sediments and water in a part of the Niger Delta, which has been particularly hard to assess for decades: Ogoniland. It does not discuss the origin of the oil spills. During 2010, the United Nations Environment Programme (UNEP) conducted an extensive environmental assessment of Ogoniland. The assessment was conducted at the request of the Nigerian government. During the assessment, drinking water samples were taken in wells and sediment and surface water samples were collected from streams, ponds and wetlands in and around Ogoniland from April to November. The levels found in the more contaminated sites are high enough to cause severe impacts on the ecosystem and human health. Extractable Petroleum Hydrocarbons (EPHs) reached levels of up to 7420 μg/l in surface water and drinking water wells show up to 42 200 μg/l. Benzene levels were measured up to 9000 μg/l, which is more than 900 times the WHO guidelines. EPH concentrations in sediments were up to 17 900 mg/kg. Polycyclic Aromatic Hydrocarbon (PAH) concentrations in sediments reached 8.0 mg/kg in the most contaminated sites. The impacts of this pollution were obvious to be seen, with large slicks of crude oil visible in the water and large areas of mangroves suffocated by oil. However, most sites did not show extremely high levels of EPH and PAH concentrations. Although the natural conditions for degradation of petroleum hydrocarbons are favorable with high temperatures and relatively high rainfall, the recovery of contaminated areas is prevented due to the chronic character of the contamination.

En fait, très peu de femmes au Niger émigrent à l'étranger pour y travailler car c'est une question d'hommes, l'émigration a toujours été masculine. En revanche, beaucoup de femmes d'origine étrangère viennent au Niger pour y travailler. La grande majorité de ces immigrantes travaillent dans le domaine de la domesticité où le travail est très peu rémunérateur et n'exige pas de qualification. A côté de ces immigrantes nous assistons depuis quelques années à l'apparition d'une migration féminine interne de travail constituée de jeunes nigériennes qui désertent les campagnes au profit des centres urbains. Il faut dire que la famine consécutive à des longues périodes de sécheresse et la pauvreté ambiante ont favorisé ces types de déplacement qui répondent en définitive à des stratégies de survie. Sur le plan juridique, il n'existe pratiquement pas de textes spécifiques à la migration féminine de travail, mais plutôt à la règlementation du travail des femmes en général et du travail domestique en particulier. Ce sont des textes fragmentaires et très discriminatoires qui ont besoin d'un toilettage conséquent et approprié, mais pour cela il faut une mobilisation des femmes et une réelle volonté politique. / The legal status of women has had an impact on the emigration of Niger women. Very few women from Niger actually emigrate abroad to work. Emigration has always been seen as a male activity. Nevertheless, many foreign women come to work in Niger. Most of them work as domestics, a low paid sector that needs no qualifications. Beside these immigrants, internal female migration has started up in the last years, with young Niger women leaving the countryside to live in urban centres. The starvation following long periods of dryness and general poverty have fostered these kinds of mobility which are essentially survival strategies. On the legal level, there is no specific text relating to female labour migration, but there are laws regulating female labour in general and domestic work in particular. These are partial and very discriminatory texts, which need important reforms and therefore demand women's mobilisation and a real political will.

International audience ; La mine artisanale constitue une réalité profonde au Niger. L'analyse de sa problématique, à travers plusieurs aspects (légal, institutionnel, organisationnel, technique, financier, commercial, fiscal, environnemental, sanitaire, sécurité des travailleurs, sécurité publique), révèle qu'elle comporte d'innombrables faiblesses. Elle présente, néanmoins, quelques forces parmi lesquelles : l'opportunité d'améliorer les revenus des populations rurales ; l'existence d'un code minier, prenant en compte la mine artisanale, qu'il convient " seulement " d'améliorer ; l'expérience acquise par l'administra-tion en matière de surveillance de cette activité ; l'introduction, quoique modeste, de moyens de travail mécanisés ; la mise en exergue de la culture de l'investissement à risque chez ses acteurs. Au niveau de l'Etat du Niger et de l'UEMOA, en particulier, il existe la conviction que, grâce à des mesures appro-priées, la mine artisanale peut concourir au recul de la pauvreté et à la croissance économique. Cette conviction a pour conséquence deux objectifs à savoir 1) un meilleur encadrement de l'artisanat minier et 2) l'émergence de petites exploitations minières privées performantes et compétitives. Pour poursuivre ces objectifs, les stratégies suivantes sont proposées a) créer un environnement qui incite les opérateurs économiques nationaux à investir et b) appuyer ces initiatives dès lors qu'elles sont prises. Artisanal (or small-scale) mining is a reality in Niger. Its problem analysis, through diverse aspects (legal, institutional, organisational, technical, financial, commercial, tax aspect, environmental, sanitary, workers and public health and safety), reveals its numerous weaknesses. This is a conference paper. ; Little WASH progress has been made in the Niger Delta. Using the exploratory case study method, including quantitative and qualitative data collection, the authors examined current sanitation practices, efforts made to improve sanitation, the extent to which those efforts have succeeded and what else is needed to improve sanitation sustainably. The results show the immediate need for development of lowcost, durable, and appropriate sanitation technology options, as none currently exist that address consumer needs, high water table and rainfall, shortage of land, and access issues, followed by supply chain development. The only formal behaviour change framework tried in the region is CLTS with limited results, possibly due to the proximity to water. Other frameworks such as the RANAS model (with adaptations of the questionnaires), IBM-WASH and Nudge Theory should be tested. Other recommendations include improved government services, access to capacity building and education about technology options, and opportunities to encourage knowledge-into-practice.

Et en dépit de la féminisation significative des flux migratoires au cours des dernières années, et des enjeux qu'elle suggère, les recherches sur le genre et la migration en Afrique subsaharienne sont limitées par le manque d'informations et de données sur les relations de genre dans la dynamique et l'évolution des flux migratoires. Aussi, la présente étude se propose-t-elle de montrer, à la lumière des données de terrain, que les facteurs socioculturels, notamment les perceptions, les rôles et les responsabilités construites par la société et attribués aux femmes et aux hommes dans une culture et un espace donné, influencent de manière significative la décision de migrer, les impacts possibles, socio-économiques et culturels, des politiques migratoires et des migrations. Les constructions socioculturelles peuvent donc limiter ou favoriser les possibilités de capitalisation des opportunités et d'optimisation des ressources productives que l'entreprise migratoire offre aux hommes et aux femmes. / Migration is not neutral towards gender issues. Despite the significant feminization of migration flows and the issues raised by this phenomenon during the last years, academic research on gender and migration in Africa is limited, above all because of a lack of data. On the basis of my fieldwork in Niger, I argue that the gendered role of men and women in a given society and environment significantly influences migration policies, migration and its potential cultural and socioeconomic impact. In other words, the social and cultural constructions and perception of roles and responsibilities of men and women can limit or facilitate the range of opportunities offered by migration.
The project "Problemes négligés du système de santé au Niger" focusses on a core set of often-neglected issues that nevertheless have an overall negative impact on health system effectiveness in Niger. For example, poor quality maternal health services result from challenges related to the midwifery profession and from pressures from addressing the effects of illegal termination of pregnancy. Overall health system governance is undermined by weak management of human resources and health information systems as well as problems related to decentralisation of health care provision and dependence on external funding for health projects. LASDEL applies a rapid assessment and qualitative research approach to working with patients and health care professionals to identify the scale and characteristics of these problems. The project goal is to develop an evidence base to support tackling these neglected issues. As can be seen above, many of these issues relate to reproductive health and more generally to health issues of disadvantaged groups. Some issues are neglected for political or social reasons meaning that they are not recognised or acknowledged and in some cases are criminalised. Therefore there are profound issues of participant privacy, protection and even safety for this project. Data sharing therefore requires thoughtful anonymisation and selection. The project group is Francophone with limited English language knowledge and the researchers and the context is largely in French.
