Nowadays adult education is viewed as a means of fulfillment of educational needs of adults, their perfection and self-development and as a means of civil society formation, for it helps to form socially active citizens. Main concepts of active citizenship are "participation", "democratic society". Movement for civil rights is key social phenomenon in the USA and Canada. Education for active citizenship is viewed as education, teaching, informative and practical activity, aimed at supplying those who study with knowledge, skills, understanding, formation of models of behavior and attitude in the sphere of democratic rights and duties protection as members of society. Key assignments of education for active citizenship are: provision of citizens with knowledge that are necessary for active participation in life of society, conducting of dialogue and conflict solving, finding of compromise, understanding of rights and duties of people, norms of behavior in society. Development of informal adult education depends on several factors, but the main factor is efficacy and quality of professional teaching of andragogs. There are different specialists such as teachers, psychologists, workers of centers of Adult education, social and rehabilitation centers, administrators, leaders of social organizations work with adults. There is no single classification of andragogs among American and Canadian scientists, but all andragogs are subdivided into two groups: specialists who have diploma in adult education and specialists who have experience in adult education. Key features of andragogs are independence, active position, ability to take risks, ability to work for long hours, respect, kindness and humanity to people, desire for self-perfection and self-criticism. Key functions of anragogs are systematized. The Ukrainian women's movement has begun in the second half of the 19th century, and has gained considerable development at the beginning of the 20th century. It became a part of social and political movements which then have been widespread. This movement developed not only in the territory of Ukraine and also beyond her limits, first of all in the countries of North America and Western Europe. It developed on the same public, the psychological, social, political and legal bases. Ukrainians fought for the right for training, receiving a profession, the higher education, the high salary, active and equal participation in public and political life. But besides the Ukrainian women supported fight for independence of the state.At first women's organizations in the territory of Western Europe arose in camps for displaced persons, subsequently they became nation-wide, and have been integrated at the international level later. Already the Ukrainian women's organizations from Western Europe (Austria, Germany, France, Belgium, England), North America (the USA, Canada), South America (Brazil, Chile, Argentina, Venezuela) and Australia have in the late forties united.Most the Ukrainian women's organizations in Western Europe carried out the general tasks: carried out educational, organizational and educational work in kindergartens and schools (educational materials were printed, conferences and courses for tutors were conducted); courses for people who weren't able to write and read were conducted; courses on which women could receive professional skills were organized (to sew, embroider, provide first aid, etc.); active charity was carried out, financial aid was provided first of all to the Ukrainian mothers and children, sick, aged; collecting, academies, readings were periodically carried out; were popularized the Ukrainian art and cultural activity, exhibitions, concerts, holidays were regularly arranged; periodic and acyclic editions were issued.In the early nineties after Ukraine became the independent state, the new stage of the relations between the Ukrainian associations of women abroad and the historical Homeland of their members has begun. Ukrainians over the different countries of accommodation have started actively anew to lobby the interests of our state, promoting his recognition by the international society. Processes upon termination of the second world war, which resulted in the «third wave» of Ukrainian political emigration which most assisted development of Ukrainian political, public, cultural and religious life in a diaspora, are exa-mined In the article. Exactly it became that clamping bar of idea of independence and collegiality of Ukraine. Exactly it constantly argued against russification of Ukrainian and culture, objected against repressive actions against the Ukrainian dissidents. Therefore in full logical is that the most meaningful publishing and informative projects belong to this wave of emigration exactly. Important, from the scientific point of view, is research and analysis of the Ukrainian ethnic press of North America and evolution of regulative processes in the environment of it professional organizations. The article gives an answer, how it was succeeded to carry out self-regulation a professional journalistic environment through certain principles which this press followed in the activity and what value it had for integration of Ukrainians to democratic societies of countries of dwelling without the loss of national self-identification. This understanding is important enough for modern Ukrainian journalism which is in the endless evolutional process of reformation and search of subsequent ways of development. Summarizing the results of leadthrough of First convention of the Ukrainian journalists of North America, it is necessary to mark that the article of discussions and discussions on convention were issues of the day, which touched professional labour of the Ukrainian journalists in emigration and its role in life of the Ukrainian association, and also proved that without regard to a generous amount ideological political or confessional divergences it is possible to find common language in the matters of journalistic ethics, and main – to accede to that the ideas of the Ukrainian state system can be widened in various ways, which conduce to one purpose – liberation of Ukraine. Досить важливим, з наукового погляду, може стати аналіз української етнічної преси Північної Америки й еволюції регулюючих процесів в українському журналістському середовищі та професійних організаціях. Стаття доводить те, що, незважаючи на різні ідеологічні, політичні або конфесійні розбіжності, журналістам і видавцям удалося порозумітися в одній з головних проблем – що ідеї української державності можуть бути досягнуті різними шляхами, які ведуть до основного – звільнення України. In September 2017, 230 years have passed since the entry into force of the Constitution of the United States of America – the Basic Law of the recently created independent state, which liberated itself from the colonial dependence on England by armed action. To the adoption of the Constitution preceded the adoption by the country's parliament – the Convention of two more constitutional laws – the Declaration of Independence (1776) and the Articles of Confederation (1781).The USA Constitution 1787 legalized the creation of a single union state – a federation, which was created by 13 former British colonies in North America, and since the beginning of the war with England (1775) – the states.The Constitution, which in the history of becoming not only American, but also world constitutionalism, became its forerunner, the first active constitution in the world, is rather small in scope: it has seven articles, which, however, are divided into sections. The basis of the construction of the federal state apparatus is the principle of the distribution of power – on the legislative, executive and judicial branches. Legislative power is conferred on the Congress, which consists of two chambers and elected by the citizens; executive power – the president, who is also elected by the citizens, but by the two-stage elections procedure; judicial – the Supreme Court, which is appointed by the president, but in agreement with the upper house of Congress – the Senate. All three branches of power mutually complement and control each other, which became a guarantee against possible dictates of one of them or the establishment of authoritarian, dictatorial power.It is also important that, unlike Europe, where at that time there were mostly absolute or semi-absolute monarchies, in the United States the Constitution introduced a republican form of government – both for the federation and for the states.The Constitution of 1787, with all its positivity and democracy, was not deprived of some of the shortcomings mentioned in the article.In particular, we mean silent preservation on the territory of the country of slavery, for which the delegates of all the southern states stood firmly, and eventually some politicians from the central and northern states. Becides that there was a complete disregard for the rights of the indigenous population – the Indians, who were not considered to be valuable people, but a «wild beasts», which must be destroyed.Perhaps the most important disadvantage of the Constitution was that there was a complete lack of a section on democratic rights and freedoms of citizens in its text, which soon became the pretext for several states to refuse ratification of the Constitution. Congressmans-legislators were forced to assure the citizens and the power of these states that in the near future they would supplement the text of the Constitution with the relevant section, and this was done.One can not but mention that the text of the Constitution can sometimes be interpreted differently, that is ambiguous, which in the future really led to misunderstandings between the US authorities, authorities and citizens, and so on.However, these disadvantages do not reduce the historic significance of the US Constitution. ; У вересні 2017 року виповнюється 230 років від часу, коли вступила у дію Конституція Сполучених Штатів Америки – Основний закон тоді недавно створеної незалежної держави.Конституція, яка в історії становлення не тільки американського, а й світового конституціоналізму стала його провісником, першою діючою конституцією у світі, невелика за обсягом: вона налічує сім статей. В основу побудови федерального державного апарату покладено принцип розподілу влади – на законодавчу, виконавчу та судову гілки. Усі три гілки влади взаємно себе доповнюють і контролюють, що стало запорукою від можливого диктату однієї з них чи встановленню авторитарної, диктаторської влади.Важливо і те, що на відміну від Європи, де в той час існували переважно абсолютні чи напівабсолютні монархії, у США Конституція увела республіканську форму правління – як для федерації, так і для штатів.При усій позитивності і демократизмі, Конституція 1787 року не була позбавлена й деяких недоліків. Серед таких: мовчазне збереження на території країни рабства; повне ігнорування прав тубільного населення – індіанців; у її тексті був повністю відсутній розділ про демократичні права та свободи громадян, що невдовзі стало приводом для кількох штатів для відмови у ратифікації Конституції; текст Конституції іноді можна тлумачити по-різному, тобто неоднозначно.Однак вказані недоліки не применшують історичної значущості Конституції США.

In a constantly growing population, the global problem of food security is extremely relevant and needs to be effectively regulated in the framework of international political and economic cooperation. FAO is a world leader in addressing the global food crisis, working to achieve the 2030 Sustainable Development Goals (SDGs) and addressing specific challenges. before the countries. At the same time, regional regulatory measures are becoming increasingly important, because their development implements real problems of satisfaction in a particular geographical region in terms of conditional production and consumption of food. The population of the planet has been growing steadily for the last five centuries, reaching 427 million by 1500 and 1 billion in 1820: 2 billion in 1927. The modern population explosion began in the 1950's and 1960's. In 1959, the world's population was 3 billion; in 1974 – 4 billion; in 1987 – 5 billion people, according to the Food and Agriculture Organization (FAO) by 2050 the number will increase to 9.7 billion people, the issue of food security in the world is acute, which will create a food shortage of 1 billion tons of grain and 200 million tons of livestock products. According to the FAO, food security forecasts in the world are disappointing for almost 690 million people. in the world (8.9%) are starving. It is expected that in 2030 their number will increase to 841 million people, which is almost 20% more than in 2019. More than 2 billion people in the world live in medium and complete food danger., 1.03 billion live in Asia, 675 million in Africa, 205 million in Latin America and the Caribbean, 88 million in North America and Europe and 5.9 million in Oceania. The problem of food security, especially acute, arises in developing countries, because the lack of production technologies and manual labor have low production efficiency and do not contribute to enrichment and cause low purchasing power.
The world experience in the formation and development of cluster structures is important for understanding the essence, features and specifics of the clustering process. The research for the article was mostly performed on the functioning of cluster entities in the countries of Europe (Finland, Italy, Germany and France), North America (the USA and Canada) and Asia (Japan and India). Quantitative analysis of the European clusters is made. On the basis of the received information three world centers of cluster development were allocated: American (North American), European and Asian. The analysis made it possible to identify the peculiarities of each of the world cluster cells. So, the main differences should be the degree of state intervention in the processes of clustering: from the minimal in the North American clusters to the active in the European ones. Given the discrepancies and peculiarities of each of the world clusters, similarities found between the functioning of the North American and Asian clusters (active support of the venture business, the priority of the most modern scientific and technical fields) as well as Asian and European clusters (active state interference in clustering processes; building of the clusters as one of the important directions of the government's innovative policy; interaction with foreign scientific and educational institutions and enterprises; formation of the international and cross-border clusters). The analysis of cluster models in the context of countries was made on the basis of the world experience in the development of clusters and scientific works of leading scientists in this field, and their features were discovered. A further study of cluster experience in the world has also revealed the active use and implementation of cluster concepts in Latin America, the African continent and Australia. Based on the analysis, the following world cluster models were identified: North American, European, Asian, Australian, South American (Latin American), African, and post-Soviet model, and outlined the peculiarities and characteristics of each world cluster center. Opportunities and difficulties in practical implementation of the proposed models of cluster initiatives in Ukraine are considered. ; В статье проведен анализ мирового опыта применения кластерного подхода, отдельно рассмотрены функционирования кластеров стран Европы, Североамериканского континента и Азиатского региона, на основе чего выделены основные центры кластерного развития, сформулированы их особенности, общие и отличительные черты функционирования. Исследованы кластерные модели в разрезе стран, выявлены их характерные черты и особенности. На основе информации о формировании и развитие кластерных образований в Австралии, странах Латинской Америки, Африканского континента предложено выделить мировые кластерные модели. Проведенные исследования позволили выявить преимущества и недостатки мировых кластерных центров и моделей и выяснить их основные характеристики.
