The publication highlights the issue of gender equality, namely the representation of women in the parliaments of Ukraine and Norway. The low percentage of women involved in the Ukrainian parliament indicates that this problem has not been resolved. The paper provides an overview of the structure of the parliaments of Norway and Ukraine, the number of women MPs and women who are members of other parliamentary structures, the number and gender composition of parties represented in the parliament, legislation that promotes gender equality in parliament. ; Публікація актуалізує питання ґендерної рівності, а саме представництва жінок у парламентах України та Норвегії. Низький відсоток залучення жінок у парламент України свідчить про невирішеність даної проблеми. The article deals with the decentralization of education in modern conditions of its new format of functioning as an important component in the implementation of the tasks of sustainable development of the world community in accordance with the strategic objectives set by UNESCO. The theoretical basis of the research is the characteristics of the process of decentralization of education as a tool for changing a society at the present stage and its components based on the analysis of research by European and Ukrainian scientists, statistics of international organizations on the development of the phenomenon in the country. In the European area, Norwegian decentralized education is distinguished by its achievements in management and funding, where the state is the main player, which is also the driving force of change.Decentralization of education is implemented through the national policy aimed at supporting the public and private sectors as the opportunities to diversify the national education, building social interaction at all government and educational levels as well as their openness, cooperation and support. Territorially, the national decentralization is built on the basis of administrative division and delegation of powers to regional and municipal levels with the responsibility for particular educational levels. The degree of decentralization at the educational levels varies according to the principle from lower to higher, concentrating in higher education. Education is funded by the state, including private institutions and with parental contributions regulated by the law.It has been demonstrated the education as an instrument of democratization, citizenship and decentralization of the country's community through its reforms and through the active involvement of all stakeholders in this process at every level of education. The peculiarities of the current decentralization of the national education system encompass: existing and new forms of governance and funding, active cooperation of all levels of power with appropriate empowerment according to the functions performed in the transparent system of interactions, the responsibilities and freedom at all educational levels, the encouragement for all community members to participate in dealing with the issues and further educational reforms. ; Устатті розглянуто децентралізацію освіти вумовах нового формату її функціонування зорієнтацією нареалізацію стратегічних завдань сталого розвитку світової спільноти. Уєвропейському просторі децентралізована освіта Норвегії виокремлюється своїми досягненнями вуправлінні та фінансуванні звагомою участю держави як провідної рушійної сили змін. Продемонстровано, як освіта є інструментом демократизації, громадянськості та децентралізації спільноти країни шляхом її реформування та через активне залучення до цього процесу зацікавлених сторін. Визначено особливості сучасного стану децентралізації освіти, яка поєднує існуючі та новітні форми управління іфінансування, активну співпрацю усіх щаблів влади звідповідним наділенням повноважень та ступенем академічної свободи за освітніми рівням, заохоченням участі усіх представників спільноти до практичного вирішення питань та подальшого реформування освіти.
In the article the social policy of Kingdom is investigational Norway and its realization on the modern stage of development of country. In particular, the system of social protection of the state is exposed; basic directions, tasks and principles of realization of social security and social payments, are described. It is set that the social policy of Norway is developed enough and foresees different kinds the social allowance population of country. In particular, payments on unemployment, to disability and others like that. The social protected of population of Norway foresees not only the grant of financial help from the side of the states but also not material, in particular creation of the unique system of registration of free vacancies, preparation and retraining of shots, on numerous free courses. To it follows to add existence of various centers, youth clubs, refuges, services and social projects of called, to render a necessary help the different categories of population. The special attention in Norway is spared the question of health protection, that positively influences on the demographic situation of country. It is found out, that due to economic expansion of country and successful social policy life-span in Norway is high enough. During research an author it is indicated on the lacks of this policy. Without regard to that an unemployment rate in Norway is not considerable, the question of unemployment population sharply appeared in a country. One of reasons distribution of unemployment among the population of capable of working age high social payments became from the side of the state. As a rule, immigrants practise upon such payments which, having a far of children, live due to a money got from the state. ; У статті висвітлена соціальна політика Королівства Норвегія та її реалізація на сучасному етапі розвитку держави. Зокрема, розкрито системусоціального захисту держави; охарактеризовано основні напрямки, завдання та принципи здійснення соціального страхування та соціальних виплат. Встановлено, що соціальна політика Норвегії досить розвинена та передбачає різні види соціальної допомоги населенню країни. Соціальна захищеність населення Норвегії передбачає не лише надання матеріальної допомоги з боку держав, але й не матеріальної, зокрема створення єдиноїсистеми реєстрації вільних вакансій, підготовки і перепідготовки кадрів на численних безкоштовних курсах. До цього слід додати існування різноманітних центрів, молодіжних клубів, притулків, служб та соціальних проектів, покликаних надавати необхідну допомогу різним категоріям населення. Особлива увага у Норвегії приділена питанню охорони здоров'я, що позитивно впливає на демографічну ситуацію країни. З'ясовано, що завдяки економічному процвітанню та вдалій соціальній політиці держави, тривалість життя в Норвегії досить висока. У ході дослідження автором вказано на недоліки даної політики. Незважаючи на те, що рівень безробіття у Норвегії не значний, питання непрацюючого населення гостро постало в країні. Однією із причин поширенню безробіття серед населення працездатного віку стали високі державні соціальні виплати. Як правило, такими виплатами зловживають іммігранти, які, за наявності значної кількості дітей, живуть за рахунок "дитячих коштів", які, отримують від держави.
Метою роботи зазначається аналіз розвитку концептуальних засад зовнішньополітичної стратегії Королівства Норвегії. В роботі здійснюється теоретико-методологічний аналіз підходів щодо тлумачення поняття «стратегії». When choosing a strategy, it is necessary to assess the value of available resources and choose the most important goal, the achievement of which will be directed to further efforts, taking into account their usefulness for the country. It is noted that Norway's foreign policy discourse as a sovereign state is based on a combination of two areas - Norway's vulnerable position in the international arena as a small country and the need for political elites to reach consensus on foreign policy. The development of foreign policy ofNorwaytook place within the framework of three paradigms - neutralism, moralism and internationalism, which were formed due to the specifics of the identity ofNorwayas a small country. Scientists note that the coexistence of the three paradigms in the foreign policy ofNorwaywas the result of the so-called bifurcation between the security policy and diplomacy of values. It is noted that the main interests of Norway since the 90s began to concentrate in the field of transnational economic activity, promoting the idea of global governance; Norway's new foreign policy priority has become an "engagement policy," which was based on foreign policy efforts to overcome development problems, provide humanitarian assistance, maintain peace, and mitigate the effects of climate change. The integration relations between Norway and EU have been studied in the article. The core of the Norwegian model of participation in the European integration process is the integration without co-determination. Norway is simultaneously both outside and inside the EU. The country is not a member of the EU and it does not participate in any decision-making and policy-making process in the EU and it is also excluded from important aspects of the cooperation, such as Economic and Monetary Union and Common external and security policy. But, Norway has adopted nearly three-quarters of the EU legislation, and it has implemented this legislation more effectively than many of the EU Member States. From the EU's perspective, Norway is the third country with which the EU is most closely integrated. It has been noted that this Norwegian model has become the subject of intense internal political debates in the UK during the national preparations for the national referendum on the future of this country in the Union. The fundamental characteristics of the Norwegian model of integration with the EU has been identified and described. Thus, Norway doesn't have the unified institutional structure, with the help of which its relationships with the EU are regulated. An important characteristic of Norway's agreements with the EU is that they do not have their own material. Also, they are indefinite and are characterized by a substantial gap between formality and reality. Other fundamental characteristics of Norway's integration with the EU are that this process is reactive, asymmetrical, and remarkably pragmatic. The article deals with the adult migrants' learning challenges. Until recently the problem has been seen as the simple second language acquisition by migrants. The practice showed its inconsistency due to the wide range of skills and competences which adult migrants had to acquire in a new community. European Council has worked out the common policy of integration of migrants, one of the powerful tools being learning. Despite the common integration policy, every European country has some unique features of their migrants' policy. The authors of the article analyze the Norwegian experience in this field and some legislative documents that provide its efficiency. The scientific research methods of analysis, synthesis, comparison and generalization have been used to describe the achievements of Norway. Hence to the systematic and structural method the Norwegian peculiarities of migrants' learning policy have been identified. It has been found out that like other European Union member-countries Norway has the same tendency in migrant's educational policy. There is a shift from simple language learning of the host country to meeting other educational needs of migrants. Yet, the peculiar feature in Norway is the model of integrating migrants into the society with the help of learning. There have been identified three constituent elements: learning the Norwegian language, learning social studies, literacy learning. It has been determined that the study of foreign organization and functioning experience of higher education gained the value in the conditions of globalization and integration processes. It is important for Ukraine to solve the problems of training specialists in the field of social work. The educational practice of countries that have a long experience in such type of training, including Denmark, Norway, Sweden are of particular interest in this aspect.It was revealed that research and practical activity of training of social sphere professionals demonstrated enhancement in study activity having mentioned transformation processes, updated approaches to the organization of the learning process, innovative technological means of training in the Nordic countries. The active usage of electronic means of communications, distance learning (distance learning programs, massive open online courses, webinars, consultations, etc.) in educational activities of universities and university colleges of Denmark, Norway and Sweden are demonstrated in specific examples. It has been determined that the study of foreign organization and functioning experience of higher education gained the value in the conditions of globalization and integration processes. It is important for Ukraine to solve the problems of training specialists in the field of social work. The educational practice of countries that have a long experience in such type of training, including Denmark, Norway, Sweden are of particular interest in this aspect.It was revealed that research and practical activity of training of social sphere professionals demonstrated enhancement in study activity having mentioned transformation processes, updated approaches to the organization of the learning process, innovative technological means of training in the Nordic countries. The active usage of electronic means of communications, distance learning (distance learning programs, massive open online courses, webinars, consultations, etc.) in educational activities of universities and university colleges of Denmark, Norway and Sweden are demonstrated in specific examples. Slow TV reflectsthe patience required to survive a long Norwegian winter, but also a hint of cultural rebellion. All other TV is just speeding up, and they want to break with that. The unique Norwegian phenomenon of "slow TV" hasjust become an export. Eleven programs landed on Netflix in English language markets, including the US and Australia. The article is devoted to the analysis of the current status of the beer market of Ukraine. During the last 10 years, the beer market of Ukraine is in a difficult situation, in particular, since 2012, brewing has seen a gradual decline in production, and in 2014 it became the most difficult for all national beer producers. Ukraine's integration into the European space contributes to the formation of strategies for the development of the beer market in accordance with EU market characteristics. Depending on the volume of beer production among the 28 European Union beer market countries allocated 4 groups of countries. In terms of production, Ukraine can be attributed to the 4 group of countries with production volumes up to 500 million dal per year. Among this group of countries Norway, Lithuania, Slovakia, Croatia are most close to the Ukrainian beer market. The paper presents statistical and analytical data on the state of the beer market in Ukraine and Lithuania, Norway, Slovakia, Croatia over the last ten years. The overall dynamics of the beer market in Ukraine, Norway, Slovakia and Croatia during 2008-2017 indicates a steady trend towards a reduction in production volumes. Lithuanian beer market, despite the increase in production volumes in 2014-2015, in 2017 returned to the indicators of 2008. In general, the EU countries of the fourth group in terms of beer production in 500 million dall per year are decline in beer production during the period from 2008 to 2017. At the same time, the total volume of beer production in the EU countries over the past 10 years has remained with small fluctuations accounted near 40 billion dal. On the basis of the study, systemic problems have been identified that negatively affect the performance of beer beverage production. The main market leaders and beer trends are investigated. The reasons of the unstable situation of this market are found out. The main directions of development in the conditions of the economic crisis are determined. The necessity of attraction of international investments, which will help increase beer production volumes, will promote the development of the Ukrainian soft drinks sector and the economy of Ukraine as a whole. ; Стаття присвячена аналізу сучасного стану пивного ринку в Україні. The purpose of the article is to study the trends in the fish market and fish industry product development, to analyze the exports and imports of fish products to Ukraine to further develop cold supply chains. The paper gives a comprehensive analysis of fish and aquaculture production in the world. It has been identified that leaders in fish capture are Asian countries, while about 80% of the total fish production is provided by only 20 countries, among which China is an undisputed leader. Besides, the global fish and seafood supply in the market for a long time has been generated by Peru, the USA, Chile, Indonesia, Japan, India, the Russian Federation, Thailand, Norway, Latvia, and Estonia. It is figured out that the main countries importing fish and fish products to Ukraine are Ireland and Norway, the ratio of imports to exports of fish and fish products in Ukraine are 2% to 98%, despite the fact that Ukraine has access to the sea, capture levels and exports are very small. It is also considered the main importing countries of fish and fish products to Ukraine. It is estimated that 90% of all imported products are frozen, and their transportation from the countries of the European Union is carried out by automobile transport. The article enables to conclude that the Ukrainian fish market is import-dependent and has a seasonal nature. The article focuses on the need to take into account transportation geography to form the technological process of fish delivery. ; Целью статьи является изучение тенденций развития рынка рыбы и продукции рыбной промышленности, анализ объемов экспорта и импорта рыбной продукции в Украину для дальнейшего построения холодных цепей поставок.
