A significant gap exists between the expectations and fears of public opinion, policymakers, and global defense communities about artificial intelligence (AI) and its actual military capabilities, particularly in the nuclear sphere. The misconceptions that exist today are largely caused by the hyperbolic depictions of AI in popular culture and science fiction, most prominently the Skynet system in The Terminator. Misrepresentations of the potential opportunities and risks in the military sphere (or "military AI") can obscure constructive and crucial debate on these topics—specifically, the challenge of balancing the potential operational, tactical, and strategic benefits of leveraging AI, while managing the risks posed to stability and nuclear security. This article demystifies the hype surrounding AI in the context of nuclear weapons and, more broadly, future warfare. Specifically, it highlights the potential, multifaceted intersections of this disruptive technology with nuclear stability. The inherently destabilizing effects of military AI may exacerbate tension between nuclear-armed great powers, especially China and the United States, but not for the reasons you may think.

This book examines the current debate on nuclear non-proliferation and disarmament, notably the international non-proliferation regime and how to implement its disarmament provisions. Discussing the requirements of a new international consensus on nuclear disarmament and non-proliferation, this book builds on the three pillars of the nuclear non-proliferation treaty (NPT): non-proliferation, disarmament and peaceful uses of nuclear energy. It reviews the impact of Cold War and post-Cold War policies on current disarmament initiatives and analyses contemporary proliferation problems: how to deal with the states that never joined the NPT (India, Pakistan and Israel); how states that have been moving toward nuclear weapons have been brought back to non-nuclear-weapon status; and, in particular, how to deal with Iran and North Korea. The analysis centres on the relationship between disarmament and non-proliferation in an increasingly multi-centric world involving China and India as well as the US, the European powers and Russia. It concludes with a description and discussion of three different worlds without nuclear weapons and their implications for nuclear disarmament policies.??? This report presents a conceptual discussion of the implications of maritime nuclear weapons for crisis management, and discusses the following themes: 1) strategic nuclear weapons have played significant crisis control and termination functions in the past; 2) current U.S. Navy maritime theater nuclear warfare capabilities, by virtue of their dispersal throughout the fleet, are very likely to be involved either directly or indirectly in future crisis responses by naval forces; 3) crisis response is a key feature of the Maritime Strategy's plan for deterring war and controlling escalation; and 4) maritime theater nuclear capabilities may both enhance and impede naval crisis management objectives. Mark S. Bell argues that nuclear weapons are useful for more than deterrence. They are leveraged to pursue a wide range of goals in international politics, and the nations that acquire them significantly change their foreign policies as a result. Closely examining how these effects vary and what those variations have meant in the United States, the United Kingdom, and South Africa, Bell shows that countries are not generically "emboldened"—they change their foreign policies in different ways based on their priorities. This has huge policy implications: What would Iran do if it were to acquire nuclear weapons? Would Japanese policy toward the United States change if Japan were to obtain nuclear weapons? And what does the looming threat of nuclear weapons mean for the future of foreign policy? Far from being a relic of the Cold War, Bell argues, nuclear weapons are as important in international politics today as they ever were. The article explores the complicated nature of non-proliferation of nuclear weapons even though from the military, ethical and legal perspective, the destructiveness, immorality and illegality of the current situation cannot be perpetuated. Some of the nuclear-weapon states, however, have consistently refused to agree to any approach under multilateral auspices for the abolition of nuclear weapons. Rather, attention has been deflected to the horizontal proliferation of nuclear weapons, while the equally urgent task of complying with the legal obligation of implementing Article VI of the Non-Proliferation Treaty (NPT) concerning nuclear disarmament has been marginalized. I argue, no form of warfare would confront humanity with dangers even remotely comparable with the danger of nuclear warfare. Such disaster would affect the world economy and other vital aspects of the global infrastructure. The sudden collapse of many of the world's leading trading nations as well as the mechanisms for international transactions would lead to profound disorganization and leave other nation. In addition to the human cost, the ecology of the world would be severely affected and the infrastructure of civilization would be shattered.
