CPEC the innovation primary of Pakistan's future
Abstract. Currently government of Pakistan is planning to implement post infrastructure CPEC projects. This paper gives a comprehensive guideline to implement CPEC projects especially that relate to Special Economic Zones through developing local industrial clusters while also developing human capital by investing in technical training of populations that reside in peripheries of these Economic Zones. Independent invention in Italy during the liberal age, 1861-1913
In this paper we examine the phenomenon of independent invention in Italy during the liberal age (1861-1913). We make use of a new dataset comprising all patents granted in Italy in five benchmark years: 1864-65, 1881, 1891, 1902 and 1911. We carry out the following exercises. First we examine the relative shares of independent, corporate and foreign inventions and their evolution over time and across industries. Second, by exploiting the peculiarities of Italian patent legislation which established a maximum patent length of fifteen years and a flexible renewal scheme which allowed inventors to maintain a patent 'alive' for almost any specific duration, we assess the relative quality of independent and corporate patents. Our results indicate that in Italy independent inventors provided an important contribution to technological change but the quality of their patents was significantly lower than that of firms and of foreign patentees.

Industrieforschung in Ostdeutschland: Welchen Beitrag leisten die externen Industrieforschungseinrichtungen?
Das ostdeutsche Forschungs- und Innovationssystem ist einerseits durch eine gut ausgebaute öffentliche Wissenschaftsinfrastruktur und andererseits durch ein relativ niedriges Niveau an industrieller Forschung und Entwicklung (FuE) charakterisiert. So erreichen die FuE-Ausgaben in der ostdeutschen Wissenschaft – gemessen am Bruttoregionalprodukt – das Niveau der Alten Bundesländer, während die FuE-Ausgaben der ostdeutschen Industrie deutlich unter Westniveau liegen. Ursächlich dafür ist die nach wie vor kleinteilig geprägte ostdeutsche Wirtschaft, es fehlen Großunternehmen und Konzernzentralen. Industrielle FuE geht daher in Ostdeutschland im Wesentlichen von kleinen und mittleren Unternehmen (KMU) aus. Diese können jedoch die Lücke, die durch die fehlende FuE der Großunternehmen entsteht, nicht komplett schließen. An dieser Stelle setzen die externen Industrieforschungseinrichtungen (IFE) an. Sie sind gemeinnützig und verstehen sich als FuE-Dienstleister. Die Ergebnisse ihrer FuE-Tätigkeit stellen sie der Allgemeinheit zur Verfügung, führen jedoch auch Aufträge der Privatwirtschaft aus. Im Vergleich zu kleinen und mittleren Unternehmen verfügen die IFE über deutlich größere FuE-Einheiten und können ein wesentlich breiteres Kompetenzfeld anbieten. Der Fokus liegt dabei auf Hochtechnologien. Im ostdeutschen Innovationssystem sind sie ein wichtiger Akteur und unterstützen ostdeutsche KMU in deren Innovationsbemühungen.

Revolution: Characteristics, taxonomies and situational causes
Abstract. Revolution is an historical process that generates a rapid and radical (social, economic and political) change in society. This conceptual paper shows basic characteristics, taxonomies and situational causes of revolution. Moreover, this study also suggests that acurrent and distinct form of revolution, not included in previous studies, is terrorism. Overall, then, it seems that terrorism has many analogies with some drivers of revolution (e.g., economic, social, political and demographic determinants) and can generate changes in society, similarly to revolutions.Keywords. Patentdimensionen und die Entwicklung und Herstellung von Corona-Impfstoffen ; Patent Dimensions in the Development and Production of COVID-19 Vaccines
Hoffnungsträger zur Überwindung der Corona-Pandemie sind die potentiellen Impfstoffe. Um die Pandemie zu beenden, wäre ein weltweiter Einsatz dieser Impfstoffe nötig. Der knappe Impfstoff steht aber nur den reichsten Ländern der Welt zur Verfügung. Bei Innovationen wie den Corona-Impfstoffen ist es der Politik jedoch möglich, Patente auf unterschiedliche Art und Weise auszugestalten. Dabei macht es einen Unterschied, welche Dimension eines Patentsystems verändert wird, wenn die Politik das Ziel verfolgt, Fortschritt mit Hilfe von Patenten nicht nur zu fördern, sondern auch weltweit zugänglich zu machen. ; The process in which COVID-19 vaccines are developed is sequential and continuously accumulating. On the one hand, comprehensive patent protection is a necessary means to promote research and development. It yields additional returns that pay for the occasionally substantial amounts in R&D expenses. On the other hand, patents can be harmful in a sequential development process as they monopolise knowledge that might become a basis for further research. Economic policy cannot resolve this dilemma, but the various dimensions of a patent system can provide a starting point in mitigating a trade-off.

Der Corona-Innovationswettlauf in der Wissenschaft: Eine Analyse der wissenschaftlichen Publikationen zur Bekämpfung der Corona-Pandemie und die Bedeutung für den Pharma-Standort Deutschland
Die Corona-Pandemie und die damit einhergehenden Einschränkungen in fast allen gesellschaftlichen und wirtschaftlichen Bereichen beeinflussen seit einigen Wochen das Leben der Menschen weltweit. Neben der möglichen Strategie, eine Herdenimmunität durch Infizierung von 60 bis 70 Prozent der Bevölkerung anzustreben, ist ein geeigneter Impfstoff die große Hoffnung, um in naher Zukunft die "alte Normalität", wie es der deutsche Vizekanzler und Finanzminister Olaf Scholz nennt, wiederherzustellen. Vor diesem Hintergrund suchen Wissenschaftler öffentlicher Institutionen und pharmazeutischer Unternehmen unter Hochdruck nach Innovationen. Diese Studie untersucht aktuelle wissenschaftliche Publikationen auf Basis von bibliometrischen Daten von "Europe PubMed Central", um mögliche Spillover-Effekte von der Wissenschaft auf den pharmazeutischen Innovationsprozess zu analysieren. Die zeitliche und ländervergleichende Analyse der wissenschaftlichen Publikationen vom 1. Dezember 2019 bis zum 25. April 2020 zeigt eine Flut an neuen Beiträgen und Erkenntnissen, die dabei helfen sollen, das Virus "SARS-CoV-2" besser zu verstehen, um vor diesem Hintergrund ein Gegenmittel entwickeln zu können. Abgesehen von der quantitativ beeindruckenden Anzahl an Publikationen wird mit Blick auf deren Qualität deutlich, dass Deutschland eine führende Position in der wissenschaftlichen Forschung einnimmt. Die Position Deutschlands in der Bekämpfung des Virus motiviert eine Detailbetrachtung. Neben einer Analyse nach Standorten und Institutionen, die die Forschungsleistung Deutschlands besser verstehen lässt, soll auch die Bedeutung dieser für den deutschen Pharma-Standort im Mittelpunkt stehen. Lockerungen der politisch ergriffenen Maßnahmen zur Bekämpfung der Auswirkungen des Virus auf die Gesundheit der Bevölkerung und auf die Wirtschaft bedürfen einer Rückkoppelung mit Erkenntnissen aus der wissenschaftlichen Forschung und Innovationen aus der Pharmaindustrie. ; The corona pandemic and the associated restrictions on social and economic life have been affecting all our lives around the world for several weeks now. Besides, the possible strategy of aiming for herd immunity by infecting 60 to 70 percent of the population, a suitable vaccine is the great hope to restore the "old normality", as Olaf Scholz calls it, in the near future. Against this background, science and pharmaceutical companies are looking for innovations. This study examines the flood of scientific publications on the basis of bibliometric data from "Europe PubMed Central" to analyze the spillover effects from science to the pharmaceutical innovation process. The analysis of the scientific publications from December 1, 2019, to April 15, 2020, over time and in comparison to other countries, reveals a flood of new contributions and findings that should help to better understand the virus "SARS-CoV-2" in order to develop an vaccine against this background. In addition to the quantitatively impressive number of publications, the quality of research shows that Germany is a leader in scientific research. This leading role of Germany in the fight against the virus motivates a detailed examination. In addition to an analysis according to locations and institutions, which provides a better understanding of Germany's research performance, the focus will also be on the significance of this for the pharmaceutical industry in Germany.

Steuerliche Förderung von Forschung und Entwicklung in KMU — Irrweg für Deutschland?
Die steuerliche Förderung von Forschung und Entwicklung (FuE) in kleinen und mittleren Unternehmen (KMU) ist wieder in der Diskussion. Viele Vorschläge liegen vor und die Politik erwägt die Umsetzung. Diese Maßnahme wäre mit vergleichsweise hohen Kosten verbunden und kann später nur schwer zurückgenommen werden. Die Autoren untersuchen in einer Gesamtschau die Erfahrungen zu den Förderwirkungen im Ausland, die Verteilungswirkungen, die Erreichung der heterogenen Zielgruppe der KMU sowie die Passfähigkeit in die innovationspolitische Gesamtstrategie der Bundesregierung. Das Ergebnis spricht aufgrund der zu erwartenden geringen Anreizwirkung für die KMU und der fehlenden Passfähigkeit gegen die Einführung. ; To foster R&D activities, German industry lobbyists and policymakers are discussing the introduction of tax incentives for R&D in small and medium enterprises (SME) - all the more because Germany is one of just six of the 35 OECD members without indirect R&D support. Based on a critical assessment of the arguments provided, we conclude that international experiences with R&D tax incentives are not as promising as often suggested. An appropriate transfer into the German tax system, considering its specificities, appears to be technically difficult. The high level of heterogeneity of German SMEs population suggests that not every SME requires R&D to be innovative, because empirical evidence shows multiple diverse innovation patterns that demand other forms of support. Acknowledging the existing range of SMEs, we propose that instead of introducing R&D tax incentives, the debate should be focused on how to strengthen and develop the existing innovation policy mix for SMEs.

Investitionsschwäche oder Strukturverschiebung der Investitionstätigkeit? Zur Rolle immaterieller Investitionen für die Wettbewerbsfähigkeit von Unternehmen
Der Beitrag untersucht, inwieweit hinter der oft konstatierten Investitionsschwäche der europäischen Wirtschaft eine Strukturverschiebung von materiellen zu immateriellen Investitionen steht. Da letztere nur zum Teil unter den Investitionsbegriff der Volkswirtschaftlichen Gesamtrechnung fallen, könnte der beobachtbare Rückgang der Investitionsquote nur ein scheinbarer sein, da ihm steigende Ausgaben für die Bildung von immateriellem Kapital wie z.B. unternehmerischen Kompetenzen (u.a. Markenwerte, Humanund Organisationskapital) oder anderen Formen nichttechnischen neuen Wissens gegenüberstehen. Auf Basis von Daten der gewerblichen Wirtschaft Deutschlands zeigen wir zum einen, dass in der Tat Ausgaben für immaterielle Kapitalgüter im vergangenen Jahrzehnt deutlich stärker angestiegen sind als die Investitionen für Sachkapital. Zweitens belegen mikroökonometrische Panelanalysen, dass diese Investitionen höhere Produktivitätsbeiträge leisten als Sachkapitalinvestitionen und somit für die Wettbewerbsfähigkeit der Unternehmen immer wichtiger werden. Die Wirtschaftspolitik sollte daher die steuerlichen und finanziellen Rahmenbedingungen für immaterielle Investitionen verbessern.

Public education and R&D-based economic growth
We analyze the short- and long-run effects of public education on economic growth and welfare. In so doing, we extend an R&D-based economic growth model by including a governmental sector that levies labor income taxes and uses the proceeds to finance teachers. An increase in the tax rate reduces consumption possibilities (and thereby individual utility), and the number of workers available for final goods production and research. At the same time, however, it increases the educational resources available per pupil. Consequently, economic growth slows down immediately after an increase in educational investments but it speeds up during the transition toward the long-run balanced growth path. Altogether, this implies a dynamic tradeoff in the sense that current cohorts loose due to educational reform, whereas future cohorts gain. We show that there exists an interior welfare-maximizing level of the provision of public education for each time horizon and show that it is higher than the levels we typically observe in industrialized countries. Since the transitional effects of an education reform on growth and welfare can be negative, our framework has the potential to explain resistance against long-run welfare improving education reforms.
