Since 1948, the Government Press Office of Israel has been collecting and producing an extensive archive of photographs representing the birth and development of the Israeli nation state. Digitized and published online, this archive functions as a visual memorial of Israel, an example of what Jan Assman calls "bonding memory", a form of memory that connects individuals to a political body, and which acts to frame a collective national identity. In 2011, the copyright terms of this archive were changed to encourage the circulation and reuse of images. This decision echoes a broader trend towards the "opening" of large data sets on the Web ("open data", "open archives", "open government"). At the same time, the ongoing Arab-Israeli conflict and the existence of contesting narratives of the creation of Israel threaten the integrity of the official national memory. In this context, what are the conditions and limits of "opening" the national photographic archive? Examining contemporary ideology of the "open" in new media discourses and the free culture movement, this paper investigates the conditions of circulation and appropriation of memory and the role of copyright as a potential tool to control freedom of expression.
Lebanon's history along with its pluri-confessional nature explain the difficulties in carrying out reforms in the country. A culture of secrecy and a lack of political will have created a breeding ground for corruption in the Land of the Cedars. Long disillusioned and disinterested in the country's politics, Lebanese citizens have contributed themselves by their passivity to the worsening of the country's economic, political and social situation.Exacerbated today by the accumulation of scandals and supported by a new generation, Lebanese citizens took to the streets for the first time in more than 15 years and demanded accountability for political and economic management. In solidarity, the Lebanese people demanded the right to a sincere, transparent, non-corrupt, accountable and responsive government.The current situation – a mixture of political, economic and health crises – has created or reinforced the "need for statehood" among Lebanese citizens. This need concentrates the expectations of a new form of government, a moral government capable of truly protecting citizens and guaranteeing their welfare. The Lebanese demand a responsible state capable of assuming and fully performing its functions. The establishment of a new governance; one that is more transparent, participatory and collaborative, is more than needed today.The Open Government Partnership (OGP) is one of the means to re-establish relations, facilitate the modernization of the state and enable Lebanon to benefit from greater openness. Joining the OGP will promote transparency and collaboration within Lebanese public administrations and will lead to a deepening of democratic life.To better understand Lebanon's interest in joining the OGP, it is necessary to review the main requirements of the OGP, starting with transparency. We will first examine the level of transparency existing in Lebanon (§ 1) and then move on to the importance of developing a policy of openness (§ 2).

[extract] With the dawn of the Enlightenment, and the influence of writers such as John Locke and Thomas Paine, the concept of Divine Right fell into disrepute, and an entirely new conception of government and governmental authority began to emerge. In the United States, this new approach was reflected in the U.S. Declaration of Independence which implicitly rejected the concept of Divine Right, and declared the primacy of democratic principles: "Governments are instituted among Men, deriving their just powers from the consent of the governed."Over the centuries, democratic governance and the concept of the "consent of the governed," have come to include two essential elements. First, a free and democratic society must include, and be premised upon, the right to freedom of expression. If the citizenry is free to decide who they will vote for, and which ideas or propositions they will support and promote, they must be free to communicate their ideas with each other, and to attempt to persuade others regarding their preferred candidates and positions. Second, the people must have access to information regarding the functioning of government. It is difficult to participate meaningfully in the democratic process, or to make democratic institutions accountable, when the government conceals information, and starves the public of information regarding its functioning.This article provides a short evaluation of the status of openness and transparency in the United States in the digital era. It begins by tracing the evolution of transparency principles over the last century, mainly from a non-digital perspective. As we shall see, while the U.S. has made significant strides towards creating a government that is more open and transparent, and more consistent with democratic ideals, the U.S. government falls far short of that ideal in important respects. Studying the factors affecting growth for Middle East and North African countries in a context of globalization imply taking into account the effects of trade openness, financial openness, specialization and the quality of institutions as main determinants of growth. In following this purpose, we studied the effect of financial development which is sensitive to quality of institutions and contingent to degree of financial openness of a country. As well as financial openness, trade openness could be an important factor for growth especially for developing countries. The purpose of this thesis is to study the relationship between financial integration, political openness and growth in developing countries. In fact, political reforms and financial liberalization was the slogan of the international financial institutions which conditioned the granting of financial aid to the implementation of certain reforms in favor of democracy and more respect of human rights in addition to more financial integration. Our empirical investigation covers a sample of 108 developing countries between 1984 and 2008 and uses both static and dynamic panel data estimation in addition to the new causality test in heterogeneous panel. Our results show that financial liberalization positively impact growth directly and through indirect channel like Investment, trade and macroeconomic stability. It also favors financial development and promotes human capital. Even though, democracy doesn't directly influence growth, it has an indirect positive effect on it through favoring international trade in addition to financial and human capital development. Otherwise, political instability negatively affects growth directly but also indirectly through decreasing investment and increasing inflation. Finally, our results suggest the existence of a bidirectional relationship between financial integration and democracy. L'intégration financière favorise, aussi, le développement du secteur financier et du capital humain. Ailleurs, la démocratie, même si elle n'a pas d'impact direct significatif sur la croissance, semble influer positivement sur celle-ci de manière indirecte à travers le canal du commerce extérieur mais aussi du développement financier et la promotion du capital humain. Ailleurs, l'instabilité politique affecte négativement le développement économique de manière directe mais aussi de manière indirecte en diminuant les investissements et le commerce avec l'extérieur et en augmentant l'inflation. Finalement, nos résultats suggèrent l'existence d'une relation de causalité bidirectionnelle entre l'intégration financière et la démocratie. Cependant, la relation entre ouverture financière et stabilité politique est plus spécifique et dépend des caractéristiques régionales des pays.
This PhD dissertation analyzes the economic development from the concept of human factor which appears in the Institutional Economics trough the informal institutions. These institutions are responsible for the specific character of each national institutional structure which forms the incentive system of an economy. An institutional framework as a composite of formal rules and informal institutions is an evolutionary set. The wider objective of this thesis is to understand the evolution and change of institutional structures by studying in particular the international impact on this process. The specific objective of this research work is to apply the developed approach to the Russian case in order to better understand the actual Russian institutional structure, its effectiveness for the economic development of the country and the impact of the economic openness on the institutional change, in particular on the Russian human factor. This impact is a highly topical question for Russia because of its greater economic openness due to its accession to the World Trade Organization completed in 2012. Within the theoretical framework formed by Institutional Economics, Development Economics and International Economics, this research leads us to present the globalization as an institutional process which generalized formal institutions of the market economy and the democracy on the global scale but which ignored the role of the local human factor. It explains the differences of the economic performance in the countries who adopted the same formal framework. In contrast, taking into account the role of the human factor in the economic development allows to develop more optimistic views of globalization. By facilitating the direct contact between the representatives of the different institutional structures, the globalization can stimulate the evolution of social norms of unproductive behavior to the social values inciting productive actions. Ces dernières sont responsables du caractère spécifique de chaque structure institutionnelle nationale qui forme le cadre incitatif de l'économie. Composée de règles formelles et informelles, la structure institutionnelle représente un ensemble évolutif. L'objectif élargi de cette recherche est donc de comprendre l'évolution et le changement des structures institutionnelles en étudiant particulièrement l'impact international sur ce processus. L'objectif spécifique de ce travail est d'appliquer l'approche développée au cas de la Russie afin de contribuer à une meilleure compréhension de la structure institutionnelle russe actuelle, de son efficacité pour le développement économique du pays et de l'impact de l'ouverture économique sur son changement, et notamment sur le facteur humain russe. Avec l'adhésion de la Russie en 2012 à l'Organisation Mondiale du Commerce cette question est d'intérêt particulier car le pays s'ouvre aux nouveaux attributs de la mondialisation. En mobilisant le cadre théorique croisé entre l'économie institutionnelle, l'économie de développement et l'économie internationale, cette étude nous conduit à présenter la mondialisation en tant que processus institutionnel qui en généralisant les institutions formelles de l'économie de marché et de la démocratie à l'échelle planétaire, a ignoré le rôle du facteur humain local. Cela explique la différence des performances économiques des pays qui ont adopté les mêmes cadres organisationnels. En revanche, la prise en considération du facteur humain dans l'analyse économique permet de développer la vision plus optimiste de la mondialisation. En facilitant le contact direct entre les représentants des structures institutionnelles différentes, elle est capable de stimuler l'évolution des normes de comportement improductif vers les valeurs sociales incitant les actions productives. En appliquant ce constat à l'analyse de la structure institutionnelle russe qui a vu diverger ses institutions formelles et informelles en résultat des réformes de la transition des années 1990, il est possible de conclure que l'ouverture économique de ce pays dans les conditions actuelles favorisera le changement de son facteur humain. Compte tenu de l'incohérence entre le cadre formel et les institutions informelles russes, l'évolution de ces dernières contribuera à l'instauration de l'ordre social formel et impersonnel.
FR Le 27 février 1964, l'Institut d'études européennes est inauguré par son président fondateur Walter Ganshof van der Meersch, en présence du recteur de l'ULB Maurice Leroy, de Paul-Henry Spaak, Secrétaire général de l'OTAN, et de Louis Armand, précédemment à la tête de l'Euratom.
