The power, as obtained, exercised, organized and preserved, is the subject of political science. In this premise exists absolute identity between political science and communist sensis, what is understood as the set of shared knowledge within a community tradition. Also, there is a consensus in ancient and modern societies, that power is primarily a relationship of subordination, in which a group of people set the rules and others comply with them, in which decisions are made within a set of rules that are obeyed and the acceptance is made in the consensus or by imposition, in a democratic or authoritarian way but it establishes the recognized and accepted relationship of subordination.

This paper analyses public support for government spending on science and technology (S&T) and its determinants. It constructs hypotheses based on previous findings from two streams of research: public preferences for government spending and public understanding of science. Using data from a large national survey in Spain, it develops multivariate models to test the relevance of various predictors of public support for government spending on S&T. Findings identify several variables that are clear and consistent predictors of public support for government spending on science and technology: the respondent's educational level, interest and participation in science, knowledge of science, and positive values and views of science and technology. However, the effects of other variables also related with general attitudes toward science are less clearly associated with support for government spending on S&T. ; Peer reviewed

Since its inception, political science has been studying the institutions of government and the way in which power is produced and distributed in a society, and it does so in a comparative manner. This article aims to examine the not necessary but very influential link between political institutions and comparative analysis. Its consolidation resulted from the change that the irruption of the behaviorism and the theory of the rational election produced in the political science, laying down bases to renew the study of the political institutions and to privilege the comparative politics like methodological strategy. The article argues that the reconfiguration of the link between political institutions and comparative politics, from the last decades of the twentieth century, has established a kind of "orthodox consensus" in political science that assumes a model of empirical hypothetical-deductive science and a methodological strategy comparative applied to this specific study object for the political explanation. ; Desde sus orígenes, la ciencia política estudia las instituciones de gobierno y la forma como se produce y distribuye el poder en una sociedad; esto lo hace de manera comparada. El artículo se propone examinar el vínculo no necesario, pero muy influyente, entre las instituciones políticas y el análisis comparativo. Su consolidación resultó del cambio que produjo en la ciencia política la irrupción del conductismo y la teoría de la elección racional, y sentó las bases para renovar el estudio de las instituciones políticas y privilegiar la política comparada como estrategia metodológica. El artículo argumenta que la reconfiguración del vínculo entre instituciones políticas y política comparada, a partir de las últimas décadas del siglo XX, ha establecido una suerte de consenso ortodoxo en la ciencia política, que supone un modelo de ciencia empírica hipotético-deductiva y una estrategia metodológica comparativa aplicada a este objeto de estudio específico para la explicación politológica.

En este artículo se analizan las reformas políticas propuestas por el gobierno de Sebastián Piñera. Se consideran todas aquellas reformas que fueron planteadas inicialmente por la Coalición por el Cambio para enfrentar las elecciones presidenciales y parlamentarias del año 2009. Las reformas propuestas tenían como propósito mejorar la calidad de la democracia y avanzar hacia su mayor profundización, haciendo hincapié en el aumento de la participación y revertir así la crítica hacia las instituciones representativas. A lo largo de su trayectoria, el gobierno mostró escasa receptividad frente a otras propuestas formuladas por sectores de la coalición oficialista y de la oposición, así como frente al aumento de las protestas y demandas ciudadanas registradas a partir del segundo año. La información analizada da cuenta, a su vez, de un escaso avance en materia de descentralización y de la importancia que fueron adquiriendo los actores con veto al interior de la coalición oficialista.
The article compares the history of political science (PS) in Chile and Uruguay in the 1970s and 1980s. Drawing on research that includes 58 interviews with Chilean and Uruguayan scholars and a systematic analysis of the main academic journals of these countries, it shows that important aspects of the Chilean case have not been fully taken into account by the literature. While in Uruguay PS was indeed undermined by the authoritarian government, in Chile key components of the current institutional infrastructure of the discipline were created during, and sometimes by, the dictatorship. The contrast between these two PS trajectories problematizes the linear narrative 'democracy?PS' and provides a more nuanced understanding of the discipline's development(s) as well as of its political nature(s). In the background of this piece there is a theoretical meditation on the relationship between knowledge and power. ; El artículo compara la historia de la Ciencia Política en Chile y Uruguay en las décadas del 70 y 80. Basándose en una extensa investigación que incluyó 58 entrevistas a politólogos chilenos y uruguayos y el análisis sistemático de las revistas académicas más destacadas de estos países, se demuestra que aspectos relevantes del caso chileno han sido ignorados por la literatura. Mientras que la dictadura uruguaya socavó la Ciencia Política y la expulsó de las instituciones públicas, en Chile algunos componentes importantes de la actual infraestructura de la disciplina fueron creados durante, y a veces por, la dictadura. El contraste entre estas dos trayectorias problematiza la narrativa lineal 'democracia-ciencia política' y aporta a una comprensión más refinada tanto del desarrollo disciplinar como de la naturaleza política de este saber. El marco general del artículo es una reflexión teórica sobre la relación entre el saber y el poder.

The study of exiles in Latin America has developed significantly in the last twenty years. Whereas most of this work concerns exiles from the Southern Cone (Argentina, Chile and Uruguay), texts, research and academic spaces relating to Brazil, Paraguay, Peru, Colombia and, to a lesser extent Central America, have begun to make an appearance. We believe that the point has now been reached where national studies should be transcended, to begin a reflection on other aspects, including theoretical and methodological approaches, seeking to provide elements to assist in the analysis of these forced migrations. The objective is to reflect on the relevance of comparative studies to the issue of exile in or from Latin America in the twentieth century, consider the progress already made and the circumstances around forced migrations especially those daily movements of displaced people that challenge us.
