Aristoteles'in siyasetle ilgili düşüncelerinin, Politika, Nikomakhos'a Etik, Eudemos'a Etik, Atinalıların Devleti ve Retorik adlı eserlerinde yer aldığı söylenebilir. Politika'nın ikinci kitabında sözlerine "sırada devletin biçimini tartışmak ve hangisinin daha iyi olduğunu anlayabilecek durumda olduğumuzu varsayarak bunu anlamaya çalışmak var" diyerek başlayan Aristoteles, bunun için iyi yönetilen bazı devletlerin anayasalarına bakmaya ve, hiç kuşkusuz Platon'u kast ederek, bazı yazarların ütopyalarına bakmaya ihtiyaç duyulacağına işaret eder. Platon'da olduğu gibi, devletten hep site devletini anlayan Aristoteles'e göre, devlet adamıyla devlet, kralla uyrukları, aile reisiyle ev halkı, efendiyle köleleri arasındaki ilişkilerin hep aynı türden ilişkiler olduğunu sanmak yanlıştır. Aristoteles, ne zengin azınlığın ne de yoksul çoğunluğun değil de, ancak ortak çıkarın gözetilmesiyle oluşabilecek orta tabakanın güçlü olduğu ve adaletin kendisiyle tecelli ettiği bir yönetim biçimi olan politeianın oligarşi ile demokrasinin uzlaştırılması sonucunda ortaya çıkabileceğini öne sürer. Demokratik anayasanın oligarşik anayasaya göre isyana ve devrime daha az açık olması nedeniyle ötekine göre daha sürdürülebilir bir nitelik taşıdığı kanısında olan Aristoteles, hem etik hem siyaset anlayışının merkezinde yer alan altın orta ilkesi gereği, güçlü bir orta tabakaya yaslanan anayasanın en güvenli ve en sürdürülebilir bir anayasa olacağından kuşku duymamaktadır. ; It can be said that the thought of Aristotle regarding politics takes place in his works: Politika, Nikomakhos'a Etik, Eudemos'a Etik, Atinalıların Devleti and Retorik. At the outset of his second book of Politika, he argues that "our purpose is to consider what form of political community is best of all for those who are the most competent to realize their ideal of life." To be able to accomplish this, he indicates that we have to examine not only the constitutions of "well-governed states" but also "any theoretical forms", held in esteem. Aristotle undoubtedly refers to Platon and argues that it is a necessity to understand some author's book related with Utopia. As is the case with Plato and Aristotle who always understands a state as the "site," considers that it is wrong to think that the relationship between statesman and state, households and householder, slaves and master are the same kind of it. Aristotle argues that neither rich minority nor poor majority, but the common interest of the middle layer constituted with observance is robust and the politeia, a form of government manifested its own justice, can occur as a result of reconciling democracy with oligarchy. Aristotle, who is of the opinion that democratic constitution is a more sustainable constitution compared to oligarchic constitution due to its less obviousness to rebellion and revolution, in keeping with the principle of the "Golden Middle," located in the heart of both ethics and politics, has no doubt about that constitution leaned on a strong middle class will be the safest and most sustainable constitution.

1980 sonrası neo-liberal politikalar, kamu yönetimini, özellikle finansman açıkları gerekçesiyle, hem merkezi yönetimler bakımından hem de yerel yönetimler bakımından reforma etmeyi amaçlamıştır. Bu çalışmada, Almanya, Fransa, İngiltere ve Türkiye'deki yerel yönetim reformları, birlikte değişim yöntemi temelinde karşılaştırmalı olarak incelenmektedir. Karşılaştırma iki açıdan söz konusu ülkelerin benzerlik ve farklılıklarını konu edinmiştir: Birincisi, merkezi yönetim ile yerel yönetimler arasındaki işlevsel değişimdir (dikey bakış açısı). İkincisi ise, yerel yönetimler ile piyasa ve / veya üçüncü sektör arasındaki ilişkilerin yeniden düzenlenmesidir (yatay bakış açısı). Bu yatay bakış açısı, "yerel yönetimden" "yerel yönetişime" doğru evrimi karşılaştırmanın odağına yerleştirmektedir. Çalışmanın amacı, neo-liberal politikaların uygulandığı bu ülkelerdeki desantralizasyon ve piyasalaşma sürecinde ortaya çıkan kurumsal ve işlevsel değişimleri karşılaştırmalı olarak ortaya koymaktır. ; Neoliberal policies after 1980 aimed at reforming public administration, especially owing to financial budget deficit, in terms of both central and local administrations. In this study, local administration reforms in Turkey, Germany and France have been studied comperatively taking method of change together into consideration. The comparison focuses on similarities and distinctness of the above-mentioned countries from two aspects, namely, the first one is functional change between central and local governments (with the help of vertical point of view) and the second one is regulation of the relations between local governments and market or third sector (with the help of horizontal point of view). The second reconsideration surely positions evoluation from "local government" to "local governence" which is in the process of reform into the center of the discussion. The purpose of the study is to reveal comperatively the institutional and functional changes emerging during process of decentralisation and gaining a place in the market in the countries where neoliberal policies are implemented.

Yüksek Lisans Tezi ; Dünyadaki hükümet sistemleri, devletlerin ellerinde bulundurdukları kuvvetlerin karşılıklı ilişkisi doğrultusunda birbirinden farklı özellikler göstermektedir. Örneğin başkanlık sisteminde yasama, yürütme ve yargı erkleri birbirinden sert bir şekilde ayrıdır. Sert kuvvetler ayrılığının ana nedeni, güç dengesinin sürdürülmesidir. Herhangi bir başkanlık sisteminde, yürütme otoritesinin tüm yetkisi, devlet başkanı ve hükümet başkanı olan tek bir kişide toplanmıştır. Parlamenter sistemde, yürütme ve yasama organları arasında, devlet içindeki otoritelerin yakınsamasına yol açan bir kaynaşma vardır. Fransa örneğindeki yarı başkanlık sisteminde ise parlamenter sisteme nazaran cumhurbaşkanının yetkileri güçlendirildiği, başkanlık ve parlamento sistemlerinin birleşimi olarak değerlendirilebilecek bir hükümet sistemi söz konusudur. Hükümet sistemlerinin sınıflanırılmasında çoğunlukla bu üç farklı sisteme atıf yapılsa da siyasal hayatın hemen hemen her döneminde en uygulanabilir yönetim sisteminin ne olduğu sorusu hem akademik alanda hem de siyasi otoriteler nezdinde en çok tartışılan konulardan birisidir. Türkiye'de 2017 yılında gerçekleştirilen referandum sonucu yaşanan hükümet sisteminin değişimi öncesinde de pek çok farklı sistem gündeme gelmiş ve sorgulanmıştır. Ürdün hükümet sistemi de zaman zaman bu sorgulamalara konu olmuştur. Bu nedenle çalışmada parlamenter monarşi ile yönetilen Ürdün ile cumhurbaşkanlığı hükümet sistemi ile yönetilen Türkiye'nin yasama, yürütme ve yargı erklerinin karşılaştırmalı bir perspektif ile ele alınması amaçlanmış ve bunun ilgili arayışlara ve sorgulamalara önemli nüveler kazandıracağı öngörülmüştür. Çalışmada uzun süredir siyasi sistem arayışında olan ve hâlihazırda siyasi sistemini olgunlaştırmaya çalışan Ürdün ile Türkiye'nin hükümet sistemlerinin özellikle coğrafi ve tarihi koşullarındaki, sosyal, kültürel ve ekonomik yapılarındaki farklılıklar nedeniyle önemli oranda farklılaştığı sonucuna varılmıştır. ; Government systems in the world show different features ...

Tarihsel süreç içerisinde devletle özdeşleştirilen sivil toplum kavramı, Avrupa'da yaşanan birtakım ekonomik, siyasal, kültürel süreçlerden geçerek devletten özerk bir alan olarak algılanmaya başlanmıştır. Avrupa kökenli olan bu kavram zamanla tüm dünyayı etkilemiş ve günümüzde hemen hemen tüm siyasal iktidarlar tarafından kendilerini meşrulaştırmada bir araç olarak kullanılmıştır. Bu çalışmada, öncelikle sivil toplum kavramından ne anlamamız gerektiğine, tarihsel süreç içerisinde sivil toplum kuramcılarının kavrama yükledikleri anlamlara, kavramın demokrasi, kamusal alan vb. kavramlarla arasındaki ilişkilere, sivil toplum kuruluşlarının niteliklerine ve işlevlerine değinilmiştir. Ayrıca Avrupa'da filizlenen sivil toplumun Osmanlı Devleti ve Türkiye Cumhuriyeti'ndeki durumu ifade edilip, günümüzde geldiği aşama incelenmiştir. Daha sonra ise sivil toplumun nasıl bir devlet yapısıyla ya da siyasal iktidarla birlikte mümkün olabileceği tartışılmıştır. Bunun için liberal değerler ile şekillenen, sosyal, siyasal, ekonomik yaşamın geniş bir kısmını toplumsal dinamiklere bırakan İngiltere, Fransa gibi Batı Avrupa ülkeleri ile sosyalist değerlerle şekillenen, aynı konularda inisiyatifi topluma bırakmadan kendi elinde toplayan, daha sonraki bir takım devrimlerle liberal değerleri benimsemeye çalışan Polonya gibi Doğu Avrupa ülkeleri karşılaştırmalı olarak incelenmiştir. Diğer taraftan çalışmada, Orta Doğu'da sivil toplumun bulunup bulunmadığı konusu Mısır özelinde ele alınmıştır. Mısırdaki sivil toplumun zayıf olduğu ve bu zayıflığının sebebi olarak da ülkedeki sivil toplumun ekonomik olarak kendi kendini finanse etmede yetersiz kaldığı, dolayısıyla da devlete ve cemaatlere bağımlılığı nedeniyle özerk bir yapı sergileyemediği sonucuna varılmıştır. ; The notion of civil society, which is identified with the states throughout the history, went through economical, political and cultural processes that took place in Europe and it has been realized as an autonomous field outside of the states. This notion, which originated in Europe, has affected the whole world and in the era that we live in, almost all of the political powers use it as a means of justifying themselves. This study starts with establishing what we are supposed to understand from the notion of civil society, the meanings attributed to the notion by the theoreticians through history, the relations between it and other terms like democracy, public space etc. and the function and qualifications of civil society organizations. Moreover, the place of civil society in Ottoman Empire and Turkish Republic is defined and the current phase of the notion is studied. Furthermore, the kinds of government structures and political power that can work with civil society is discussed. In order to discuss these topics, Western European countries like England and France, which are molded with liberal values leaving a large portion of the social, political and economical realms mostly to the social dynamics, and Eastern European Countries like Poland, which tried to adopt liberal values later on but was essentially molded by socialist values holding onto power and not giving initiative to the public regarding the same matters, are examined comparatively. On the other hand, the subject of whether or not the civil society exists in the Middle East is examined through the example of Egypt. It is seen that the civil society in Egypt is weak and this is caused by the inability of the civil society in this country to finance itself, ending up in dependence to the government and the congregations, resulting in failure to be self-reliant.

Bu çalışmanın amacı, girişimcilik ve inovasyon kavramlarına hükümet ve siyasi parti programlarında ne derece yer verildiğini araştırmaktır. Hükümet ve siyasi parti programlarında bu kavramların sıklıkla yer alması, girişimcilik ve inovasyon kavramlarına önem verildiği ve teşvik edileceği şeklinde yorumlanacaktır. Çalışmada yöntem olarak, soysal bilimlerde yaygın bir kullanım alanı bulan nitel araştırma yönteminden, veri elde etmede ise doküman analizinden yararlanılmıştır. Çalışma halen TBMM'de temsil edilen 4 siyasi parti (AKP, CHP, MHP, BDP) ile 1983 yılından sonra kurulan 16 hükümetin programlarını kapsamaktadır. ; The aim of this study is to determine to what extent were the concepts of entrepreneurship and innovation included in political party programs. The fact that these two concepts were frequently included in the programs of governments and political parties signifies that these concepts are assigned importance and they will be supported. Qualitative research method, which is widely used in social sciences was made use of as the study method, and document analysis was used in obtaining data. The study covers the programs of four political parties represented in the parliament at present and 16 governments that have come to power since 1983.

İslamcılıktan ilham alan üç siyasî hareket, Mısır'daki Müslüman Kardeşler (MK), Türkiye'deki Milli Görüş (MG), ve Adalet ve Kalkınma Partisi (Ak Parti) siyasî arenada ortaya çıkışlarından itibaren farklı siyasî stratejiler uygulamışlardır. İki hareketin, MK ve MG'nin, stratejileri kendilerini nihayet iktidara taşımış, ancak çarpıcı bir şekilde, her ikisi de iktidarda sadece bir yıl civarında, sırasıyla 2012-2013 ve 1996-1997 yılları arasında, tutunabilmişler ve sonra askerî darbeler tarafından devrilmişlerdir. 1997'deki darbenin ardından MG üyeleri tarafından 2001'de kurulan Ak Parti, önceki iki partiden oldukça faklı stratejiler izleyerek, Ocak 2017 itibarıyla, Kasım 2002'den beri halen iktidardadır. Bu makale siyasî satratejiler üzerine mukayeseli bir çalışmadır ve kökleri İslamcılıkta bulunan üç farklı siyasî partinin siyasî başarılarının nasıl bu derece birbirinden farklılaşabildiği sorusuna cevap aramaktadır. Makalede öncelikle bu duruma ilişkin iki araştırma sorusu oluşturulmuş ve ardından bu sorulara yanıt verilmiştir. Makale, nihai olarak, İslamcılıktan doğan veya ondan ilham alan siyasî hareketlerin, kullandıkları siyasî stratejilere göre siyasî başarı oranlarının değişeceğini iddia etmekte ve İslamcılığı ilgilendirdiği kadarıyla siyasî başarı getiren siyasî stratejileri tespit etmektedir. ; Three political movements inspired by Islamism, the Muslim Brotherhood (MB) in Egypt, the National Outlook [Milli Görüş, NO], and the Justice and Development Party (JDP) in Turkey have employed miscellaneous political strategies since their emergence on the political arena. 1975 yılının Mart ayı sonunda kendilerini "Milliyetçi Cephe" olarak tanımlayan Adalet Partisi, Cumhuriyetçi Güven Partisi, Milli Selamet Partisi ve Milliyetçi Hareket Partisi'nden oluşan partiler bir araya gelerek Adalet Partisi Genel Başkanı Süleyman Demirel'in başbakanlığında 1970'li yılların en uzun sürecek koalisyonunu kurmuşlardır. Anadolu'da milliyetçiliğin yükselmesinde büyük rol oynayan Milliyetçi Cephe, ilk olarak 1975 yılında iktidara gelmiş, 1977'de II. Milliyetçi Cephe ve 1979 yılında da Örtülü Milliyetçi Cephe olarak adlandırılan ve sağ partiler tarafından desteklenen Adalet Partisi'nin iktidara gelmesiyle üç dönem ülkeyi yönetmiştir. Kamu personeli yönetimi, devletin üstlendiği görevleri yerine getirecek olan personele ait düzenlemelerin, ilkelerin, teknik ve uygulamaların bir bütünüdür. Küreselleşen dünyada artan rekabet pazarı ve teknolojik gelişmele, işgücünü ve işi değiştirip geliştirmektedir. Bu yüzden insana gerekli önemin verilmesi örgütlerde farklı yönetim anlayışlarını meydana getirmektedir. Böylece kamuda personel istihdamı yapılırken tüm bu gelişmeler göz önüne alınmaktadır. Kamuda personel seçilirken yapılması gereken hazırlıklar ile seçilecek olan personellerin uygunlukları test edilebilir. Günümüzde artık kamu personelleri seçilirken eğitim, öğretim hayatı, devlet memurluklarında kurumlar içinde gerçekleştirilen sınavlar ve sözlü mülakatlar dikkate alınmaktadır. Zira bir kamu görevlisinin görevine ne kadar bağlı olacağı bu mülakatlar sonucunda tartılıp gerekli kararlar verilir. Tüm bu sistemler tüm gelişmiş ülkelerde olduğu gibi ülkemizde de işlemektedir. Kamu görevlisi olacak olan memurlar için insan kaynağı sağlanması ve kamu görevlilerinin seçilmesi yazılı ve sözlü olmak üzere bir dizi sınavlardan meydana gelmektedir. Biz de çalışmamızda tüm bu konuları kapsayan kamuda insan kaynakları kavramını ve bu kavramlar üzerine var olan reformları, Almanya ve Türkiye bağlamında ülkemizdeki sistemler açısından ele alarak inceleyeceğiz. ; Civil Servant Management is a set of applications, techniques, principles and regulations aimed at the personnel who will carry out the tasks undertaken by the government. Growing competition and technological developments in a globalizing world change and develop labour and professions. For that reason, placing a particular importance on the people brings forth the different understandings of management in organizations. Accordingly, all of these developments should be taken into consideration during public employment processes. The suitability of the personnel to be elected can be tested through the preparations required for public employment. Today, when electing a person for public services, training, educational background, civil service examinations and personal interviews are taken into account. Because, how much a civil servant would be obedient and dutiful is weighed and decided as a result of these interviews. All of these systems are operating in our country as well as in all developed countries. The provision of human resources for the people who will be civil servants and the election of civil servants are comprised of a series of tests including written and oral exams. Within the context of Germany and Turkey, we also will examine the concept of human resources in the public sector covering all of these issues and the reforms associated with these concepts in terms of the systems available in our country.

Yerel demokrasi kavramı ile bağlantılı kavramlardan biri olan ve literatürde kimi zaman yerel demokrasi ile eşdeğer anlamda kullanılan "yerel özerklik" kavramı, en genel anlamıyla; bir yerel topluluğun, yerel nitelikteki işleri, kendi başına, kendi organları eliyle görebilmesi ve buna olanak verecek kaynaklara sahip olabilmesidir (Keleş, 2000: 49). Avrupa Yerel Yönetimler Özerklik Şartı'nın üçüncü maddesi, "özerk yerel yönetim" kavramını, "yasalar çerçevesinde kamu hizmetlerinin önemli bir bölümünü yurttaşlarının yararı doğrultusunda ve kendi sorumluluğunda yerine getiren, hukuki ve yönetsel yeteneklere sahip yerel tüzel kişilik" olarak tanımlamaktadır. Aynı maddenin ikinci fıkrasında ise bu hakkın, üyeleri serbest, gizli, eşit, doğrudan ve genel seçimle oluşturulan konseyler ya da meclisler tarafından kullanılacağı ifade edilmektedir (Mengi, 1998: 70).halkın karar alma süreçlerine katılımını çok büyük oranda sınırlayan katı merkeziyetçi yapılardan uzaklaşarak yerel yönetimlerin yetkilerinin artırılması ve katı, hantal, bürokratik bir anlayış yerine üretken, gerçek anlamda eşitlikçi halk katılımına dayanan bir anlayışın hâkim kılınması, küreselleşmenin ve neo-liberalizmin yıkıcı etkilerine karşı bir alternatif oluşturabilecektir. Öte yandan, yerel yönetimlerin yetkilerinin artırılması ve güçlendirilmesi özellikle Türkiye'nin en önemli sorunlarından biri olan Kürt sorununun çözümüne de önemli ölçüde katkı sunabilecek bir potansiyel taşımaktadır. Cumhuriyet tarihi boyunca yerel yönetimler, özellikle de belediyeler, yerel demokrasinin sağlanmasından ziyade, yerel hizmetlerin etkin, verimli ve daha az maliyetle sağlanmasının aracı olarak görülmüştür. Ancak bu yaklaşım yerine, Fransa'nın 1951'den itibaren yaptığı gibi, ulus-devletin katı merkeziyetçi sistemini gevşeterek yerel yönetimlere anlamlı oranda yetki devri yapmak yoluyla hem ülke içinde eşitlikçi bir bütünleşme sağlanabilecek, hem bölgeler arası sosyo-ekonomik dengesizlikler aşılabilecek, hem de farklı yerelliklerin kendi farklılıklarını korumalarına olanak tanıyacak çoğulculuk sağlanabilecektir. Bu yolla halkın yönetimde yer alma olanaklarının geliştirilmesini sağlayacak mekanizmaların kurulması, yerel yönetimlerin toplumun bütün sorunları ile ilişkilendirilmesi, sosyal, ekonomik, tarihsel ve kültürel varlığın korunması ve geliştirilmesinde yerel yönetimlerin bir özne olarak değerlendirilmesi mümkün hale getirilebilecektir. Bu anlayışa ek olarak ise, söz konusu yerelliklerin hem gelişmişlik oranlarına göre denge sağlayıcı bir biçimde merkezi bütçe tarafından desteklenmesi, hem de kendi ekonomik kalkınmalarını sağlayabilmelerine imkân tanıyan olanakların (kooperatifleşme gibi) verilmesi, yani bir nevi ortaklaşma ve ürettiğini tüketebilme, kendine yetebilme imkânı tanınması, neo-liberal sistemin halk için değil sermaye için esas aldığı "küreselleşmeci yerelleşme" anlayışının alternatifi olabilecektir. Bu esaslara dayanan bir "yerel özerklik" anlayışı ile liberal yaklaşım tarafından savunulan yerel yönetimlerin merkezi yönetimin müdahalesinden uzak olması ile sınırlandırılmış olan "yerel özerklik" anlayışı arasındaki fark ise ortadadır. ; The concept of -local autonomy-, frequently used synonymously with local democracy, is broadly defined as `the possibility of a local community to independently handle its local tasks using its own means` (Keles, 2000: 49). The third entry in the European Charter of Self-Government defines the concept of self-government as `a local legal entity that owns legislative and governing capability to perform a significant quantity of public services within legal boundaries and under its own responsibilities in line with its public's interests`. The second article of the same entry, on the other hand, states that this capability is used by councils or assemblies whose members are elected via independent, confidential and direct general elections (Mengi, 1998: 70) As one of the frequently debated issues, the demand for more autonomous local governments is restricted to being repressed and independent of the central government by liberal approaches which aim to privatize local services, to increase the power of global capital flows by distributing public services, and to provide suitable conditions for the implementation of neo-liberal policies. In addition to ignoring general public participation, such an autonomy demand of localism seeks to adapt democracy to fit the needs of sovereign powers and to create a local governing platform where everything is subcontracted, transferred to the global capital via neo-liberal policies, and then left to the conscious of capitalism which, referring to Marx; -. cuts down the tree if its shadow cannot be sold-. Particularly today, an increasing promotion of global localization is witnessed while being moved away from the central government often equals to giving in to the wheels of the global capitalism and entering into a competitive localism with its global companies. However, this should threaten neither the existence of a local government as a self-governing unit nor the local public's right to participate in decision-making processes. The firm centralist approach, more or less like the neo-liberal approach, is an obstacle against local governments to become participatory autonomous units. Throughout the human history, all communities have been organized according to their own needs. Today, it is clear that self-governments are vital for the top-down expansion of democracy and the coordination of social development. In this respect, moving away from firm centralist bodies that cause obstructions and restrict the possibility of public participation in decision-making processes seems crucial to create an alternative against the destructive effects of globalization and neo-liberalism. This can be achieved by empowering the authority of local governments and by adapting a true egalitarian participatory approach rather than a firm, clumsy, bureaucratic method. However, increasing and empowering the authorization of local governments has the potential of contributing greatly to the solution of Kurdish issue as one of the important knots in Turkey. Throughout the history of the Republic, local governments and municipalities have been considered as effective tools in providing cost-efficient and prevalent public service rather than maintaining local democracy. Nevertheless, instead of adapting this approach, transferring significant amount of authority to local governments and loosening the firm centralist system of nation-state, as France has been doing since 1951, will not only create an integration in the country and reduce the unbalanced socio-economic conditions among the regions but it will also sustain the plurality by maintaining the differences of each local community. It will then be possible to establish mechanisms to enable public participation, to relate local governments with the problems of the whole society, and to include local governments in the protection and the development of social, economic, cultural, and historical assets. In addition, supporting local governments by the central budget in line with their growth rate, providing them with the autonomous possibilities of improving economically (e.g. becoming a cooperative); that is, giving them the opportunity to cooperate, consume what they produce, and be self-sufficient, could be an alternative for neo-liberal system's -global localization- approach adapted not for public but for the capital. The difference between such a -local government- and the one advocated by liberal approach repressed from central government is self-evident.

Çalışma, 1991-2015 yıllarıarasındaki genel seçim sonuçlarını, Yozgat-Bayburt örneği üzerinden karşılaştırma yaparak ortaya koymaktadır.Çalışmanın amacı, siyasal kültürün nihai sonucu olarak değerlendirilen seçim sonuçları üzerinden o ilin siyasalkültürünü anlamlandırmaktır. Seçim sonuçlarının değerlendirilmesi şeklinde bir yöntem belirlenen çalışmada,sonuçtan sebebe doğru bir yaklaşım ön plana çıkarılmıştır. In its simplest terms, the culture is the political direction. In theformation of political cultures are the role of individuals, their beliefs, attitudes and actions in relation to thepolitical system. Each region's political culture emerges as a factor that determines voter preferences andtherefore election results. Political culture is a concept that can be explained by different methods and studies.At the beginning of these studies, must to survey is carried out on an area to evaluate the results. However, inthis study, it is carried out political culture analysis on the results of elections which are accepted as a result ofpolitical culture. The results of the general elections between 1991 and 2015 are presented in the study by beingmake a comparison with the example of Yozgat-Bayburt. The aim of the study is to make sense of the politicalculture of the province through the election results evaluated as the final result of political culture. In the study,which is a method of evaluating the election results, an approach towards the cause has been highlighted.Briefly, as a result of the political culture, the voter preferences were taken to the center of the study and thepolitical culture was deduced from the deductive results. The hypothesis that "the political culture of the twoprovinces is similar on a conservative-nationalist basis" accepted as a result of the study and as a resultdetermined the similarities and differences for the political culture of the two provinces.
