The objectives of this research are: 1) to study the relation of the personal factors toward working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, 2) to study the motivation, effected the working behaviors of employees, 3) to study the problems and the way to develop that motivation on working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province. This research used the mixed methods between quantitative and qualitative research. For the quantitative research, the sample survey were personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, selected 224 person from 510 of population. The Simple random sampling by using Taro-Yamane and data were collected by using questionnaire with the entire confidence value was equal to 0.972. The data were analyzed by using Statistical Package for the Social Science research and the descriptive statistics consisted of Frequency, Percentage, Means and Standard Deviation. The hypothesis was examined by Chi-Square test and Pearson's Product Moment Correlation Coefficient. The qualitative research applied In-Depth Interview from 18 key informants by collecting through the structured Interviews Form and analyzed through descriptive technique. The results revealed that The relationship between personal factors and performance behavior of personnel of sub-district administrative organizations in Mueang Phichit district Phichit Province found that personnel with gender, age, education level, position, duration of work income per month There was no relationship with the performance behavior of the sub- district administrative organizations in Mueang Phichit district. Guidelines for developing incentives that affect the performance behavior of personnel of the sub-district administrative organizations in Mueang Phichit District Phichit Province 1) policy and management guidelines should be established to cover all positions. 2) management should have a vision, open to listen to the opinions of the personnel and sincere in solving various problems 3) the duties and responsibilities should be defined appropriately and there were procedures for standardized operations, not overlapping 4) should allow personnel to be responsible for the task that was appropriate and open to the opportunity to use creativity to apply in the work without leaving the rules and regulations 6) In practice and evaluation of work, the moral system should be used for transparency. 7) the principles of good governance should be used in the implementation of the government to be more concrete. ; การวิจัยฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาปัจจัยส่วนบุคคลที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน 2) เพื่อศึกษาแรงจูงใจที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน และ 3) เพื่อศึกษาปัญหาและแนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของพนักงานองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร วิธีการวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างซึ่งเป็นบุคลากรในองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร จำนวน 224 คน จากประชากรทั้งหมด 510 คน โดยใช้สูตรของ ทาโร่ ยามาเน่ วิเคราะห์ข้อมูลโดยใช้สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์โดยทดสอบสมมติฐานโดยการทดสอบแบบไค-สแคว์และการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 18 รูป/คน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า ความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่า บุคลากรที่มีเพศ อายุ ระดับการศึกษา ตำแหน่ง ระยะเวลาปฏิบัติงาน รายได้ต่อเดือน ไม่มีความสัมพันธ์กับพฤติกรรมการปฏิบัติงานขององค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร ความสัมพันธ์ระหว่างแรงจูงใจกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่าแรงจูงใจโดยรวมมีความสัมพันธ์ในระดับสูงมาก (r=0.861) เมื่อพิจารณาเป็นรายด้าน พบว่า มีความสัมพันธ์ในระดับสูงมาก 3 ด้าน ด้านวินัยในการทำงาน (r=0.844) ด้านมนุษยสัมพันธ์ (r=0.818)และด้านความคิดสร้างสรรค์ (r=0.766)ตามลำดับ และมีความสัมพันธ์ในระดับสูง คือด้านความรับผิดชอบ (r=0.749) โดยทุกด้านมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร 1) นโยบายและแนวทางการบริหารงานควรจัดทำให้ครอบคลุมทุกตำแหน่งหน้าที่ 2) ผู้บริหารควรมีวิสัยทัศน์ เปิดกว้างรับฟังความคิดเห็นของบุคลากรและจริงใจในการแก้ไขปัญหาต่าง ๆ 3) หน้าที่และความรับผิดชอบควรมีการกำหนดให้เหมาะสมและมีขั้นตอนในการการปฏิบัติงานที่ได้มาตรฐาน ไม่ทับซ้อนกัน 4) ควรให้บุคลากรรับผิดชอบงานที่ถนัดและเปิดโอกาสให้ใช้ความคิดสร้างสรรค์มาประยุกต์ใช้ในการปฏิบัติงานโดยไม่ออกนอกกรอบกฎ ระเบียบ 5) ส่งเสริมบุคลากรเข้าอบรมในงานที่ยังขาดความรู้ 6)ในการปฏิบัติและประเมินผลงานควรใช้ระบบคุณธรรมเพื่อความโปร่งใส 7) ควรนำหลักธรรมาภิบาลมาใช้ในการปฏิบัติราชการให้เป็นรูปธรรมมากยิ่งขึ้น

The objectives of this research were: 1) to study the model of good governance of Sub-district Administration Organization in KraiNok, Kong KraiLat District, Sukhothai Province, 2) To study the opinions on the good governance of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province By classified by personal factors 3) To study guidelines for the development of a good governance model of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province according to good governance principles. This research used the mixed methods between the quantitative and qualitative research. For quantitative research was a survey conducted with 370 persons from 4,444 persons of the population. Simple random sampling was applied by using Taro-Yamane. Data were collected by the questionnaires and were analyzed by using Statistical Package for the social science research. The statistic tools to analyze the opinions' level toward the strategy to improve the quality of life of people in the Sub-district Administration Organization in KraiNok, Kong Krai Lat District, Sukhothai Province were Frequency, Percentage, Means, Standard Deviation and tested the hypothesis by describing the personal factors. Which will lead to more efficient and effective operations 3) Provide funding personnel development is always In order to increase skills and efficiency, knowledge and ability to perform duties in the duty better by encouraging continuous development of human resources 4) Should add enough personnel to work and should set up an evaluation system to measure the performance of personnel seriously and continuously to help identify weaknesses in the administration that will be useful for further development and 5) There should be more public relations work. ; การวิจัยฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษารูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย 2) เพื่อศึกษาความคิดเห็นที่มีต่อรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย โดยจำแนกตามปัจจัยส่วนบุคล 3) เพื่อศึกษาแนวทางการพัฒนารูปแบบการบริหารจัดการที่ดีขององค์การบริหาร ส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย ตามหลักการบริหารจัดการที่ดี การวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างซึ่งเป็นประชาชนในพื้นที่องค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย จำนวน 370 คน จากประชากรทั้งหมด 4,852 คนสุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.997 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ได้แก่ ค่าความถี่ ค่าร้อยละค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐานและทดสอบสมมติฐานโดยการทดสอบค่าที (t-test) และการทดสอบค่าเอฟ (F-test) ด้วยการวิเคราะห์ความแปรปรวนทางเดียว (One Way ANOVA) เมื่อพบความแตกต่างจึงทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference : LSD) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 14 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า ในการวิจัยเรื่องรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย โดยตัวแบบ 7-S ของแมคคินซีย์ความคิดของประชาชนเห็นต่อรูปแบบการบริหารจัดการ พบว่าในภาพรวมอยู่ในระดับมาก (= 4.07, S.D. = 0.568) เมื่อพิจารณา ในแต่ละด้าน คือ ด้านโครงสร้างด้านกลยุทธ์ด้านระบบ ด้านบุคลากร ด้านผู้นำด้านทักษะ และด้านค่านิยม พบว่า ความคิดเห็นของประชาชนอยู่ในระดับมากทุกด้าน ผลความคิดเห็นของประชาชนที่มีต่อรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย จำแนกตามปัจจัยส่วนบุคลคือ เพศ อายุ การศึกษา อาชีพ และรายได้ พบว่า ประชาชนที่มีรายได้ต่างกัน มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐานการวิจัย สำหรับเพศ อายุ การศึกษา และอาชีพต่างกันมีผลต่อความคิดเห็นต่อรูปแบบการบริหารจัดการที่ดี ไม่แตกต่างกัน จึงปฏิเสธสมมุติฐานการวิจัย 3. รูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย ตามหลักการบริหารจัดการที่ดีได้แก่ 1) ควรมีการวิเคราะห์สภาวการณ์ปัจจุบันขององค์การก่อนการจัดทำแผนงานทุกครั้งเพื่อนำผลวิเคราะห์ที่เป็นจุดอ่อนจุดแข็งโอกาสและอุปสรรคด้านการบริหารจัดการให้สอดคล้องกับปัญหาและสภาวะแวดล้อมด้านต่าง ๆ ที่เปลี่ยนแปลงอยู่เสมอ 2) ฝ่ายบริหารและหัวหน้าส่วนงานควรกระจายอำนาจการตัดสินใจและเปิดโอกาสให้บุคลากรมีส่วนร่วมในการเสนอความคิดเห็นหรือแนวความคิดใหม่ ๆ ในการกำหนดนโยบาย อันจะนำไปสู่การปฏิบัติงานที่มีประสิทธิภาพและประสิทธิผลมากขึ้น 3) จัดหาทุนสนับสนุน การพัฒนาบุคลากรอยู่เสมอ เพื่อเป็นการเพิ่มทักษะและประสิทธิภาพความรู้ความสามารถในการปฏิบัติงานในหน้าที่ให้ดียิ่งขึ้น โดยการสนับสนุนให้มีการพัฒนาด้านทรัพยากรบุคคลย่างต่อเนื่อง 4)ควรเพิ่มบุคลากรให้เพียงพอต่อการปฏิบัติงาน และควรจัดระบบติดตามประเมินผลเพื่อวัดผลการทำงานของบุคลากรอย่างจริงจังและต่อเนื่อง เพื่อช่วยชี้จุดอ่อนในการบริหารงานอันจะเป็นประโยชน์ต่อการปรับปรุงพัฒนาต่อไป 5) ควรมีการประชาสัมพันธ์การทำงานให้เพิ่มมากขึ้น

The objectives of this research were: 1) to study the state of the human resource management according to the principles of Raja-Sangahavatthu (virtues making for national integration) of the administrators of local administrative organizations in Thapkhlo District, Phichit Province, 2) to study the relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province, and 3) to study the problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province. This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 141 staffs at the municipality and local administrative organizations in Thapkhlo District, Phichit Province from 216 staffs with the table of Taro Yamane. The tools of the research were questionnaire with the 0.968 of reliability and in-depth interview from the 11 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, and Pearson's Product Moment Correlation Coefficient. Results of the Research Overall, the state of the human resource management of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province was at the high level ( =3.65). When considering each aspect, it was found that the human resource management in the planning was at the highest level ( =3.78). Then, it was the human resource management in the maintaining ( =3.65). However, the human resource management in the developing was at the lowest level ( =3.57). Moreover, the staffs had the opinion to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province in the research was at the high level ( =3.54). When considering each aspect, it was found that the human resource management in the Purisamedha (shrewdness in the promotion and encouragement of government officials) was at the highest level ( =3.66). Then, it was the human resource management in the Sassamedha (shrewdness in agricultural promotion) ( =3.60). However, the human resource management in the Vachapeyya (kindly and convincing speech) was at the lowest level ( =3.32). The relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that overall, the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the low level (r = 0.249**). When considering each aspect, it was found that the human resource management according to Sassamedha of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the middle level. The human resource management according to Vachapeyya of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the negative relationship at the low level. Therefore, the research hypothesis was accepted. The problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that the administrators did not plan the man power for the future. The staffs were recruited from the intimates. The administrators did not give the opportunities to the people having the knowledge and capability in the recruitment of the staffs. Some local administrators did not promote the staffs for the training. The suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province were that the administrators should set the frame of the staffs suitable to the work by planning the man power continuously every year. The recruitment of the staffs should be announced, have the public relations thoroughly and specify the criterion by considering the knowledge and capability and recruiting the people within the organization and the other people. Moreover, the administrators should promote the staffs for the training and development. ; การวิจัยในครั้งนี้ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร 2) เพื่อศึกษาความสัมพันธ์ในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร การวิจัยครั้งนี้ เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างที่เป็นพนักงานเทศบาลและพนักงานองค์การบริหารส่วนตำบลในอำเภอทับคล้อ จังหวัดพิจิตร จำนวน 141 คน จากประชากรทั้งหมดจำนวน 216 คน สุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.968 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson's Product Moment Correlation Coefficient) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 11 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า สภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวมอยู่ในลำดับมาก ( = 3.65) และเมื่อพิจารณาเป็นรายด้าน พบว่า การบริหารทรัพยากรมนุษย์ในด้านการวางแผน มีความคิดเห็นในลำดับมากที่สุด ( = 3.78) รองลงมาคือ ด้านการธำรงรักษา ( =3.65) และน้อยที่สุดคือ ด้านการพัฒนา ( =3.57) ตามลำดับ สำหรับความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวม อยู่ในลำดับมาก ( = 3.54) และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านปุริสเมธะ มีความคิดเห็นในลำดับมากที่สุด ( = 3.66) รองลงมาคือ ด้านสัสสเมธะ ( =3.60) และน้อยที่สุดคือ ด้านวาชเปยยะ ( =3.32) ความสัมพันธ์ระหว่างการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า การบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร โดยภาพรวม มีความสัมพันธ์เชิงบวกในลำดับต่ำ (r = 0.249**) เมื่อแยกเป็นรายด้าน พบว่า ด้านสัสสเมธะ มีความสัมพันธ์เชิงบวกในลำดับปานกลาง ด้านปุริสเมธะและด้านสัมมาปาสะ มีความสัมพันธ์เชิงบวกในลำดับต่ำ ส่วนด้านวาชเปยยะ มีความสัมพันธ์เชิงลบในลำดับต่ำ จึงยอมรับสมมติฐานการวิจัย ปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ไม่ได้มีการวางแผนอัตรากำลังคนไว้เผื่ออนาคต พนักงานจ้างตามภารกิจและพนักงานจ้างทั่วไปบรรจุจากบุคคลใกล้ชิด ไม่เปิดโอกาสให้คนที่มีความรู้ความสามารถเข้ามาเป็นพนักงาน ผู้บริหารท้องถิ่นบางคนไม่ส่งเสริมพนักงานให้ไปเข้ารับการฝึกอบรมพัฒนาหลักสูตรต่าง ๆ ฉะนั้น ควรกำหนดกรอบพนักงานให้สอดคล้องกับงาน โดยวางแผนอัตรากำลังคนอย่างต่อเนื่องทุกปี สำหรับการรับสมัครพนักงานก็ควรติดประกาศและ/หรือประชาสัมพันธ์ให้ทราบโดยทั่วไป จะต้องมีเกณฑ์ในการรับบุคคลเข้าทำงานโดยพิจารณาจากความรู้ความสามารถ โดยรับทั้งจากบุคลากรภายในหรือภายนอกหน่วยงาน ส่งเสริมพนักงานให้เข้ารับการฝึกอบรมและพัฒนา
