International audience Forests do not just provide wood. They also contribute to, inter alia, the water quality of the catchment area for the water resources harnessed in the vicinity, carbon storage, the maintenance of rich biodiversity. Based on these findings, the involvement of forest owners as managers and providers of environmental services should be enhanced or intensified. This raises the question of payment for environmental services. While this issue is not new in economics, it provides an opportunity to revisit the work of R. Coase (1960) by raising specific issues of applicability of payments for environmental services to the forestry sector. ; Les forêts n'offrent pas seulement du bois mais participent aussi à la qualité de l'eau des bassins d'alimentation des captages environnants, au stockage du carbone, au maintien d'une biodiversité riche et à bien d'autres services encore. De ces constats, leurs propriétaires doivent être mieux ou plus impliqués en tant que gestionnaires et offreurs de services environnementaux. À ce titre, la question du paiement pour services environnementaux est posée. Cependant, cette question n'est pas nouvelle en économie mais elle permet de revisiter les travaux de R. Coase (1960) en soulevant des questions concrètes d'applicabilité des paiements pour services environnementaux dans le secteur forestier.

To promote economic and social cohesion, the European Union (EU) structural funds part-finance public investment programmes in European regions with about E30 billion per year. This article develops an explanation for the apportionment of structural funds across EU regions. It is argued that the Commission's decisions on regional transfer levels reflect its bureaucratic interest and potentially undermine EU goals. Using a new data set on regional transfer payments in the EU-15 from 2000 to 2006, and qualitative interviews with decision-makers, this argument is tested and corroborated. In doing so, it is shown that the recipient regions' level of economic affluence is necessary, but no sufficient explanatory factor for regional transfer levels. In contrast to previous findings in the literature, the empirical record does not suggest that regional partisan politics has an effect on the size of regional transfer levels.

En este artículo se analizan las raíces, así como el desarrollo y la situación actual del Movimiento político alrededor del Presidente venezolano Hugo Rafael Chávez Frías (Chavismo) a través de consideraciones históricas sobre los partidos políticos izquierdistas del país. Muchos académicos han ignorado la importancia de conexiones históricas entre, por ejemplo, el Chavismo y los partidos políticos más históricos de la izquierda. Se analizarán aspectos de conflicto y cambio por dentro y fuera del Chavismo en el contexto de la democracia venezolana y los actores políticos de izquierda, tanto los que han estado asociados al movimiento de Chávez, como los de la presente y reciente oposición política. Asimismo, se consideran el carácter personalista del Chavismo y sus posibles implicaciones para el sistema partidista y los partidos políticos individuales.

International audience ; Cultural Tourism, an Ambivalent Commonplace. This article examines discourses and values constructed in the context of French "cultural tourism". The author observes interactions between individuals for whom cultural tourism is a common space of intervention and/or confrontation: agents from institutions at the national and local level, administrative managers and business people. These actors are playing out a scenario of separation between "culture" and "tourism" by opposing public and private spaces, culture and business, democratization and profitability. What stands out, however, is that those who are preaching for commercial values are mostly managers of towns of little or no interest to the tourism industry. Referring to markets can be used as a means of seeking legitimacy, even if this means evoking values that are not their own ; Cet article examine les discours et les valeurs professionnelles construits en France à propos du tourisme culturel. On observe les interactions entre des personnes pour qui le " tourisme culturel " constitue un espace commun de travail et / ou de confrontation : des agents des institutions culturelles et touristiques nationales et locales, des responsables associatifs et des opérateurs privé. El presente trabajo tiene como objetivo dar cuenta del cambio en la concepción y la orientación de la política internacional del país en relación con la estrategia del gobierno nacional frente al conflicto armado. Se trata de establecer qué tan provechoso ha resultado para los intereses nacionales haber puesto la política exterior al servicio de la política de seguridad democrática. Para ello, se plantean de manera general los elementos que dieron lugar a este cambio en la estrategia internacional en los últimos años, se analizan las principales políticas implementadas por el gobierno del presidente Uribe y, finalmente, se hace un balance de sus resultados y efectos con el fin de establecer cuál es la conveniencia de continuar o no con dicha orientación en el gobierno siguiente. ; The present work has as objective to give bill of the change in the conception and the domestic international politics's orientation in connection with the national government's strategy in front of the armed conflict. Klaus Theweleits literaturwissenschaftliche Dissertationsschrift "Männerphantasien" von 1977/78 wurde in fünf Sprachen übersetzt und mehr als zweihunderttausend Mal verkauft. Der Aufsatz ordnet dieses außergewöhnliche Erfolgsbuch in seinen Zeitkontext ein - in das linksalternative Milieu der Bundesrepublik der späten 1970er-Jahre. Sechs Faktoren dürften zur Resonanz auf die "Männerphantasien" beigetragen haben: Erstens vollzog das Buch den Wandel von klassisch marxistischer zu psychologisch-postmoderner Theoriebildung nach; zweitens lieferte es mit der Faschismusdeutung einen Beitrag zu dem zentralen Milieuthema; drittens verstand sich das Buch als ein Beitrag zur damals hochaktuellen Geschlechterdiskussion; viertens begleitete und förderte es den Wandel zu einer "Politik der ersten Person"; fünftens bediente Theweleit die linksalternative Ästhetik, und sechstens schrieb er über Gewalt und Terrorismus als hochaktuelles Thema. Im zweiten Teil des Aufsatzes werden die "Männerphantasien" als historiographische Leistung zur Körper- und Geschlechtergeschichte des Faschismus aus der Perspektive der heutigen Geschichtswissenschaft kritisch gewürdigt.

The empirical intersection of ideas about race and nation are well-established, but theoretical explanations for this are less developed. Some ideas are advanced about how and why ideologies of race, nation, gender and sexuality intertwine. This leads on to a consideration of the tensions between sameness and difference that are argued to be constitutive of national identities. From here, an argument is developed about dynamics of appropriation and the maintenance of hegemony in racially diverse and multicultural nations. These theoretical ideas are illustrated with material from Latin America, particularly Colombia, with reference to Colombian popular music as an important cultural form in nationalist expression.
