In the modern political process, an important role is played by political actors who really influence the political process. The most active actors in the political process include political leaders, political parties, public organizations, etc., which, depending on the level of maturity of civil society in a particular country, influence political decision-making processes and the implementation of national and local policies. The political regimes of different states stimulate or inhibit the initiative of the subjects of the political process. However, the subjects of the political process are able to change the features of a particular political regime. Political institutions functioning in the political process go through the following eight stages. First, it is important for a political institution to define a goal that allows you to clearly define the goals and directions of its activities, which in turn increases its subjectivity. Second, political institutions must make political predictions to increase the effectiveness of their political activities. Third, the ability to make the right political decisions is important for a political institution. Fourth, in order to achieve their goal, political institutions must carry out political socialization and political mobilization, which increases their subjectivity. Fifth, political institutions implement the planned goals and adjust tactical activities. Sixth, political institutions must monitor the implementation of political decisions. Seventh, political institutions must analyze and summarize their political activities. Eighth, political institutions must define new strategies in their political activities, which allows them to increase their subjectivity.
It has been found that in the 21st century, political parties play an important role in the political processes of society, forming political power in a representative democracy. Qualitative development of political parties is possible with proper legal support, which allows ruling and opposition political parties to participate in electoral processes on a democratic basis. It is determined that crucial for a proper understanding of the basic principles of political party participation in electoral processes is that they should in no way be seen as a means of imposing excessive restrictions on political parties respecting the right of citizens to hold political office, personally or as political party representatives. It is substantiated that political parties perform an important representative function during their activity. The main task of political parties is to participate in the formation of the political will of the people through the electoral process and the implementation of a certain political course. It is proposed to consider political parties as organizations that have united certain individuals, one of whose goals is to participate in the management of public affairs through the nomination of candidates in free and democratic elections. It was found that in countries where national law does not require the registration of political parties, a political party is still subject to certain requirements for their participation in the electoral process. There is a tendency towards a more liberal approach to the requirements of the functioning of political parties of power to developed classical European democracies. At the same time, the democracies of Central and Eastern Europe are characterized by greater bureaucratization and formalized requirements for state registration and participation of political parties in the electoral process.

ПОЛІТИЧНІ ПАРТІЇ ТА СВОБОДА ОБ'ЄДНАННЯ: ПРОБЛЕМИ ТЕРМІНОЛОГІЇУКРАЇНСЬКОЇ НАУКИ КОНСТИТУЦІЙНОГО ПРАВАЗміст конституційного права на свободу об'єднання в політичні партії в Україні є одним з елементів цьогосуб'єктивного права. Традиційно структура будь-якого суб'єктивного права аналізується за складом суб'єктівцього права, його об'єкта (об'єктів), а також змісту. При цьому конституційні суб'єктивні права не є винятком.Автор підкреслює, що такий підхід цілком виправданий і його слід дотримуватися.Досліджуючи зміст конституційного права на свободу об'єднання в політичні партії в Україні, постає питан-ня щодо розмежування понять «об'єднання» та «асоціація». Актуальність теми дослідження полягає в тому, щонаразі в Україні тривають євроінтеграційні процеси, які передбачають гармонізацію національного законодав-ства зі стандартами прав людини, прийнятими в ЄС. Саме в межах цих процесів автор аналізує та обґрунтовуєнеобхідність переходу до ширшого застосування поняття «асоціація» в національному законодавстві та україн-ській юридичній літературі.Дотепер фахівці з конституційного права не аналізували питання розмежування понять «асоціація» та «об'єд-нання» в контексті дослідження права на свободу об'єднання в політичні партії в Україні. З огляду на це, під часнаписання статті використано праці, присвячені загальним питанням теорії держави і права (зокрема, розробціпрофесорів Крестовської, Матвєєвої), а також загальним питанням конституційного права з точки зору суб'єктив-них прав (зокрема, розробки професорів Шаповала, Мішиної).Автор аргументує, що необхідно розрізняти поняття «асоціація» та «об'єднання» стосовно конституційногоправа на свободу об'єднань у політичні партії щодо України.Автор рекомендує відмовитися від використання поняття «об'єднання громадян» на користь поняття «асо-ціація» у ст. 36–37 Конституції України та привести у відповідність до Конституції України інші закони та під-законні акти, зокрема Закон «Про політичні партії в Україні», де у ст. 2 «Поняття політичної партії» надаєтьсятаке визначення. Перспективами подальших досліджень є використання того ж тезаурусу, який використовуютьіноземні науковці, які працюють у країнах ЄС, вивчаючи право на свободу об'єднання в політичні партії. ; The content of the constitutional right to freedom of association in political parties in Ukraine is one of the elementsof this subjective right. Traditionally, the structure of any subjective right is analyzed in the composition of the subjectsof this right, its object (objects), as well as the content, and constitutional subjective rights are not an exception to thisrule. It should be emphasized that this approach is fully justified and should be followed. In studying the content of theconstitutional right to freedom of association in political parties in Ukraine, the question of distinguishing between theconcepts of "union" and "association" arises.The relevance of the research topic is that European integration processes are currently underway in Ukraine,which provide for the harmonization of national legislation with human rights standards adopted in the EU. It is withinthese processes that the author analyzes and substantiates the need to move to a wider application of the concept of"association" in national legislation and Ukrainian legal literature.So far, experts in constitutional law have not analyzed the issue of distinguishing between the concepts of "union"and "association" in the context of the study of the right to freedom of association in political parties in Ukraine. Inthis regard, in writing the article used works devoted mainly to general issues of the theory of state and law (primarilythe development of professors Krestovskaya, Matveeva), as well as general issues of constitutional law in terms ofsubjective rights (primarily developed by professors Shapoval, Mishyna). We should also take into the account thedissertation for the degree of Candidate of Law, devoted to the constitutional right to unite in political parties, that wassubmitted by A.M. Moiseev on the materials of foreign law and case law.The author argues that the need to distinguish between the concepts of "union" and "association" in relation to theconstitutional right to freedom of association in political parties in Ukraine.The author recommends to abandon the use of the concept of "association of citizens" in favor of the concept of"association" in Art. 36-37 of the Constitution of Ukraine and bring other laws and bylaws in line with the Constitutionof Ukraine, first of all – the Law "On Political Parties in Ukraine", where in Art. 2 "The concept of a political party"gives this definition. The article considers the development of electoral political science as a new direction of Ukrainian political science. It is noted that in connection with the democratization of post-Soviet political regimes, there is an objective need to conduct electoral research, which should explain the peculiarities of voter behavior and the prospects for the use of electoral technologies. The origins of electoral research in American political science (P. Lazarsfeld, B. Berelson, G. Goda, E. Katz) and their perspectives in the context of possible autonomy in Ukrainian political science are shown. The contribution of specific foreign and domestic scientists to the development of electoral political science is highlighted. It is concluded that in Ukraine electoral political science as a scientific discourse emerged in the last decade of the twentieth century almost "from scratch" and is now formed as an autonomous branch of domestic political science.

The study of this institution, a thoroughstudy of the problems associated with it, is revealed. In modern conditions, the role of a political party in theorganization of state power is considered as an extremely important topic for the countries of the post-communistcamp, including Ukraine. Solving the problems of political structuring and establishing the institutionof a parliamentary majority in political practice which led to a change in the role and social status of politicalparties, primarily their participation in shaping and identifying political will of citizens and implementingeffective mechanisms of political accountability of parliament and government is analyzed. Political partiesare investigated as the basis for the proper functioning of a quality system of public administration. A key roleof political parties in training and promotion in public policy, for which they are a specific social elevator, isidentified. The parties controlling mechanism of nominating their candidates in the elections is characterized.Parties' influence on the political views and orientations of people, especially young people is analyzed. Parties'function of political socialization of citizens is defined. The article considers issues related to the definitionof the essence of the concept of a political party, as well as examines what is a party system, its typology andthe factors influencing its establishment. The process of formation of the theory of political parties and partysystems is analyzed. It has been found that the most common criterion for classifying party systems is thenumber of competing parties, as measured by the effective number of parties. The characteristics of modernpolitical parties, their functions in the political process are determined. The influence of the party system onthe formation of the principles of public administration in democratic and transitional societies is analyzed.The problems of functioning of political parties are considered, as the existence and activity of political partiesof most modern states is a generally accepted norm and is interpreted as an integral attribute of a democraticway of public administration.It is concluded that more and more often political parties are involved in the decision-making process atall levels. In the article, the conceptual basis of the discussion of political solutions in contemporary political science is revealed. The stages of evolution of political decisionizm and its reflection on political theory is defined. The stages of political decision-making process in conditions of sustainable democracy and transition countries are represented. The paradigmatic dimension of the study of political decisions as a scientific problem is revealed. Attention is paid to the positions of the effectiveness and efficiency of policy decisions in a multidisciplinary scientific perspective. It is noted that the contradictions between the demands of the effectiveness and rationality of the political decisions projects are visible. It is proved that the decision-making centers are oriented to the logic of administrative control and forced to change priorities in accordance with the changes of the political situation and balance of the interaction between the political forces. It is emphasized that decision-making process formalizes available alternatives and predicts the con-sequences of actions. Роз-глядаються етапи ухвалення політичних рішень в умовах сталої демократії й транзитивних країн. Вивчаються парадигмальні виміри політичних рішень як наукової проблеми. Звертається увага на позиції щодо ефектив-ності та раціональності політичних рішень у міждисциплінарній науковій перспективі. Зазначається, що про-тиріччя між вимогами ефективності й раціональності проектних політичних рішень проявляються у сфері взаємодії державно-владного управління та політичних чинників. Доводиться, що центри прийняття рішень, налаштовані на директивно-адміністративну логіку управління, змушені змінювати пріоритети відповідно до зміни політичної кон'юнктури й зміни балансу взаємодії між політичними силами. Підкреслюється, що діяль-ність щодо ухвалення рішень є процесом, який формалізує наявні альтернативи й прогнозує наслідки певних дій. У цілому існує тенденція до стандартизації процесу управлінських рішень. Визначається, що стандарт-ність ухвалення рішень у ситуаціях невизначеності доповнюється впливом зовнішніх чинників. Psychological and sociological determinants, which were formed in the new circumstances folded on the verge of the second and third millenniums and entailed the change of some of principal indicators of the political temperament inherent to the French members of parliament, were highlighted. New challenges objectively caused by the development of political pluralism and by the transience of transformation processes in economic, social and cultural spheres which in the conditions of democratic development of society were determined and accordingly directed interests of its political elite and entailed the substantial violation of some qualitative indicators of the well-known bipolar construction (left-right). The conclusion was that political temperament had been a variable quantity. A comprehensive analysis of the political discourse is carried out, which concerns the featuresof the functioning of political parties in Ukraine. Attention is focused on the fact that, like any discursiveinteraction, political discourse not only reflects existing ideas about the current state of developmentof political parties and the party system. Political discourse also creates and changes them, since it isin the process of interaction that citizens analyse, perceive or reject the views of other citizens,respectively transforming those that were previously held. It is found out that in contrast to politicaldiscussions about specific political problems that political parties face in their activities, political discourseincludes not only rational statements, but also emotional ones.It is proved that political discourse covers all broadcasting of the political sphere. That is, all discursive actsthat take place in political institutions with the participation of subjects of political interaction, inparticular, political leaders and representatives of political parties. It is determined that the most commonforms of political discourse are public speeches by leaders of political forces, parliamentary debates,discussion of party and election programs. An important component of political discourse is speech actsthat are on the verge of politics and mass communication, such as press conferences, presentations ofpolitical programs, placement of campaign materials in the media and discussions of party speakers onradio, television and social networks. It is noted that political parties should actively involve citizens indiscussions in social networks. It is proved that the lack of proper communication with citizens via Internetresources reduces the ability to convey the necessary information to voters.It was found out that we can study political competition of parties through political discourse, which isable to act as an effective resource (pro-government or opposition parties), constructing and drawingcertain outlines of political reality, and which is able to legitimize certain subjects of politics. In politicaldiscourse, a certain conditional reality is constructed, which claims to become a political practice. In otherwords, the discussion between political parties on the "democracy-authoritarianism" dichotomy maycreate new rules of the game in the political process.A democratic society not only declares, but also actually guarantees the rights and fundamental freedomsof citizens. Political parties are important elements of the socio-political structure of society and areimportant subjects of the political process. In democratic countries, they assume important socialfunctions, while becoming an integral part of society. The subject of the study political and economic strategies for the distribution and use of natural resources by the Arctic countries. The purpose of the article – author's vision of the benefits of the arctic strategy of China and promising directions of Ukraine's participation in solving the strategic tasks of sustainable development of the region. Methodology of the work general macroeconomics, theories of sectoral markets and sustainable development. On the basis of the system approach, factors influencing the sustainable development of the Arctic region are identified. Using the methods of expert analysis, the main directions of the Chinese geopolitical strategy are determined. It was proved that the knowledge and use of their nature in the political life enabled the optimization of guidance in different political processes. The article stressed that any law, including natural, rarely was quite exhaustive and unambiguous as it was including comprising of various internally and externally contradictory trends. Thisstatement applied the laws of political science because their action made a large variety of effects, including random factors that had both objective and subjective natures. Наголошується, що будь-який закон, зокрема природний, рідко буває цілком вичерпним та однозначним, він завжди приблизний, включає велику кількість різних внутрішньо та зовнішньо суперечливих тенденцій. Це надто стосується законів політології, оскільки на їх дію справляє вплив велика кількість різноманітних, зокрема випадкових, факторів як об'єктивного, так і суб'єктивного характеру. The article analyzes some peculiarities of the campaigning in social media (on Facebook example) by the political forces that entered (according to the election results 2019) to their national parliaments (the Verkhovna Rada of Ukraine and the Sejm of the Republic of Poland). The type of the content posted in Facebook, as well as user reactions, have been explored in the article. There were selected the common features and differences of using Facebook (that remains the most popular social media in the above-mentioned countries) in the parliamentary election campaigns of Ukraine and Poland in 2019. The following methods were used in the study: empirical, functional and comparative. It was stated that in both countries Facebook (like other social media) is not yet the main agitation tool, but it continues to gain more popularity and publicity, and not only in the electoral process. This fact is also related to the growing number of the Internet users. The most popular content type in social media is photo or (less frequently) video. However, not all political forces in both countries make full use of the Facebook possibilities (for example, Facebook events are not always created, comments often remain unanswered, etc.). Also, Facebook pages of some political parties are not sufficiently supported (such cases are observed not only in Ukraine but also in Poland). Instead, more attention is focused on social media profiles of the political forces leaders and on the advertising or campaigning in traditional media. Further development of this research may include analysis of campaigning in other social media, funds spent on advertising and / or profile management, profiles of the political forces leaders. The results of the research can be used not only for conducting of the effective electoral campaigns by political forces, but also for the high quality social changes (e.g, be applied in the public organisations or government agencies work).
Problem setting. It has always been recognized by different scholars of social sciences that concepts are essential both to theory construction in different scientific realms as well as to applied research. A practical approach to concepts suggests that concepts, however complicated they might be, should be, in essence, boiled down to measurable indicators that, in turn, can be thoroughly studied by applying qualitative or quantitative approaches. Discussion around the nature of the concepts in social science in general and particularly in the political science brought about a number of terms to denote the concepts like «essentially contested concepts» or «nomadic concepts». In order to avoid the bothersome discussion of the meaning of concepts, a prominent American scholar of social science research methodology and international relations G. Goertz said that he preferred to define concepts implicitly through a discussion of how they could be constructed. He coined the term «semantic approach» to denote the traditional approach to concepts and his alternative approach is what this article critically analyzes in comparison to other approaches to concepts ' studies, including the traditional ones. Recent research and publications analysis. A great number of scholars contributed to the studies of concepts, among them G. Sartori, J. Gerring, Ch. Ragin, D. Collier, M. Richter and others. After W. B. Gallie coined the expression «essentially contested concepts» in 1956, a discussion on the phenomenon of «contestedness» of social and political concepts has commenced and never stopped. Among the very recent contributions to analysis of concepts the papers of M. W. Spicer, F. Berenskoetter and C. Greene should be mentioned. ABSTRACT In the article, on the base of an analysis of newspaper periodicals, lexis of negative evaluation to provide characteristics of social and political processes, personalities and states that have place today is determined. The concept of pejorative vocabulary and its functioning in newspaper publications are determined. It is established that the most active expression of the vocabulary of negative evaluation is acquired in socio-political texts. It was found that evaluation – intentional and most important category of journalistic discourse through which the sender persuades the recipient in certain specified purposes, and that it is closely related to peyorative vocabulary, since the latter is intended to provide some assessment of whether those same events, facts or persons. It was found that to create some emotional color and provide the text of the evaluation, including negative, journalists actively use aphorisms and spoken language of negative evaluation. It is established that the use of the vocabulary of negative evaluation not only provides expressive and emotional atmosphere, but sometimes violates the literary norm.
The development of the Ukrainian party system and its ideological component can not be considered in isolation from the specifics of the transformational processes in Ukrainian society, which largely determined the nature and principle of the functioning of the political system and the state mechanism, as well as world trends.Factors such as the war on the Donbas, the need to reform all spheres of society's life (often through its opposition), advancement through European integration, which necessitates the adaptation of Ukrainian realities to modern European norms, will, for a long time, determine the framework conditions for the development of the party system and parties as key subjects of socio-political processes and will have an unconditional influence on the formation of ideological foundations of certain political actors. It should also be noted that, since the process of determining the basic parameters of the functioning of the party system is far from complete, as well as the process of developing party ideologies, it is obvious that it is in the early stages of its development.The definition of the ideological spectrum inherent in contemporary political parties, theoretically, taking into account the traditional definition of the term "political party", makes it possible to recreate the socio-political and transformational development of the state in an instantaneous time perspective.At the same time, the gradual opening of the country means the penetration of trends typical of the modern West of the political life. Among these trends – for example, the departure of mass parties in favor of the so-called which leads to the transformation of parties into powerful machines for receiving electronic support from society, the gradual convergence of classical ideologies, the departure of the ideological component of campaigns and political activity in the second plan.In recent decades it has come to the conclusion about crises as traditional, classical ideologies (such as conservation, liberalism, social democracy, nationalism) so that in developing countries in the best countries of the world (in particular, the USA, EU countries, NATO, the Organization economic cooperation and development) and the so-called neo-ideologies (neo-liberalism, neo-conservatism, etc.).So, it is primarily about narrowing, and in some cases, the actual disappearance of ideological differences between key political actors (first and foremost, parties). Obviously, it was the narrowing of ideological differences that made it possible, in particular, to have rather strong positions of the socalled A "broad coalition" in Germany (between the CDU / CSU party bloc traditionally defending Christian-democratic, right-centered and liberal approaches, and the Social-Democrats historically belonging to the center-left spectrum).In this context, it's worth mentioning the phenomenon of the so-called. "Comprehensive", or "universal" party (in Y. Shvedi – a party of voters, or a party for all (the general party)). Such parties are trying to focus on the most common at this moment in the public sentiment in order to first receive as many votes as possible in the elections, and then decide on the main lines of their policies. ; Розвиток української партійної системи та її ідеологічної складової неможливо розглядати у відриві як від специфіки трансформаційних процесів в українському суспільстві, які багато в чому визначили природу і принцип функціонування політичного устрою і державного механізму, так і загальносвітових тенденцій.Такі чинники, як війна на Донбасі, необхідність реформування всіх сфер життя суспільства (часто через його спротив), просування шляхом європейської інтеграції, що зумовлює необхідність адаптації українських реалій до сучасних європейських норм, ще довгий час визначатимуть рамкові умови розвитку партійної системи і партій як ключових суб'єктів суспільно-політичних процесів і чинитимуть безумовний вплив на формування ідеологічних засад тих чи інших політичних акторів. Необхідно також зазначити, що оскільки процес визначення базових параметрів функціонування партійної системи далекий до свого завершення, тож і процес розвитку партійних ідеологій знаходиться, очевидно, на початкових стадіях свого розвитку.Визначення ідеологічного спектра, властивого сучасним політичним партіям, теоретично, з урахуванням традиційного визначення терміну "політична партія", дає змогу змоделювати соціально-політичний і трансформаційний розвиток держави в осяжній часовій перспективі.Разом з тим, поступове відкриття країни світу означає й проникнення характерних для сучасного Заходу тенденцій політичного життя. Серед цих тенденцій – наприклад, відхід від масових партій на користь т.зв. виборчих, що зумовлює перетворення партій на потужні машини для отримання електоральної підтримки з боку суспільства, поступове зближення класичних ідеологій, відхід ідеологічного компонента кампаній і політичної діяльності на другий план.Ситуація в найбільш розвинутих країнах світу (зокрема, США, країничлени ЄС, НАТО, Організації економічного співробітництва та розвитку) в останні десятиліття підводять до висновку щодо кризи як традиційних, класичних ідеологій (таких як консерватизм, лібералізм, соціал-демократія, націоналізм), так і т.зв. неоідеологій (неолібералізим, неоконсерватизм тощо).Отже, йдеться передусім, про звуження, а в деяких випадках – і про фактичне зникнення ідеологічних розбіжностей між ключовими політичними акторами (в першу чергу, партіями). Очевидно, саме звуження ідеологічних розбіжностей уможливило, зокрема, достатньо міцні позиції т.зв. "широкої коаліції" у Німеччині (між блоком партій ХДС/ХСС, що традиційно відстоюють християнсько-демократичні, правоцентристські і ліберальні підходи, та соціалдемократами, що історично належать до лівоцентристського спектра).У цьому контексті варто було б згадати феномен т.зв. "всеохоплюючої", або "універсальної" партії (у Ю.Шведи – партія виборців, або партія для всіх, (catch-all party)) . Такі партії намагаються орієнтуватися на найбільш поширені на цей момент суспільні настрої з тим, щоб спочатку здобути якомога більше голосів на виборах, а вже потім визначатися з основними лініями своєї політики.
