The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general. Odnos komunikologije i novinarstva
In: Politička misao, Band 36, Heft 3, S. 207-214
This article deals with an analysis of the relations among communicology, novitology, and journalism as the practice of public communication. Communicoloy is defined as a general science on public communication (philosophy of communication), novitology as a specific science dealing with all the singularities of mass communication by means of the mass media (radio, newspapers, television, and the new media), while journalism as practice is defined by means of the methodology of direct journalistic activities. This leads to the introduction of epistemiological order into a number of sciences Also, misunderstandings and overlappings are avoided, as well as totally erroneous attitudes pernicious for the theory of public communication and journalism as the practice of public polylogue in the media. 49 godina njemackog Temeljnog zakona (ustava)
In: Politička misao, Band 35, Heft 3, S. 158-186
Häberle claims constitutional law is a comparative experiential science closely linked with political science with which it shares the research subject. The constitutional state has been going through a permanent process of changes; the central question is who is the prime mover of constitutional changes: constitutional/legal institutions, constitutional/lega science and political science or public opinion and political culture of citizens? By analysing the recent history of the changes of the German constitutions he suggests that all these factors contribute to constitutional changes. Nevertheless, as an expert for law and political science, who considers himself as belonging to the wider European scientific community, Häberle thinks that the decisive influences in constitutional changes stem from legal and political sciences and concludes: Sine qua (scientia) mortalium vita non regitur liberaliter. (Without science, mortals do not command their life freely). (SOI : PM: S. 186)

Biraci, politicari i birokracija u svjetlu teorije javnog izbora
In: Politička misao, Band 36, Heft 3, S. 89-100
The theory of public choice is a major link between political science and economic science. It includes economic research into the issue of non- market decision-making i.e. the application of economic analysis to political decision-making. The champions of the theory of public choice have most confidence in the market and the market institutions. They try to explain political decision-making by means of the standards operating on the market. The public choice theory approach is based on the concept of methodological individualism and homo oeconomicus, since individuals try to promote their own interests both on the market and in politics. Theoreticians of public choice investigate voters' behaviour, the roles of politicians, political parties, and interest groups in complex democratic societies. Central for their research is the political process in which voters behave as buyers, politicians as entrepreneurs, while bureaucrats are prone to self-aggrandisement and their ambition is to boost the significance of their office. The theory of public choice emphasises the category of exchange (political exchange) and the catalectic approach to economy. (SOI : PM: S. 100)

Obrisi hrvatskog liberalizma: Romuald Josip Kvaternik i list Südslawische Zeitung (1849.-1852.)
In: Časopis za suvremenu povijest: Journal of contemporary history, Band 30, Heft 2, S. 255-276
ISSN: 0590-9597
R. J. Kvaternik (1799-1851), professor of history at the Kings Academy of Sciences in Zagreb, had a great influence on several generation of Croatian intellectuals through his pedagogic work and his patriotic and liberal views. The Zagreb journal Südslawische Zeitung also reflected liberal and democratic views. The author compares Kvaternik's views, exposed in questions for public examinations in general and Hungarian History (positiones), with those expressed in the journal concerning actual political issues and institutional, economic, and cultural questions. In both cases, there is notable democratic orientation, inclination towards parlamentary system, and the need for education of the people as requirement for a general progress of the country. The ideas of equality, tolerance, and peaceful resolution of issues are fundamental to the views. S. Z. stands steadfastly to its views. The similarities between Kvaternik's views and those of S. Z. suggests that some of Kvaternik's disciples were contributors to the journal. Unfortunately, this remains only a presupposition, because articles in S. Z. were not signed. (SOI : CSP: S. 276)

Mancur Olson: Politicka ekonomija interesnih grupa
In: Politička misao, Band 34, Heft 2, S. 192-202
The author discusses the basic structure of Mancur Olson's political economy. He highlights three concepts on which it is based - public goods, interest groups, and selective incentives. The last concept represents Olson's innovation in contemporary political science. The author's central methodical assumption is based on the insight that Olson's key theory is linked with the so-called public goods paradox. Unlike private goods, public goods are non-competitive and non-exclusive, which means that it is not possible to bar those who do not share the costs of their production from using them. On the basis of this, Olson has developed the original theory of interest groups. By looking into the costs of organizing along interest lines as a collective activity whose result is a public good, he distinguishes between large, heterogeneous, and small, homogeneous groups. Besides, he has shown that, regarding public goods, individuals tend to behave as free riders, defaulters who try to avoid the costs of securing these goods. The author shows that Olson has, notwithstanding certain flimsiness of his reductionist methodology, significantly revamped political science. (SOI : PM: S. 202)

Istrazivanja politickog ponasanja i drustvene promjene: Jesu li se mogla predvidjeti zbivanja 1990. godine?
In: Politička misao, Band 37, Heft 1, S. 99-114
Did the social changes of 1989/90, both on the territory of the forrner Yugoslavia and the entire Eastern Europe, surprise political analysts? Or did the research in social sciences, particularly political science, sociology and psychology, perhaps supply enough material pointing to the possible changes as well as to the course they were going to take? In this work, the author gives a critical review of his studies conducted and published between 1980 and 1990 and, by hindsight, shows their relevance for understanding the recent radical and dramatic changes. Inevitably, the conclusion is that the author's research had pointed to the existence of all psychological conditions necessary for the events that followed. The long crisis, first economic and later political, gave rise to social unrest which soon turned into general agitation. (SOI : PM: S. 114)

Political violence and globalization: Challenges of democracy development
Despite the progress in all fields, modern society is facing the development of the means of political violence. Technological development also has its dangerous side. Many researches in the field of science are often carried out for the sake of military needs, and scientific researchers are often misused in military purpose. Political violence represents one of the greatest threats for the democratic development and human rights in contemporary society. The main goal of this paper is to analyze the position of political violence in contemporary society, particularly focusing on its covert use by the great powers, which is often justified by the struggle for democracy and achieving human rights. In that sense this paper is divided into two parts. The first part analyzes the globalization process, underling that this process has double face, whose negative side can significantly contribute to the spread of political violence. In the second part the author deals with the relations between policy and violence in contemporary society. The paper underlines the need for critical approach to political violence. This critical approach is crucial for understanding of political violence which is the first step in the fight against it. Political violence is not always negative and sometimes can have a positive role, especially when it comes to defensive war and combating terrorism. But the main problem here is that this can be misused to justify political violence in general. What is positive and what is the negative role of political violence often depends on the perspective of observation. Unfortunately, it seems that the privilege to enforce the standard today is reserved only for great powers, and they have become main judges who decide when political violence is to be approved of or not. This is the way in which a war becomes humanitarian interventions, protection of human rights, etc. That is why it is of great importance to encourage and initiate all actions in science which aim to understand and counter this complex phenomenon.

Interests and corruption
This paper analyses the connection of interests and corruption, especially corruption and political interests. It first considers the notion of interest, i.e. its meanings and significance, both for an individual and for a society. It presents the classification if interests by Albion Woodbury Small. A special emphasis is given to the encounter of different interests as the beginning of clash between humans. The paper analyses individual, special and general interests, as well as their relations. The paper also analyses two levels of conflict of interest: the conflict between public and private interest and the conflict between interests within the public offices. The relation of interests in society and politics is solved in the best way by adopting laws, i.e. by introducing the rule of law into political order. Without that the interest orientation of politicians can easily end up in abuse and illegality. In turn, abuses and illegalities open the possibilities for various kinds of corruptive acts.

Multiculturality and multiculturalism in "Western Balkans"
When researching multiculturalism and the process of Europeanisation in Serbia and countries of the region, one must first examine the status of multiculturality and multiculturalism, from the normative framework to states' policies which decidedly determine the nature and functioning of a political community. Starting from the fact that the context, nature and structure of a political community determines the essence of rights and freedoms stipulated by the constitution and laws, as well as that a synergy of good laws and sound policies enables an effective policy of multiculturality, integration and interlacing of cultures of diverse national communities in a society, the proclaimed multiculturalism was studied in this paper, with a view to ascertain whether such constitutional and legislative framework and policies exist, and if they did, whether there was concerted action between them. The key finding was that the states of the region support a civil state in principle, that they are exclusively or predominantly nationally legitimised by the highest legislative acts and that the factual state is marked by various national cultural identities that are not integrated into the model of plural citizenship. The paper shows that there is a lack of political will to transform the declared support for a pluralistic civil state into public policies affirming the values of multiculturalism, as well as that there is a lack of strong institutions to support such policy. Creating civil awareness, strengthening civil values and virtues are not priorities for state institutions or media controlled by governments. Rather than that, their priority is to strengthen national identities. Hence, based on the above, we can affirm that civil states, civil values and civil identities are only at initial stages, i.e. that they are still, only occasionally, at the level of general programme orientation and set aims. The necessary ingredient for their firm establishment is a consolidated democracy and acceptance of universal values of developed democracies, such as the rule of law and protection of human rights and freedoms.

Religijska kultura u odgojno-obrazovnom procesu u Hrvatskoj: Antropologijski vidik
In: Politička misao, Band 34, Heft 3, S. 198-210
Education and breeding, like culture in general (cultus, colere), are, in the broadest sense, universal human phenomena inseparably linked and interactive. Anthropology, generally speaking, is a holistic science of man, his nature and culture, so its approach and findings are always current and unavoidable even for the scientific pedagogic treatment of education and its application. Because of that in this conspectus the notions "education" and "breeding" and "anthropology", as a science of man and culture, are first theoretically determined so it can both contextually and explicitly be deduced and pointed at their necessary dialectical connection and mutuality. The second, applied part of the next is about religious education (scientifically, religiologically based) as a school subject and studies in the context of democratic social and political changes in Croatia and about its relation to catechism.
