Hungarian Comparative Agendas Project (CAP)- Költségvetések és zárszámadások
A Hungarian Comparative Agendas Project (CAP) az MTA TK Politikatudományi Intézetében működik, célja a magyar közpolitika dinamikájának feltárása a különböző közpolitikai és politikai napirendek kvantitatív társadalomtudományi eszközökkel történő vizsgálatával. Mindehhez az Egyesült Államokban Frank Baumgartner és Bryan Jones nevével fémjelzett Policy Agendas Project közpolitikai tartalomelemző kódkönyvét adaptálja hazai környezetben. A kutatás azt célozza, hogy konzisztens adatbázist hozzon létre a magyar közpolitikai folyamatok meghatározó aktorai – így a parlament, a média és a közvélemény szereplői – számára meghatározó ügyekről. A mérések megbízhatóságát az egyértelműen megszabott, koherens kódolási szabályok garantálják, amelyek révén a kormányzat prioritásainak változásai időben és közpolitikai területenként konzisztens módon nyomon követhetők. A Költségvetések és zárszámadások (1991-2013) adatbázis az 1991 és 2013 közötti évekre vonatkozó elfogadott magyar költségvetésekről és zárszámadásokról nyújt tájékoztatást. Az adatbázisban szereplő legfontosabb változók az alábbiakra terjednek ki: a költségvetési év, amelyben a költségvetési elem hatályban volt (year), a költségvetési és zárszámadási elemek közpolitikai tartalma (majortopic és subtopic), az "előirányzatcsoport" neve (appropriation_group), a "kiemelt előirányzat" neve (headline_appropriation), a kiadási tétel költségvetési értéke a végleges elszámolás szerint (expenditure), valamint a bevételi tétel költségvetési értéke a végleges elszámolás szerint (revenue). Mapping the radical right populism and their discourses in public spheres: the case of Romania and Hungary
A szélsőjobboldali populizmus közép- és kelet-európai előretörését és választási kontúrjait magyarázó irodalom egyre növekvő mennyisége ellenére a kutatók csak szórványos ismeretekkel rendelkeznek a szélsőjobboldal tömegkommunikációs csatornáiról és média diskurzusairól. Több országra kiterjedő, összehasonlító jellegű kutatásokra különösen szükség lenne annak érdekében, hogy nagyobb betekintést nyerjünk a szélsőjobboldali populizmus mai jellemzőibe. A projekt ezt a rést tölti ki egy Romániára és Magyarországra összpontosító átfogó elemzés elvégzésével. A kutatás célkitűzése kettős volt. Egyfelől a kutatók elvégezték a szélsőjobboldali média diskurzus jellemzőinek elemzését. Másfelől célul tűzték ki a szélsőjobboldali populista média megjelenések az általános média szféra hálózati struktúrájában elfoglalt helyzetének meghatározását. A kutatók célja a régió egyik legfontosabb közügyének, a szélsőjobboldali populizmus kommunikációs konstrukciójának és a közszférában elfoglalt helyzetének a feltárása volt. A két évig tartó empirikus kutatás fő kérdése az volt, hogy milyen különbségek illetve hasonlóságok vannak a szélsőjobboldali populizmus magyarországi és romániai média megjelenésében. A kérdés megválaszolására kvantitatív és kvalitatív módszereket egyaránt igénybe vettek a 3 román - Adrian Nastase elítélése, - Funar és Vadim Tudor között belső pártkonfliktusa, - Bodgan Diaconu új pártalapítása, és a 3 magyar - Paksi atomerőmű bővítése, - Kovács Béla európai parlamenti képviselő kémügye, - megismételt ózdi polgármester választás téma vizsgálata során. A gyűjteményben mind egyes témához három file – egy korpusz, egy kódkönyv és adatbázis – tartozik.

A rendszerváltás utáni regionális fejlődés és területi egyenlőtlenségek politikai gazdaságtana Kelet-Közép Európában
A kutatás a befektetés ösztönzés és a regionális fejlesztési politikák vizsgálata révén a transznacionális (európai uniós) és a nemzetállami szintű szabályozói környezetnek a kelet-közép-európai térségen belüli területi egyenlőtlenségekre gyakorolt együttes hatását vizsgálta. Az elemzési egységek a négy visegrádi ország (Csehország, Lengyelország, Magyarország és Szlovákia) NUTS 3 szintű régiói voltak. Az eredmények alapján az uniós szabályozások átvétele a két szakpolitikai területen az eredeti célkitűzésekkel ellentétben nem csökkentette, hanem ellenkezőleg, növelte az országokon belüli területi egyenlőtlenségeket. Az államilag támogatott (külföldi) beruházások döntő többsége a fejlettebb régiókban valósult meg, míg az EU regionális fejlesztési támogatásaiból a leghátrányosabb helyzetű térségek nem részesültek jelentősen nagyobb mértékben, mint a leggazdagabb területek. Ennek oka, hogy az uniós szabályozás mindkét szakpolitika esetében majdnem teljesen azonos támogatási kategóriába sorolta a relatíve fejlettebb és a kevésbé fejlett kelet-közép-európai régiókat is, és ez a feltételrendszer közvetve a gazdagabbakat segítette több támogatott beruházáshoz és uniós forráshoz. Másképpen fogalmazva, az azonos feltételek, vagyis a relatív fejlettség szerinti differenciálás szinte teljes hiánya egyenlőtlen versenyt teremtettek a gazdagabb és a szegényebb térségek között, így kedvezve az előbbieknek. Igazságszolgáltatásba vetett állampolgári bizalom
A kutatás az igazságszolgáltatásba vetett állampolgári bizalom problémájával foglalkozott. A kutatás keretében többek között készült egy reprezentatív adatfelvétel a rendőrségbe és a bíróságba vetett bizalom kérdéskörében és egy média tartalomelemzés. Válogatott magyar sajtótermékek bűncselekményekre, illetve a büntető-igazságszolgáltatás intézményeinek, elveinek médiaprezentációjára vonatkozó tartalmának numerikus és szöveges kódolása történt meg.

Does context matter? A cross-country investigation of the effects of the media context on external and internal political efficacy (accepted manuscript at International Journal of Comparative Sociology)
As a motivational factor of action, political efficacy is an important predictor of political behaviour. The term was invented to capture the extent to which people feel that they can effectively participate in politics and shape political processes. Today, we have a comprehensive knowledge of the individual-level factors (socio-demographic variables, political preferences etc.) that shape the level of internal and external dimensions of political efficacy. However, while it is widely demonstrated that media consumption influences the level of political efficacy, the country-level media context factors affecting it have rarely been studied. This paper reports the findings of extensive research on how two crucial features of the media context, the political significance of the media and the level of political parallelism in the media system, shape the level of external and internal political efficacy. The investigation draws upon the dataset of the seventh round (2014 – 2015) of the European Social Survey (ESS) and includes more than twenty-two thousand respondents from nineteen European democracies. The research hypothesizes that in countries where the media play a more important role, people have lower levels of external and higher levels of internal political efficacy. Political parallelism, which shows the extent to which media outlets are driven by distinct political orientations and interests within a particular media system, is expected to directly increase both external and internal political efficacy. Its indirect effect is also hypothesized, arguing that partisan media amplifies the winner-loser gap in political efficacy as a kind of "echo chamber". The findings show that in countries where the media play a major role in shaping political discourse, people have lower levels of external political efficacy, while the political parallelism of the media system indirectly affects the external dimensions of political efficacy. Internal political efficacy is, however, not related to these context-level factors.

Democratic Efficacy and the Varieties of Populism in Europe - DEMOS
A DEMOS projekt abból a feltételezésből indul ki, hogy a populizmus a demokratikus berendezkedések működése, illetve az állampolgárok törekvései, igényei és identitásai közötti törés tünete a politikai rendszereken belül. Ennél fogva a DEMOS a demokratikus hatékonyságot vizsgálja, mint a politikai elkötelezettség feltételét, amely szükséges a populizmus megragadásához és megvitatásához. A koncepció attitűd-vonásokat is magában foglal (mint politikai hatékonyság), illetve a politikai készségeket, tudást, és a demokratikus lehetőség-struktúrákat. A populizmus mélyebb megértéséhez a DEMOS eddig kevésbé kutatott területeket vizsgál mikro- mezo- és makroszinteken: a populizmus szocio-pszichológiai gyökereit, a társadalmi szereplők reakcióit, és a populizmus hatását a kormányzásra. A DEMOS nem csupán az államigazgatással foglalkozik, hanem az állampolgárok szempontjaival is: hogyan hat rájuk a populizmus, illetve hogyan reagálnak rá. A projekt középpontjában a politikailag alulreprezentált csoportok állnak, úgy mint fiatalok, nők és bevándorlók. Mivel a populizmusnak számos, társadalmilag beágyazott megjelenési formája van, a DEMOS arra törekszik, hogy összehasonlító elemzéseken keresztül vizsgálja meg a kontextusát, beleértve annak történelmi, kulturális és társadalmi-gazdasági gyökereit.

Bethlen István 1922-es kampánykörútja és eredményei s Duna-Tisza közén
On his two days campaign trip in the territory between the Danube and River Tisza, Count István Bethlen primarily emphasised the reconstitution of national unity, religious peace and reconciliation among social classes. This political campaign aimed at peacefully revising the Treaty of Trianon. And he thought it well: in order to achieve this goal, it was necessary to conceive political realism, that is, the economic, social and cultural reinforcement of die nation. For example, it was expedient for beginning the land reform, the dissemination of intensive forms of agricultural production and the industrialisation supplementing imports. For the intellectual basis to achieve these goals, Bethlen considered Christian liberalism the most appropriate. As a result of this campaign, the nominees of the United Party won 6 out of the 9 electoral districts. And among these 6 constituencies, 3 were eventually taken by the governing party by an intervention through the civil service. Bethlen and the leaders of the United Party often exploited the state apparatus and the civil service - in many cases illegally - to preserve power positions. Thus even the subsequent successes of the Bethlen consolidation cannot overshadow this fact.

A hazai fejlesztéspolitika és térszervezés kapcsolódásának változása az európai uniós csatlakozás tükrében
There were two significant milestones in the lives of Central and Eastern European countries. One was the political, social and economic change of regime during which the former centralized system was demolished. The other was the accession to the European Union, which provided an opportunity for this macro region for convergence as well as a social, economic and regional cohesion in Europe. Both of them had a significant effect on the development policy of the countries, thus that of Hungary as well. The exclusivity of the top-down policy ceased. Nevertheless, due to the learning of democratic patterns, the lack of balance in political power and the lack of funds a kind of reflection period was characteristic of the development policy the result of which was a kind of mixture of top-down and bottom-up policy. By joining the European Union clear external rules and mechanisms of action came into effect. Significant funds became accessible that strengthened the centralization and the top-down approach in the Hungarian development policy. The regional dimensions of the development endeavours appeared in many different ways in our country, but finally the regional formations that were suitable for serving the top-down development policy strengthened. The individual areas were affected miscellaneously by the regional dimension of the development tendencies. While funds were provided by the European Union for them, the bottom-up initiatives were not sufficiently welcomed. Such an area is in many ways that of Lake Balaton, which is homogeneous as far as tourism is concerned but administratively, thus from the perspective of development policy, it is split. Due to the top-down approach as well as the strengthening of the bureaucratic development policy the role of this area in the development policy is fading. This can later have a negative effect on the valuable, unique character of the region.

Szakértőt vagy politikust választanak a vajdasági magyarok? : elemzés a Magyar Nemzeti Tanács 2010-es évi megválasztásának folyamatáról
It was only recently, in the early 2000's, that the national councils were formed as institutions of policy making. The present paper concerns the second election of the national councils, which was held in the traditional way and not by means of electors. In 2010, the primary issue was whether and to what extent the institution is considered legitimate by majority of the Hungarians in Serbia. However, mitigating the collective social inequities of Hungarians in Serbia/Voivodina was not empha-sized. This inequity is partly due to the political deep structure of the representational form of rule. In other words, the dispute on the working of the MNT paralleled the current challenges of the Hungarian party-political system in Voivodina. The actual possibilities of minority policy making or the sensibly discussable circumstances of a given policy area were not really included. The discourse belonged to the dimension of politics rather than that of policies. Even the most skilled intellectuals were unaware of the ways how interests can be institutionalized through policy making. The debate addressed the elections of the MNT and not its procedures of functioning/competence/decision. The 2010 election facilitated the progress in the legality and legitimacy of the body but it also pointed out that, due to the short-term and tactical workings of daily political struggles, the political possibilities and articulations of minority interests will continue to be kept in the background.

Geopolitics as a multidisciplinary branch of social science and as a theory of foreign policy appeared on the Latin-American continent in the second half of the 1920s. The main features they include are the next: aggressive approach to the space, the continental adaption of the organic state-theory elaborated by Ratzel and Kjellen, moreover, the developed geopolitical theory was thought to be converted into practice via the growing role of the army. In all Latin- American countries the armed forces and their various institutions became the scientific centre of elaborating the new attitude to the international relations as a theory. When the army az an institution assumed the political power, however, it was given an opportunity to put these theories into practice. With the definition of the constant and conjuntural national goals those countries of the vast territories aimed at both re-determination of their international economic and political positions and solving their problems connected with their own inner space. Therefore the regional transitions, the settling in the rarely- populated areas, the usage of sources of raw material and reserves, the control of transport and communication network of international significance and obtaining the influence over the new territories were the problems that in many of those countries came to the front. On the Latin-American continent the geopolitical schools with important theo-retical background were established in Argentina, Brazil and Chile. In this study we are going to introduce the Chilean geopolitical theory and practice established by generals Ramon Cañas Montalva and Augusto Pinochet. Pursuant to the First World War, Romania's territory increased, and thus it inherited a complex social, economic, and legal environment different from that of the predecessor states. The Romanian state's response to these challenges is to be found in the political goal of building a homogeneous nation-state. This political agenda has had an impact on all areas of law, not only on legislation but also on the application of the law. The use of essentially ethnically neutral legal instruments of criminal law for state policy purposes can also be seen as an element of exclusionary nationality policy. The Romanian state's actions have thus not only failed to resolve existing internal tensions but have also made the relations between the majority and minorities, as well as the possibility of consolidation impossible for the past century.
