A few years ago, veteran employment was associated in the United States with the charity. Today both public administration and many private companies are willing to assist former soldiers. Within the next five years, about one million soldiers will have to leave the armed forces because of the planned partial withdrawal of the U.S. troops from Afghanistan and defense cuts. Most of them will find employment, however, a significant percentage, especially the young veterans of the Iraq and Afghanistan wars will remain unemployed. Veterans affairs are crucial both for the President of the United States, the Congress and the whole American society, as they are related to the economic and social aspects of the state functioning. On the other hand, misconception about ex-combatants prevents the use of their potential and skills acquired in the military, and is not reflected in any way on the economy of the state. This situation is frustrating because veterans can be very good workers having many qualities that are desirable among employers, such as leadership skills, cooperation, loyalty and initiative.

V. cholerae's toxins are the primary causes of cholera's lethal symptoms. The bacterium contains toxins that help it accomplish its job of invading the human system and defeating the body's powerful immune system. With its sibling bacterium Escherichia coli, V. cholerae has become one of the most dominant pathogens in the known world. V. cholerae's strategies in causing the infamous deadly diarrhea have been widely studied, from the irritation of the intestinal epithelium to the stimulation of capillary leakage, as well as the internal effects of the disease such as the Peyer's patches on the intestinal walls. Overall, the Vibrio cholera bacterium has made cholera a tough disease to overcome, and because of its deadly virulence factors, cholera has become one of the most frightening diseases a human body could ever encounter. Vibrio cholerae is a Gram-negative, comma-shaped bacterium. Some strains of V. cholerae cause the disease cholera. V. cholerae is facultatively anaerobic and has a flagellum at one cell pole. V. cholerae was first isolated as the cause of cholera by Italian anatomist Filippo Pacini in 1854, but his discovery was not widely known until Robert Koch, working independently 30 years later, publicized the knowledge and the means of fighting the disease. V. cholerae pathogenicity genes code for proteins directly or indirectly involved in the virulence of the bacteria. During infection, V. cholerae secretes cholera toxin, a protein that causes profuse, watery diarrhea. Colonization of the small intestine also requires the toxin coregulated pilus (TCP), a thin, flexible, filamentous appendage on the surface of bacterial cells.
Yersinia pestis (formerly Pasteurella pestis) is a type of bacterium. It is believed to have been responsible for plagues of the early 1300s. More accurately, it is a Gram-negative rod-shaped coccobacillus. It is a facultative anaerobe that can infect humans and other animals. Human Y. pestis infection takes three main forms: pneumonic, septicemic, and bubonic plagues. All three forms are widely believed to have been responsible for a number of high-mortality epidemics throughout human history, including the Justinianic Plague of the sixth century and the Black Death that accounted for the death of at least one-third of the European population between 1347 and 1353. It has now been shown conclusively that these plagues originated in rodent populations in China. More recently, Y. pestis has gained attention as a possible biological warfare agent and the CDC has classified it as a category A pathogen requiring preparation for a possible terrorist attack. Every year, thousands of cases of plague are still reported to the World Health Organization, although, with proper treatment, the prognosis for victims is now much better. A five- to six-fold increase in cases occurred in Asia during the time of the Vietnam war, possibly due to the disruption of ecosystems and closer proximity between people and animals. Plague also has a detrimental effect on non-human mammals. In the United States of America, animals such as the black-tailed prairie dog and the endangered black-footed ferret are under threat from the disease.
The purpose of this article is to provide a detailed overview of the essential measures and regulations implemented by the European Union within the framework of its public policy on cybersecurity and make a comprehensive comparative analysis of the cybersecurity capabilities in E. U. Member States and their national strategies in this area. This article highlights multiple issues that should be the center of attention in regard to public policy on cybersecurity, which made it possible to evaluate the compliance of the existing 104 Zbigniew Chmielewski Studia z Polityki Publicznej regulations passed by the E. U. policy makers and the way it was approached. Based on the 2015 Software Alliance (BSA) survey and other available sources an analysis was made to evaluate the readiness of E. U. Member States to ensure security in cyberspace. Special attention was paid to "The Assumptions of Cybersecurity Strategy of the Republic of Poland", developed by the Ministry of Digitisation and published in February 2016.
Ensuring internal security is one of the core objectives of European integration in the context of the establishment of an area of freedom, security and justice of the European Union (E.U.). The aim of the internal security policy of the E.U. is to support Member States with regard to the maintenance of law and order and the safeguarding of internal security. In the last 20 years in the area of internal security of the E.U. many important initiatives, political agendas and legal instruments at the E.U. level have arisen. This article aims to show the development of the internal security policy of the E.U., its most important guidelines and the challenges in the coming years.

Przedstawione działania wiążą się także z szerszym zagadnieniem – koniecznością rozwiązania problemu masowego napływu "nielegalnych uchodźców" z Bliskiego i Środkowego Wschodu oraz Afryki do Niemiec i innych państw UE. ; The author's goal is to present the role and place of crisis prevention, overcoming conflicts and post-conflict stabilization in Germany's foreign and security policy in the 21st century. The article consists of three parts focused on the following areas: some general causes of Germany's actions for crisis prevention and overcoming conflicts in the 21st century; changes in the area of action coordination regarding crisis prevention, overcoming conflicts and post-conflict consolidation in Germany's foreign and security policy since the half of the second decade of the 21st century; Germany's involvement in the field of crisis prevention and conflicts resolution, particularly in the selected examples of the stabilization of post-conflict areas, especially including Syria. The above-mentioned actions involve the wider issue of the necessity of searching a long-term solution of the mass inflow of "illegal refugees" from the Middle East and Africa to Germany and other EU countries.
The purpose of this article is to analyse the dynamics and variability of the conflict between the Russian Federation and Ukraine. As noted in the introduction, the term "conflict" refers to the state of bilateral relations between the two countries since 2014, nevertheless, for the analysis of the current state of the conflict, the key date is 24 February 2022. Since the start of the invasion, described by the Russians as a "special military operation", we have seen an increase in the dynamics and intensity of the conflict at all levels. The intensification of military operations has also affected the political, economic, and social spheres. Just when it seemed that the so-called "annexation referenda" would mark a new phase in the course of the conflict, and the scenario of a "Ukrainian version" of a low-intensity conflict would become more feasible, it turned out that the counteroffensive of the Armed Forces of Ukraine changed not only the situation on the frontline but also dynamized the other levels on which the conflict is taking place. This forced the author to update the analysed phenomenon. The article concludes with the constatation that we are in a "period of transition", and the coming winter may once again change the situation of both sides in the ongoing war. Celem artykułu jest analiza zmienności i dynamiki konfliktu pomiędzy Federacją Rosyjską i Ukrainą. Jak zaznaczono we wstępie, termin "konflikt" odnosi się do stanu stosunków dwustronnych pomiędzy tymi państwami od 2014 roku, niemniej jednak, dla analizy obecnego stanu konfliktu, kluczową datą jest 24 luty 2022 roku. Od rozpoczęcia inwazji określanej przez Rosjan "specjalną operacją militarną" obserwujemy wzrost dynamiki i intensywności konfliktu na wszystkich poziomach. Intensyfikacja działań militarnych wpłynęła także na sferę polityczną, ekonomiczną i społeczną. W momencie kiedy wydawało się, że tzw. "referenda aneksyjne" wyznaczą nową fazę przebiegu konfliktu i bardziej realny stanie się scenariusz "ukraińskiej wersji" konfliktu niskiej intensywności, okazało się, że kontrofensywa Sił Zbrojnych Ukrainy zmieniła nie tylko sytuację na froncie, ale też zdynamizowała pozostałe poziomy, na których ten konflikt się rozgrywa. Wymusiło to na autorze zaktualizowanie analizowanego zjawiska. Artykuł kończy się konstatacją stwierdzającą, iż znajdujemy się w "okresie przejściowym", a nadchodząca zima może po raz kolejny zmienić sytuację obu stron w toczącej się wojnie.

Pierwszą i przełomową była rezolucja 1325 (2000), w której podkreślono istotne znaczenie równego i pełnego uczestnictwa kobiet w zapobieganiu i rozwiązywaniu konfliktów, budowaniu i utrzymaniu pokoju. Udział kobiet w negocjacjach pokojowych czy szerzej działaniach na rzecz pokoju i bezpieczeństwa jest istotny m.in. dlatego, że istnieje o 35% większa szansa, że porozumienia pokojowe wynegocjowane z udziałem kobiet potrwają co najmniej 15 lat. Artykuł skupia się na instrumentach Rady Bezpieczeństwa ONZ w zakresie zapewnienia większego udziału kobiet w utrzymaniu pokoju i bezpieczeństwa oraz rezultatach wdrażania tych instrumentów. ; The UN Security Council issued several resolutions over the last fifteen years regarding the role of women in conflict prevention and peacebuilding. The participation of women in peace negotiations or broader activities for peace and security is important, among other things, because there is a 35% greater chance that peace agreements negotiated by women will last at least 15 years. The article focuses on the UN Security Council instruments to ensure greater participation of women in maintaining peace and security and the results of mplementing these instruments.
