The author examines the peculiarities of the process of post-conflict reconciliation and peacebuilding in Rwanda, determines the role of international and local justice in the post-conflict reconciliation and punishment of perpetrators of mass genocide, identifies features of state policy to eliminate genocide and restore justice. Using historical, analytical and comparative methods, the author concludes that gachacha tribunals as a means of restorative justice have helped to restore trust and social harmony in Rwandan society, to regenerate its value and cultural matrix. The study found that in order to build positive peace, governance decisions and actions on the population in all spheres of public life contained a peacekeeping context, and the government worked to protect Rwandan society from a recurrence of future conflict. The findings found Rwandan's peace-building strategy to be effective because, following a large-scale genocide, a policy of national unity and reconciliation was pursued to build a united nation, restore peace and justice, good governance and economic development.
Under the conditions of Russian aggression against Ukraine, the peculiarities of peace building and the prospects of post-conflict reconciliation on the post-Soviet space are significant today. The main objectives of the study are: to identify the peculiarities of peace building initiatives in the zones of now frozen conflicts in the post-Soviet area, to determine the directions and mechanism of successful peace building, and to propose effective steps and elements of the strategy of post-conflict reconciliation. By applying systematic, analytical and comparative methods, the author justifies the necessity of forming a comprehensive strategy of post-conflict reconciliation in each of the zones of conflict interaction in the post-Soviet space. As a result of the study, the author determines the peaceful settlement and restoration of justice as the main directions of successful peace building in the zones of fractious conflicts in the post-Soviet space, the mechanism of which must include elements of the strategy of post-conflict reconciliation in the zones of frozen conflicts. It is revealed that peace building initiatives will form a world-view, value, and regulatory-administrative platform for effective and successful post-conflict reconciliation. The conclusions provide such effective steps for successful peace building, and in the long run–post-conflict reconciliation: the achievement of peace agreements between the warring parties; a package of measures for disarmament and the return to peaceful life of members of illegal armed groups; the formation of adequate election and party systems; the consolidation of democracy in general and the means to prevent a recurrence of conflict in the future. At the same time, the author concludes that post-conflict reconciliation in a frozen conflict is not fully feasible, since some of the basic measures needed for effective post-conflict building and reconciliation are technically difficult or impossible to implement at all. An element of the liberal peace is the liberal consensus, when the main political and social forces have a one-vector vision of the dynamics towards peace. A similar approach, where the UN asa key international actor dominates sovereign states, can be interpreted in the spirit of neoliberalism, in the context of which state functions at the local level are subject to revisions by international political and financial forces.A problematic issue is also the imposition of a model of a liberal state for transitional societies, which is difficult enough at the same time to synchronize economic, political and social reforms. At the same time, the desire of peacekeeping organizations to quickly ensure, and most importantly, to report on the outcome, can only hurt and discredit the idea of peace.The liberal peace has been criticized for unilateralism and top-down imposition, pattern and monotony, and the inability to deal with the structural causes of the conflict. In this context, the IKEA liberal peace is referred to as a standard set of measures that is shipped «in the box» to the recipient country. In this respect, the liberal peace also contradicts local peacekeeping practices and traditions, because it does not take into account the socio-cultural context of a society in which reconciliation and involvement of local agents can occur.Ukraine needs to take into account the nuances and experience of implementing the liberal peace in conflict resolution in the world. An optimal model for the success of peacekeeping activities is the combination of Western standards of peacekeeping with local practices to combat violence. Ukraine should emerge as an active and sovereign entity in resolving the confrontation in the Donbas. Facilitation within the community, identification and satisfaction of the needs and interests of the victims of the conflict, comprehensive and coherent information policies of the state should be implemented by the state relatively regardless of the capabilities and assistance of international donors in the context of national peace, which usually does not deny its liberal and civilizational components. ; Стаття розглядає «ліберальний мир» як концептуальний феномен останніх десятиріч. Аналізуються особливості й недоліки «ліберального миру» як миротворчої практики. Висвітлюються кейси втілення «ліберального миру» в процесі сучасних миротворчих місій. Політична стабільність, як об'єкт політологічного дослідження є багатоаспектною проблемою. Оскільки у науковій сфері не склалося однозначного трактування взаємозв'язку між конфліктами та стабільністю, однією із важливих сторін дослідження даної проблеми є визначення ролі конфліктів у сучасному суспільстві, а також дослідити їхній вплив на формування політичної стабільності. Важливість дослідження проблеми у такому ракурсі посилюється тим, що він вказує шлях подолання одностороннього, позитивно-негативного ставлення до конфлікту, і надає можливість більш широкого, багатовимірного розуміння його ролі в суспільних відносинах, оскільки парадигма конфліктології дозволяє нам дослідити проблему формування політичної стабільності у протилежній площині.В ході дослідження виявлено, що конфлікти знижують напругу, сприяючи при цьому стабілізації та інтеграції внутрішньогрупових відносин, надаючи учасникам конфлікту безпосередню можливість вираження суперечливих вимог; запобігають стагнації, стимулюють інтерес і цікавість, виступаючи в ролі медіатора, за допомогою якого артикулюються проблеми, знаходяться їхні вирішення; служать основою соціальних змін; чітко розділяє різні групи і цим сприяють встановленню групової та персональної ідентифікації. ; Political stability, political science as an object of study is a multidimensional problem. Since the area of science has not developed a clear interpretation of the relationship between conflict and stability, one of the important aspects of the study of this problem is to determine the role of conflict in modern society, and to investigate their influence on the formation of political stability. The importance of research problem sin this perspective is enhanced by the fact that it points the way to overcome the one-sided, positive- negative attitude towards the conflict, and provides a broader, multi-dimensional understanding of its role in public relations, as the paradigm of conflict resolution allows us to investigate the formation of political stability in the opposite plane.Today one of the most fruitful ways to develop such a theory of political stability, which is so necessary to society, is its consideration as a special case of a state political process, due to its other state in the first place - conflict. This path involves identifying their relationships, and identity matches their inherent features, analysis of the role that belongs to the political conflict and its impact on political stability.The study found that conflicts reduce stress, thus contributing to the stabilization and integration of intragroup relations , giving participants the opportunity of expressing direct conflict conflicting requirements, prevent stagnation , stimulate interest and curiosity , acting as a mediator by which articulate problems, their solutions are , are the basis for social change , clearly separates the different groups to allow for the establishment of group and personal identity; addition, decentralized groups and free society, conflict, aimed at resolving tensions between adversaries, often plays a stabilizing and integrative role. Allowing crisp and clear expression of contrary claims, these social systems are able to improve their structure by eliminating sources of conflict. Multiple conflicts that they (the system) feel help them get rid of the sources of antagonism and achieve internal cohesion. These systems provide for themselves through the institutionalization of conflict, an important stabilizing mechanism. In addition to this intragroup conflict often breathes new life into existing standards or new causes.It is important to note that political stability and political conflict is not definitely opposed to each other, nor are they in a dialectical «cross assignation» and «cross negation.» In essence, being a manifestation of social needs and interests , reflecting the changing balance of forces participants of public relations and political conflict and political stability perform another very important function - providing theoretical possibility of building a sort of « scales « of conflict and stability. But it should be emphasized again: they are two different, though interconnected dimensions rather than characteristics that exclude or include each other. Availability and defined in a way a variable dimension , size and intensity of one of them does not mean the absence or corresponding increase / decrease in the other. ; Политическая стабильность, как объект политологического исследования является многоаспектной проблемой. Поскольку в научной сфере не сложилось однозначной трактовки взаимосвязи между конфликтами и стабильностью, одной из важных сторон исследования данной проблемы является определение роли конфликтов в современном обществе, а также исследовать их влияние на формирование политической стабильности. Применив исторические, аналитические и компаративные методы, автор делает вывод о том, что трибуналы крючья как средства восстановительного правосудия способствовали восстановлению доверия и социальной гармонии в руандийском обществе, регенерации его ценностно-культурной матрицы. В результате исследования определено, что ради развития позитивного мира управленческие решения и действия по населению во всех сферах общественной жизни содержали миротворческий контекст, а правительство приложило усилия по обезопасению руандийского общества от рецидива конфликта в будущем. В выводах выявлено, что руандийская стратегия развития мира считается эффективной, так как после масштабного геноцида была реализована политика национального единства и примирения для развития единой нации, восстановления мира и справедливости, эффективного управления и экономического развития. ; Автором досліджуються особливості процесу постконфліктного примирення і розбудови миру в Руанді, визначається роль міжнародних і місцевих органів правосуддя в процесі постконфліктного примирення і покарання винних у масовому геноциді, виявляється особливості державної політики щодо ліквідації наслідків геноциду і відновлення справедливості та окреслюються засоби протидії рецидиву конфлікту в майбутньому. Застосувавши історичні, аналітичні і компаративні методи, автор робить висновок про те, що трибунали гачача як засоби відновного правосуддя сприяли відновленню довіри та соціальній гармонії у руандійському суспільстві, регенерації його ціннісно-культурної матриці. У результаті дослідження визначено, що заради розбудови позитивного миру управлінські рішення та дії щодо населення в усіх сферах суспільного життя містили миротворчий контекст, а уряд доклав зусиль щодо убезпечення руандійського суспільства від рецидиву конфлікту у майбутньому. У висновках виявлено, що руандійська стратегія розбудови миру вважається ефективною, тому що після масштабного геноциду було реалізовано політику національної єдності та примирення задля розбудови єдиної нації, відновлення миру та справедливості, ефективного управління та економічного розвитку.
The article analyzes the main models of the conflictological paradigm, namely dyadic and triadic models of conflict. The first is associated with the name of K. Marx and characterizes the First Modern, and the second - the triadic connected – with G. Zimmel, V. Bühle and to a greater extent relates to the Second Modern. In the context of the dyadic model, the conflict occurs between two social groups, while the main reason for their confrontation is highlighted. The triadic model is based on Simmel's idea that three parties can participate in the conflict, and presupposes, in this connection, the ambiguity and plurality of its subjects and causes. Its main thesis: 1) the heterogeneity of the conflicting parties, the complexity of relations within the group involved in the conflict; 2) multidimensionality of the conflict, which simultaneously occurs at different levels; 3) different functions of the conflict; 4) multipolarity of the social space, with different coalitions and with a third party; 5) the conflict should not be considered as a zero-sum game. An important aspect is the understanding of the essence and attitude to social and political revolutions, the crises in the classical and the modern age. Transnationalization and hybridization of the world's space raise the question of the need for topical studies of globalization, as well as conflicts and crises that are being lethal under its influence in modern societies. ; В статье анализируются основные модели конфликтологической парадигмы, а именно диадическая и триадическая модели конфликта. Первая связана с именем К. Маркса и характеризует Первый модерн, а вторая, триадическая связана с Г. Зиммелем, В. Бюлем, и в большей мере соотносится со Вторым модерном. В контексте диадической модели, конфликт происходит между двумя социальными группами, при этом выделяется основная причина их противоборства. Триадическая модель основывается на идее Зиммеля о том, что в конфликте могут участвовать три стороны, и допускает, что его субъекты и причины многозначны и множественны. Ее основные положения: 1) гетерогенность конфликтующих сторон, сложность отношений внутри группы, участвующей в конфликте; 2) многомерность конфликта, который одновременно происходит на разных уровнях; 3) разные функции конфликта; 4) мультиполярность социального пространства, с разными коалициями и с третьей стороной; 5) конфликт не должен рассматриваться как игра с нулевой суммой. Важным аспектом является понимание сущности и отношение к социальным и политическим революциям, кризисам в классической и современной эпохе. Транснационализация и гибридизация мирового пространства ставят вопрос о необходимости актуальных исследований глобализации, а также конфликтов и кризисов, которые напластовываются под ее воздействием в современных обществах. ; У статті аналізуються основні моделі конфліктологічної парадигми, а саме діадична й тріадична моделі конфлікту. Перша пов'язана з ім'ям К. Маркса та характеризує Перший модерн, а друга, тріадична пов'язана з Г. Зіммелем, В. Бюлем, і більшою мірою співвідноситься з Другим модерном. В діадичній моделі конфлікт відбувається між двома соціальними групами, при цьому виділяється основна причина їхнього протиборства. Тріадична модель спирається на ідею Зіммеля, що в конфлікті можуть брати участь три сторони, і припускає, що його суб'єкти і причини багатозначні та множинні. Її основні тези: 1) гетерогенність конфліктуючих сторін, складність відносин всередині групи, що бере участь у конфлікті; 2) багатомірність конфлікту, що одночасно відбувається на різних рівнях; 3) різні функції конфлікту; 4) мультиполярність соціального простору, з різними коаліціями та з третьою стороною; 5) конфлікт не повинен розглядатися як гра з нульовою сумою. Важливим аспектом є розуміння сутності і ставлення до соціальних та політичних революцій, криз у класичну та сучасну добу. Транснаціоналізація та гібридизація світового простору ставлять питання про необхідність актуальних досліджень глобалізації, а також конфліктів та криз, що напластовуються під її впливом у сучасних суспільствах.
The article is devoted to the analysis of the origin of sciences on peace, war, and ethnopolitical conflicts in philosophical, religious and political dimensions. Views and ideas of Ancient Eastern philosophers marked the beginning of future sciences on analysis of the origin of sciences on peace, war, and ethnopolitical conflicts. Subsequently, Ancient Greek and Roman philosophers took up these ideas. Beginning and development of these sciences started in the Middle Ages and in the Renaissance. The Middle Ages witnessed the birth of a number of projects related to achieving and maintaining permanent peace. These projects were based on religious principles. Some of them are of scientific interest to this day. Thus, the treatise of George of Poděbrady was republished several times in English, German, Czech and other languages and had an influence on the development of ideas on war, armed conflict, and peace. Erasmus of Rotterdam, the brightest representative of the Renaissance, became well-known due to his exposure of the true causes of wars and armed conflicts. The fundamental work of the prominent Dutch lawyer and political thinker at the turn of the Renaissance and the Modern Era Hugo Grotius made a significant contribution to the study of the issues identified in the article, predominantly from the political and legal viewpoint. A notable contribution to the further development of the sciences on peace, war, and armed ethnopolitical conflicts was made by the eminent English philosopher and lawyer Jeremy Bentham. An outstanding German philosopher Immanuel Kant made a huge contribution to the formation of a new field of knowledge on peace and ethnopolitical conflicts. From a political perspective, it's worth to mention the contribution of the distinguished Austrian-German thinker and politician Friedrich von Gentz to the development of sciences on peace, war, and armed conflicts. The science of peace is called "eirenology" (from Greek "eirnene" – peace). However, this relatively unknown and incomprehensible term due to various reasons has been popular among most foreign researchers, not to mention domestic researchers who are engaged in the study of this problem. In Western corresponding academic literature in 1960–1970 this term was known as "Peace Studies". Nevertheless, since the mid-1980s issues related to it had been investigated mainly within the framework of a new field of scientific knowledge called "Peace and Conflict Studies". In the West today, it is quite known and influential scientific trend. This is demonstrated by the training at many Universities of bachelors, masters and even PhDs in this field and publishing scientific journal "Peace and Conflict Studies".However, in the author's view, this field should be divided into 2 separate ones, namely a) science of peace and b) science of conflicts. The author of the article offers to introduce a new concept "mirology" into the corresponding Ukrainian political and conflict literature, which should be interpreted as the science of peace as the eternal and highest all-human value. Speaking of science aimed at studying conflicts in ethnopolitical sphere of social life. in the West it is known as "Ethnic Conflict Studies". From a political perspective, it's worth to mention the contribution of the distinguished Austrian-German thinker and politician Friedrich von Gentz to the development of sciences on peace, war, and armed conflicts. The science of peace is called "eirenology" (from Greek "eirnene" – peace). However, this relatively unknown and incomprehensible term due to various reasons has been popular among most foreign researchers, not to mention domestic researchers who are engaged in the study of this problem. In Western corresponding academic literature in 1960–1970 this term was known as "Peace Studies". Nevertheless, since the mid-1980s issues related to it had been investigated mainly within the framework of a new field of scientific knowledge called "Peace and Conflict Studies". In the West today, it is quite known and influential scientific trend. This is demonstrated by the training at many Universities of bachelors, masters and even PhDs in this field and publishing scientific journal "Peace and Conflict Studies".However, in the author's view, this field should be divided into 2 separate ones, namely a) science of peace and b) science of conflicts. The author of the article offers to introduce a new concept "mirology" into the corresponding Ukrainian political and conflict literature, which should be interpreted as the science of peace as the eternal and highest all-human value. Speaking of science aimed at studying conflicts in ethnopolitical sphere of social life. in the West it is known as "Ethnic Conflict Studies". But given that the global ethnopolitical conflicts explosion has occurred at the turn of the millennia, in our opinion, a new branch of scientific knowledge of these conflicts deserves a more correct and adequate name - "Ethnopolitical Conflict Studies".
The article is devoted to the analysis of the origin of sciences on peace, war, and ethnopolitical conflicts in philosophical, religious and political dimensions. Views and ideas of Ancient Eastern philosophers marked the beginning of future sciences on analysis of the origin of sciences on peace, war, and ethnopolitical conflicts. Subsequently, Ancient Greek and Roman philosophers took up these ideas. Beginning and development of these sciences started in the Middle Ages and in the Renaissance. The Middle Ages witnessed the birth of a number of projects related to achieving and maintaining permanent peace. These projects were based on religious principles. Some of them are of scientific interest to this day. Thus, the treatise of George of Poděbrady was republished several times in English, German, Czech and other languages and had an influence on the development of ideas on war, armed conflict, and peace. Erasmus of Rotterdam, the brightest representative of the Renaissance, became well-known due to his exposure of the true causes of wars and armed conflicts. The fundamental work of the prominent Dutch lawyer and political thinker at the turn of the Renaissance and the Modern Era Hugo Grotius made a significant contribution to the study of the issues identified in the article, predominantly from the political and legal viewpoint. A notable contribution to the further development of the sciences on peace, war, and armed ethnopolitical conflicts was made by the eminent English philosopher and lawyer Jeremy Bentham. Identifying the prospects of reconciliation at various stages of the violent conflict is a matter of urgent concern, since during the conflict the foundations of a post-conflict settlement are laid down, the effectiveness of reconciliation and the possibility of building peace in the future depend on. The purpose of the work is to study the peculiarities of interaction between the parties during the deep interstate conflict and between the parties during the civil conflict within the state. Applying systematic, analytical and comparative methods, the author characterizes political reconciliation as a long-term social and inclusive process, which is designed to transform the unhappy co-existence of the parties to the conflict into a common political participation in public institutions and political processes through the gradual education of respect for both new institutions and former enemies. The four components of reconciliation – peace, justice, truth and forgiveness – must be interconnected in this process. As a result of the study, the author determines the obligatory elements of the interaction between the parties during and after the violent conflict, socio-psychological means of perception and interpretation of the past and future, the development of positive relations and reformatting them cultural and value paradigm, as well as the transformation of socio-economic reality. The conclusions revealed that the ideal model or perfect method of reconciliation after a violent conflict does not exist, therefore, in each particular case, the particularities of reconciliation vary, depending on the ability of the parties to creatively and effectively approach the process of reconciliation, from their ability to assume consistently the loss, cruelty and pain of the past for the sake of prospects for a common future. At the same time, the author comes to the conclusion that the prospects of reconciliation during and after the end of the violent conflict are determined by the practical manifestation of cooperation ...
The article mentions that after the collapse of Soviet Union of Socialist Republics Azerbaijan regained its independency and founded new stage and trends of the relations between Azerbaijan and France. Mutual relations simultaneously continued to develop on multilateral level. New partnership trends have been ongoing between these two countries. France is a co-chairman of the OSCE Minsk Group which is engaged in peaceful solving of Nagorny Karabakh conflict. Main objective of the article is to research the role and interests of France in regulating and solving the Armenia-Azerbaijan, Nagorny Karabakh conflict. The paper analyses mutual relations of political factors with geopolitical issues and researches the conflict in coherence from the perspective of these factors. The paper constitutes specific structure and broader analytic-methodological basis through referring to the information sources of different countries, international governmental and non-governmental organizations. Relations between Azerbaijan and France have a long history. Even since the XII-XIV centuries between the two countries, there were different cultural, political and trade relations.After the restoration of Azerbaijan's state independence, the creation and development of relations with European countries became the priority of its foreign policy. Relations between Azerbaijan and France began to develop at a new stage.France presides over the OSCE Minsk Group, which deals with the peaceful settlement of the conflict between Armenia and Nagorno-Karabakh. France also plays an active role in the cooperation between the European Union and Azerbaijan within the framework of the European Neighborhood Policy. France has political, economic and cultural relations with Azerbaijan and Georgia. French companies Elf Akiten and Total participate in the use of oil and gas reserves. The research was conducted on the basis of the Military Institute of Taras Shevchenko National University of Kyiv, Hetman Petro Sahaidachnyi National Army Academy, the Military Institute of Armored Forces of the National Technical University "Kharkiv Polytechnic Institute" from 2015 to 2019. Cadets of 2–5 year of study (tactical level of training) participated at the research. Totally 336 cadets were involved (14 groups, of which 7 were pilot and 7 were experimental, N + M = 336).To check the effectiveness of the structural model of forming the readiness of future officers of the Armed Forces of Ukraine for professional international cooperation in maintaining peace and security, we have taken into account the following criteria: motivation, emotional stability and self-control, tolerance of dialogue, activity, vocabulary and terminology, applying of language for solving situational tasks.The emotional stability and self-control of the experimental group amounted a sufficient level of 98 cadets (58.33 %) among 168, while in control group 46 cadets (38.1 %), the partial level in the experimental group 70 people (41.67 %), and the control 54 future officers (32.14 %), the initial level of experimental groups is unknown, and among the control group 50 cadets (29.76 %). A positive result is evident from the implementation of experimental structural model for forming the readiness of future officers of the Armed Forces of Ukraine for engagement in professional international operations.An important role in preparing the future officers of the Armed Forces of Ukraine for the professional readiness for cooperation in international peace and security operations is played by foreign language competence for fulfilling its socially important professional duties within English-speaking environment, for professional communication with foreign colleagues to fulfill joint international mission. It is very important for cadets to form a non-reproductive thinking, problematic and creative, which effectiveness is ensured by the model we have developed. ; Дослідження проводилися на базі Військового інституту Київського національного університету імені Тараса Шевченка, Національної академії сухопутних військ імені гетьмана Петра Сагайдачного, Військового інституту танкових військ Національного технічного університету "Харківський політехнічний інститут" у період з 2015 до 2019 року. У дослідженні брали участь курсанти 2–5-го курсів тактичного рівня підготовки. Загальний обсяг вибірки курсантів дорівнював 336 (14 груп, з них 7 – контрольних та 7 – експериментальних; N + М = 336).Для перевірки ефективності структурної моделі формування готовності майбутніх офіцерів Збройних Сил України до професійної взаємодії у міжнародних операціях з підтримання миру і безпеки ми враховували наступні показники: мотивація, емоційна стійкість та витримка, толерантність діалогу, активність, знання лексики та термінології, використання мови для розв'язання ситуативних завдань.Емоційна стійкість та витривалість із 168 курсантів експериментальної групи склала достатній рівень 98 осіб (58,33 %), в контрольній групі – 46 курсантів (38,1 %), частковий рівень в експериментальній групі становить 70 осіб (41,67 %), а у контрольній – 54 (32,14 %), початковий рівень у експериментальній групі відсутній, у контрольній – 50 курсантів (29,76 %). Очевидним є позитивний результат від впровадження експериментальної структурної моделі формування готовності майбутніх офіцерів ЗСУ до професійної взаємодії у міжнародних операціях з підтримання миру і безпеки.Важливу роль при формування готовності майбутніх офіцерів ЗСУ до професійної взаємодії у міжнародних операціях з підтримання миру і безпеки відіграє іншомовна компетентність для виконання своїх соціально значимих професійних обов'язків в умовах перебування в англомовному середовищі для професійного спілкування з іншомовними колегами для виконання сумісних міжнародних завдань. І тут важливо сформувати у курсантів не репродуктивне мислення, а проблемно-творче, ефективність якого і забезпечується розробленою нами моделлю.
In this paper we present a theoretical basis of polemologii. We indicate for the relationship of a) anthropology and b) science of peace and the nature of war and armed conflicts. We discuss the causes of the war in the context of the development of peoples and nations. We consider the ethical aspects of research on the nature of war and peace, operational metaphysical essence of contemporary wars and armed conflicts; the article points out the elements of management in the relations of war and peace, we show the perspective of humanities research on the issue of war and peace. We explanation - from the point of view of metaphysics of Solidarity movement of the decade from 1980 to 1989 - the causes of war and explaining the conditions of the knowledge of peace. Our study is based on a study of the tasks of a social movement in Poland in the years 1980-1989. Also applies to the problem of security of the person in the light of the principles of modern neuroscience and anthropology, personal security, terrorism and other threats to civilization. The article attempts to analyze the content of the concept of war and peace of R. Aron in the context of determining its heuristic potential for modern research in the field of polemology and yrenology.The content of the theoretical structure is represented by the following blocks: definition of the concept of «conflict»; determination of the groups of reasons that form the basis for the outbreak of military conflict; analysis of each of the groups that have been identified - biological factors, psychological factors and social factors; the formation of the author's version of the classification of the world; the formation of copyright options for the classification of war; development of an author's version of the classification of the functions of a military conflict; an attempt to synthesize various classification options for military operations. It is proposed to consider the following as the leading elements of this potential: the use of the so-called «conceptualization method» (which was used by the researcher to construct his desired concept)), which allows us to consider the connections and interactions between the basic concepts of the problem field of war and peace in the context of the implementation of a specific method of reconstruction of social realities from leading theoretical, sociological, historical and praxeological positions; highlighting among the causes of the outbreak of hostilities factors having a biological, psychological and social nature and are peculiarly intertwined under the conditions of a specific social reality; denial of the definition of peace as the complete absence of war; the application in determining the specific type of military operations of a complex procedure that takes into account the systematization and analysis of the foundations for combining the already known classifications of war, peace and their functional potentials. Further studies suggest the above elements of the heuristic potential of the concept of war and peace of R.
