W czasie II wojny światowej wyszła z koncepcją integracji Europy Środkowej we współpracy z Czechosłowacją. Polska tradycja wolności i pokojowych unii z sąsiednimi narodami była alternatywą dla niemieckiej i radzieckiej jedności Europy Środkowej na drodze przemocy. Polski plan pokojowej i dobrowolnej integracji państw Europy Środkowej miał im przynieść bezpieczeństwo i rozwój oraz regionalną solidarność i niezależność od wrogich i sojuszniczych mocarstw. Stałe spotkania polskiego rządu w Londynie z ośmioma emigracyjnymi rządami państw okupowanych miały doprowadzić do powstania subregionalnych związków państw. Miały być jednym z filarów pokoju i bezpieczeństwa w Europie obok mocarstw. Sprzeciw ZSRR uniemożliwił realizację polskich planów. ; During World War II, Poland put forward the concept of the integration of Cen¬tral Europe in cooperation with Czechoslovakia. The Polish tradition of freedom and peaceful union with its neighbors was an alternative to Germany and the Soviet Union uniting Central Europe through violence. The Polish plan of peaceful and voluntary integration of Central European states was to have secured their security and develop¬ment, as well as regional solidarity and independence from hostile and allied pow¬ers. Regular meetings of the Polish government-in-exile in London with eight emigre governments of the occupied countries were expected to lead to the establishment of subregional associations of states. They were to have become one of the pillars of peace and security in Europe alongside European powers. However, opposition from the USSR thwarted the implementation of the Polish plans.

The author describes several social and peace-making initiatives which were undertaken in the last decades by the Catholic organizations active within the diocese of Mendi in Papua New Guinea. The country gained independence in 1975, but remained culturally diversified. The basic identity for most of the citizens is still related to the tribal level. Political conflicts, corruption, abuse of alcohol and narcotics resulted in the past decades in several outbursts of violence among tribes of the Southern Highlands Province. Since the central government was unable to answer this challenge, the Catholic organizations of the Mendi diocese became very much involved in the peace-making process and other social initiatives. The aim of the article is to illustrate the attitude of British diplomacy during the negotiations on the Fiume issue during the Supreme Council of the Peace Conference in Paris, where the most important decisions concerning the fate of post-war Europe were made. Prime Minister Lloyd George's behavior towards the general problem of the Adriatic and the Italian-American dispute was analyzed. The most important interests of Great Britain, which determined the course taken in this matter, were presented. The attitude of the heads of British diplomacy towards the most important events in Fiume in 1919 was also outlined. ; Celem artykułu jest zobrazowanie postawy brytyjskiej dyplomacji podczas negocjacji na temat kwestii Fiume w czasie obrad Rady Najwyższej Konferencji Pokojowej w Paryżu, na której zapadały najważniejsze decyzje dotyczące losów powojennej Europy. Analizie poddano zachowanie premiera Lloyda George'a wobec ogółu problemu kwestii adriatyckiej oraz sporu włosko-amerykańskiego. Zaprezentowano najważniejsze interesy Wielkiej Brytanii, które determinowały obrany kurs wobec tej sprawy. Zarysowano także stosunek szefów dyplomacji brytyjskiej do najważniejszych wydarzeń w Fiume w 1919 r.

Zaprezentowano najważniejsze interesy Wielkiej Brytanii, które determinowały obrany kurs wobec tej sprawy. Zarysowano także stosunek szefów dyplomacji brytyjskiej do najważniejszych wydarzeń w Fiume w 1919 r.

Publikacja recenzowana / Peer-reviewed publication ; Celem artykułu jest przedstawienie roli i miejsca prewencji kryzysowej, przezwyciężania konfliktów oraz stabilizacji pokonfliktowej w polityce zagranicznej i bezpieczeństwa Niemiec w XXI w. Tekst składa się z trzech części, w których skoncentrowano się na: ogólnych przesłankach działania Niemiec na rzecz prewencji kryzysowej oraz przezwyciężania konfliktów w XXI w.; zmianach w koordynacji działań dotyczących prewencji kryzysowej, przezwyciężenia konfliktów oraz konsolidacji pokonfliktowej w polityce zagranicznej i bezpieczeństwa Niemiec od połowy drugiej dekady XXI w.; zaangażowaniu Niemiec w zakresie prewencji kryzysowej i rozwiązywania konfliktów na wybranych przykładach stabilizacji obszarów pokonfliktowych, ze szczególnym uwzględnieniem Syrii. Przedstawione działania wiążą się także z szerszym zagadnieniem – koniecznością rozwiązania problemu masowego napływu "nielegalnych uchodźców" z Bliskiego i Środkowego Wschodu oraz Afryki do Niemiec i innych państw UE. ; The author's goal is to present the role and place of crisis prevention, overcoming conflicts and post-conflict stabilization in Germany's foreign and security policy in the 21st century. The article consists of three parts focused on the following areas: some general causes of Germany's actions for crisis prevention and overcoming conflicts in the 21st century; changes in the area of action coordination regarding crisis prevention, overcoming conflicts and post-conflict consolidation in Germany's foreign and security policy since the half of the second decade of the 21st century; Germany's involvement in the field of crisis prevention and conflicts resolution, particularly in the selected examples of the stabilization of post-conflict areas, especially including Syria. The above-mentioned actions involve the wider issue of the necessity of searching a long-term solution of the mass inflow of "illegal refugees" from the Middle East and Africa to Germany and other EU countries.

War and peace have perpetually alternated in history. Consequently, peace has always been seen as an endless project, even a dream, to be in brotherhood realized by all members of international community. Since the XVII century the elimination of war and armed conflict has been a political and humanitarian objective of all nations in the world. Both the League of Nations and the United Nations were conceived with the spirit of eliminating the risk of war through the promotion of peace, cooperation and solidarity among Nations. The Universal Declaration of Human Rights and the subsequent human rights instruments were drafted with a sincere aspiration of promoting the value of peace and human rights worldwide. International practice shows the close linkage between the disregard of human rights and the existence of war and armed conflict. It follows that the role of human rights in the prevention of war and armed conflict is very important. Since 2008 the Human Rights Council has been working on the "Promotion of the right of peoples to peace." Pursuant resolutions 20/15 and 23/16 and 27/17 the Council decided firstly to establish, and secondly and thirdly to extend the mandate of the open-ended working group (OEWG) aimed at progressively negotiating a draft United Nations declaration on the right to peace. The OEGW welcomed in its second session (July 2014) the approach of the Chairperson- Rapporteur, which is basically based on the relationship between the right to life and human rights, peace and development. Consequently, this approach could be developed during the third session of the Working Group (April 2015). At its 8th meeting, on 24 April 2015, the Group adopted the draft report on its third session ad referendum and decided to entrust the Chairperson- Rapporteur with its finalization. ; Wojna i pokój stale zmieniały bieg historii. W konsekwencji, pokój postrzegany był jako marzenie, niedokończony projekt, możliwy do osiągnięcia jedynie dzięki braterstwu wszystkich członków społecznoœci międzynarodowej. Od XVII wieku eliminacja wojny i konfliktów zbrojnych była politycznym i humanitarnym celem wszystkich narodów. Zarówno Liga Narodów, jaki Organizacja Narodów Zjednoczonych powołane zostały w dążeniu do wyeliminowania ryzyka konfliktów przez promocję pokoju, współpracy i solidarnoœci między narodami. Powszechna Deklaracja Praw Człowieka i kolejne międzynarodowe akty prawne gwarantujące ochronę praw człowieka, przyjęte zostały jako wyraz dążenia do promowania wartoœci podstawowych, za jakie uznano pokój i prawa człowieka. Praktyka międzynarodowa pokazuje zależność między naruszaniem praw człowieka a pojawianiem się wojen i konfliktów zbrojnych. Jasnym jest więc, że w zapobieganiu konfliktom zbrojnym istotne znaczenie ma ciągłe podkreślanie wagi praw człowieka. Od 2008 r. Rada Praw Człowieka ONZ podejmuje prace nad promocją prawa człowieka do pokoju. W myœl rezolucji 20/15, 23/16 i 27/17 Rada zdecydowała o ustanowieniu, a następnie o rozszerzeniu mandatu grupy roboczej (tzw. OEWG), której aktywność skierowana jest na opracowanie projektu deklaracji w prawie prawa do pokoju. Podczas drugiej sesji w lipcu 2014 r. eksperci zaakceptowali propozycję Przewodniczącego, wskazującą na związek między prawem do życia, prawami człowieka, pokojem i rozwojem. To podejœcie zostało rozwinięte podczas trzeciej sesji grupy roboczej w kwietniu 2015 r.

Africa is subject of special interest for member states of the European Union. Since the beginning of the European Community, economical relations with African countries have been part of organization's functioning. Political aspect of those relations was a result of treaty amendments. During the summit of December 15–16, 2005, the EU Strategy for Africa was adopted by the European Council. The document was an example of comprehensive position of the European Union towards the African continent and served as a basis for the future strategic partnership between the European Union and Africa, confirmed during the second and the third summit of 2007 and 2010. The aim of this paper is to analise mechanisms of implementation of the EU Strategy for Africa. Attention will be paid to indicate the possibility and conditions of effective implementation and to evaluate effects of strategic partnership with Africa. ; Africa is subject of special interest for member states of the European Union. Russo-Western relations after the declared end of the Cold War, just as on the eve and in the middle of it, have been fraught with developments pointing towards the persisting distrust and disgust in one another's perceptions cast against the background of officially declared truce. Such a decades-long half-truth-balancing has gradually lost its flexibility and acceptability and culminated in what much of the current academic debate calls, since 2014, a "Russian-Ukrainian conflict", but what, in fact, presents an extension to the latent Russo-Western conflict that embarked upon the end of the Cold War – a "cold peace".This article aims to reveal the origins, form and substance of the current Russian hybrid gambling in Ukraine by addressing the essential notions in international but also domestic politics – trust, truth, lies/deception, distrust, war and peace immensely trapped by politics of incremental hybridity and interpretivism.
