In contrast to US voters, whose behavior is explained in terms of party identification, controversial issues, & degree of trust in public officials, the behavior of Dutch voters is best analyzed in terms of their position on a Left-Right ideological continuum. Analysis of election data from 1970 studied in C. P. Middendorp's Progressiveness and Conservatism: The Fundamental Dimensions of Ideological Controversy and Their Relationship to Social Class (The Hague/New York: Mouton, 1978), as well as data from 1975, 1980, & 1985, reveals a difference between the actual position on this continuum & voter self-identification, dependent on internally defined philosophical variables. Results from the 1986 parliamentary elections in the Netherlands are examined to assess the impact on voting behavior of several major factors: pillarization, based on religion & SC; issues; candidate orientations; & ideology. The importance of religion & SC has declined since the 1950s, with religious voters supporting secular parties & secular voters also supporting religious parties, especially the Christian Democrats. Issues & economic ideology are strongly related to party choice; candidate orientations also have some influence. Each of these perspectives explains part of voter behavior; together they yield two discriminant functions, one correlated with Left-Right orientation, various political issues, & support for various candidates, the other with religiosity & abortion attitudes. The Dutch parliamentary election studies for the years 1973-1986 reveal that differences between men & women in political participation have been reduced to a minimal level, but still persist. Two hypotheses regarding these differences -- that women are less involved in politics than men, & that women experience more problems when trying to become politically active -- are supported by the evidence. Differences are small or nonexistent for participation in unconventional activities, but substantially greater for conventional ones. Working outside the home significantly enhances the participation of women, but does not affect that of men. Differences within each sex appear larger than differences between the sexes. Politically active men & women are relatively more leftist, & politically active men are favorable to the women's movement & to women's emancipation. 14 Tables, 1 Figure, 1 Appendix, 39 References. Interview data identified 2 main ideological characteristics of 236 Belgian bureaucratic elites: (1) centrism (avoiding Right or Left extremes), especially on socioeconomic issues; & (2) inclination toward the center-Right. It is suggested that such centrism may be the result of intensive preoccupation with the recent Belgian federalization process. The profile of Left-oriented top bureaucrats suggests a less technocratic approach, less alienation from politics, & greater involvement in partisan politics. To change the centrist-technocratic character of Belgian civil service, a furthering of a more political style of administrative policy making is recommended. 13 Tables, 9 Graphs.
