The doctrine of the separation of powers, which under the influence of Locke became the basis of US society, has had the effect of blocking the organs of gov & dividing their pol'al power & authority. Scandinavia, despite all the centrifugal elements which exist in its geographic & econ sphere, has managed to establish an internordic collaboration both econ'ally & pol'ally. No other project of regional development, except perhaps the European Common Market, has grown so rapidly, & this resurgence is due to historical experience of the association of the Scandinavian peoples. The example of the Scandinavian countries can help in the planning of US cities & towns. Individual interests which divide society can be counterbalanced by a strong executive & by a planner who directs & coordinates community plans. (Tr by J. A. Broussard from IPSA).

The Royal Academy of Sciences was an important organization in eighteenth-century Sweden. It brought together scientists and scholars contributing to a wide spectrum of areas, encompassing nature as well as society. But it also maintained close ties to the elite and the political establishment. The academy formed part of the institutional landscape of power and functioned as a consultive body and an arena for the upper echelons of the Swedish realm. The monograph sheds light on the political and economic outlook of the Royal Academy of Sciences during the period 1739–1792 against the background of its intimate connections to the ruling stratum. Not least the Hat Party, which dominated the Swedish political scene during the Age of Liberty, and the autocratic King Gustav III. The study shows that the members of the academy overall gravitated towards traditional viewpoints and that their conceptualizations of society were substantially affected by their interactions with the power holders. While some fellows offered new ideas in line with an increasing contemporary emphasis on spontaneous societal development and the capability of individuals to act responsibly on their own accord, such notions were by no means prevalent. Moreover, the book demonstrates that neither the academy nor its members constituted a passive tool for the elite and the powers that be. Rather, they engaged in self-promotion by attributing themselves a crucial role in the project of general improvement they envisioned and added to.

Reanalyzing political biographies of Benito Mussolini & Osvald Mosley the author is testing the hypothesis that ideologies like fascism start with fairly innocent ideas and, given the right circumstances, develop in a quasi-logical way on a downward path towards their malignant maturity. With "quasi-logical" the author means something similar to Karl R. Popper's concept "logic of the situation," that is, the logic is neither formal nor strictly deterministic; it follows that actors are not exempt from moral responsibility, you can always choose to act against the logic of the situation. The author finds that an exalted "communitarianism" is an essential factor in the development of fascism. A part of the "logic" is that a demagogue elevating the value of the group, be it "nation," "church," "class," or anything, on the expense of the individual needs the picture of all ugly & evil enemy in order to get the members to obliterate themselves & merge into the group. Accordingly, in a classification of political ideologies the first question to be asked is: "individualism or anti-individualism." The author objects to Sheri Berman's suggestion that communitarianism explains the success of the Swedish Social Democracy during the twentieth century & will instead of that explanation propose "reformism," that is, a non-revolutionary strategy for political transformation. Most theories on the fall of communism focus on non-ideological factors. An approach with a potential to make visible also the ontological crisis of Marxism-Leninism is the study of communist regime legitimacy. This paper reviews Max Weber's & David Beetham's respective theories on the legitimition of power. It presents the mainly Weber-inspired research on political legitimacy that was conducted by Western scholars of the communist world & goes onto argue that the Weber-typology has very little to offer if one wants to render intelligible the ideological aspects to the demise of communism. With Beetham's theory as a point of departure, & with references to other students of Marxism-Leninism, the paper tries to show how ideology can be seen as a manifest, active & limiting factor in the former communist systems & that it is possible to study the fall of communism focusing on ideology & political legitimacy. 44 References. Att välja välfärd : Politiska berättelser om valfrihet ; Choosing welfare : Freedom of choice and Political Ideology in Sweden
Welfare, and the role of social democracy in defining its content and meaning, is often described as one of Sweden's distinguishing features. However, in the quest for liberalization and marketization, reforms in past decades have substantially changed the political landscape. These developments have led many to question the viability of describing the main political actors and their attitudes towards the welfare state in terms of left or right. This dissertation contributes to the understanding of ideological convergence and past and current political cleavages by analysing the welfare debate on freedom of choice between the two main political opponents in Swedish politics over three decades. Using a morphological approach, where ideologies are viewed as distinctive configurations of political concepts creating specific conceptual patterns depending on how they are combined, the analysis focuses on the content of the concept of choice by examining the conceptual relationships between political concepts such as choice, the public and the private, equality, equity and need. The analysis reveals a convergence suggesting that the parties have united around a narrower concept of freedom of choice that relates to how it is implemented in welfare services, that is, the choice between different providers of welfare services. However, important differences remain, which are expressed in the parties' differing conceptions of the power resources citizens need to become truly free individuals. These findings suggest that, while freedom of choice has become a central concept in the political debate, it is not central to the parties' ideologies. Instead, the core of the parties' ideologies appears to be articulated in e.g. the political cleavages that remain, which can be described as differing views on the role of politics and competing conceptions of need and equality. It is how these cleavages are translated into policies that will determine possible welfare choices in the future.

Herbert Tingsten's program for the critical analysis of ideologies promised to make political science more useful for understanding current political developments. However, in this article it is argued that these promises cannot be sustained unless normative political analysis is included as well. A point elaborated, is that there is a close analogy between normative political analysis and public policy evaluation. In both cases, the aim is mainly to illuminate the implications and consequences of certain values and ideals -- not to prove them. In this sense, the usefulness of normative research is evident in that it enlarges and deepens our understanding of the values and principles to which we are committed. References.
Demokrati bortom politiken : En begreppshistorisk analys av demokratibegreppet inom Sveriges socialdemokratiska arbetareparti 1919–1939 ; Democracy Beyond Politics : An Analysis of the Concept of Democracy within the Swedish Social Democratic Party 1919–1939
This dissertation analyzes the concept of democracy as it was used in the official rhetoric of the Swedish SocialDemocratic Party (SAP ) between 1919 and 1939. Theoretically, the dissertation relies on German Begriffsgeschichte, as put forward by Reinhart Koselleck, and Michael Freeden's theory of ideologies. Together, by supplementing each other, these theories offer a perspective in which concepts are thought of as structures that are under contestation and change due to socio-political circumstances. However, the formulation of this change takes place in relation to the linguistic praxis of each time-period, and renegotiates the relative constraints of established relations between concepts in language. The analysis shows that the profound changes in society provided impetus for a continuous renegotiation of meanings, allowing concepts to retain their explanatory power under changing circumstances, at the same time the SAP needed new ways to express what kind of society the party strived to realize. The SAP had been one of the leading forces in the struggle for universal suffrage, and when the bill, giving universal suffrage to men andwomen, was passed in the Parliament 1919 this meant a temporary cessation to a long and intensive political debate. However, the SAP did not consider the introduction of suffrage reform as the end of full societal democratization. Rather than seeing the reform as a terminal point, the SAP saw it as the starting point for the struggle for full democracy. The SAP did not limit itself to only one concept of democracy but instead used a number of composite concepts, such as political democracy and economic democracy. The use of composite concepts can be understood as a changing temporalization of democracy. Since parliamentarism and suffrage were seen as central components in democracy, the realization of these institutions meant that the concept of democracy lost its future dimension. Thus, the usage of composite concepts should be seen as a re-temporalization of democracy. The composite concepts pointed forward in time, toward political goals that the SAP envisaged realizing in the future. Concepts should not be thought of as having cores but rather, as suggested by Freeden, ineliminable features. An ineliminable feature is not of logical nature but has a strong cultural adjacency. By analyzing the ineliminable components of the concepts of democracy that the SAP used, it is possible to discuss whether the composite concepts should be understood as subsets of a whole or as separate concepts. The analysis shows that the composite concepts that the SAP used during the first half of the 1920s shared a number of ineliminable features, but that the commonality of these features started to disintegrate during the latter half of the decade, leading to a rather diversive concept of democracy. During the 1930s the disintegration ceased as the party was faced with new circumstances, for example the growing threat of international war and national clashes between different social groups. There has always been a close relation between language and society. However, the relationship does not follow a simple and clear-cut logic but a complex mixture of various factors at different levels, both within language itself and of society. When society develops, language also has to change if the ongoing process is to be understood. As this study shows, new circumstances require new argumentsand thus revised concepts.

Från "tyst vår" till "hållbar utveckling" : En kritisk diskursanalys av miljöfrågans utveckling 1962–1987 ; From 'Silent Spring' to 'Sustainable Development' : A Critical Discourse Analysis of the Development of the Environmental Issue 1962–1987
This dissertation studies the development of the environmental issue from a discursive perspective. Through an analysis of views on nature and the environment in several NGOs and main political organs, the dissertation tries to explain how a certain view became hegemonic. The analysis pertains to the period between the publication of Silent Spring in 1962 and the introduction of the concept sustainable development by the UN in 1987. From a realistic starting point and with critical discourse analysis (CDA) as its method, the dissertation aims to identify causal powers and mechanisms that have generated and institutionalized the environmental discourse. An analytical model is developed and applied on three levels; a sociolinguistic, institutional, and macrosocial level; which also reflect the methodological progression of the study from description to explanation. The result shows that the discursive practice was hegemonized by a Western view promoting economic growth. This discourse gradually gained ground at the expense of an anti-systemic discourse which posited structural societal changes as the answer to environmental problems. Mechanisms such as the exclusion of some views and actors from common discursive practices were crucial for the process of homogenizing the discourse and developing consensus. Through incorporating that part of the environmental movement which did not fight the dominant economic and political system, the UN turned it into support for its own project, which is part of the process of hegemony. At the same time the environmental objectives of the hegemonic discourse were established in the institutional spheres. The institutionalization of the environmental issue changed the focus from social critique to a question of development and technology, something which helped displace the original critical and partially anti-systemic character of environmental discourse. Through turning the critical and negative account of the situation into a more harmonious and hopeful vision, for instance in terms of sustainable development, a foundation was laid for the later development of ecological modernization. When the hegemonic discourse invested the concept of sustainable development with emphases on progress and economic growth, it encapsulated the environmental issue within the framework of the prevailing social system. ; With summary in English and Spanish/Con resumen en inglés y en español

Skolan som demokratiprojekt : En poststrukturell diskursanalys av demokratiuppdrag och lärarsubjekt ; School as a Democracy Project : A Poststructural Discourse-Theoretical Analysis of Schools' Democratic Mission and Teacher Subjects
Based on a poststructural discourse-theoretical perspective, the aim of this thesis is to critically examine the construction of the Swedish compulsory school's democratic education and its consequences for the teacher subject, in educational policy texts. Set against the backdrop of what is commonly referred to as a crisis of democracy, the study takes its point of departure in changes in educational politics in recent decades and the new national curriculum for the compulsory school in 2011. The thesis uses the poststructural discourse-theory of the political philosophers Ernesto Laclau and Chantal Mouffe as its theoretical and methodological framework. Their main objective has been to revive socialist politics by suggesting a radical, plural democracy as an alternative for a new left. A number of national policy texts were chosen for the analysis. The selection covers official reports and government bills on the Education Act and on the Teacher Education Reform Act, the Education Act, the National Curriculum and a selection of documents from the Swedish National Agency for Education, ranging from 2008 to 2018. The main results show that democratic education rests on a notion of the democratic society which creates relations between a democratic universalism based on individual rights and an unspoken national homogeneity. Democratic education is constructed as a broad and complex task aiming at the fostering of democratic competence, assuring equivalent education and counteracting abusive behaviour. The impact of neoliberal policy and new public management philosophy is evident in the empirical material analysed. The study concludes that democratic education is constructed as part of a management perspective where democracy becomes the means of achieving a goal – the governed subject – which relates to pupils and teachers alike. In addition, the focus on consensus and rational thinking as well as the tendency to locate conflict resolution in the legal sphere contribute to the notion of a school free from abuse. ; I många demokratiska samhällen har skolan ett ansvar att förbereda unga människor för sin roll som demokratiska medborgare. En vanlig utgångspunkt tas i att utbildning om, genom och för demokrati är avgörande för demokratins fortlevnad. I en tid där högerpopulistisk retorik, desinformation och hot mot folkvalda hör till vardagen förefaller det viktigare än någonsin att utbilda för demokrati. Avhandlingens syfte är att kritiskt granska konstruktionen av grundskolans demokratiuppdrag och vilka konsekvenser den får för lärarsubjektet. Baserat på de politiska filosoferna Ernesto Laclaus och Chantal Mouffes poststrukturella teorier om diskurs, hegemoni och radikal demokrati konstrueras ett ramverk för att analysera ett urval av nationella utbildningspolitiska texter mellan 2009 – 2018. Tidigare forskning visar att debatten om det demokrati- och medborgarfostrande uppdraget närmar sig en marknadsliberal position och flera diskurs- eller textanalytiska studier indikerar diskurser och språkbruk som influerats av nyliberal ideologi. Resultatet från studien visar hur uppdraget tar form i relation till mål- och resultatstyrning, dokumentation och kvalitetssäkring där demokratiuppdraget tar form som en del av ett managementperspektiv. En särskild form av styrning i skärningspunkten mellan en juridisk reglering av mellanmänsklig samvaro, deliberativa samtalskvaliteter och betoningen av konsensus resulterar i att demokratiuppdraget konstrueras som den kränkningsfria skolan. Avhandlingens bidrag består i att ställa nya frågor om skolans demokratiuppdrag och belysa hur uppdraget tillskrivs mening och vilka konsekvenserna av detta blir.
