THE EVENTS OF 1969 IN NORTHERN IRELAND REVEAL A GOOD DEAL ABOUT SOME OF THE PROBLEMS INHERENT IN THE AREA OF PUBLIC ORDER AND MILITARY DEPLOYMENT. THIS ARTICLE STUDIES MILITARY AID TO THE CIVIL POWER, NORTHERN IRELAND--1969, AND, MILITARY AID TO THE CIVIL POWER IN NORTHERN IRELAND IN 1969. IT CONCLUDES THAT VIEWING THE DISORDERS AS RIOTS MADE THEM MORE POLITICALLY ACCEPTABLE AND MANAGEABLE. IF THE DISPUTE HAD BEEN VIEWED AS A REBELLIOUS NATIONALIST INSURRECTION, DIFFICULT AND MORE FUNDAMENTAL POLITICAL ISSUES WOULD HAVE HAD TO HAVE BEEN ADDRESSED.

The aim of the research is to carry out a comparative analysis of national security strategies of Russia and Germany based on the universal human values they contain, excluding geopolitical and military aspects. The choice of the strategies of the two states is conditioned by the existence of common legal, cultural and historical traditions. The article explores the evolution of the "national security" notion which content has expanded both at the normative and scientific levels due to the appearance of new threats and dangers. The authors prove that the basis underlying the national security strategies of the two countries includes not only external policy interests but also rights and freedoms of a person and citizen. Moreover, the strategies also focus on eliminating and leveling threats by ensuring internal and external security as an integral whole and not by means of global security. In both strategies: the human rights, a person and society are in the first place; their humanistic and social orientation is visible; provision of the third and fourth rights of the generations of the mankind is reflected in the normative documents regarding national security; the presence of collectivism features in the mentality of both nations is reflected in the participation of civil society institutions in ensuring national security. Differences in the national security strategies of Russia and Germany are conditioned by different levels of social and economic development. Thus, a major emphasis in the Russian strategy is made on solving social, economic and cultural tasks. The authors prove that the National Security Strategy of the Russian Federation focuses on improving the quality of life criteria to the world standards and on internal threats. This is predetermined by the fact that human rights and freedoms have not become firmly established as the highest value in the mindset and mentality of all social groups, when it is enough to have a statement regarding them in the Constitution or other law. ; Цель исследования – провести сравнительный анализ стратегий национальной безопасности России и Германии на основе закрепления в них общечеловеческих ценностей, исключая геополитическую и военную направленность. Выбор стратегий двух государств обусловлен наличием общих правовых, культурных и исторических традиций. Исследуется эволюция понятия «национальная безопасность», содержание которой расширилось как на нормативном, так и научном уровнях ввиду появления новых видов угроз и опасностей. Обосновывается, что в основе стратегий национальной безопасности двух стран находятся права и свободы человека и гражданина, а не только внешнеполитические интересы. Кроме того, в стратегиях двух стран исходят из исключения и нивелирование угроз посредством обеспечения внутренней и внешней безопасности как единого целого, а не за счет глобальной безопасности. В обоих стратегиях: права человека, личность и общество находятся на первом месте; прослеживается их гуманистическая социальная направленность; обеспечение третьего и четвертого прав поколений человека нашли отражение в нормативных документах, закрепляющих национальную безопасность; существование в менталитете обеих наций черт коллективизма отразилось в виде участия институтов гражданского общества в обеспечении национальной безопасности. Различия в стратегиях национальной безопасности России и Германии обусловлены разными уровнями социального и экономического развития, и основной акцент в стратегии России сделан на решении социальных, экономических и культурных задач. Обосновано, что в стратегии национальной безопасности России в большей степени упор делается на поднятие критериев качества жизни до уровня мировых стандартов и внутренних угрозах. Это предопределено тем, что права и свободы человека пока не нашли однозначного утверждения в виде высшей ценности в сознании и менталитете всех слоев населения, когда достаточно одного указания на них в Конституции или ином законе.

The main research objective of the article was to assess the nature and the way of the transformation of Russia's political system over the past 23 years. The process of transformation taking place there, was analyzed in the context of Samuel Huntington's Third Wave paradigm, which, in the opinion of the author, was considered the most corresponding to the changes occurring in Russian Federation after 2000. In connection with the above, an attempt was made to answer the following research questions: Firstly, what was the specificity of the democratization of the political system during last 23 years in Russia? Secondly, whether a de facto retreat from democratization began in the first decades of the 21st century? Thirdly, whether the political system of the Russian Federation can now be considered fully authoritarian? Democratic transformation in Russia in the near future is assessed as problematic, and the possible scenario of such events seems non-representational at this moment. As can be seen from the in-depth analysis, democratization is not a state achieved once and for all, it is an extremely complex form and requires constant, systematic improvement and subjective participation of citizens, which the political system of Russia is still not characterized by. The most useful research methods that author used in writing this article were the case study, the decision-making and systemic methods.

Dr. Anne Kaun's book, Crisis and Critique: A Brief History of Media Participation in Times of Crisis (London: Zed Books, 2016, 131 pp., ISBN: 978-1-78360-736-5), is a concise but comprehensive analysis of the changing media practices and technologies in protest movements. The book overviews the topic within the context of major economic crises and scrutinises three richly detailed case studies in the United States: (a) the unemployed workers' movement during the Great Depression in the 1930s, (b) the tenants' rent strike movement of the early 1970s, and (c) the Occupy Wall Street movement following the Great Recession of 2008. Kaun begins her book with an introduction to economic crises and protest movements and highlights the relationship of crisis and critique to media practices. She goes on to investigate historical forms of media participation in protest movements from three different perspectives: (a) protest time, (b) protest space, and (c) protest speed. The book contributes to the recent discussion on the emerging role of social media in protest by providing a historically nuanced analysis of the media participation in times of crisis. As a whole, the book is valuable to anyone interested in media and social activism.

The peculiarities of the formation and functioning of three models of the information direction of policy of the national interests' protection of the states of the world – the subsidiary (USA, UK, EU and NATO), vertical (Russian Federation) and transitional (Ukraine) models – are revealed.It is determined that the subsidiary model focuses on the horizontal informational and communicative interaction between the structural elements of the political system. Its purpose is to create an extensive network of process participants who can independently counteract threats and ensure the implementation of the policy of national interests' protection on the ground.The vertical model focuses on creation of the clear vertical line of the development and implementation of the information direction of policy of national interests' protection. The participation of a wide range of stakeholders in its development and implementation is limited. The basic structural elements of the system are the government, ministries and departments, media-controlled authorities, civil society institutions that execute the agenda developed by the "center".The transitional model is characterized by a combination of vertical and subsidiary models with the subsequent transition to the latter.The features of access and control over the political discourse of each model are distinguished. It is determined that the subsidiary model is oriented on the achievement of a consensus between the state and society, the plurality of opinions, the inclusion of a large number of interested individuals/groups in the development and implementation of policies, including informational one. The state delegates some of its powers to society, and these allows it to be involved in the development, translation and transformation of discourse within the limits of the allowed parameters.The vertical model relies on tight control and subordination of the periphery to the center and eliminates any alternatives. The administrative-command approach allows to make decisions and to fill the political space with the necessary meanings and images fast enough without coordinating the interests of stakeholders which affect the preferences of target audiences. This testifies to full access and control over the production and distribution of political discourse.In the transitional model, emphasis is made on finding optimal options for the development and dissemination of discourse in transit conditions, changes in the management systems of local territories, delegation of part of the powers to the territorial communities, including powers in the information and communication. The peculiarity of such a state is the lack of a single consolidated discourse that would suit most of the interest groups. This situation creates conditions for the simultaneous existence of several conflicting discourses pretending to dominate, and the risk of capturing political-informational, politicalfigurative and political-semantic spaces by other states. ; Розкрито особливості формування та функціонування трьох моделей інформаційного напряму політики захисту національних інтересів держав світу – субсидіарної (США, Великобританія, ЄС та НАТО), вертикальної (Російська Федерація) та перехідної (Україна).Визначено, що субсидіарна модель орієнтуються на горизонтальну інформаційнокомунікаційну взаємодію між структурними елементами політичної системи. For this purpose, reciprocity was taken as the key mechanism which determines consumers' willingness to participate in and buy goods or services of a company performing philanthropic activities. The moderating effect of trust and vicarious licensing was also studied. Considering the importance of CP to society and its residents, it is essential to recognize its effect on consumer patronage behavior. To accomplish this objective, data were collected from 340 respondents via a questionnaire. The results of this research revealed that reciprocity shows a statistically significantly positive association with both participation intention (R = 0.729, R2 = 0.531, p = 0.000, b = 0.740) and purchasing intention (R = 0.71, R2 = 0.534, p = 0.000, b = 0.878). Similarly, trust strengthens the relationship of reciprocity with both participation intention (b = 0.250) and purchasing intention (b = 0.310). However, vicarious licensing weakens the relationship of reciprocity with both participation intention (b = −0.175) and purchasing intention (b = −0.187). The mediation effect of participation intention was also examined in this study. The results of this research will contribute to the benefit of society, since philanthropy plays a vital role in society's progress. Abstract.  The meaning and significance of borders in nation‐statehood and European integration are integrally linked in a process of change. Uncovering such connections in a case study notable for its recent transformation, this article explores the way in which the narratives and models of European integration have been used in the discourse of Irish official nationalism. Its central thesis is that participation in the space of European Union has facilitated the conceptualization of a common Irish space in which borders (specifically the Irish border) are not conceived as barriers to be overcome, but rather as bridges to the fulfilment of interests. Thus, the Irish governmental elite have used the language of European integration to reconfigure traditional ideals of latent anti‐partitionism for a context of peaceful settlement.
