The author describes Buchanan's theory of political constitution and his individualist understanding of political science. On the basis of homo economicus, Buchanan deduced the normative elements of political science, i.e. the proposals for the choice of political institutions. In his opinion, the choice of political institutions always contains the ethical dimension. The positive elements of political science are illustrated by means of the analyses of the behaviour of political actors within the designated framework. The author shows how this type of radical individualism does not satisfy the standards of political science since it de facto does away with the political sphere. (SOI : PM: S. 195)

Häberle claims constitutional law is a comparative experiential science closely linked with political science with which it shares the research subject. The constitutional state has been going through a permanent process of changes; the central question is who is the prime mover of constitutional changes: constitutional/legal institutions, constitutional/lega science and political science or public opinion and political culture of citizens? By analysing the recent history of the changes of the German constitutions he suggests that all these factors contribute to constitutional changes. Nevertheless, as an expert for law and political science, who considers himself as belonging to the wider European scientific community, Häberle thinks that the decisive influences in constitutional changes stem from legal and political sciences and concludes: Sine qua (scientia) mortalium vita non regitur liberaliter. The problem of defining contemporary right-wing extremism in political theory
The subject matter of research in this paper is theoretical controversy related to the definition of right-wing extremism. Given the fact that extremism is a variable, amorphous and insufficiently researched phenomenon, largely conditioned by time, space, political and cultural differences, there is a great confusion in the field of political science when defining right-wing extremism. The problem of researching right-wing extremism is additionally complicated by various terms that are being used in the contemporary literature as its synonyms, such as right-wing radicalism, neo-Fascism, ultra-radicalism, etc. In order to provide the most valid theoretical determination of right-wing extremism, the author provides a detailed analysis of all the components constituting this phenomenon and examines their causality. In the political praxis, the term extremism is extensively abused, which additionally complicates its determination. Videlicet, politicians often use term 'extremist' in order to discredit their political opponents. While during the French revolution aristocracy saw the bourgeoisie as extremists, the members of the working class later stated that the bourgeoisie were extremists. The problem lies in the fact that, in politics, extremists are not only the ones who use violence as modus operandi; indeed, it is also used by political opponents who do not belong to the extreme political option. Another aggravating factor in defining right-wing extremism is that many administrative and academic definitions do not make a clear distinction between extremism and related phenomena, such as terrorism, radicalism and populism. Extremism is most often equaled with terrorism, which gives rise to another problem in defining this phenomenon. The relation between extremism and terrorism is the relation of general and specific. Namely, every act of terrorism is concurrently considered to be an act of extremism, but not vice versa, given the fact that every act of extremism does not lead towards a higher level of political violence (i.e. towards terrorism). Even in the terms of legal sanctioning, it is much easier to incriminate terrorism in comparison to extremism. The Serbian criminal legislation envisages relevant punishment for committing an act of terrorism, without even mentioning extremism, which implies that there is no penalty prescribed for committing an act of extremism. Despite numerous academic and administrative definitions on the concept of extremism, there is still a lack of a balanced approach to defining right-wing extremism, which is also largely conditioned by political definitions. The most prominent problem in addressing the social phenomena such as right-wing extremism lies in the fact that these social phenomena are dynamic and, in order to be analysed in a scientifically objective manner, they must be examined in the specific temporal, spatial and socio-political context.

Political violence and globalization: Challenges of democracy development
Despite the progress in all fields, modern society is facing the development of the means of political violence. Technological development also has its dangerous side. Many researches in the field of science are often carried out for the sake of military needs, and scientific researchers are often misused in military purpose. Political violence represents one of the greatest threats for the democratic development and human rights in contemporary society. The main goal of this paper is to analyze the position of political violence in contemporary society, particularly focusing on its covert use by the great powers, which is often justified by the struggle for democracy and achieving human rights. In that sense this paper is divided into two parts. The first part analyzes the globalization process, underling that this process has double face, whose negative side can significantly contribute to the spread of political violence. In the second part the author deals with the relations between policy and violence in contemporary society. The paper underlines the need for critical approach to political violence. This critical approach is crucial for understanding of political violence which is the first step in the fight against it. Political violence is not always negative and sometimes can have a positive role, especially when it comes to defensive war and combating terrorism. But the main problem here is that this can be misused to justify political violence in general. What is positive and what is the negative role of political violence often depends on the perspective of observation. Unfortunately, it seems that the privilege to enforce the standard today is reserved only for great powers, and they have become main judges who decide when political violence is to be approved of or not. This is the way in which a war becomes humanitarian interventions, protection of human rights, etc. That is why it is of great importance to encourage and initiate all actions in science which aim to understand and counter this complex phenomenon.

The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general. Politicki realitet i komparativna politika: Geneza jedne politoloske discipline

Comparative politics is a political science discipline which has in its evolution continuously reflected the developments in the field of international politics. The author outlines the genesis of this discipline, which boomed in the 1950s with the framework of American politology. He first defines this discipline and the goes on to give an account of the evolution of the fundamental research principle, the expansion of the subject matter and the importance of the key concepts that delineate this academic discipline (political power, political system, politic regime). The author analyses the role of comparative politics in the context of other disciplines of political sciences as well as its applicative potentials. As analysis of the history of this discipline he points to the connection between shift of the interest and the focus in practical politics and the thematically specialized subdisciplines within comparative politological research. In the conclusion, the author points out the importance and the applicatory value of discipline for Croatia (as a country in the process of democratic transition) regarding the comparative analysis of the experiences of developed democracies and countries in transition. Mancur Olson: Politicka ekonomija interesnih grupa

The author discusses the basic structure of Mancur Olson's political economy. He highlights three concepts on which it is based - public goods, interest groups, and selective incentives. The last concept represents Olson's innovation in contemporary political science. The author's central methodical assumption is based on the insight that Olson's key theory is linked with the so-called public goods paradox. Unlike private goods, public goods are non-competitive and non-exclusive, which means that it is not possible to bar those who do not share the costs of their production from using them. On the basis of this, Olson has developed the original theory of interest groups. By looking into the costs of organizing along interest lines as a collective activity whose result is a public good, he distinguishes between large, heterogeneous, and small, homogeneous groups. Besides, he has shown that, regarding public goods, individuals tend to behave as free riders, defaulters who try to avoid the costs of securing these goods. The author shows that Olson has, notwithstanding certain flimsiness of his reductionist methodology, significantly revamped political science. (SOI : PM: S. 202)

The European entrepreneurial undertaking, in the form of an equipped and armed merchant ship, ready to circumnavigate and conquer the Globe, created the modern world as a world with one side only: the mondialised West. To be globalised today, such a world has to be made as a new net, but now as a new multitask and multidirectional entrepreneurial feedback. Contemporary global liberal interventionism and governmental entrepreneurship are segmented today into a dangerously simplified multitask global pyramid of governance through onedirectional cascades. For a real globalisation, this process has to be twodirectional at least: from the center to the periphery - but from the periphery to the center, too. Otherwise, at the beginning of a new "centennial trend" and a "great cycle" there is the risk that the collapse of the liberal civilization of the 19th century could be repeated. Once again because of the weakness of the world system peripheries. The question how to strengthen the "anonymous" global economic, cultural and political processes of that twodirectional kind, is becoming the central global and strategic issue for today's politics and political science. It has turned out that this kind of state and its processes real global environment could be successfuly analyzed and effectively made use, of only with the complete unreduced methodical front of all the fields of political science together and even more than that. So as they could be practically surmounted only with a very complex political and economic action through the whole set of expertly managed public policies. From the historically based Croatian point of view, a possibility of integration into the world center was always in founding a world-market "niche", and never in making even a mini-empire or in controlling a mondialized or a mega- national net. Without a methodically global political science approach, also leaning on Central European and Mediterranean cultural and politological traditions, such Croatian interest will not be accomplished. Did the social changes of 1989/90, both on the territory of the forrner Yugoslavia and the entire Eastern Europe, surprise political analysts? Or did the research in social sciences, particularly political science, sociology and psychology, perhaps supply enough material pointing to the possible changes as well as to the course they were going to take? In this work, the author gives a critical review of his studies conducted and published between 1980 and 1990 and, by hindsight, shows their relevance for understanding the recent radical and dramatic changes. Inevitably, the conclusion is that the author's research had pointed to the existence of all psychological conditions necessary for the events that followed. The long crisis, first economic and later political, gave rise to social unrest which soon turned into general agitation. (SOI : PM: S. 114)

Phenomenology of Paramilitarism – Contribution to Overcoming the Terminological Dilemmas of the Language of Security Sciences ; Феноменологија парамилитаризма – прилог превазилажењу терминолошких дилема језика безбедносних наука
In addition to national and international armies - armed forces of states and alliances, paramilitary armed formations (the so-called paramilitary) play aprominent role in contemporary international and non-international armed conflicts. They are made up of so-called voluntary fighters (patriots, contracts), i.e. mercenaries or "looters" (so-called war dogs) within armed formations that are not officially part of, and most often not under the command, of regular armed forces. As a rule, they are formed, armed, equipped, trained, paid and controlled by certain political centers of power - foreign governments and intelligence, hostile political emigration, political parties, criminal and other extremist (pseudo-patriotic, nationalist and para-religious) organizations (the so-called warlords) for whose account the paramilitary formations occupied part of the territory of the sovereign state in which the armed conflict took place and established power on it. They are often associated with numerous war crimes, terrorist attacks and robberies. Since the terms 'warlords', 'paramilitary', 'mercenaries', and 'war dog' are oftenincorrectly usedin everyday communication of media, public and even scholars, this paper attempts to conceptualize and make a clear distinction between these phenomena. ; Осим националних и међународних војски – оружаних снага држава и савеза држава, у савременим међународним и немеђународним оружаним сукобима све значајнију улогу узимају паравојне оружане формације (тзв. паравојске). Њих чине тзв. добровољни борци (патриоте, уговорци), односно плаћеници или "пљачкаши" (тзв. пси рата) који су део наоружаних формација које званично нису у саставу, а најчешће ни под командом регуларних оружаних снага. Паравојске по правилу формирају, наоружавају, опремају, обучавају, плаћају и контролишу извесни политички центри моћи – иностране владе и обавештајне службе, непријатељска политичка емиграција, политичке партије, криминалне и друге екстремистичке (псеудопатриотске, националистичке и параверске) организације (тзв. господари рата) за чији рачун су паравојне формације и заузеле део територије суверене државе у којој се одвија оружани конфликт и на њој "успоставиле власт". За њих се неретко везују бројни ратни злочини, терористички напади и пљачке. Како се у животу, а неретко и у теорији безбедности не разликују и погрешно употребљавају термини "господари рата", "паравојске", плаћеници и "пси рата", у раду је учињен покушај појмовног одређења и дистанцирања ових појава.
