The article presents the book The fire and the tale (2018), by the Italian philosopher Giorgio Agamben, discussing some of the poetic thresholds of his political thought. Is departs from Agamben's implicit debates with Jacques Derrida on language and literature, passing by the poetic act as an act of resistance, defining the inoperative potency present in gestures of discursive interruption, and finally arrives at the discussion of life and work in a biopolitical context. Following the order of the chapters, but without intending to accomplish them, the assumption of the article is that the Italian - who has poetry and literature generally linked to a kind of "first phase" of his work - also in the biopolitical series named Homo Sacer used poetry and literature as a strong strategy of resistance and opening of thresholds before the organized logic of the sovereign power. If by one side the book can be read as forming a hermeneutic circle, the chapters, on the other hand, open the main lines in which philosophy, literature, poetry, and politics intersect for the Italian thinker. Therefore, some of the arguments set forth in The fire and the tale report in direct relation to notions and arguments present in other Agamben's books and in certain interlocutors are also included in the article.
O presente trabalho aborda alguns aspectos do discurso do poder que estão em jogo no funcionamento da cultura. A partir dos estudos sobre colonialismo, nacionalidade e identidade, trata-se de investigar o modo particular como as relações identitárias tem sido representadas textualmente pela chamada literatura pós-colonial. Os textos de Teolinda Gersao e Nadime Gordimer nos fornecem exemplos no sentido de mostrar como a literatura pós-colonial reelabora as relações entre identidade e alteridade dentro do texto literário. This paper approaches some aspects of power discourse, which are at stake in the functioning of culture. Up from the studies on colonialism, naturality and identity, it deals with investigating the particular way how identity connections have been textually represented by the so-called postcolonial litearature. The texts by Teolinda Gersão and Nadine Gordimer offer us examples to show how postcolonial reelaborates the connections between identity and otherness in the literary text.

Public servant wages represent a significant part of Brazilian state governments' current expenses. Based on the literature, this paper has tried to identify which states practice efficient, compensatory or appropriation wage politics through the estimation of public-private wage differentials. The differential of salaries was calculated between 1995 and 2004 following the Oaxaca's technique. The results show that the wage policy of an important number of states has had efficiency and a numerous part of the North and the Northeast states have developed compensatory politics. The Federal District and Roraima practiced a wage policy characterized by explicit appropriation. (Rev Econ Polit/GIGA)

This essay aims to present and discuss, based upon examples of the European overseas expansion, different perspectives of the concept of empire. Inspired by the reflections of Giovanni Sartori on the problems of concept formation in the social sciences, and taking into account its use both in the field of politics and in economic and cultural analyses, the text wishes to serve as a small guiding tool for the reader who plans to deal with the vast literature on the concept of empire. The purpose of the article is to provide a theoretical basis for the application of judicial proceedings (judicializacao) in the foreign policy. The starting point is the classical conceptions of Locke & Montesquieu which conferred a great deal of discretion to the Executive for managing foreign relations, what was gradually counterbalanced by the Legislative & the Judiciary. Approaching the Brazilian literature on the expansion of judicial power to the politics & subsequent misrepresentations, the author tries to apply the concept to the foreign policy & analyses five cases of the Inter-American Court of Human Rights. O ARTIGO resume o itinerário do autor como historiador da Literatura Brasileira, teórico de poesia e estudioso de nossa formação cultural. Os momentos iniciais desse percurso recebem particular atenção: o estudo da Estética de Croce, o conhecimento da filosofia marxista de Gramsci, a influência do existencialismo cristão no final dos anos de 1950 e o engajamento na política de esquerda no Brasil dos anos de 1960 e 1970. Como docente de Literatura Italiana, o autor escreveu teses sobre Pirandello e Leopardi, ambas inéditas. Trabalhando no campo da história literária, na esteira da obra de Otto Maria Carpeaux, examinou as relações dialéticas entre ideologia e poesia e ideologia e narrativa, o que lhe abriu caminho para o seu conceito de literatura como resistência. Ao elaborar a Dialética da Colonização, dedicou-se ao estudo das tensões que marcam a história das ideologias no Brasil. ; THIS ESSAY summarizes the author's itinerary as historian of Brazilian literature, theoretician of poetry and scholar of our cultural heritage. The initial moments of this career merit special attention: the study of Croce's aesthetics, the first acquaintance with Gramsci's Marxist philosophy, the influence of Christian Existentialism in the late 1950s, and the political engagement in leftist politics in Brazil in the 1960s and 70s. As professor of Italian Literature, the author has written theses on Pirandello and Leopardi, which remain unpublished. As a student of literary history, in the wake Otto Maria Carpeaux's work, the author examines the dialectic relationships between ideology and poetry, and ideology and prose, which led to his concept of literature as resistance. When writing the Dialectics of Colonization, he immersed himself in the study of the tensions that distinguish the history of ideologies in Brazil.

O primeiro objetivo do trabalho é apresentar dados e o discurso dos coletivos universitários. Para tanto, foram realizadas dezesseis entrevistas qualitativas com todos os coletivos universitários da cidade de Teresina/PI, bem como análises das postagens de 170 coletivos universitários brasileiros com páginas na rede social digitalFacebook.Após a análise crítica desses dados, problematizam-se a autonomia e as novidades dos coletivos, por vezes reclamadas por eles, por vezes atribuídas pela literatura. Os resultados empíricos mostram um distanciamento discursivo dos coletivos em relação à política partidária e parlamentar. Para entender tais discursos, o trabalho retoma dados doLatinobarômetroacerca da confiança no Congresso e nos partidos entre jovens estudantes brasileiros. A fim de se entender o aumento da desconfiança na política estatal, foram retomadas reflexões acerca das consequências do capitalismo neoliberal. As reflexões apresentadas permitem avançar na compreensão dos discursos de jovens universitários envolvidos em organizações políticas, sem perder de vista a relação desses posicionamentos com contextos sociais e teóricos mais amplos. ; The first objective of this work is to present data and the discourse of university collectives. For such, sixteen qualitative interviews were carried out with all university collectives from the city of Teresina, state of Piauí, Brazil, as well as analyses of Facebook posts of 170 Brazilian university collectives. After critical analysis of these data, autonomy and novelty issues of these collectives were discussed, sometimes claimed by them, other times assigned to them by the literature. Empirical results show a discoursive distancing of collectives as regards parliamentary and party politics. For understanding such discourses, this work recalls data fromLatinobarómetroon the trust in the Congress and political parties among Brazilian young students. In order to understand the increase of distrust in state politics, reflections were made on the consequences of neoliberal capitalism. These allow us to move forward in comprehending the discourses of young university students involved in political organizations, not losing sight of these positions as regards broader social and theoretical contexts.

Materials and Methods: The study applied the theoretical approach of CoG as a governance arrangement and used qualitative and quantitative data to reach its objective. Besides the bibliographic review on the literature and official documents, the study synthesizes and deepens empirical data and information from a joint research project covering the period of political stability in Brazil, from 1995 to 2014, when elected presidents ended their terms. Results: The empirical findings confirm that CoG is a flexible and dynamic phenomenon. It puts a critical perspective on the normative "good governance" approach that overvalues its technical dimension and neglects its political aspect. Discussion: The inquiry results shed light on the importance of the relation between politics and policy, by demonstrating that CoG's configuration and functions vary due to multiple causes, each president's priority policy agenda is implemented with different strategies and; the prioritized policies follow a unique coordination logic inside the Brazilian federal government.

In times of a purported refugee crisis, it is urgent to undertake a genealogy of present-day conceptions of refuge in Europe, examining how the latter articulate a colonial rationality, eliding the persistent unequal circuits of labour and subjectivity between European states and erstwhile occupied territories. The paper defends that built environment studies can contribute to this project due to their attention to the dimensions of the social space-time of refuge, relating politics, inequality, and phantasy. It recalls European colonial villagization in the mid-Twentieth-Century as a space of forced displacement that rehearses the relation of the state with the refugee subject, focusing on a revision of the extant literature on the Portuguese colonial villagization program in Mozambique. ; Em tempos de uma suposta crise de refugiados, é urgente uma genealogia das actuais concepções de refúgio na Europa, examinando como articulam uma racionalidade colonial, elidindo os persistentes circuitos desiguais de trabalho e subjectividade entre estados europeus e territórios historicamente ocupados. O artigo defende que os estudos do ambiente construído podem contribuir para este projecto devido à sua atenção às dimensões do espaço-tempo social de refúgio, relacionando política, desigualdade, e fantasia. Recorda o aldeamento colonial europeu de meados do século passado enquanto espaço de deslocamento forçado que ensaia a relação do estado com o sujeito refugiado, concentrando-se numa revisão da literatura existente sobre o programa de aldeamento colonial português em Moçambique.

The tense relationship between media and politics in Brazil is well known by specialized literature. Getúlio Vargas, João Goulart and Fernando Collor are examples of presidents who did not finish their mandates and who suffered resistance from the press. This article argues that this history of the media in destabilization processes remains current. The hypothesis was tested from the observation of 35 editorials of Brazil's main print newspapers, during Dilma Rousseff's impeachment in 2016 and the opening of Michel Temer's investigation in 2017. The first case had a certain unity between these newspapers, and the impeachment was victorious; in the second case, there was divergence and the impeachment did not occur. ; As tensas relações entre mídia e política no Brasil são bem conhecidas pela literatura especializada. Getúlio Vargas, João Goulart e Fernando Collor são alguns exemplos de presidentes que não terminaram seus mandatos e que sofreram resistências por parte da imprensa. O presente artigo argumenta que esse histórico de atuação dos meios de comunicação em processos de desestabilização permanece atual. A hipótese foi testada a partir da observação de 35 editoriais dos principais jornais impressos do país durante a tramitação dos processos de impeachment de Dilma Rousseff em 2016 e de investigação de Michel Temer em 2017. O primeiro caso contou com certa unidade entre esses jornais, e o impeachment foi vitorioso; no segundo, houve divergências na imprensa e o impeachment não ocorreu.
