Analyzed directives, laws, plans, reports allows to assert that the rapid decision-making and implementation of the objectives is necessary for managing structures, defining duties and tasks of the authorities more precisely, through the extension of the life cycle of the waste generated, taking the RL state citizens' awareness of waste management (innovation far from gaining ground, and waste builds up quickly).

In rural areas where life is slower but social problems tend to be deeper there is a need for urgent, pro-active and professional area-orientated development decisions. Due to challenges posed to agriculture by economic globalisation and sustainable development, both theoretical and applied scientific research is necessary for improving agricultural and rural development policies as well as their management. It should be highlighted that the demand for professional and innovative activities is significantly higher in rural development compared to the other sectors. The aim of this research is to explore the role and the functions of rural development administrators in rural institutions. The methodology of this research is based on the positive research paradigm, analysis of content and descriptive analysis, empirical study methods, logical and systematical reasoning, abstract and other methods. In order to assess the role of rural development administrators, three groups of experts (professionals, NGO and leaders of government organisations) were selected. Their opinions enabled the comparison of assumptions regarding the behaviour of rural development administrators as well as their participation in the process of rural development. The findings are expected to be useful for local, regional and national rural development policy makers and other actors interested in management of rural development innovations in public sector. ; Kaimo vietovėse, kur gyvenimas ne toks intensyvus, bet socialinės problemos labai įvairios ir gilios, svarbu priimti skubius, proaktyvius ir profesionalius sprendimus joms spręsti. Dėl didėjančios ekonominės globalizacijos žemės ūkyje ir darnios plėtros svarbos tiek teoriniai, tiek empiriniai tyrimai yra būtini gerinant žemės ūkio ir kaimo plėtros politiką ir jos instrumentus. Tai reikalauja profesionalų inovatyvios veiklos, kuri ypač svarbi valdant kaimo pokyčius ir procesus. Tyrimo tikslas – nustatyti kaimo plėtros administratorių funkcijas ir vaidmenį kaimo institucijose. Tyrimo metodika grindžiama pozityviąją tyrimų paradigma, turinio ir aprašomąja analize, loginiu argumentavimu ir empiriniais tyrimo metodais. Vertinant kaimo plėtros administratorių vaidmenį kaimo institucijose buvo atlikta specialistų apklausa, kurioje dalyvavo šios srities profesionalai, NVO ir valdžios atstovai. Jų nuomonė leido pagrįsti kaimo plėtros administratorių dalyvavimo kaimo plėtros procesuose svarbą. Tyrimo rezultatai reikšmingi savivaldybių, regionų, nacionalinę kaimo plėtros politiką formuojantiems ir įgyvendinantiems bei kitiems suinteresuotiems asmenims, kurie domisi valdymo inovacijų diegimu kaimo institucijose.
Elderships, including rural ones, are the closest to the needs of each member of the society. Yet these organizations are currently facing great challenges. Possessing a relatively limited degree of autonomy and employees of limited competence, elderships have to be responsible for the functions and objectives assigned, although, if they were more autonomous, these organizations could be responsible for more functions, as they are closer to the people and understand their needs better. Notably, the changing and increasing needs of modern society encourage continuous learning and acquisition of new competences. A question is often raised as to which subjects, and to what extent, help one to develop professional competencies, especially their practical aspects. Identifying the latter would make it possible to improve the learning process and the links between the sharing of theoretical knowledge and the development of practical skills. This would help to encourage students or prospective students to examine the practical competences they already have and choose study programmes rationally. The article analyzes the significance of the transformation of rural development administrators' functions and issues related to their activities in the changing environment. Based on the analysis of scientific sources and empirical research, the article discusses the content of competences, the conditions for transformation and the impact on both the teaching process and the working environment. ; Seniūnijos, tarp jų ir kaimiškosios, yra arčiausiai kiekvieno visuomenės nario poreikių. Tačiau šios institucijos šiuo laikotarpiu patiria didelius iššūkius, nes turėdamos gana ribotą savarankiškumo laipsnį ir ribotos kompetencijos darbuotojus, turi atsakyti už paskirtas funkcijas bei tikslus, nors galėtų atsakyti už daugiau funkcijų būdamos savarankiškesnės, nes yra arčiau žmonių ir labiau suvokia jų poreikius. Galima pastebėti, kad kintantys ir didėjantys šiuolaikinės visuomenės poreikiai skatina nuolatinį mokymąsi ir naujų kompetencijų įgijimą. Dažnai kyla klausimas, kurie dalykai ir kokiu mastu ugdo profesinę kompetenciją, o ypač praktinius jos aspektus. Pastaruosius identifikavus, būtų galima tobulinti mokymosi procesą, gerinti teorinių žinių perteikimo ir praktinių įgūdžių ugdymo ryšius. Šitai padėtų skatinti studijuojančius ar ketinančius studijuoti asmenis analizuoti turimas praktines kompetencijas ir tikslingai pasirinkti mokymo programas. Globalization represents the structural making of the world characterized by the free flow of technology and human resources across national boundaries as well as the spread of Information Technology and mass media presenting an everchanging and competitive business environment.The article deals with the practical consequences of globalization for human resource management (HRM). Globalization makes national culture an increasingly strategic issue that has to be faced and properly managed. The problem is the balancing of the global trends in human resource management with the influence of national culture because many aspects of HRM are affected by differences in national culture. The article analyses the major challenges arising from globalization and affecting human resource management practices in the 21st century in selected industrialized countries (United Kingdom, France, USA, Japan) and Lithuania as a new member of the EU.The general aim of the article is to analyse the problem of balancing seemingly opposing forces (globalization and the influence of national culture) and to identify trends in HRM across five countries: United Kingdom, France, USA, Japan and Lithuania. ; Straipsnio tikslas yra palyginti žmonių išteklių valdymo pokyčius keliose šalyse dėl globalizacijos ir tarptautinių kompanijų plėtros. Praktika rodo, kad globaliai veikiančios kompanijos stengiasi derinti iš pirmo žvilgsnio priešingą požiūrį į žmonių išteklių valdymą: išlaikyti unifikuotos žmonių išteklių valdymo politikos ir skirtingų kultūrų, vertybių įtakos šiai valdymo funkcijai pusiausvyrą. Todėl anksčiau vyravęs žmonių išteklių valdymo principas - reikiami darbuotojai reikamoje vietoje ir reikiamu laiku - globaliai veikiančiose kompanijose papildomas dar vienu - žmonių išteklių praktikos (darbuotojų atrankos, jų vertinimo, darbo apmokėjimo) derinimas su organizacinėmis vertybėmis, kurios atspindi ir kultūrų skirtumus.Straipsnyje lyginamoji žmonių išteklių valdymo analizė atliekama pagal tradicinius modelius: Vakarų Europos (Didžiosios Britanijos ir Prancūzijos pavyzdžiu), JAV ir Japonijos. Nors žmonių išteklių valdymą šiuose modeliuose lemia skirtingi veiksniai, tačiau pokyčių tendencijos yra labai panašios ir rodo "tirpstant" ribas tarp šių modelių. Jungtinė Karalystė, žmonių išteklių valdymo tendencijas nulėmė du pagrindiniai veiksniai: dideli darbo kaštai ir konkurencingumo didinimo poreikis. Tai turėjo įtakos lanksčioms ir naujoms darbo formoms paplisti, mažėti organizacijoje valdymo hierarchinių lygių, žmonių išteklių valdymo paslaugų "pirkimui" iš kitų organizacijų, susieti atlyginimą už darbą su darbo rezultatais ir darbuotojų vertinimu. Nuo 1997 m., į valdžią atėjus leiboristams, išryškėjo į darbuotojų socialinę apsaugą orientuotos vertybės, kurios ypač sustiprėjo įstojus į ES. Visa tai kartu su gyventojų senėjimo procesu ir ryškiais regioniniais nedarbo lygio svyravimais rodo, su kokiais iššūkiais susiduria organizacijų vadovai žmonių išteklių valdymo srityje JK.Prancūzija. Žmonių išteklių valdymo praktikai šioje šalyje turi didelę įtaką ypač stiprus valstybinis reguliavimas ir demografinės situacijos unikalumas, palyginti su kitomis Vakarų Europos šalimis. Prancūzijoje yra didžiausias gimstamumas ir daugiausia jaunimo iki 20 metų amžiaus. Todėl pastaraisiais metais čia mažiausi imigrantų srautai. Be to, Prancūzijoje - trumpiausia (35 val.) darbo savaitė, tai taip pat kelia nemažų sunkumų žmonių išteklių valdymo vadovams. Organizacijose formuojasi aiški tendencija - darbuotojai patys atsakingi už savo karjerą. Vadovai kreipia ypatingą dėmesį tik į turinčių didelį potencialą darbuotojų karjerą, tikisi iš jų lankstumo ir indėlio į organizacijos sėkmę. Darbuotojų mokymui organizacijos privalo pervesti į specialią sąskaitą 1,5 proc. darbo užmokesčio fondo, o patys darbuotojai - tik 0,15 procento. Dėl sutrumpintos darbo savaitės mokymai paprastai vyksta po darbo valandų. Darbo užmokesčio srityje prancūzų organizacijos išsiskiria pirmiausia individualistine politika panaudojant "kavinės" (cafeteria) principą. Tai padidina darbuotojų pasitenkinimą organizacijos siūloma nauda.JAV. XXI a. pradžioje sulėtėjęs JAV ekonominis augimas turėjo palengvinti naujų darbuotojų paieškos problemų sprendimą. Tačiau kvalifikuotų specialistų stoka lieka svarbiausiu žmonių išteklių valdymo vadovų rūpesčiu. Pavyzdžiui, JAV Informacinių technologijų asociacija apskaičiavo, kad 2004 m. darbdaviams reikėjo 1,6 mln. informacinių technologijų specialistų, ir maždaug pusė šių vakansijų liko neužpildyta. Kultūriniu požiūriu įvairios darbo jėgos valdymas - kita svarbi žmonių išteklių valdymo problema. 2006 m. 76 proc. darbuotojų sudarė baltaodžiai, 12 proc. - afroamerikiečiai, 12 proc. - išeiviai iš Lotynų Amerikos. Daugelis JAV organizacijų kuria tokių darbuotojų valdymo programas, apimančias samdos, atlyginimo už darbą ir vertinimo procedūras, pritaikytas kultūriniu požiūriu įvairiai darbo jėgai. Didelė vadovų ir darbuotojų atlyginimų diferenciacija - dar vienas žmonių išteklių valdymo bruožas. Sulėtėjęs ekonomikos augimas ir ryškus profesinių sąjungų narių sumažėjimas panaikino galimybes padidinti darbuotojų atlyginimus. Dauguma JAV organizacijų naudoja lanksčias ir strategiškai susijusias su nuolat kintančia verslo aplinka atlyginimų sistemas. Atlyginimas vis labiau siejamas su darbuotojų kompetencijomis, įgūdžiais ir galimybėmis nei su atliekamu darbu.Japonija. XX a. paskutiniojo dešimtmečio ekonominė recesija ir gyventojų senėjimas gerokai pakeitė žmonių išteklių valdymo praktiką. Tradicinė sistema, akcentuojanti samdą "iki gyvos galvos" ir atlyginimo priklausomybę nuo darbuotojų amžiaus, tapo našta daugeliui japonų kompanijų, nes reikėjo mokėti didesnius atlyginimus mažiau produktyviems darbuotojams. Ją laipsniškai keičia į rinką orientuotas lankstumas. Jauni darbuotojai yra mobilesni ir mažiau lojalūs vienam darbdaviui. Be to, darbo organizavimas, ypač paslaugų sektoriuje, mažiau remiasi komandiniu principu, o pabrėžiamas individualus indėlis, kuris lengviau įvertinamas. Svarbiausiu atlyginimo lygį lemiančiu veiksniu tampa darbo rezultatai, o ne lojalumas kompanijai. Lyčių problema - dar vienas iššūkis žmonių išteklių valdymo praktikoje. Japonų verslo pasaulyje tradiciškai dominavo vyrai, moterys geriausiu atveju atliko žemos kvalifikacijos darbą. 1985 m. priimtas Lygių galimybių įstatymas ir didėjantis jaunų moterų profesionalumas sudarė joms galimybes įsidarbinti srityse, kurios anksčiau buvo traktuojamos kaip grynai "vyriškos".Straipsnyje atskleidžiami Lietuvos, kaip, viena vertus, pokomunistinių šalių bloko atstovės, kita vertus, naujos ES narės žmonių išteklių valdymo ypatumai. Žmonių išteklių valdymo praktiką Lietuvoje galima suskirstyti i du periodus (1990-2004 m. ir po 2005 m.), kuriems darė įtaką dvi prieštaringos veiksnių grupės: 1) tarybiniais laikais susiformavusios tradicijos (autoritariniai darbo metodai, darbuotojų iniciatyvumo stoka, darbdavių materialūs prioritetai); 2) besiformuojančios naujos tradicijos (jas lėmė įstojimas į Europos Sąjungą, kvalifikuotų ir net žemos kvalifikacijos darbuotojų trūkumas dėl jų emigracijos į Vakarus, tarptautinių kompanijų, atsinešančių su savimi vakarietiškas žmonių išteklių valdymo tradicijas, padalinių steigimas). Analizuojant žmonių išteklių valdymą Lietuvoje remiamasi Vilniaus universiteto Ekonomikos fakulteto Vadybos katedros docentės R. Česynienės ir kitų darbuotojų surengta Lietuvos gamybos įmonių 559 vadovų apklausa. Iš jos rezultatų pateikiamos išvados apie vadovų vertybes ir požiūrį personalą. Apklausa parodė, kad iki 2004-2005 m. vyravo vadinamasis griežtasis (angl. hard) žmonių išteklių valdymas, akcentuojantis darbuotojų kontrolę, jų potencialo išnaudojimą ir maksimalios naudos gavimą, pamirštant tenkinti jų reikšmes. Tačiau nepalankios demografinės tendencijos, įstojimas į Europos Sąjungą, didėjanti ne tik kvalifikuotų, bet ir žemos kvalifikacijos darbuotojų emigracija į Vakarus, stiprėjanti konkurencija skatina vadovus neapsiriboti materialiais prioritetais ir technokratine orientacija. Padėtis darbo rinkoje privertė vadovus nukreipti savo dėmesį į darbuotojus, ne tik kaip vieną iš pagrindinių konkurencinio pranašumo šaltinių, bet ir kaip asmenis, turinčius savo poreikius, kuriuos reikia tenkinti, t. y. pereiti prie vadinamojo minkšto (angl. soft) žmonių išteklių valdymo.
Viešojo sektoriaus problemų šiuolaikiniame etape sprendimų paieškos reikalaujanaujų, nestandartinių ir valdymo praktikos specialistų veiksmų, ir neordinarių teorinių-metodologinių akademinės srities atstovų nuostatų bei požiūrių. Strateginis planavimaskaip viešojo sektoriaus efektyvinimo prielaida ir instrumentarijus teorinėsepaskutinių kelių dešimtmečių įžvalgose, kaip ir kitos valdymo galimybes plėtojančiosformos ir sistemos (TQM – kokybės vadybos ir kt.) išgyveno susidomėjimo jomispakilimą ir tam tikrą nuosmukį. Tai susiję su globaliomis tendencijomis – pokyčiais,paradoksais, netgi konfliktais, požiūrių įvairovės gausa ir kt. Tačiau nepaisant įvairialypio,daugiadimensiško strateginio valdymo (strateginis planavimas recenzijosautoriaus traktuojamas kaip vienas iš svarbiausių viešojo valdymo, t. y. viešosios politikosir viešojo administravimo visumos elementų) interpretacijų įvairovės ir praktiniolygmens jį vartojant kaip efektyvumo instrumentą, turime pripažinti, kad vadybiniupožiūriu strateginis planavimas jau apie 70 metų yra itin svarbi vadybos priemonėviešųjų institucijų veiklai plėtoti.Todėl J. Bivainio ir Ž. Tunčikienės monografijos pasirodymas yra nulemtas,kaip jau minėta, globalių megaaspektų. Antra vertus, strateginio planavimo praktikaLietuvoje taip pat evoliucionuoja ir apima iš esmės visas valstybės funkcines veiklas.Tai rodo ir pagausėjusios mokslinės strateginio planavimo teorinės analizės apimtys,išreikštos ne vienoje studijoje, publikacijose mokslo leidiniuose.Skaitytojams pateikiamos monografijos autoriai pasirinko racionalų daugiau fenomenologijosprincipais pagrįstą (mokslinio pažinimo kaip visumos interpretavimą)tyrimo logiką, kurios struktūra atitinka klasikinės metaanalizės principus.
The paper deals with the concepts of image and reputation and peculiarities of managing them in the context of politics and public institutions. Substantial stages of image and reputation management development are identified and characterized. The necessity for creating sustainable image and seeking a strong positive reputation, as well as grounding reputation management on the base of holistic approach, is presented. Characteristics and factors driving ones' image and reputation, submitted in the paper, and proposed theoretical issues and practical considerations of managing image and reputation should be considered as guidelines for developing comprehensive image and reputation management system in both politics and public institutions. Exploring such a system is extremely important both in politics, as image-intensive sector, and in public institutions as demand for transparency and power of communication grow increasingly. ; Straipsnyje analizuojama įvaizdžio ir reputacijos koncepcijų raida, aprašomi išskirtiems raidos etapams būdingi įvaizdžio ir reputacijos supratimo bei valdymo bruožai. Jais remiantis pagrindžiama subalansuoto įvaizdžio kūrimo ir stiprios teigiamos reputacijos valdymo svarba bei holistinio požiūrio į šį valdymą būtinumas. Straipsnyje išryškinti veiksniai, darantys įtaką įvaizdžio ir reputacijos formavimuisi, pateiktos įvaizdžio ir reputacijos valdymo teorinės įžvalgos bei praktinės aktualijos gali būti laikomos politiko ir visuomenės institucijų įvaizdžio ir reputacijos valdymo sistemos kūrimo gairėmis. Tokios sistemos taikymo svarbą politikoje, nuo seno vadinamoje "įvaizdžiui imliu sektoriumi", ir visuomeninėse institucijose lemia augantis visuomenės išprusimas, skaidrumo poreikis, komunikacijos galios didėjimas, dinamiška aplinka ir kiti šių dienų aplinkos ypatumus sąlygojantys veiksniai.
The article analyses the complexity of human resource management in the context of business globalization. The problem is the balancing of the global trends in HRM with the influence of national cultures. The general aim of the article is to explore the problem of balancing the seemingly opposing forces (such as thinking global – acting local, decentralization–centralization, differentiation–integration, etc.) and to identify trends and values in HRM. The article shows that such opposing forces should be considered not as binary either / or decisions, but as complementary forces that need to be balanced. The analysis is supported by examining the changing practice of HRM in the United Kingdom, France, the USA and Japan. This review shows the main trends and the principal tasks faced by HRM professionals in the 21st century. HRM changes that have taken place in the UK are a reflection, primarily, of changing regulation arising both from the UK government and from membership in the EU, globalization and strong pressures to drive costs downwards. French HR managers are striving to adapt French organizations to the environment by relying on unique practices or practices similar to those implemented in other countries. In late 2000s, the US economy is slowing. Though workers may become easier to find in general, recruitment continues to be challenging in the areas where skill shortages exist. The US workforce will continue to become more diverse. Firms are likely to continue experimenting with variable compensation and high performance work systems to enhance productivity. The change of HR practices in Japanese companies seems to be slow and incremental, carefully avoiding traumatic breaks with the past. Japanese managers have a strong sense of corporate obligation to provide jobs, income and security. On comparing changes in the patterns of HMR in the UK, France, the USA and Japan, the article analyses the peculiarities of HMR in Lithuania as a representative country of the post-soviet bloc. The practice of HRM in Lithuania during 1990–2008 may be separated into two periods. Each period was influenced by controversial groups of factors: traditions that came into being under the soviet regime and the new traditions still undergoing formation. In the first period dominated the so-called "hard" HRM, with the focus on employee control, utmost exploitation of their potential and obtaining the maximum benefit from them, neglect of employees' needs. The lack of qualified workers, increasing emigration and the growing competition in the second period urge the managers to shift attention to "soft" HRM, i.e. to the needs of their employees as one of the key resources of the competitive advantage.

The lack of qualified workers, increasing emigration and the growing competition in the second period urge the managers to shift attention to "soft" HRM, i.e. to the needs of their employees as one of the key resources of the competitive advantage.
The article analyses the complexity of human resource management in the context of business globalization. The problem is the balancing of the global trends in HRM with the influence of national cultures. The general aim of the article is to explore the problem of balancing the seemingly opposing forces (such as thinking global – acting local, decentralization–centralization, differentiation–integration, etc.) and to identify trends and values in HRM. The article shows that such opposing forces should be considered not as binary either / or decisions, but as complementary forces that need to be balanced. The analysis is supported by examining the changing practice of HRM in the United Kingdom, France, the USA and Japan. This review shows the main trends and the principal tasks faced by HRM professionals in the 21st century. HRM changes that have taken place in the UK are a reflection, primarily, of changing regulation arising both from the UK government and from membership in the EU, globalization and strong pressures to drive costs downwards. French HR managers are striving to adapt French organizations to the environment by relying on unique practices or practices similar to those implemented in other countries. In late 2000s, the US economy is slowing. Though workers may become easier to find in general, recruitment continues to be challenging in the areas where skill shortages exist. The US workforce will continue to become more diverse. Firms are likely to continue experimenting with variable compensation and high performance work systems to enhance productivity. The change of HR practices in Japanese companies seems to be slow and incremental, carefully avoiding traumatic breaks with the past. Japanese managers have a strong sense of corporate obligation to provide jobs, income and security. On comparing changes in the patterns of HMR in the UK, France, the USA and Japan, the article analyses the peculiarities of HMR in Lithuania as a representative country of the post-soviet bloc. The practice of HRM in Lithuania during 1990–2008 may be separated into two periods. Each period was influenced by controversial groups of factors: traditions that came into being under the soviet regime and the new traditions still undergoing formation.
