The populism phenomenon has become a mainstraim political research topic at the beginning of the 21st century. Scholars have focused on different aspects of this phenomenon. In the peer-reviewed monograph "Populism in power. Strategies and Consequences of a Populist Stay" (Wiesbaden, 2021) the author analyzes the results of a populist government in a geographical area. It is argued that populism in power has the following characteristics: charismatic leadership, public political opposition, networking and shutdown of patronage institutions that stand between populist status and the so-called "true people", paving the way for the autocratization of assemblies. The author shows the peculiar position of populist governments: how they come to power and what they do as a political elite to create their own legitimacy. Most of them act as the leaders of a permanent election campaign. The first step towards their new legitimacy is always the delegitimization of any opposition and this naturally opens the way to anti-pluralism.
Успех популистских партий на выборах в Европейский парламент в 2019 году закрепил положение популистов как нового значимого политического актора в Европейском Союзе. Однако до сих пор в академической среде отсутствует единое мнение о том, что такое популизм и какие политические силы можно охарактеризовать как популистские. В статье делается обзор работ зарубежных и российских авторов о популизме, его истоках и характеристиках. Приводятся основные подходы к интерпретации понятия популизма и его характеристик и делается вывод о том, что сегодня популизм – это не идеология или стиль взаимодействия политика с избирателями, а коммуникационная стратегия.

Introduction. The article is devoted to the origins, grounds and possible consequences of the political crisis in modern Italy. The paper shows that the Italian crisis has acquired a scale that challenges the interests of political establishment of the country and the very principles of the EU existence.
Methods and materials. The authors seek a combination of General theoretical and special methods, focusing on the historical, socio-cultural and political analysis. They are based on the analysis of periodicals, as well as using articles and materials of researchers on the problems of political development in Italy.
Analysis. The source of the crisis is the protest of citizens against the state authority and strategies of the political class of Italy, which is accompanied by the requirement of institutional reforms and socio-economic policy for benefit of the majority, in order to establish new political rules and form a truly legitimate political mechanism. These demands came from various social groups and led to a number of political and legal transformations, culminating in the "populist government", which came to power as a result of the parliamentary elections of 2018. The "Populist government" intended to revise many previous approaches in domestic and foreign policy. It is the Alliance of the right-wing and left-wing populists that was entrusted by Italian society with necessary reforms.
Results. According to the authors, it is political populism as a possible platform for social and political transformations, along with a number of possible risks, that contains a positive potential associated with the possibility of overcoming ideological divisions, corporate selfishness of Italian politicians and parties, as well as alienation in the relations of the power and society. This approach to resolving issues by the "populist government" will contribute to the gradual resolution of the problems that have caused the long-term political crisis in Italy.
The article examines the genesis and evolution of the phenomenon of historical memory in the context of transformations of political ideologies. The starting point of the analysis was the phenomenon of memory wars in the modern world. The author traces origins and stages of historical memory development in line with the requirements of the democratic political culture in the West. The epoch of memory replaced the age of historically-oriented ideologies ("big narratives") that started in the Enlightenment. The era of historical memory followed the epoch of future-oriented ideologies, and the promotion of Holocaust in the centre of historical consciousness and the institualization of memory about this event became the symbol of this new era. The author explored the role of national romances, and heroic deeds and categories of the future in the formation of nations played an essential role in them. Causes and manifestations of national romances' crisis after World War II were also explained. The author showed the linkage of the cultural hegemony of the leftist intelligentsia with the considerable changes in historical consciousness and the emergence of victim-centered culture. The article describes the manifestations of the cult of heritage, the transformation of heritage in one of the principal political ideas of modernity and "the era of commemoration" closely connected with this cult. The paper revealed ambiguous consequences of the rise in historical memory ("memorial boom") with victims in its core: the release of "big narratives" from power was linked to the decline of future projects; the establishment of a freer and more direct connection with the past (the rise of multiculturalism and the flourishing of group memory) was used by right-wing populists and resulted in a variety of retro politics. The "competition of victims" became the focus of "battles of history", and today this retro politics draws sharp criticism. The author established the existence of interrelations between the advent of the historical memory epoch and the era of neoliberalism and neoconservatism, on the other. The paper also considers the connection between historical memory and right-wing populism. The differences between the crisis of the future in Russia and other Eastern European countries related to the promotion of right-wing populism to the forefront of political life are revealed. ; В статье исследуются генезис и эволюция феномена исторической памяти в контексте трансформации политических идеологий. Исходной точкой анализа стал феномен мемориальных войн в современном мире. Автор прослеживает истоки и этапы развития исторической памяти в связи с требованиями демократической политической культуры на Западе. Эпоха памяти пришла на смену эпохе исторически-ориентированных идеологий («больших нарративов»), начавшейся в эпоху Просвещения. Эпоху устремленных в будущее идеологий сменила эпоха исторической памяти, символом чего стало выдвижение Холокоста в центр исторического сознания на Западе и институционализация памяти об этом событии. Исследована роль национальных романов, в которых важную роль играли героические деяния и категория будущего в формировании наций, объяснены причины и формы проявления кризиса национальных романов после Второй мировой войны. Показана связь культурной гегемонии левой интеллигенции с существенными изменениями в историческом сознании и возникновением культуры жертв. Описаны формы проявления культа наследия, превращения наследия в одну из главных политических идей современности и тесно связанной с ним «эры коммемораций». Выявлены неоднозначные последствия подъема исторической памяти («мемориального бума»), в центре которой находятся жертвы насилия: высвобождение от власти «больших нарративов» оказалось увязанным с упадком проектов будущего; установление более свободной и непосредственной связи с прошлым (подъем мультикультурализма и расцвет групповой памяти) было использовано правыми популистами и вылилось в разнообразные варианты ретрополитики. «Соревнование жертв» стало основным содержанием «битв за историю», что вызывает сегодня острую критику ретрополитики. Доказано существование взаимосвязи между наступлением эпохи исторической памяти и соревнования жертв, с одной стороны, и эпохой неолиберализма и неоконсерватизма — с другой. Рассмотрено сопряжение исторической памяти и правого популизма. Выявлены различия кризиса будущего в России и других странах Восточной Европы, связанные с выдвижением правого популизма на авансцену политической жизни.

Different opinions were expressed about the origins and prospects of a new wave of right populism. The main question of the event: Is it possible to talk about the growth of right-wing populism as a temporary phenomenon or is it a new round of development of the political systems of the Western world and the modern system of international relations in general?The abstracts of the participants were prepared on the basis of regional geographic material with a deep knowledge of history and modernity of the studied country. Along with the masters some lecturers of the Department participated in the debate - I.Andronov (Italy), N. Naumova (France), T. Nekrasova (Germany).
The article analyzes the attitude of Russian neo-populist parties — socialists-revolutionaries and people's socialists — to the problem of rights and freedoms of the individual, which they considered a full subject of social interactions and the basis for building a socialist society. It is shown how much the leaders of these parties devoted to the principles of democracy, humanism and good in their program and tactical settings, and how they combined the passion of public struggle and strict moral imperatives in their political practice. Main research methods: analysis, synthesis, biographical method, analogy, comparison.
Проведен анализ роли классического народничества в отечественной и всемирной истории в оценке советской историографии. Авторы рассматривают эволюцию соотношения негативного и позитивного в народничестве в советской историографии. Сделан вывод о том, что оценка роли народничества в освободительном движении в советской историографии во многом зависела от политической конъюнктуры. В 1920-х — начале 1930-х гг. ряд историков — М.Н. Покровский, Б.И. Горев,С.И. Мицкевич, И.А. Теодорович, Ю.М. Стеклов — в революционных народниках (М.А. Бакунин, П.Л. Лавров, П.Н. Ткачев, народовольцы) склонны были видеть прямых предшественников большевиков. В середине 1930-х гг. в советской историографии начала господствовать «сталинская», совершенно негативная оценка всего русского классического народничества, как «революционного», так и «либерального». В конце 1950-х гг. была признана определенная прогрессивность не только революционного народничества, но и либерального как неотъемлемых составляющих освободительного движения. Оспаривается тезис о снижении идейно-теоретического уровня народничества 1870-х гг. сравнительно с так называемыми революционными демократами. Во второй половине 1980-х гг. интерес к народничеству возрос. Это было связано с переосмыслением отечественной истории и поиском альтернативы той социально-экономической и политической системы, которая существовала в нашей стране до начала 1990-х гг. The authors examine the evolution of the ratio of negative and positive features of populism in Soviet historiography. It is concluded that the evaluation of the role of populism in the liberation movement in the Soviet historiography largely depended on the political situation. In the 1920s and early 1930s a number of historians — M.N. Pokrovsky, B.I. Gorev, S.I. Mickiewicz, I.A. Teodorovici, Y.M.Steclov — were inclined to see in the revolutionary populists (M.A. Bakunin, PL. Lavrov, PN. Tkachev, the, the populists ) the direct predecessors of the Bolsheviks. In the mid-1930s Soviet historiography was dominated by "Stalin", completely negative assessment of all Russian classical populism, both "revolutionary" and "liberal". At the end of the 1950s, certain progressiveness not only of revolutionary populism, but also of liberal one, as integral parts of the liberation movement was recognized. The article disputes the thesis about reducing the ideological and theoretical level of populism in the 1870s in comparison with the so-called revolutionary democrats. The second half of the 80s revived the interest in populism. This was due to the reinterpretation of national history and the search for alternatives to the socio-economic and political system that existed in our country before the beginning of the 1990s. The article analyzes the phenomenon of new populism in Central and Eastern Europe, taking as an example such countries as Hungary and Poland. The object of research is scientific discourse, and the subject is its segment, directly or indirectly related to populism in CEE. The main problems, aspects and positions that exist in the scientific community on the topic of populism are identified. This article explores the questions of whether populists in CEE countries are bearers of the potential for alternativeism.The piece also raises the problem of the model of the world order and the possibility of projecting an Eastern European alternative development-Most attention is paid to the answers to these research questions. In addition, the article outlines possible prospects for the development of the scientific discourse of populism, including in a comparative political key. ; В статье рассматривается феномен нового популизма в Центральной и Восточной Европе (ЦВЕ) на примере таких стран-членов Вишеградской группы как Венгрия и Польша. В качестве объекта исследования выступает научный дискурс, а предметом является его сегмент, прямо или косвенно связанный с популизмом в ЦВЕ. Выявляются основные проблемы, аспекты и позиции, существующие в научном сообществе по тематике популизма. В статье исследуются вопросы, относительно того, являются ли популисты стран ЦВЕ носителями потенциала альтернативности. Также в материале поднимается проблема о модели миропорядка и возможности проектирования восточноевропейской альтернативы развития. Ответам на эти исследовательские вопросы уделяется наибольшее внимание. Кроме того, в статье намечаются возможные перспективы развития научного дискурса популизма, в том числе в сравнительно-политическом ключе.
Drawing from the examples of newly formed and former democracies, the article examines the directions which the transformation of this political concept has taken in context of the expansion of the public sphere and changes in how the democratic process is implemented. Attention is drawn to how the transition of the forefront of political life from traditional centers of its "distribution"- governments, parliaments, and municipal authorities, to the "fatherland" of the public sphere and media of varying quality has become one of the reasons for the accelerated proliferation of politics of the populist variety. The rise of media in Ukraine, where it falls under complete ownership of centers of oligarchy, provides grounds for mentioning a special type of "oligarchic democracy", which serendipitously exploits the opportunities offered by populism. At the same time, the examples of democratic crises in other nations have become widespread enough, so that they encourage casting doubt on crucial democratic processes, including elections: electoral democracy has formally taken place, although it hasn't fulfilled its essential function of including the citizenry in making key social decisions. Researchers assert that media is not the only source that breathes life into populist politics as a means to seize power. This carries the threat of destroying the very institutions through which the democratic form of government is realized. Transitional democracies are also subjected to the erosion of populism through problems with asserting the supremacy of law and difficulties with establishing liberal market economics, which should have been synchronized with their political transformation. Authors refer to the fact, that populism is a problem shared by governments with diverse histories of democratic life. Behind democracy always lurks the threat of false self-rule, which can lead to the rise of new authoritarian regimes under the guise of populist conservative declarations and national protectionism. Russia could become an example of this, after its wholly democratic process of voting on amendments to its national constitution, which is expected during 2020. Controversy in equal or greater measure has also surrounded the future of Great Britain after Brexit. ; W artykule zostały przeanalizowane kierunki przemian systemu politycznego w kontekście poszerzania sfery publicznej i zmian w stosowaniu procedur demokratycznych na przykładach nowych i tradycyjnych demokracji. Zwraca się uwagę, że przesunięcie proscenium życia politycznego ze zwykłych ośrodków jego "rozmieszczania" - rządu, parlamentu, jednostek samorządu terytorialnego - do sfery reklamy i mediów różnej wielkości stało się jedną z przyczyn przyspieszonego rozwoju polityki populistycznej. Oddziaływanie mediów na Ukrainie, gdzie są one całkowicie zdane na łaskę ośrodków oligarchicznych, pozwala mówić o ukształtowaniu się na tym etapie rozwoju społeczeństwa szczególnego typu "demokracji oligarchicznej", która z powodzeniem wykorzystuje potencjał populizmu. Jednocześnie przykłady kryzysu demokracji w innych krajach okazały się na tyle rozpowszechnione, że zakwestionowały kluczowe procedury demokratyczne, w szczególności wybory: demokracja wyborcza formalnie miała miejsce, ale nie spełnia swojego zadania polegającego na angażowaniu obywateli w proces podejmowania ważnych decyzji publicznych i w ogóle partycypacji politycznej. Badacze są przekonani, że media nie są jedynym narzędziem zapewniającym podbój i utrzymanie władzy. Populizm grozi zdyskredytowaniem tych instytucji, które w rzeczywistości urzeczywistniają demokratyczną formę rządów. Demokracje tranzytowe cierpią z powodu erozji spowodowanej nadmiarem populizmu, także w wyniku problemów z ustanowieniem państwa prawa w tych krajach i powstaniem liberalnej gospodarki rynkowej. Pozytywne zmiany w tych obszarach należy zsynchronizować z deklarowanymi przemianami ustrojowymi. Autorzy zwracają uwagę, że populizm jest częstym problemem państw o odmiennych historiach demokratycznych rządów. Za tym grozi powstanie pseudopopularnych rządów, które ostatecznie kończą się pojawieniem się nowych autorytarnych reżimów pod pozorem populistycznych, konserwatywnych idei i państwowego protekcjonizmu. Przykładem może być Rosja po całkowicie demokratycznym głosowaniu nad zmianą Konstytucji Federacji Rosyjskiej w 2020 roku. Przyszłość demokracji w Wielkiej Brytanii po Brexicie i za rządów populisty Borisa Johnsona wygląda nie mniej kontrowersyjnie pod względem stosowania demokratycznych procedur wyborczych i ich wyników. ; В статье на примерах новых и традиционных демократий рассматриваются направления трансформации этого политического режима в контексте расширения публичной сферы и изменений в использовании демократических процедур. Обращено внимание на то, что перемещение авансцены политической жизни из привычных центров ее «дислокации» – правительство, парламент, органы местного управления – в сферу публичности и медиа разного калибра стало одной из причин ускоренного развития политики популистского толка. Влияние медиа в Украине, где они тотально находятся во власти олигархических центров, дают основания говорить о формировании на этом этапе развития общества особенного типа «олигархической демократии», которая успешно эксплуатирует потенциал популизма. В то же время примеры кризиса демократии в других странах оказались настолько распространенными, что поставили под сомнение ключевые демократические процедуры, в частности выборы: электоральная демократия формально состоялась, но не выполняет своей задачи привлечения граждан к процессу принятия важных общественных решений и политического участия в целом. Исследователи убеждены, что медиа не единственный инструмент, который обеспечивает завоевание и удержание власти. Популизм несет угрозу дискредитации тех институтов, которые, собственно, и делают реальностью демократическую форму правления. Транзитные демократии страдают от эрозии, вызванной переизбытком популизма, еще и в следствие проблем с утверждением в таких странах верховенства права и становлением либеральной рыночной экономики. Позитивные изменения в этих сферах должны синхронизироваться с декларируемыми политическими трансформациями. Авторы указывают на то, что популизм является общей проблемой для государств с разной историей демократического правления. За этим просматривается угроза становления псевдонародовластия, что в конечном итоге завершается появлением новых авторитарных режимов под прикрытием популистских консервативных идей и государственного протекционизма. Примером может стать Россия после вполне демократического процесса голосования о внесении поправок в Конституцию РФ уже 2020 году. Не менее противоречиво с точки зрения использования демократических электоральных процедур и их результатов выглядит будущее демократии в Великобритании после Brexit и во время правления популиста Бориса Джонсона.

The article presents the analysis of regional features of populist rhetoric realization as the basis of electorate mobilization. The motivational characteristics of electoral preferences are established, the strategy of populist policy in the Russian Federation is determined. The populist rhetoric defines policy as moral and ethical fight between the people and oligarchy. In electoral political space of modern Russia populism is considered in a negative connotation, it has manipulative impact on public consciousness of Russians, it forms political expectations and electoral preferences. In the analysis of regional electoral process it is necessary to consider a phenomenon of patronclient relations being a factor of electoral preferences which ensures the platform for forming the relations of domination, supremacy and subordination. In Russian electoral political space there are patriarchal, traditional, client-oriented, protest and marginal types of electoral behavior. The patriarchal (Republics of the North Caucasus, Siberia) and traditional (Saint Petersburg, Belgorod region) types create the conditions for populism use as it is easier for populists to win electorate of the senior generation which are committed to traditional values and customs. The political behavior of electorate is characterized by orientation to populist slogans of political leaders which are addressed to the axiological and emotional sphere. Expectations of the median Russian voter stipulate the tendency towards the perception of populism. The populist policy testifies to weakness of democratic institutes and deconsolidation of the public in an assessment of heuristic potential of populism. Populism in modern Russia is not articulated yet, and it does not represent complete ideology or the developed type of subjectivity. This phenomenon is often identified with the national will.
The analysis performed shows that there was far more than just one type of socio-political reaction to Verdi's operas in the 1840s (the decade before series of revolutions in Europe, including Italy), and that these operas could be used to construct different collective ideological narratives that could have brought people together for different purposes. Moreover, though the close connection between nineteenth-century Italian opera and Risorgimento nationalism has been taken for granted by many generations of scholars, a careful study of historical evidence of political manifestations during operatic performances clearly demonstrates the limitations of this "natural" view. Instead, I advance a new interactionist hypothesis of interpretive activism and interpretive activists. These activists were the minority in opera's audience that, nevertheless, utilised different resources and techniques to rally the whole audience of a theatrical operatic performance (or at least the large part of it) around a political ideology that was profitable for these activists. It could be Risorgimento republican nationalism in favour of a future Italian unified nation. But it also could be support of pope Pius IX as a possible future leader of the country or even sympathy for the Austrians. Documentary evidence shows that a number of times Verdi's operas were replaced with patriotic popular songs and hymns that were obviously considered "more patriotic" and "more popular" than Verdi's art. The best way to explain the various ways in which Verdi's operas were used as an ideological tool in the Risorgimento era, is to consider opera as an audio-visual "space" that serves as a background for activities that are usually perceived as distracting or disturbing (political demonstrations, public speeches, revolutionary gatherings etc.).
