In this article, the ''Cold War'' is understood as a situation where the relationship between the leading States is determined by ideological confrontation and, at the same time, the presence of nuclear weapons precludes the development of this confrontation into a large-scale armed conflict. Such a situation has developed in the years 1945–1989, during the first Cold War. We see that something similar is repeated in our time-with all the new nuances in the ideological struggle and in the nuclear arms race.

Introduction. The article considers the problem of solving the Austrian issue by consolidating the country's neutrality in 1955 in the context of a possible modeling of the situation on the German issue. The consolidation of a neutral non-aligned status with Austria was the result of a broad domestic and foreign policy compromise. At the same time, the main features of the Austrian path to the neutrality of 1945–1955 are highlighted, making this one of the most well-known compromise precedents of the Cold War possible.
Methods and materials. The research of the model character of the "Austrian solution" of 1955 is possible only with regard to the intertwining historical contexts in which the development of the German and Austrian issues took place from 1945 to 1949. The author uses the comparative historical method in the article while comparing historical features of the development of the German and Austrian issues between 1945 and 1955 and comparing different views and concepts of historians. The information base of the article consists of narrative and documentary sources, as well as a wide range of scientific research works of Austrian, German and Russian researchers.
Analysis. The main internal reasons for the successful resolution of the Austrian issue are the existence of the pro-Western government elected in 1945, the unity of the main political forces of Austria in the matter of restoring sovereignty, and the personal role of Chancellor Julius Raab. The main international reasons are the change in the course of the USSR within the framework of the peaceful coexistence policy, as well as the reciprocal cooperation policy of the Western Allies. The author considers the problem both in historical and in historiographical perspectives.
Results. The possibility of applying the "Austrian solution" to the situation with the divided Germany became the subject of a sharp historiographical dispute, which was called "Model Debate" in Austria. Two famous historians, Rolf Steininger and Michael Gehler, developed a concept confirming the model character of the Austrian solution to the situation with Germany. Most of Austrian historians tend to view the successful resolution of the Austrian issue as a single precedent, or phenomenon, of the Cold War. When comparing the situation with Germany and the attempts to model the Austrian version of it, they point to the different potential and significance of the countries for the Western Allies and the USSR, different goals of foreign policy of victorious powers in the German and Austrian issues.
People tend to imagine the Cold War as a 20th century phenomenon, a period which lasted from 1946 to 1991 and ended with a victory for the West and the USA as its leader. Our thesis is that we are currently witnessing a new stage of the Cold War between Russia and the USA. This article looks at some of its features.We start with a glance at the past decades, in order to outline the specific features of the 1946–1991 Cold War. At that time, it was elevated to the level of high politics, and the Soviet system was assaulted both from inside and outside. The Soviet Union began losing the Cold War as early as during Stalin's last years, when the war primarily took the ideological turn. The Khrushchev decade can be seen as playing into the hands of the USSR's main adversary, consciously or unconsciously. In the 1980s the West (and above all, the USA) tried to win the war as soon as possible by destroying the USSR, and Soviet leadership in the person of Mikhail Gorbachev refused to engage and chose to retreat. Perestroika was indeed conceived as a political plot to destroy the USSR.To understand the current specifics of the Cold War, we should first realize that, akin to the 'hot' war, it is at the same time a political, diplomatic and ideological war, a conflict for the living space, a war of economies and finances, a war for raw materials and sales markets, etc. The Cold War is above all a geopolitical war. With some breaks for 'hot' warfare it can last for decades, like its previous iteration in 1946–1991, or even centuries. Its final outcome always remains unpredictable.USA President Barack Obama has recently listed Russia among the top 3 threats to the existing world order. In February 2015, the USA adopted a new National Security Strategy where the words 'Russia' and 'Russian aggression' appear on almost every page. 'The golden billion' has long wanted to conceal the fact that the global cold war is raging. Its current main feature is precisely this status of a creeping, silent catastrophe, an inconspicuous, latent, inexplicable and incomprehensible for laymen ongoing transformation. War never changes, happening always and everywhere. War of everyone against everyone. Сколько бы раз ни говорилось о том, что отношения между Россией и западными странами уже не могут ухудшиться, новостная повестка дня доказывает нам обратное. Так министр обороны Германии пригрозила России применением ядерного оружия, если та не подчинится директивам НАТО. Хотя сама Германия не обладает ядерным оружием, подразумевалось, что атака может быть предпринята американским арсеналом с европейской территории. И такая риторика становится все более частой. Тема холодной войны России и США, как двух крупнейших держав обсуждается в разных странах с завидной периодичностью. Президент США Джо Байден заявил, что не стремится к новой холодной войне. Однако, большинство европейцев считают, что она уже идет между США и их главными соперниками – Китаем и Россией. Некоторые европейцы также считают свою страну непосредственным участником конфликта. В рамках данной статьи мы проанализируем различные точки зрения по данному вопросу. А так же сделаем ряд выводов.
By the late-1950s, Soviet oil exports to Western Europe caused widespread concern in a number of Western countries as these feared that Moscow could use oil to weaken their economic interests. At the same time though, other Western countries had no hesitation in developing trade relations with the Soviets, seeing this as a good commercial opportunity. The paramount example of such political nonchalance was Italy's oil company, ENI. In 1960, ENI signed a barter contract with the Soviets, causing a scandal in the Western oil world: the Italian company's act was seen as a serious breach of faith by its international allies. As a consequence, ENI's contract became a serious bone of contention in the country's bilateral and international relations. This paper analyzes the origins and development of the ENI-Soviet deal, and focuses on the reactions of Italy's Western allies and the debate it generated at the European Economic Community. ; В конце 1950-х гг. поставки нефти из СССР в Западную Европу вызвали озабоченность в некоторых европейских странах, которые опасались, что Москва может использовать нефть в целях ослабления их экономических интересов. Однако наряду с этим, другие европейские страны продолжали поддерживать торговые отношения с Советским Союзом, считая их перспективными. Ярким примером такой политической беспечности стала итальянская нефтяная компания ENI (Национальное нефтегазовое учреждение). В 1960 г. она подписала с СССР соглашение о товарообмене, чем вызвала скандал на европейском нефтяном рынке: международные союзники восприняли действия итальянской компании как измену. В результате контракт ENI стал камнем преткновения в двусторонних и многосторонних отношениях Италии с другими странами. В статье рассматриваются предпосылки и этапы развития сотрудничества ENI и СССР, при этом особое внимание уделяется изучению реакции западных союзников Италии и споров, которые это событие вызвало в Европейском экономическом сообществе.

Автор отмечает ключевую роль Старого Света в тот исторический период времени, выделяя колоссальное сосредоточение вооруженных сил в регионе вкупе с геополитической стабильностью.
The article employs the theory and methodology of modern classical political economy. Using this approach enables the author to show the transformational processes, influenced by the changes in the productive relations and forces of production, that are under way in the field of education in post-Soviet Russia. In a number of these transformations, the processes of the marketisation and digitisation of education have a prominent place. These phenomena are characterised both by the all-round subordination of the content of the educational process, of its participants (teachers, students, educational organisations, and so forth), and of the institutions of education to the relations of commodity production and circulation, to the market, capital and private property. The result is that profound changes are occurring in the socio-economic relations found in the educational sphere. The article distinguishes between real (that is, affecting the content of the process), formal and simulative digitisation. A dialectical relationship is revealed between the processes of digitisation and marketisation of education, and the article defines the contradictions of this relationship.

Прежде всего, в статье обращается внимание на то, что в российских политико-академических кругах существуют различные точки зрения по целому ряду весьма актуальных для всего мирового сообщества вопросов. Так, в российской историографии идут дискуссии по поводу современной мировой системы. Часть ученых считает, что на смену биполярности пришла многополярность. Другие говорят о существовании однополярности. Третьи не видят ни того, ни другого и говорят о существовании некоего третьего варианта современной международной системы. По-разному ученым видится и ее динамика: от многополярности к однополярности и наоборот. Исходя из своего видения современной международной системы, исследователи по-разному оценивают роль и место в ней Соединенных Штатов Америки. Существуют различия по поводу того, являются ли США сверхдержавой или нет. Хотя подавляющая часть российских ученых отвечают на этот вопрос утвердительно. При этом многие подчеркивают, что Америка постепенно утрачивает свое могущество, что в перспективе может привести ее к утрате доминирования в мире. Анализируя внешнеполитическую стратегию США, большинство российских авторов критически относится к действиям Вашингтона в современном мире. В подавляющей части исследований утверждается, что США хотят установить свое господство в мире. Многие исследователи говорят даже об имперском характере внешней политики США. Оценивая американские внешнеполитические концепции и доктрины, а также практические действия Соединенных Штатов, многие эксперты приходят к мысли о том, что в начале XXI в. США ведут себя не как лидер, а скорее как гегемон. По их мнению, такое поведение США на международной арене не добавляет им популярности. Поэтому многие авторы ратуют за изменения внешнеполитического поведения Америки и предлагают различные варианты. От того, каким путем последуют Соединенные Штаты, во многом зависит дальнейшее развитие мирового сообщества. = The article considers Russian historiography on the US foreign policy after the end of the Cold War. The author gives an analysis of opinions of Russian researchers on the current US global policy. The article draws attention to the fact that there exist various points of view in Russian political and academic groups on a number of topical global problems. For example, Russian historiography sees many discussions about today's global system. Some of the scientists believe that the multipolar world is replacing the bipolar world. Others insist on its unipolarity. Still others do not support either conception and speculate about the existence of some third type of the modern international system. The dymanics of its development is also perceived to be different: either from the multipolar to the unipolar one or vice versa. Depending on their vision of the current international system, the researchers disagree in their evaluation of the role of the USA in global processes. Various opinions also relate to the statement whether the USA are a superstate or not, though the absolute majority of Russian scientists give a positive answer to this question. At the same time, many of them emphasize that the USA are gradually losing their power which might lead to the loss of their global domination. Most of the Russian authors have a critical attitude to the Washington foreign policy. The majority of studies focus on the US aiming to secure their supremacy in the world. Many of the re-searchers even speculate on the imperial nature of the US foreign policy. While assessing American foreign policy concepts and doctrines as well as real steps of the USA, many of the experts come to a conclusion that the USA act not as leader but rather as a predominant force. They believe that such policy of the USA in the international scene makes this country unpopular in different regions of the world. Therefore, many authors stand for changes in the foreign policy of the USA and intro-duce various scenarios since further development of the global community would depend much on the USA's choice of their direction.
A state's ability to maintain mandatory conscription and wage war rests on the idea that a "real man" is one who has served in the military. Yet masculinity has no inherent ties to militarism. The link between men and the military, argues Maya Eichler, must be produced and reproduced in order to fill the ranks, engage in combat, and mobilize the population behind war. In the context of Russia's post-communist transition and the Chechen wars, men's militarization has been challenged and reinforced. Eichler uncovers the challenges by exploring widespread draft evasion and desertion, anti-draft and anti-war activism led by soldiers' mothers, and the general lack of popular support for the Chechen wars. However, the book also identifies channels through which militarized gender identities have been reproduced. Eichler's empirical and theoretical study of masculinities in international relations applies for the first time the concept of "militarized masculinity," developed by feminist IR scholars, to the case of Russia.
The reason for studying this interaction between Europe and Kaliningrad is multilayered. Kaliningrad is even today in a tricky position, its complex past and present cause it great uncertainty. The Kremlin on the political level is carefully controlling this former Prussian–Soviet exclave. However, Europe surrounds the area. In essence, European interaction has caused European ideas, money, and culture to seep back into the Kaliningrad territory. Kaliningrad enjoyed its European connections. On the other hand, it felt alienated by Russia's isolationist and anti-separatist policies over the years. Since 2014, this interaction has been complicated by Russian and European disagreements about the annexation of Crimea. This document examines the connections between Kaliningrad and Europe from the collapse of the Soviet Union to 2016. The development of this fascinating interaction between a Russian exclave and the west is presented in the introduction of this paper. The exact link being under scrutiny are economic ties with Europe. Two sub-themes were examined completed in order to further explain in more detail the relationship between the two entities. For economic ties, the author discusses the internationalization of the formerly local economy of Kaliningrad and tourism. In addition to these two, the conclusion expresses the author's belief on what has occurred and why. For the research of the aforementioned subject, various sources were used. Both western and Russian archives, official documents, official information, academic journals, books, and respected mass media resources were utilized.
The influential theory of Charles Tilly explaining the relationship between military activity and state building in early modern Europe has been often used to analyze the development of statehood outside Europe and North America. However, in Post-Soviet space it was referred to only a limited extent – mainly operationalising the struggle and bargaining between the state and society over the extraction of resources in favor of the state - for the analysis of post-communist transformations. Meanwhile, the post- Soviet space with its unresolved conflicts provides a reach material for checking the "military" component of this theory. Most authors agree that the international order established after the World War II does not allow the clear replication of the scheme elaborated by Tilly. This article is aiming to show that, although post-Soviet conflicts are of great symbolic importance for post-Soviet states, their material impact on the dynamics of state revenues and on the strengthening of state institutions is minimal. This paradox may be explained by the international geopolitical context around the conflicts where the buildup of military power of a state involved in the conflict cannot serve as a sufficient condition for resolving the conflict in favor of the state. ; Влиятельная теория Чарльза Тилли о связи военной активности и государственного строительства в Европе Нового и Новейшего времени много применялась для анализа развития государственности за пределами Европы и Северной Америки. Однако она лишь ограниченно – в части борьбы и переговоров между государством и гражданами об изъятиях ресурсов в пользу государства – использовалась для анализа посткоммунистических трансформаций. Между тем, постсоветское пространство с его многочисленными неурегулированными конфликтами дает немало материала и для проверки собственно «военной» составляющей этой теории. Большинство авторов согласны с тем, что международный порядок, установившийся после Второй мировой войны, не допускает буквального воспроизводства схемы возникновения европейских национальных государств, разработанной Тилли. Данная статья показывает, что, хотя постсоветские конфликты имеют большое символическое значение для постсоветских государств, их материальное влияние на динамику государственных доходов и укрепление государственных институтов минимально. Это объясняется геополитическим контекстом, сложившимся вокруг конфликтов, в котором наращивание военной мощи вовлеченного в конфликт государства не может служить достаточным условием для его разрешения в желательном для этого государства направлении.
The article is devoted to the key problems of Richard Sakwa's recent book "Russia against the Rest. The Post-Cold War Crisis of World Order": cold war and cold peace phenomena and the evolution of post bipolar world. Richard Sakwa provides a fresh and audacious analysis of the end of the Cold War, calls the current geopolitical axiology under question. The end of the Cold War did not create a sustainable peace system, because none of the fundamental problems of European security were solved without any "Post-Cold War peace conference" which would fix the world's alignment of forces, and tensions accumulated. Instead, for "inglorious three decades" a "cold peace" reflected the tension between cooperative and competitive mode. As the end of this logic the crisis exploded in open conflict, provoking what some call a "new Cold War". Russia Against the Rest book challenges the view that this is a new edition (Cold War 2.0.) of the old pending conflict, explaining how the tensions between Russia and the Atlantic community reflect a global realignment of the international system. The world order passed from Gorby to Corby through "Gorbachev's", "Bush's" and "Trump's" models towards the new antihegemonic order. The values crisis provokes the rise of axiological dimension in controversies between Russia and Global West and their dialogue remains in different gnoseological and epistemological spaces. The new state of balanced, "comprehensive and inclusive" world order must be based on the transformation of all actors in the global politics, economic justice and the shift of global political power from West to East. That makes Russia and China promote their value-political projects as a global alternative to the Atlantic dominant rationality. ; Статья посвящена освещению ключевых проблем, над которыми в своей книге размышляет Ричард Саква (Sakwa R. 2017. Ценностный кризис катализирует аксиологическую составляющую противостояния, и диалог между Россией и Западом происходит в разных гносеологических и эпистемологических пространствах. Новое состояние сбалансированного, "всеобъемлющего и инклюзивного" мирового порядка должно строиться на базе трансформации всех акторов мировой политики, экономической справедливости, сдвига глобальной политической власти с Запада на Восток.
The ethnic transformation that followed the collapse of the USSR affected a large part of its former territory. The main feature of the post-Soviet ethnic transformation is the rapid decline in the share of the Russian population. To assess the degree of ethnic transformation of the post-Soviet space at the regional level, the method is proposed that considers the multidirectional dynamics of the share of the two main components of the population ethnic structure of most regions—the Russian population and the titular nations of states, as well as republics and national autonomies of Russia. The result of the study is a classification of regions of post-Soviet countries. In total, there are six main classes of regions that have experienced the "most radical," "radical," "strong," "significant," "small," and "minimal" ethnic transformation. The last two regions' groups in Russia are also divided into subgroups, where the ethnic transformation is determined by a decrease or increase in the Russian population share. The group of regions with ethnic transformation "special type" is singled out separately, where the growth of the titular population share is not associated with a drop in the Russians share. This category of regions includes unrecognized and partially recognized republics, where there was a significant non-titular population outflow as a result of military conflicts. ; Последовавшая за распадом Советского Союза этническая трансформация коснулась значительной части территории постсоветского пространства. Главной особенностью постсоветской этнической трансформации является стремительное сокращение доли русского населения. Для оценки степени этнической трансформации постсоветского пространства на региональном уровне предложена методика, учитывающая разнонаправленную динамику доли двух главных компонентов этнической структуры населения большинства регионов – русского населения и титульных народов государств, а также республик и национальных автономий России. Результатом исследования является осуществленная по данной методике классификация регионов постсоветских стран. Выделено шесть основных классов регионов, испытавших "наиболее радикальную", "радикальную", "сильную", "значительную", "небольшую" и "минимальную" трансформацию этнической структуры населения. Две последние группы регионов в России разбиты на подгруппы, в которых этническую трансформацию определяет уменьшение или же увеличение доли русского населения. Отдельно выделена группа регионов с "особым типом" этнической трансформации, в которых рост доли титульного населения не связан с сокращением доли русских. В частности, в эту категорию регионов попали непризнанные и частично признанные республики, где в результате военных конфликтов произошел значительный отток нетитульного населения.
