The recent Italian legislation introducing community educational Pacts is part of policies aimed at combating educational poverty. The assumption is that a healthy and collaborative educating community (learning society) constitutes a protective factor against educational poverty: in fact, if this is interpreted within the framework of the capability approach, it is necessary to refer to the ubiquity of educational processes, to the need for collaboration between the different agencies and, finally, to the educating community. This paper reports on an action research, carried out in a country in the inner areas, which investigated the teachers' representation of educational poverty; supported the construction of a territorial table to oppose educational poverty, intended as a reflexive device. This is a first step towards the construction of the educating community and the formalization of the community educational Pact. This experience teaches us something about what the dynamics of building the educating community in internal areas can be. ; La recente normativa italiana che introduce i Patti educativi di comunità si inserisce nelle politiche volte a contrastare la povertà educativa. Il presupposto è che una sana e collaborativa comunità educante costituisca un fattore protettivo nei confronti della povertà educativa: infatti se questa è interpretata all'interno del framework del capability approach è necessario fare riferimento all'ubiquità dei processi educativi, all'esigenza di una collaborazione tra le diverse agenzie e, in ultima analisi, alla comunità educante. Our world is characterized by complexity, uncertainty and rapid changes. In Italy, the pandemic crisis amplified those characteristics as it hit a country that was already fragile from an economic, social and environmental point of view. Environmental degradation, climatic emergency, inequalities, poverty constitute «systemic» educational challenges for humanity. These require an urgent change in the dominant socio-economic model as well as in the transformation of both the ways of thinking and acting. These challenges demand an in-depth review of policies and lifestyles. Sustainable education is well suited for this task and can contribute as it focuses on human training in its relation with the challenges posed by global problems. The project VIVRE: VIVability, Resilience, Education to contrast poverty of the Catholic University of the Sacred Heart can promote reflection on the topic of combating poverty of families within the horizon of an integral and sustainable human development. ; Ci troviamo in un mondo caratterizzato da complessità, rapidi cambiamenti e incertezza. In Italia, tutto questo è stato amplificato da una crisi pandemica che si è abbattuta su un Paese già fragile dal punto di vista economico, sociale ed ambientale. Degrado ambientale, emergenza climatica, disuguaglianze, povertà costituiscono sfide «sistemiche» educative per l'umanità, richiedono con urgenza un mutamento del modello socioeconomico dominante e una trasformazione dei modi di pensare e agire. Implicano una revisione profonda delle politiche e degli stili di vita, a cui non è estranea un'educazione alla sostenibilità il cui oggetto è la formazione umana nel suo rapporto con le sfide poste dai problemi globali. Può contribuire ad alimentare la riflessione il progetto VIVRE: VIVibilita, Resilienza, Educazione per contrastare le povertà dell'Università Cattolica del Sacro Cuore, inerente al contrasto delle povertà delle famiglie per uno sviluppo umano integrale e sostenibile.

Questo studio ha analizzato gli effetti della globalizzazione agroalimentare sulla povertà rurale in Tanzania, inquadrando il fenomeno nei più ampi processi di cambiamento politico, sociale ed economico in corso nel Paese e nel continente africano. Dopo un lungo periodo di disinteresse tanto del settore pubblico quanto di quello privato, negli ultimi anni è infatti emersa una nuova attenzione da parte dei governi nazionali, dei donatori e degli investitori esteri verso l'agricoltura e la terra africana. Come suggerito dalla Banca Mondiale con la pubblicazione del World Development Report 2008, il governo tanzaniano ha intrapreso una strategia di sviluppo che pone grande enfasi sull'attrazione di investimenti esteri nel settore agricolo, sulla creazione di 'cluster agroindustriali' e sulla diffusione di nuove colture 'high value' e 'labor intensive' per l'esportazione nel mercato internazionale. I donatori e il governo tanzaniano ritengono infatti di facilitare la riduzione della povertà sia attraverso la creazione di nuovi posti di lavoro nelle imprese agricole, sia tramite l'inclusione degli agricoltori locali nelle nuove filiere regionali e globali. La ricerca ha preso come caso di studio il recente sviluppo dell'industria ortofrutticola orientata all'esportazione – definita dalla stessa Banca Mondiale come 'la nuova agricoltura africana' - nelle zone montane delle regioni di Kilimanjaro, Arusha e Tanga, focalizzandosi in particolare sulle condizioni degli agricoltori coinvolti nella produzione di 'nuove colture' per il mercato globale attraverso i programmi di contract farming (CF) e sulle condizioni dei lavoratori salariati impiegati dalle imprese agricole e dagli stessi produttori tanzaniani. Lo studio contribuisce al dibattito internazionale sulle trasformazioni agrarie, sul ruolo dell'agricoltura, dello Stato, del mercato e della cooperazione internazionale nel processo di sviluppo in Tanzania e in Africa sub-sahariana. ; This Thesis deals with the impacts of globalization on rural poverty in Tanzania. It does so by looking at the wider process of political and socioeconomic change in the country as well in other sub-Saharan countries in the last decades. Since the beginning of the new century, there has been a growing interest by national governments, private investors and international donors in the African agriculture. As suggested by the World Bank in the World Development Report 2008, the Tanzanian government is implementing a development strategy aimed at attracting foreign investments in agriculture, at crating agro-industrial corridor and clusters and at promoting the production and export of high-value and labour-intensive products. Through this strategy, international donors and the Tanzanian government believe to foster the reduction of poverty by either the creation of wage labour and the inclusion of smallholder farmers in the emerging 'global value chains'. This study has taken the development of the horticultural industry in the northern regions of Tanga, Kilimanjaro and Arusha as case study. Within the actors involved in industry, this research has focused on the one hand on the impacts of contract farming, and on the other on the impacts of wage labor on poverty and inequality. The study contributes to the international debate on agrarian change and transformations and on the role of the State, market, agriculture and donors in the development process in Tanzania as well in other Sub-Saharan countries.

Attention to the theme of educational poverty has grown in Italy over the last few years, mainly thanks to the advocacy of Save the Children and to the establishment of the Child Educational Poverty Fund, put in place for the first time by the Italian Government in the 2016 stability law. But what is educational poverty? Can it be considered a recent concept or have we already seen some signs of it in the history of ped-agogy, even if such syntagma were not used? Taking these questions as a starting point, this article explores the thoughts and work of Father Lorenzo Milani. We can find intuitions that precede the construction of educational poverty and ideas which are able to withstand the passing of time and still today offer valid tools for its prevention. ; L'attenzione al tema della povertà educativa è andata crescendo in Italia negli ultimi anni, grazie soprattutto all'advocacy di Save the Children e all'istituzione del Fondo per il contrasto della povertà educativa minorile, inserito per la prima volta dal Governo italiano nella legge di stabilità 2016. Ma che cos'è la povertà educativa? Può essere considerata un concetto recente o nella storia della pedagogia se ne incontrano prodromi, anche se non si utilizzava tale sintagma? A partire da queste domande, il presente articolo esplora il pensiero e l'operato di don Lorenzo Milani. Vi si ritrovano intuizioni che precorrono il costrutto di povertà educativa e spunti in grado di resistere al passare del tempo e di offrire ancora oggi validi strumenti per il suo contrasto.

Having a job is not always a guarantee against poverty, for oneself and one's family. This depends on the one hand on the level of income acquired through work, on the other hand on the worker's family situation. While a low income does not always lead to poverty in terms of consumption - if the worker's family is able to provide additional incomes - on the contrary, an average income may not be sufficient if it is the only one in a family compose by several members. Low or intermittent work incomes, on the one hand, and high incidence of single-income families on the other hand - especially if they count several children - are among the main causes of poverty despite a work income. Above all, the second phenomenon explains why Italy is among the European countries with a relatively high percentage of poor workers on a family basis, a condition which is also the cause of a high incidence of child poverty.

The consequences of a catastrophe are often reflected in aspects that influence and modify communities' social assets, with impact on a multitude of dimensions that affect the individual and their economic, social, cultural and educational context, increasing the risk of educational poverty developing. Educationsystemsplayacrucial role in preventing and managing such situations, policies, and the professionals who operate in these systems. This contribution describes the results of qualitative research, which began in the earliest stages of the COVID-19 emergency, and which made use of interviews with privileged witnesses, or professionals working in the educational field (school managers, educators, teachers) across northern and central Italy. We investigated the experiences, motivations, and meanings of professional activity in an emergency and the resilient strategies implemented to ensure the quality of the interventions activated. ; Le conseguenze di una catastrofe si riflettono spesso su aspetti che influenzano e modificano gli assetti sociali delle comunità coinvolte impattando su una moltitudine di dimensioni che investono l'individuo e il contesto in cui è inserito in riferimento all'area economica, sociale, culturale e educativa, aumentando il rischio di generare condizioni di povertà educativa. Ruolo chiave nella prevenzione e nella gestione di tali situazioni è svolto dai sistemi educativi e dalle loro politiche, oltre che dai professionisti che in essi operano. Il contributo descrive i risultati di una ricerca qualitativa, svolta a partire dai primi momenti dell'emergenza COVID-19, che si è avvalsa di interviste a testimoni privilegiati, ovvero professionisti che operano in ambito educativo (dirigenti, educatori, insegnanti) distribuiti tra il Nord e il Centro Italia. Si sono indagate le forme che la povertà educativa ha assunto nei diversi contesti e le strategie resilienti messe in atto per contrastarla e per garantire la qualità degli interventi attivati.

This article rebuts conventional claims that AIDS in Africa is a microbial problem to be controlled through sexual abstinence, behavior modification, condoms, and drugs. The orthodox view mistakenly attributes to sexual activities the common symptoms that define an AIDS case in Africa - diarrhea, high fever, weight loss and dry cough. What has really made Africans increasingly sick over the past 25 years are deteriorating political economies, not people's sexual behavior. The establishment view on AIDS turned poverty into a medical issue and made everyday life an obsession about safe sex. While the vast, selfperpetuating AIDS industry invented such aggressive phrases as "the war on AIDS" and "fighting stigma," it viciously denounced any physician, scientist, journalist or citizen who exposed the inconsistencies, contradictions and errors in their campaigns. Thus, fighting AIDS in Africa degenerated into an intolerant religious crusade. Poverty and social inequality are the most potent co-factors for an AIDS diagnosis. In South Africa, racial inequalities rooted in apartheid mandated rigid segregation of health facilities and disproportionate spending on the health of whites, compared to blacks. Apartheid policies ignored the diseases that primarily afflicted Africans - malaria, tuberculosis, respiratory infections and protein anemia. Even after the end of apartheid, the absence of basic sanitation and clean water supplies still affects many Africans in the former homelands and townships. The article argues that the billions of dollars squandered on fighting AIDS should be diverted to poverty relief, job creation, the provision of better sanitation, better drinking water, and financial help for drought-stricken farmers. The cure for AIDS in Africa is as near at hand as an alternative explanation for what is making Africans sick in the first place.
