Abstract
The attempts by Russia under President Putin to assert its hegemonic ambitions against Ukraine and the other countries in what Russia perceives as its "Near Abroad", have posed serious challenges to the security of the region and the entire international order of the 21st century. "Lawfare (legal warfare) is a pivotal element of Russia's hybrid toolbox that has remained under-studied by the analytical community Given Lawfare's central role in Russia's comprehensive strategy, NATO must develop a deeper understanding of this Russian hybrid warfare domain, and design a unified strategy to counter this major challenge to the European security architecture.

Este texto examina as estratégias disponíveis ao Presidente da República para realizar o controle da delegação e a coordenação da ação de ministros e burocracia na implementação de políticas em áreas do Executivo cedidas à base aliada. O trabalho empírico - constituído por um estudo de caso do Ministério das Cidades nos dois governos Lula – mostrou que as demandas por controle e coordenação em governos de coalizão se tornam mais cruciais em áreas prioritárias. Sem pretender generalizações, a análise desse caso pode contribuir para o aprofundamento da temática mais geral relativa à dinâmica de funcionamento do Poder Executivo no Brasil, ainda relativamente pouco estudada.

O artigo analisa a crise política do governo Dilma Rousseff (PT) a partir da perspectiva de classe, observado, sobretudo, os conflitos e as contradições no interior no bloco no poder. A hipótese central é que a crise política que culminou no processo de impeachment da presidente da República não surgiu em 2014, com a disputa do pleito eleitoral, antes vem se desenvolvendo desde o primeiro mandato, e é o resultado de uma crise da política neodesenvolvimentista e que foi provocada, fundamentalmente, pela ofensiva restauradora do campo político neoliberal ortodoxo. Portanto, adotou-se como recorte temporal o período que compreende os dois mandatos da governante petista (2011-2016).

ObjectiveDonald Trump's 2016 presidential campaign was unorthodox by any standard. But does an unorthodox campaign result in an administration different from its predecessors?MethodsWe examine the Trump transition to identify similarities with and differences from previous administrations.ResultsSimilarities include certain patterns in personnel selections, centralization of policy making, and the role of the vice president. Key differences include fewer high‐ranking officials with prior experience in government, the White House chief of staff lacking policy experience, a higher proportion of nominations being challenged in the Senate, and decrease in gender and ethnic diversity among key appointees.ConclusionAn unorthodox presidential campaign produced an administration somewhat different but not wholly different from its predecessors.

Combining data from a content analysis of leading newspapers, a random-sampled national survey ([Formula: see text]), and a semantic network analysis of Facebook postings, this study applies Network Agenda Setting and attribute-priming effects to examine how perceptions of risks, benefits, and trust in government regulation influenced the public's evaluation of the Presidential performance in the 2012 controversy over imports of American beef in Taiwan. The results show that only perceived risks to health directly affected the public's evaluation of the President; other types of risks damaged the public's trust in government regulation, which consequently harmed their evaluation of the President's performance.

Este artículo reconstruye la trayectoria de uno de los actores políticos más importantes de la vida política de Colombia en las últimas cuatro décadas. Se analiza a César Gaviria Trujillo, sus comienzos en la política, su consolidación política y el acceso a la Presidencia de la República. También se aborda la construcción de su liderazgo, su proyección, su desempeño como presidente y su papel en la política desde la década de 1980 hasta la actualidad. El artículo da cuenta de un estudio de caso de un liderazgo relevante mediante el cual se puede ilustrar varias de las dinámicas políticas del país.

Consistent with President Trump's America First trade agenda, his administration imposed tariffs on steel and aluminum imports in early March of 2018, triggering various responses and challenges. Countries have followed through on early objections to the tariffs through retaliatory tariffs and challenges in the World Trade Organization (WTO), and steel importers have challenged the legality of these tariffs under U.S. domestic law. At the same time, these tariffs have been revised multiple times, either to delay the implementation period for certain countries seeking exemptions or to permanently grant exemptions to countries who reached negotiated arrangements with the United States.

AbstractPhilippine President Rodrigo Duterte aims to resume joint development with China in disputed areas of the natural resource‐rich South China Sea. But will he be able to overcome the domestic factors that thwarted a previous attempt at such cooperation? This article will analyze why the short‐lived 2005–2008 Joint Marine Seismic Undertaking failed as a case study to appreciate the role of domestic politics in the Philippines' erratic policy on China and the South China Sea issue. The research will draw lessons learned from that experience to inform the administration's strategy to pursue joint development in the face of nationalism, legal restrictions, and popular mistrust of China.

With the aid of a new data set, this study tracks the travels of the U.S. secretary of state in the Cold War and post–Cold War periods. Drawing from realist arguments, it maintains that U.S. diplomacy eventually bows to U.S. strategic interests, whatever the aspirations and beliefs that U.S. presidents bring to office. The findings, which show a second‐term shift in the secretarial travel schedule favoring countries of security importance to the United States, lend support to realist arguments that states prioritize interests. They also reveal, however, that administrations have acted with significant latitude, especially in a presidential first term.

AbstractOn 18 December 2017 President Trump released his National Security Strategy (NSS). It is the quintessential document that will serve as the azimuth for key government leaders to guide them through the execution of core functions at federal departments and agencies in the months and years to come. At 55 pages, it outlines key issues that he and by extension, his National Security Council, see as of paramount concern for the United States. Broadly, Trump looks to: (1) protect the homeland; (2) promote US prosperity; (3) leveraging strength to preserve peace; and (4) advance US influence in the world (NSS, 2017, p. 4).
