New Leaders, Parties and Groups: Comparative Tendancies in Local Leadership Fiscal Austerity and Urdan Innovation Conference, Paris, april 1989 ; The paper proposes an analysis of determinants of public expenditures in French cities over 20.000 between 1983 and 1985. Different factors are estimated using bivariate analysis. Environmental determinants are contrasted with political variables including influence of the bureaucracy and pressure groups, and partisan ideology of mayors. Results show that ideology is more influential on short-term changes, while interest groups pressure is more significant on long term policy outputs. Among the latter, business groups seem more influential on local public spendings than services users or municipal employees. Different modes of interests articulation according to mayors partisan affiliation draw different patterns of influence on policies in French cities.

Pressure groups correspond to a general tendency in pol'al life. However, it is not easy to define or list them. A possible definition might be: a group which wishes to influence authority. It is simpler to analyze the characteristics of such groups & their relationship to power. Characteristic of pressure groups in contemporary society are: a tendency to organize, the introduction of personal interests in the domain of the state, & a tendency to persuade. As far as group action re the conduct of public affairs is concerned, 3 points can be considered: (1) groups & the condition of gov leadership, (2) groups & pot, & (3) groups & the notion of public welfare. In spite of the comparative secrecy with which pressure groups, in France, surround their pol'al interference & pressure, a careful examination of corporation newspapers gives some definite indications of the methods of these groups & the results which they achieve. The Federation of Small & Medium Size Enterprises, the militant arm of the middle size employers, is not directly linked to any pol'al party, but maintains intimate contacts with various individuals of the `Independents', `Radicals', & `ARS'. The Federation makes use of the entire gamut of pressures on pol'al figures (form letters, individual letters, delegations, etc), is the source of many legislative bills, & tries to force 'parallel' cooperation on all legislative acts or regulations having econ, financial or soc implications.
