The article is devoted to the analysis of lobbying relations structures, including actors of lobbying and their objects of influence, lobbying goals, as well as strategies and methods used to achieve these goals. The main purpose of the article is to demonstrate common synergies in lobbying relations and to show why groups are using particular strategies and methods of influence. The trends described by the author are relatively universal for modern political systems. The structure of lobbying relations depends on the growing number of organized groups that use more diverse methods and strategies for influencing authorities, which leads to the emergence of new channels of communication, as well as to the development of informal ties, which often bypass traditional institutions of political representation. The results allow to better understand what role do interest groups play in contemporary political systems and what mechanisms do they use to influence decision making. ; Статья посвящена анализу структуры лоббистских отношений, включающей в себя субъекты и объекты лоббизма, цели лоббизма, а также стратегии и методы, применяемые для достижения целей. Цель статьи заключается в том, чтобы продемонстрировать общие тенденции взаимодействия групп интересов с органами власти в современных социально-политических системах, выявить, чем обоснован выбор используемых стратегий и методов влияния. Тенденции, описываемые автором, являются в достаточной степени универсальными для современных политических систем. Структура лоббистских отношений меняется вслед за растущим количеством организованных групп, которые используют все более разнообразные методы и стратегии влияния на органы власти, что приводит к созданию как новых каналов политической коммуникации, так и развитию неформальных связей, которые порой строятся в обход традиционных механизмов представительства. Полученные результаты позволяют лучше понять роль групп интересов в политических системах современности и механизм их влияния на выработку политики.

The article reveals the place and role of lobbying in socio-political systems mechanism of functioning in democratic countries. The American version of the group approach to politics and its perception of the European continent are considered in the historical context. The concept of lobbying as a certain activity of pressure groups its mechanism and functions are specified. The concepts of lobbying and corruption correlation is revealed. The features of lobbying in the developing countries are identified. Lobbying is considered as a formal and informal institution of sociopolitical systems mechanism of functioning. ; В статье раскрываются место и роль лоббизма в механизме функционирования социально-политических систем демократических стран. В историческом контексте рассматривается американская версия группового подхода в политике и ее восприятие на европейском континенте. Уточняется понятие лоббизма как определенной деятельности групп давления, его механизм и функции. Раскрыто соотношение понятий лоббизма и коррупции. Выявлены особенности лоббизма в развивающихся странах. Лоббизм рассматривается как структурный элемент механизма функционирования социально-политических систем.

The purpose of the scientific article was to study the neurophysiological mechanisms of the occurrence of convulsive activity when breathing oxygen under high pressure under conditions of hyperbaric oxygen and the role of the glutamatergic system in this process.Research methods: Wistar rats, males, weighing 200–250 g. in the amount of 20 were used in the work. The animals were placed in a pressure chamber and compressed with medical oxygen up to 5 ATА. Behavioral reactions and signs of convulsive activity were recorded in animals during compression and during subsequent exposure. Two experimental groups were previously injected with a glutamine synthetase inhibitor at various concentrations 6 hours before compression.The main results showed that irreversible inhibition of glutamine synthetase in the rat brain under the action of increased oxygen pressure led to a significant decrease in the latent period of convulsions. ; Целью научной статьи являлось изучение нейрофизиологических механизмов возникновения судорожной активности при дыхании кислородом под повышенным давлением в условиях гипербарической оксигенации и роли глутаматергической системы в этом процессе.Материалы и методы исследования. В работе были использованы крысы линии Вистар, самцы массой 200–250 г в количестве 20 шт. Животных размещали в барокамере и проводили компрессию медицинским кислородом до 5 ата. Во время компрессии и в ходе последующей экспозиции у животных регистрировали поведенческие реакции и признаки судорожной активности. Двум экспериментальным группам предварительно, за 6 часов до компрессии, вводили ингибитор глутаминсинтетазы в различных концентрациях.Результаты и их обсуждение. Показано, что необратимое ингибирование глутаминсинтетазы в мозге крыс при действии повышенного давления кислорода приводит к значительному уменьшению латентного периода развития судорог.

The article provides an overview and generalization of Russian studies of the transformation of the agricultural labor market in the post-Soviet period. Researchers of the Russian countryside reflect the obtained results in publications mainly describing the problems associated with the Russian countryside and the agricultural labor market. This is, first of all, the destruction of the rural infrastructure, poverty, unemployment, the interaction of old and new production entities (agricultural enterprises, peasant farms, private household plots and agricultural holdings), the loss of communication between villagers and agricultural enterprises, the villagers models of social adaptation and labor behavior. These processes served as a methodological support for the analysis and empirical evidence of how consciously villagers have been changing social and labor practices under the pressure of institutional transformations and agricultural modernization. Based on the choice of rational behavioral models in the labor market, they transformed the social structure of the village under the pressure of the market economy values, new rules, norms and institutional requirements. Modern processes in the agro-industrial field in the context of the property transformation contributed to the formation of a new agrarian structure, constructed by new subjects. The new and old production subjects interact in a multi-structured economy. They are important "players" in the institutional field of the agricultural sector, thus influencing the social and structural processes in the labor market. This determined a new configuration of the social rural groups employed in the formal and informal sectors.

Анализируются причины появления радикального джихадизма – идеологии террористических войн, нацеленных на уничтожение структур светской государственности и установление теократической власти, отрицающей нормы права и морали. Рассматривается организационное и логистическое ядро этой всемирной структуры насилия – Исламское государство, самоорганизовавшееся из разрозненных террористических организаций Ближнего Востока. Показывается, что средством воздействия этой структуры на мир является международный терроризм, реализующий насилие в глобальных масштабах через сетевую структуру боевых организаций и ячеек. = Analysis is given to the reasons for radical jihadism appearance as ideology of terroristic wars aimed at liquidating structures of secular statehood and establishing theocratic power rejecting norms of law and morality. Considered is an organizational and logistical center of the world structure of violence represented by the Islamic state (DAESH) proclaimed itself through uniting separate terroristic organizations of the Middle East. International terrorism realizing violence in global scales via network structure of military groups and small fighting units is shown as the means of IS pressure upon the world.

This article analyzes the phenomenon of lobbying as a form of communication of public authorities, business and socio-political actors. The article based on the evaluation results of a poll presents a generalized picture of the functioning of lobbyists on the political landscape, disclosed the specifics of the use of GR-tech lobbyists at national and supranational level in the European Union. Analyzed data from a sociological study of the impact of information on the effectiveness of management decision-making by lobbyists in Eastern Europe and the Baltic States, evaluate the effectiveness of various political aktor-lobbyists. The system of power in the EU multi-level, lobbying is carried out with a strong competition between different interest groups. By the way, the Russian business poorly informed about the possibilities and mechanisms to defend their interests at EU level and does not use this tool. Institutes of the EU authorities, is the center of the work of lobbyists are the European Council, the Council of Ministers, the European Parliament and the European Commission. With regard to professional lobbying transparency of the process, about one in four out of five respondents said that business, trade associations and professional organizations are transparent in their approach to the process of political and administrative lobbying, while only one in five said this factor in relation to companies. Respondents clearly express support for democratization and openness of the political process, which is transparent to the various representatives and interest groups, and the lobbyists are expected to be open about their interests represented. It is not clear defined interests or lack of transparency called the most negative aspect of lobbying. Thus, many experts noted that the successful lobbying can change the state of the social environment and the socio-political relations. When both unsuccessful lobbying ends only negative publications in mass media and information noise. The analysis conducted in the article shows that concerns about the transparency of the lobbying process gave way to other concerns: that the information provided is not neutral and engaged by certain pressure groups, and that lobbying pays excessive attention to the interests of elites and wealthy segments of the population (this view supports every third respondent ). However, with respect to the positive aspects of the lobbying process, respondents clearly indicated to ensure the participation of representatives of business groups and socio-economic sphere of citizens in the political process (half of the respondents) and the use of relevant technical and scientific information corresponding to the needs of lobbyists and interest groups to information (supports every third respondent). Thus, summing up the above, it should be noted that the question of which groups meet the definition of "lobbyist" sixty respondents called trade associations, among others, the most popular answers were the agency to influence the public policy (58%) and professional organizations (57%). Non-governmental organizations were called lobbyists more than half of respondents (51%), and the company – less than half (47%). Trade unions are considered lobbyists only 40% of respondents. ; В данной статье анализируется феномен лоббизма как форма коммуникаций органов государственной власти, бизнеса и общественно-политических акторов. В статье на основе оценки результатов социологического опроса представлена обобщенная картина функционирования лоббистов на политическом ландшафте, раскрыта специфика использования GR-технологий лоббистами на национальном и наднациональном уровне в странах Европейского Союза. Научно-исследовательский подход основывается на использовании методов сравнительного анализа социологической информации, экспертных оценок, научного обобщения и синтеза. Основным методом исследования является социологический опрос. Выборка: 600 респондентов в странах Европейского Союза (выборка репрезентативна, статистическая погрешность 2,5%). Характеристика выборки: многоступенчатая, квотная выборка с применением на завершающем этапе ее формирования и реализации вероятностного отбора респондентов. Анализируются данные социологического исследования воздействия информации на результативность принятия управленческих решений лоббистами в странах Восточной Европы и Прибалтики, оценки эффективности различных политических акторов-лоббистов. Система власти в Европейском союзе многоуровневая, лоббизм осуществляется при сильной конкуренции различных групп интересов. К слову, российский бизнес слабо осведомлен о возможности и механизмах отстаивания своих интересов на уровне ЕС и не использует этот инструмент. Институтами власти ЕС, являющимися центрами работы лоббистов, являются Европейский совет, Совет министров, Европарламент и Еврокомиссия. При ответе на вопрос об отношении к профессиональной прозрачности процесса лоббирования приблизительно каждый четвертый из пяти респондентов сказал, что бизнес, торговые ассоциации и профессиональные организации прозрачны в своем подходе к процессу политико-административного лоббирования, при этом только каждый пятый отметил данный фактор в отношении компаний. Респонденты явно выражают поддержку демократизации и открытости политического процесса, который является транспарентным для различных представителей и групп интересов, при этом от лоббистов ожидается, что они будут открытыми в отношении представляемых ими интересов. Неясно определяемые интересы или недостаток прозрачности назывались самыми отрицательными аспектами лоббирования. Таким образом, многие эксперты констатировали, что успешное лоббирование может изменить состояние общественной среды и социально-политических отношений. Тогда как неудачное лоббирование заканчивается только негативными публикациями в СМИ и информационным шумом. Анализ, проведенный в статье, показывает, что опасения по поводу прозрачности процесса лоббирования сменились другими опасениями: что предоставляемая информация не является нейтральной, а ангажирована определенными группами влияния, и что лоббирование уделяет чрезмерное внимание интересам элит и богатых слоев населения (такую точку зрения поддерживает каждый третий респондент). Однако относительно положительных аспектов процесса лоббирования респонденты ясно указали обеспечение участия представителей групп бизнеса и социально-экономической сферы, граждан в политическом процессе (половина опрошенных) и использование актуальной технической и научной информации с соответствующей запросам лоббистов и групп влияния на информацию (поддерживает каждый третий респондент). Таким образом, подводя итоги сказанного выше следует отметить, что на вопрос, какие группы соответствуют определению "лоббист", две трети опрошенных респондентов назвали торговые ассоциации, среди других, наиболее популярных ответов были агентства по воздействию на государственную политику (58%) и профессиональные организации (57%). Неправительственные организации были названы лоббистами более, чем половиной респондентов (51%), а компании – менее, чем половиной (47%). Профсоюзы считают лоббистами всего 40% респондентов.

The article considers the problem of external validity of sanctions as a tool to influence the state based on the principles of Shia Islam and self-reliance. The Obama administration significantly increased the political component of pressure in an attempt to find the "pain points" of the regime of the Islamic Republic. One of such points is a threat to be isolated in relation to such powers as Russian Federation and People's Republic of China. In 2010, Tehran de facto started to use nuclear factor to log into the world politics. Therefore, the "atomic diplomacy" of Iran turned to be a rather unexpected result of the tightening of foreign sanctions. In this situation the West led by the USA embarked on a strategy of escalating sanctions as the most important instrument of pressure on Tehran. Finally, the system of sanctions was formed at the following levels: the restrictions imposed by the UN Security Council (resolutions of 2006-2010); the sanctions imposed by several groups of countries (EU and others); the unilateral sanctions of certain countries (USA). The evaluation of the effectiveness of sanctions is very difficult as far as Iran does not publish relevant information. So the only plausible assumptions can be made through the analysis of the bilateral trade and economic relations of Iran with other countries. Generally, the example the Islamic Republic of Iran which was under foreign sanctions since 1979 shows that only after the introduction of tiered sanctions, created the system of multi-vector effects on the Iranian economy, the sanctions' impact has become a fairly significant factor that influenced the position of the Iranian leadership on the nuclear issue. © 2016 Russian Academy of Sciences.

The purpose of this article is the analysis of the theoretical foundations of radical Islamism as a political ideology and consideration of the main historical stages of its formation, on the examples of specific religious and political figures. The article presents the main principles of the theorists of radical Islam, on the ideological basis of which there are modern extremist groups such as "Islamic State", "Al-Qaeda", "Hizbut-Tahrir" and many others.The author addresses the Koran and the collection of Hadiths "Musnad" by Ahmad ibn Hanbal, as well as the works of Ibn Taymiyyah, Ibn Wahhab, Hassan al-Banna, Seyyid Kutub, Abu al-Al Al-Maududi, etc., as well as the works of local and foreign scholars in this research area. The article is divided into two main parts, the first of which is devoted to the basic postulates of radical Islam, the second is focused on their practical implementation in the political practice of Muslim States. The author came to the conclusion that throughout the history Islamic radicalis periodically received a substantial distribution as one of the answers of the Muslim world, on the one hand, to external pressure, and on the other to the processes happening within itself that a certain group of "zealots" interpreted as the deviation from the true meaning of the religion.

This research is based on the materials of the fifth wave of the cross-national sociological project "European Values Study". The conceptual framework consists in the theory of a complex threat, describing the key components of the perceived threat that lead to prejudice between social groups. The subject of this research is the peculiarities of the perception of migration by native population as a potential threat to the security of the accepting society. Special attention is paid to the description of current migration situation in Europe. The article reviews the realistic and symbolic threats of migration through the prism of public opinion of the native population. It is stated that the European countries significantly differ depending on perception of migration threats by the native population. The author notes that population of the countries with developed economy mostly do not feel competition with the migrants on the job market. A conclusion is made that in the conditions of Russia's unstable national economy and pressure of sanctions, the migrants seem to Russians as a serious threat on the job market. It is evident that in the European countries the migrants are largely perceived as a source of criminality. The research determines the factors affecting rejection of migrants in modern Russia. The author offers the typology of European countries based on peculiarities of perception of migration threats by the native population.

The aim of this work is studying the influence of the severity of dysfunctions on the part of the central and autonomic nervous systems on the atherosclerotic process in hypertension in flight crews with concomitant traditional factors of cardiovascular risk (abdominal obesity) serving in the Far North by the authors.Materials and methods. A clinical examination was carried out on 54 patients (men) aged from 33 to 42 years, from among the military personnel of the aviation personnel of the Northern Fleet naval aviation, the average age of the examined was 37.4±4.6 years. The following groups of patients were formed: 1st (n=26) — flight crew specialists serving in the Far North, with first degree abdominal obesity, first stage hypertension and moderate astheno-neurotic disorders (main group); 2nd (n=14) — flight crew specialists serving in the Far North, with first degree abdominal obesity, first stage hypertension in comorbidity with mild astheno-neurotic disorders; Group 3 (n=10) was represented by flight crew patients with the first stage of hypertension with initial manifestations of psychovegetative dysfunctions (control). We assessed the qualitative and quantitative paired correlations between the state of the psychological status, regulation of the neuropsychic adaptation system, markers of early formation of atherosclerosis, and indicators of the average daily blood pressure level.Results and their discussion. It was found that the severity of disorders of the asthenovegetative spectrum in the examined groups has a negative direct pathological effect on quantitative and qualitative paired correlations between indicators characterizing the state of psychophysiological status, markers of early formation of the atherosclerotic process, and values of average daily blood pressure monitoring. The results obtained make it possible to summarize that the more pronounced the disturbances in the functioning of the central and autonomic nervous systems in hypertension in persons from the flight crew, the more significant the shifts towards atherogenicity of indicators reflecting the activity of the atherosclerotic process and the more unfavorable outcome in the course of cardiovascular pathology in such patients. ; Целью настоящей работы явилось исследование степени влияния выраженности дисфункций со стороны центральной и вегетативной нервной систем на атеросклеротический процесс при гипертонической болезни у лиц летного состава с сопутствующими традиционными факторами сердечно-сосудистого риска (абдоминальное ожирение), проходящих службу в условиях Крайнего Севера.Материалы и методы. Проведено клиническое обследование 54 пациентов (мужчин) в возрасте от 33 до 42 лет из числа военнослужащих авиационного персонала морской авиации Северного флота, средний возраст обследуемых составил 37,4±4,6 года. Были сформированы следующие группы пациентов: 1-я (n=26) — специалисты летного состава, проходящие службу в условиях Крайнего Севера, с абдоминальным ожирением первой степени, ГБ первой стадии и астеноневротическими нарушениями умеренного характера (основная группа); 2-я (n=14) — специалисты летного состава, проходящие службу в условиях Крайнего Севера, с абдоминальным ожирением первой степени, ГБ первой стадии в коморбидности с астеноневротическими расстройствами легкой степени выраженности; 3-я группа (n=10) — специалисты летного состава с первой стадией ГБ с начальными проявлениями психовегетативных дисфункций (контроль). Провели оценку качественных и количественных парных корреляционных связей между состоянием психологического статуса, регуляции системы нервно-психической адаптации, маркерами раннего формирования атеросклероза и показателями среднесуточного уровня артериального давления.Результаты и их обсуждение. Установлено, что степень тяжести расстройств астеновегетативного спектра в обследуемых группах оказывает прямое патологическое воздействие на количественные и качественные парные корреляционные связи между показателями, характеризующими состояние психофизиологического статуса, маркерами раннего формирования атеросклеротического процесса и значениями среднесуточного мониторирования АД. Полученные результаты позволяют резюмировать, что чем выраженнее нарушения в функционировании центральной и вегетативной нервной систем при гипертонической болезни у лиц из числа летного состава, тем значимее сдвиги в сторону атерогенности показателей, отражающих активность атеросклеротического процесса, и тем неблагоприятнее исход сердечно-сосудистой патологии у таких пациентов.

The author of this article relies on the premise that strategic management is the highest function of any government, with it being implemented by government bodies through a system of government strategic planning, as well as a specific type of administrative activity – developing and executing strategies, as well as national projects and programs. In essence strategies are normatively burdened formalized priorities, goals and tasks associated with the development of Russia and its regions in the long term. These strategies are meant to be an effective means of implementing relevant government policy, to serve as a source of compromise for society and to ensure purposeful action when it comes to a multitude of social subjects cooperating with each other in order to attain the results in mind. You can tell that there is a problem in organizing government strategic management by the fact that we are dealing with a constant increase in territorial disproportions in the socio-economic, socio-cultural development of Russia's cities and regions, as well as the population's indifference towards strategies, federal and regional projects. Among the factors which limit government bodies' capacity to execute plans for social development is a multitude of various systems of social management in place on a regional and municipal level which do not allow for implementing linear correlations when it comes to administration. Furthermore, internal determination is a factor in developing territorially localized communities, which is when the behavior of any given social group is defined not so much by external factors or administrative pressure, but rather by the actual nature of internal relationships, by recollection of past situations, rules of cooperation for social subjects, life plans and life strategies of individuals and social groups. Solving the problem of organizing government strategic planning systems and ensuring control over the course of Russian society's development is linked, in the author's opinion, to revealing those social factors and phenomena which define how appropriate certain innovations are for any given local community, figure out whether the planned results are achievable on a regional level, and to choosing such methods of administrative pressure that the social group in question will be susceptible to. Based on the empirical data, the author of this article argues that there is a connection between the population's attitude towards the system of government strategic management and a region's level of development (according to Nikolai Lapin's classification), while insisting that the differentiation of regions based on their level of modernization is vital information when it comes to differentiating structures and functions of government bodies in regards to strategic planning and choosing regulative mechanisms (from management and handling resources to normative-value and institutional management).

The article considers factors determining the peculiarities of the integration processes in Iraqi Kurdistan. The formation of Iraqi Kurdistan as a social-political community was determined by the growth of national consciousness of the population of the autonomy, and by accelerating processes of self-determination under the influence of a number of external and internal reasons. The national identity of the Iraqi Kurds as a part of the Kurdish people is based on the same historical background, language, and culture, on the mental attribution of the Kurds to the single group, which is explained not only by historical facts, but also by a specific worldview and myths sometimes divorced from reality but rooted in the collective representations. The external pressure of direct aggression and political enforcement to the assimilation plays a key role in the consolidation of the Iraqi Kurds and in the growth of their national self-determination: the resistance to the common enemy strengthens the national identity of the Iraqi Kurds. The author examines factors both general for all the Kurds and specific for Iraqi Kurdistan, i.e. the strengthening of the common form of language through the education, literature and media institutions, and the development of economic relations and civil and political institutions, which is due to the autonomy status of Iraqi Kurdistan. The article identifies and examines objective reasons preventing intensive integration processes in the community of Iraqi Kurds, which are, on the one hand, the influence of the external forces including neighbor states, transnational corporations, the authorities of Baghdad, and the growing military aggression of the armed terrorist groups; on the other hand, the slowdown of integration processes inside Iraqi Kurdistan are due to the internal contradictions in the autonomy determined by the features of the social and political structure of the Kurd society, such as tribalism, immaturity of the political system, and ethnic and religious diversity.

Recently experts of the Israel police ballistic laboratory encountered a new version of the atypical firearms that is Airsoft pneumatic rifles converted for shooting cartridges of the caliber 5.56×45mm. The Airsoft rifles are made to shoot nonmetal spherical projectiles in diameter of 6mm. All variety Airsoft constructions can by divided into three groups: a)with spring mechanisms where the energy of compressed spring is used to produce air pressure; b)with electrical mechanisms where air pressure is provided by electrical pump; c)with mechanisms called Gas Blowback use energy of gas compressed in gas balloons. In many cases the Gas Blowback constructions of Airsoft rifle look similar to military firearms. They have similar construction of internal mechanisms. Different companies produce Airsoft copies of M-16 assault rifle. This Airsoft rifles can have the construction of trigger mechanism that is exact copy of the one used in M-16 assault rifle. Moreover, in some models detail sizes are the same as in real M-16 assault rifle. This makes possible to upgrade the Airsoft rifle for shooting cartridges of the caliber 5.56×45mm by installing the rifled barrel (which can be bought on the Internet in USA) and using the original bolt carrier. The laboratory also received for the examination the upgraded Airsoft rifle samples with converted bolt carrier. So it made possible nоt use these firearm details. In some case identification of the evidence as atypical weapon is difficult because markings made by manufactures are identical to real M-16 assault rifles markings. This article discuses criminalistic examination methods of this homemade weapon type. ; В последнее время эксперты баллистической лаборатория полиции Израиля столкнулись с новой разновидностью атипичного огнестрельного оружия – пневматическими винтовками Airsoft, модифицированными для стрельбы патронами калибра 5,56×45мм. Описаны основные типы винтовок Airsoft и методы, применяемые для их модификации. Рассмотрены примеры таких модификаций, методики экспертного исследования и сложности, с которыми может столкнуться эксперт во время проведения экспертиз. ; Останнім часом експерти балістичної лабораторії поліції Ізраїлю зіткнулися з новим різновидом атипової вогнепальної зброї – пневматичними гвинтівками Airsoft, модифікованими для стрільби набоями калібру 5,56×45мм. Гвинтівки Airsoft призначені для стрільби не металевими сферичними снарядами діаметром шість міліметрів. Усі різновиди конструкцій Airsoft можна розділити на три основні групи: а)пружинні, у яких використовується енергія стислої пружини; б)електричні, у яких тиск стисненого повітря забезпечується електричним насосом; в)так звані Gas Blowback, у яких використовуються балони зі стисненим газом. Найчастіше конструкції Gas Blowback мають значне зовнішню, а також конструктивну подібність із реально існуючими зразками зброї. Так, різні компанії випускають гвинтівки Airsoft, що є копіями штурмової гвинтівки M-16. Такі зразки можуть містити ударно спусковий механізм, конструкція якого повністю копіює конструкцію ударно спускового механізму М-16. Більше того, у деяких зразках розміри деталей також повністю повторюють розміри реальної зброї. Це дозволяє модернізувати гвинтівку Airsoft шляхом установки нарізного дула калібру 5,56×45мм (який можна придбати в США через Інтернет) і використання оригінальної затворної рами. Також на дослідження в лабораторію надходили зразки модернізованих гвинтівок Airsoft, у яких перероблялися затворні рами пневматичної гвинтівки, що дозволяло обходитися без використання цих частин вогнепальної зброї. Найчастіше ідентифікація досліджуваного зразка як атипичної зброї утрудняється через нанесення виробником написів і маркувань, аналогічних маркуванням оригінальних гвинтівок М-16. У статті обговорено методики криміналістичного дослідження цього типу саморобної вогнепальної зброї.

Purpose. Assessment of functional state of circulatory system in seafarers at different stages independent cruise.Materials and methods. Retrospective analysis of the results of the study of three groups of 180 seafarers on the third, fifth and sixth months of cruise was conducted. The obtained results were subjected to statistical processing according to the rules of variation statistics.Results and its discussion. Functional state of circulatory system in seafarers depends on the kind of military professional activity. Thus, among the staff officers, the number of prehypertensive states is increasing, and for the personnel of surface ships a slightly greater physical working capacity is noted in comparison with divers. At the same time, an increase in the temperature of the skin of the lower extremities was typical for divers, that is definitely important for the control and early prevention of overheating. At the same time, the most noticeable decrease in working capacity is observed in the command staff, while the indicator was quantitatively correlated with the results of daily monitoring of blood pressure and ECG. In addition, it was revealed that the process of adaptation of the body's regulatory systems reaches its maximum by the end of the third month of cruise and is determined by an increase in endurance and a decrease in morbidity among seafarers. ; Цель. Оценка функционального состояния системы кровообращения у моряков на различных этапах автономного плавания.Материалы и методы. Проведен ретроспективный анализ результатов обследования трех групп 180 моряков на 3, 5, 6-й месяцы плавания. Полученные результаты подвергались статистической обработке по правилам вариационной статистики.Результаты и их обсуждение. Функциональное состояние сердечно-сосудистой системы моряков зависит от характера военно-профессиональной деятельности. так среди офицеров штаба увеличивается число предгипертонических состояний, а для личного состава надводных кораблей отмечается несколько большая физическая работоспособность по сравнению с подводниками. При этом для подводников было характерно увеличение температуры кожных покров нижних конечностей, что имеет определенно значение для контроля и раннего предупреждения перегревания. В то же время наиболее заметное снижение работоспособности наблюдается у комсостава, при этом количественно показатель был взаимосвязан с результатами суточного мониторирования артериального давления и ЭКГ. Кроме того, выявлено, что процесс адаптации регуляторных систем организма достигает максимума к концу 3-го месяца плавания и определяется увеличение выносливости и снижением заболеваемости среди моряков.

The publication reveals necessity to reconsider educational policy in Russia and explains its necessity by the fact that national education has been experiencing crisis for 20 years; it doesn't provide development of the country in complicated and difficult stages. The dominant groups of the USA, European Union and some other countries influence and apply pressure on Russia in order to revoke its independence and destroy Russia as a unite country. This influence became evident especially in 2014. Education is an integral part of society and government. The president of Russia V. Putin concentrated on important issues of educational development in the country in his Message-2014 to the Federal Assembly of the Russian Federation. At the same time, social imperative is not implemented in Russia on conceptual and system basis. According to the social imperative, education is significant in strategic aspect; it is an element of national security as well. The article represents historic example of education priority development in the Soviet Republic which led to advanced society and country development. The paper analyzes views of some national experts concerning "post socialistic" society and "post capitalism". The author shows weak influence of the society on education. The author recommends applying systematic implementation of conceptions suggested by parties out of power due to necessity to reconsider educational policy. ; Необходимость пересмотра образовательной политики в России связана с тем, что отечественная система образования уже более двадцати лет находится в кризисном состоянии и не обеспечивает полноценного развития страны в один из ее сложных периодов. В постсоветскую эпоху господствующие структуры США, Евросоюза и некоторых других государств оказывают беспрецедентное давление на Россию с целью лишить ее независимости, разрушить ее как единое государство. Особенно стала явной и ужесточилась эта политика в 2014 году. Сфера образования является составной частью общего социума и его государства. В. В. Путин в своем Послании-2014 Федеральному собранию РФ поставил ряд важных вопросов по развитию образования в стране. Однако концептуально и системно в России не реализовывается социальный императив, согласно которому образование имеет огромное стратегическое значение, является одним из основных элементов национальной безопасности. В связи с этим презентирован исторический пример опережающего развития сферы образования в молодой Советской Республике, что позволило ему стать одним из локомотивов развития общества и государства. Представлен анализ взглядов некоторых отечественных авторов на «постсоциалистическое» общество, на «посткапитализм». Нами показано слабое позитивное влияние такого типа общества на образование. В связи с необходимостью пересмотра политики образования в современных условиях следует обратиться к системной реализации концепций, предлагаемых, в частности, оппозиционными парламентскими партиями.
