The article contests an argument that the creation of a capital market in educational "human capital" and subsequent voluntary transactions on this market are sufficient to create equal opportunities in education, consequently reducing the income premium enjoyed by households with higher initial wealth endowment end eliminating deadweight detriments to efficiency caused by unequal household budget constraints. The counterargument is based on game-theoretical model developed in Bowles 2004. The inevitable incompleteness of contracts results in allocation inefficiency: agents with above average wealth endowment are able to finance larger projects, and/or projects of worse than average quality, while agents with insufficient initial wealth endowment are excluded from the financial market. This inefficiency can be attenuated only by redistribution enforced by the government. Die Autorin ermittelt und legt diskursive Strategien offen, die in der tschechischen «Poslanecká sněmovna» zur Delegitimierung der politischen Gegner eingesetzt werden. Sie dienen dazu, eigene Stellung und Machtressourcen zu sichern und das Ansehen des politischen Rivalen zu schädigen, indem seine professionelle, politische und moralisch Legitimation in Frage gestellt und seine politischen Positionen systematisch untergraben werden. Der theoretische Rahmen der Analyse geht von Erkenntnissen der interaktionellen Pragmatik aus, insbesondere der Ansätze zu (Un)Höflichkeit. Diese sind in diesem Kontext besonders relevant, weil die parlamentarische Interaktion in erster Linie durch Dissens und durch Darstellungen des Selbst- und Fremdbildes erfolgt. Durch die Kombination qualitativer und quantitativer Herangehensweisen bietet die Analyse spannende Einblicke in das politische Reden und Handeln.

This article seeks to identify the factors that influence the success of negotiations on the origin of regional regimes. To this end, it deals with two cases, namely with the establishing of the single market of the European Economic Community & with the establishing of the Common Market of the South (Mercado Comun del Sur, Mercosur). Both case studies clearly confirm the impact of state interests & the related activity of the most interested states on the success of negotiations. In addition, the article also shows that the success of negotiations can also be determined in some cases by the existence & activity of a hegemon & institutional agents. The key strategy used in attempts to initiate or reinforce regional cooperation in various parts of the world should therefore include an effort to engage a hegemon (if it exists) & establish institutional agents directed at providing the necessary expertise & independent mediation. This article centres around the Czechoslovakian perception of holiday travel to
Yugoslavia in the 1920s with particular attention to the typology of Czech tourists. It has been
shown that travel to Yugoslavia was very popular among the middle classes who had enough
time and money. The wealthier classes preferred France. The main selling points travel agents
and hotel owners used to promote travel to Yugoslavia were affordability, service targeted to
Czechs and Pan-slavism. The idea of a mutual Slavonic tradition had been in existence since the
19th century. Evidence would seem to show that the most significant factor for repeat travel was
affordability. Conservative Czech tourists remained loyal guests of Yugoslavia during the 1920s
and 1930s.

The problem of linking 'explanation' & 'understanding' remains unresolved -- as Weber left it. This paper challenges the view that their reconciliation is impossible, as some theorists have maintained. Their case is that the entities involved -- subjective meanings & objective relationships -- are too ontologically different to be combined. From the stratified ontology of Social Realism, which acknowledges that different properties & powers pertain to different components & levels of social reality, this is no barrier in principle to their combination. However, in practice Realists have not given an adequate account of how 'subjectivity' & 'objectivity' are linked, which also weakens Realism's solution to the 'problem of structure & agency.' This paper offers a refinement: the human power of reflexivity is viewed as mediating between our subjective concerns & our objective social contexts. Reflexive deliberations account for what agents actually do -- and they do not all do the same thing -- under very similar social circumstances. The introduction of reflexivity enables the (socially) objective & the (personally) subjective to be combined into a single account of socially structured & structuring action.
