Bu yüzden siyasallık, kişiler, kurumlar ve aracıların etkisiyle siyasal toplumsallaşma sürecinin sonucunda gerçekleşmektedir. Siyasal toplumsallaşma, genel· toplumsallaşma sürecinin bir parçasıdır. Toplumsallaşma ise nonnların, değerlerin, inançların benimsenmesi ve uygulanması bağlamında siyasallığa dow-u bir süreçtir. İnsan, bir toplumun üyesi olmakla zaten siyasallaşmaktadır. Siyasal toplumsallaşma konusunda yapılmış olan bu çalışma teorik ve uygulamalı olmak üzere iki bölümden oluşmaktadır. Çalışmanın birinci bölümünde teorik olarak siyasal toplumsallaşma süreci tartışılmıştır. Bu bölümde, toplumsallaşma, siyaset, siyasal, iktidar, propa~anda, siyasal kültür, siyasal iletişim, devlet, ideoloji, vatandaşlık gibi kavramlar ve temel siyasal toplumsallaşma aracıları olarak kabul edilen aile, okul, arkadaşlık grupları, kitle iletişim araçları ve siyasal olaylar da siyasal toplumsallaşma ile ilişkileri dahilinde açıklanmaya çalışılmıştır. Çalışmanın uygulama bölümünde siyasal toplumsallaşma ile ilgili üniversite öğrencilerine yönelik bir anket çalışması yapılmıştır. 862 anketin cevapları ki-kare, t-testi, tek yönlü varyans analizi, faktör analizi gibi istatistik testleri kullanılarak yorumlanmış ve sürece etki eden faktörler tespit edilmiştir. Araştırmada Türkiye'deki mevcut siyasal kültürün devamlılığına ve değişimine ilişkin önemli bulgular elde edilmiştir. ; Politicization, as it is only observed in human beings, refers to becoming a party in the fundamental sense, to exhibiting a position; and is produced by social relations. Politicization, therefore, is realized after the process of political socialization with the interaction of individuals, institutions and agents. Political sodalization is a part of the general socialization process. Whereas socialization Is a process towards politicization in the context of the adoption of norms, values, beliefs and their implementation. The individual already politicizes by being a part of the society. This study on political socialization includes theoretical and practical chapters. in the first chapter of the study, it has been discussed in general how people become political individuals through political socialization process. in the same chapter, concepts such as socialization, politics, political, power, propaganda, political culture, political communication, state, ideology, citizenship and family, school, friendship groups, media and political organizatlons and events which are accepted the main socialization agents are argued within their relationship with the political socializatlon process. Also, it is touched on how different social sciences and theoretical approaches explain the process. in the practical chapter of the study, a survey about political socialization was carried out on universily students. After the survey process, answers of the 862 questiorınaires are lnterpreted and the effective factors on the process ~re tried to be explafned by using statistical tests such as chi-square, t-tests, one way analysis of variance and factor analysis. in the survey remarkable findings have been found out about the continuity and the transfonnation of the current political culture of Turkey

Introduction: Compression of the lateral antebrachial cutaneous nerve (LACN) is a rarely recognized but clearly definable syndrome. It should be taken into account in the differential diagnosis in the context of soldiers who are suspected of avoiding military duties by assuming the sick role. In this report, we describe a 23-year-old soldier who presented with avoidance of elbow extension due to a burning pain in the right forearm induced by extension. LACN neuropathy, which occurred after physical training including palm-away pull ups in the military camp and was initially suspected to be malingering, was later diagnosed according to the clinical and electrodiagnostic findings. People who are accused of malingering in military settings should be examined carefully also concerning the training-related injuries of the peripheral nervous and musculoskeletal systems. Especially for patients complaining of forearm pain that leads to inability to extend the elbow, LACN neuropathy should be considered in the differential diagnosis and confirmed by electrophysiological examination. © Turkish Journal of Physical Medicine and Rehabilitation, Published by Galenos Publishing.

TEZ ÖZETİSivil toplum kavramı, "sivil toplum kuruluşları (STK)" nın kalkınmanın aktörleri olarak gündeme getirilmeye başlandığı son yıllarda üzerinde yoğun bir biçimde tartışılmaktadır. Bu tartışmalar, baskı grubu olarak toplumsal mücadelelere katılma işlevini üstlenmiş olanlar ile neoliberal yaklaşımların tümüyle içinde yeraldıkları için birer ajan olarak görülenler arasındaki ayrımın giderek belirginleşmesi ile birlikte kendini göstermektedir. Bu bağlamda STK' larının özellikle, 2.Dünya Savaşı' nı izleyen yıllarda yaşanan gelişmeler doğrultusunda farklı bir işlev üstlendiği görülmektedir. STK' larının söz konusu konjonktürdeki yer ve işlevleri, kalkınma yaklaşımlarının öngördüğü devlet müdahaleleriyle aynı doğrultuda oluşmaktadır. Uluslararası sistemin 1960' lı yıllardan itibaren krize girmesiyle birlikte STK' larının daha çok "baskı grupları" şeklinde bir işlev üstlenmeye başladıkları görülmektedir. Az Gelişmiş Ülkelerde yaşanan kriz, STK' ları devlet ile karşı karşıya getirmiş; bu kuruluşlar toplumsal mücadelelerde önemli bir işlev üstlemeye başlamışlardır. 1980' li yılların ikinci yarısından itibaren soğuk savaşın son bulması ve yeni dünya konjonktürünün oluşması ile kalkınma yaklaşımları yerini neoliberal yaklaşıma bırakmıştır. Büyüme merkezli kalkınma yaklaşımları yerine insanı merkeze alan yeni kalkınma yaklaşımları STK' larını, "kalkınmanın yeni aktörleri" olarak tanımlamışlardır. Bu tanımlama, neoliberal yaklaşımların, "minimal", devlet anlayışı ile uyum göstermektedir. Küreselleşme adı verilen bu süreçte STK' lar yeni ajanlar olarak değerlendirilmektedir. Kavram, uluslararası çevreler tarafından kalkınmacı STK' lar olarak tanımlanmaktadır. "Hükümet-dışı", "özel kar amacı gütmeyen", gibi çok çeşitli açılardan tanımlanan kavram tam bir netlik taşımamaktadır. Bu durum, STK' larının içinde bulunduğumuz dönemde, neoliberal yaklaşımın gerektirdiği düzenleme araçlarından biri olarak ajan işlevi üstlendikleri yargısını kuvvetlendirmektedir.SUMMARY OF THE THESISThe concept of civil society has been intensively discussed in the recent years when "civil society organizations (CSO)" were started to be brought into agendas as actors of development. These discussions arise with clarification of the difference between those that have assumed the function of participating in social struggles as a group of pressure and those that are considered as an agent each as they take part in neo-liberal approaches in full. In this context, it is seen that CSO's assume a different function in the direction of the developments experienced following the 2nd World War in particular. CSO's position and functions in the conjuncture in question form in the same direction as the government interventions that development approaches stipulate.Along with the international system's entering into a crisis again in the 1960's, it is seen that CSO's have started to assume a function in the form of "pressure groups" rather. The crisis experienced in Less Developed Countries, brought CSO's in opposition to the state; these establishments have started to assume an important function in social struggles. As of the second half of the 1980's, along with that the cold war ended and that the new world conjuncture formed, the development approaches left their place to the neo-liberal approach. The new human-centered development approaches unlike the growth-centered development approaches have defined their CSO's as "the new actors of development." This definition demonstrates compliance with the "minimal" state understanding of the neo-liberal approaches. In this process named globalization, CSO's are considered as the new agents. The concept is defined by the international community as development-oriented CSO's. The concept defined from a large variety of views, such as "non-governmental," "nonprofit" does not bear complete clarity. This situation strengthens the judgment that CSO's assume the function of an agent as one of the regulating instruments required by the neo-liberal approach within the period that we are in.

Yönetişim, devlet yönetiminde geleneksel olana (kamu kurumlarının tekil aktörlüğüne) yeni bir seçenektir. Karar alma yetki ve gücünü merkezin dışına taşıyan yönetişim, müzakereye dayalı bir yönetimin ifadesi olarak kabul edilir. Bu yönüyle hem daha verimli hem de daha demokratik bir yönetimi ifade eder. Türkiye'de 2006 yılından itibaren kurulan kalkınma ajansları da yönetişim örneği olarak adlandırılır. Bu çalışmanın amacı, kalkınma ajanslarının yapısal düzenlemelerin dışında gerçek anlamda bir yönetişim örneği olup olmadığını güncel raporlar ışığında ortaya çıkarabilmektir ; Governance is a new alternative of the state's traditional forms of administration to the singular agent of public institutions. Governance, which carries decisionmaking authority and power out of the core, is considered a hallmark of administration based on negotiation. In this sense, it refers to both more democratic and more efficient form of administration. Turkish development agencies that have been established since 2006 are also labeled as an example of governance. The aim of this study is to demonstrate, beyond the structural adjustments, whether development agencies are examples of governance in real sense in the light of recent reports.

Bu çalışma, ekonomik büyüme içindeki payını her yıl arttıran ve gelişmekte olan Sigortacılık sektöründe faaliyet gösteren Sigorta Şirketleri ile sektörün en büyük dağıtım kanalı olan Sigorta Acenteleri arasındaki güç ilişkisinin boyutlarını belirlemek; Sigorta Şirketlerinin sahip olduğu stratejik güç kaynaklarını tanımlamak ve bu güç kaynaklarının acenteler üzerindeki etkisini tahmin etmek adına Türkiye genelinde faaliyet gösteren 637 acentenin katılımıyla gerçekleştirilmiştir. Bu acentelere, güç algısını ve gücün etkisini belirten bir ölçek demografik sorular ile birlikte uygulanarak, güç kaynakları ile anlamlı korelasyonlar bulunmuş ve Güç - Etki modeli tahmin edilmiştir. Söz konusu bu dönüşümlerin ise aktör-yapı değişiminden ve kimlik temelli ulusal çıkarlardan kaynaklandığı ortaya konulmaya çalışılmıştır. Tez çalışmasında, geçmişten günümüze gelen süreçte, her iki devletin de kimliğinde birçok dönemde, "iç" ve "dış" faktörlerin etkisiyle birlikte değişimlerin yaşandığına değinilmiş, bu değişimlerin ise Türk-Rus ilişkilerindeki yakınlaşmanın düzeyini belirlediği saptanmıştır. Fakat yine tez çalışmasında ortaya konulan birçok nedenden dolayı da günümüz Türk-Rus ortaklığının, "müttefiklik" olarak yorumlanmasının doğru olmayacağı belirlenmiştir. Nitekim aktör ve yapıda yaşanan değişimlerin, iki ülke işbirliğini geliştirdiği; ancak önceki dönemlerde tercih edilmeyen "yakın" bir Türk-Rus ortaklığının inşa edildiği sonucuna ulaşılmıştır. ; In the cold war and the previous periods, Turkey and Russia who consider each other as a threat and had no close relationship, have started to establish a limited partnership since the 1990's through the transformation of identity in time. The partnership of these two countries has gained acceleration in every field after September 11. Within this specific date; national identity, threat perception, preferences and benefits of Turkey and Russia has undergone a transformation. Likewise, the "contiguity" and "alliance" perception of these two country has changed as well. In this regard, Turkey and Russia has built up serious "collaborations" and "partnerships" in the number of fields. In this dissertation, by regarding the constructivist approach, the transformations within the Turkish-Russian relations during the post-September 11 era have been analysed. It has been tried to prove that these transformations have been driven from the agent-structure changes and identity based national interests. It has been referred in this thesis that, the identity of these both countries has changed in some periods with the impact of "internal" and "external" factors from past to present and these alterations determined the level of approachment to the relationships of Turkey and Russia. However due to a number of reasons that is referred in this thesis, it is explained that, interpreting the relationship between Turkey and Russia as being an "alliance" will not be an accurate approach. Hence, it was concluded that the changes in agent and structure have improved the cooperation between the two countries and have created a "close" Turkish-Russian partnership which had not been preferred in the previous periods.

Ortak tarih, kültür ve din iki devlet arasında ilişkilerin yüksek seviyede korunmasını şart hale getiren amillerdir. İran (1648 bin km2) göre Yakın ve Orta Doğu'nun en büyük devletidir, açık denizlere çıkışı vardır. Bu amil İran'ın dünyanın birçok ülkeleri ile ekonomik ilişkilerini kolaylaştırır. 8 milyar ton belirlenmiş petrol hammaddesi bakımından İran dünyada ilk sıralarda yer alan bir devlettir. This proximity plays an important role in strategic cooperation, ensuring the stability of the regional situation and establishment of trust, and in revealing the conditions suitable for developing mutual economic and cultural relations. Azerbaijan and Iran are states with large energy raw materials of geopolitical and strategic importance. Common history, culture and religion are agents that make it necessary to maintain a high level of relations between the two states. Iran is the largest state in the Near and Middle East, with its territory (1648 thousand square kilometers). This factor facilitates the economic relations of Iran with many countries of the world. Iran is one of the top countries in the world with its determined 8 billion tons of petroleum raw materials. In this case, it must be admitted that there is a suitable ground for developing long-term Azerbaijan-Iran relations in various fields. ; 712411

Uluslararası Politik Ekonomi (UPE); devletlerin, ekonomik ajanların, uluslararası örgütlerin karşılıklı etkileşimlerini çıkar ve çatışma olguları üzerinden yorumlamaya çalışmaktadır. Bu yorumlamayı yaparken de ortaya çıkan sonuçların uluslararası hukuk sistemine uygunluğu test edilmektedir. Bu testin sonucunda ortaya "meşruiyet" sorunu çıkmaktadır. "Yasallık" kavramından ayrılan "meşruiyet" uluslararası hukukun da sorgulanmasına neden olmaktadır. Ancak UPE'nin ilgilendiği ve açıklamaya çalıştığı bir konu olan devletlerin ekonomik çıkar ve kaygıları, uluslararası hukukta meydana gelen bu sorunların kimi zaman göz ardı edilmesine kimi zaman da gündeme getirilmemesine yol açmaktadır. Başka bir deyişle, uluslararası hukuktaki bu ikilemin ortaya çıkmasına da genellikle devletlerin ekonomik ve politik çıkarlarının bir ahenge dönüştüğü politik ekonomi perspektifleri sebep olmaktadır. Bu çalışmada uluslararası hukukun UPE bağlamında kısa bir değerlendirmesi yapılarak ve Ukrayna-Kırım Krizi üzerinden ekonomik kaygılar göz önünde bulundurularak mevcut uluslararası sistem tartışılacaktır. ; The International Political Economy (IPE) tries to interpret the mutual interactions of states, economic agents, international organizations by revealing over the cases of conflicts and interests. During this interpretation, the results are tested for compliance with the international legal system. As a result of this test, "legitimacy" problem arises. "Legitimacy", separated from the concept of "legality", causes international law to be questioned. However, the economic interests and concerns of the states, in which the IPE is interested and which it tries to explain, are sometimes leading to ignore these problems in international law. In other words, the emergence of this dilemma is often caused by the political and economic perspectives of the states which are transformed into a harmony. In this study, an evaluation of the international law in the context of IPE will be presented shorthly and the current international system over the UkraineCrimean Crisis will be discussed in view of economic concerns.

Bireysel tercihlerden toplumsal tercihe geçişin bilinen en iyi aracı olan oylama yöntemi kendi içinde bazı sorunlar taşımaktadır. Bu sorunların belli başlıları; Arrow çözümsüzlüğü, bedavacılık, asıl-yekil sorunu, oylanacak adaylann hatalı tespiti, mali yanılma, çoğunluk tercihinin irrasyonel olabilmesi, azınlık zararlan-oylama maliyeti, politik miyopluk, rant kollama ve oy ticaretidir. Bu çalışmada uygun oylama yönteminin seçimi, özgürlük ve çoğulculuk, temsil, saydamlık, eğitim, piyasalaşma, yoğunlaşma, özendirme ve zorlama anılan sorunları çözmeye yönelik araçlar olarak sunulmuştur. Bu araçlar, anılan sorunları mutlak olarak çözemese bile, bu yönde önemli yararlar sağlamaktadır. Örneğin, özgürlük ve çoğulculuk sayesinde adaylar ve seçmenler kendilerini daha iyi ifade edebilmekte, çoğunluğun azınlığı ezmesi önlenmektedir. Temsil sistemi doğrudan demokrasinin adeta imkansız hale geldiği günümüzün kalabalık toplumlarında demokrasiyi uygulanır kılmakta ve oylama maliyetlerini hızla düşürmektedir. ; The method of voting, known as the best means for the transition from individual choices to social ones, includes some problems. The main problems are; Arrow imposibility, free-rider, principal-agent issue, misdetermination of the candidates for voting, fiscal illusion, irrationality of the majority choices, minority losses, voting costs, political myopia, rent seeking and logrolling. In this study, the choice of appropriate voting method, freedom and pluralism, representation, transperency, education, marketing, concentration, incentive and coercion have been presented as the means for solving such problems. Even though these means can not bring absolute solutions to these problems, they can provide important advantages in this process. For example, thanks to freedom and pluralism that candidates and voters can express themselves and the oppression of minority by majority could be prevented. In today's more populated societies' where direct democracy become impossible to perform representative system makes democracy applicable and decreases voting costs rapidly.

ÖzetBu araştırmanın konusu Anayasal iktisattır. Devletin ekonomik hayattan çekilmesi ve olabildiğince "minimalleşmesi", özel sektörün ekonomik hayatın tek aktörü olmasının gerekliliğinin savunulduğu bu teori son yıllarda ülkemizde de tartışılmaya başlanmıştır. Bu tartışmalarda temel olarak iki taraf bulunmaktadır. Bunlardan birisi teorinin tartışılmayacak kadar doğru olduğunu savunurken, diğeri de tartışılmayacak kadar yanlış olduğunu dile getirmektedir. Oysa bir teorinin doğru veya yanlış olduğu, ancak, söz konusu teorinin bilimsel bir tartışma ortamından geçmesiyle iddia edilebilir. Bunun için, bu teorinin bilimsel bir yöntemle değerlendirilmeye çalışılması ilk amacımızdır. Tezimizde, anayasal iktisat teorisinin ne olduğu, temel varsayımları açısından açıklanacaktır. Sonraki bölümlerde ise, bu teorinin hedefleri ile kullandığı araçların tutarlılığı değerlendirilecektir. Kendini liberal ekonomi geleneği içinde tanımlayan bu teori, son olarak liberal ekonomik gelenek ile temel varsayımları ve hedefleri açısından karşılaştırılacaktır. AbstractThe topic of this research is constitutional economics. In recent years, with the gradual withdrawal of the state from economic life and the minimalization of its influence, the necessity of having the private sector as the sole agent in economic life has begun to be discussed in our country. Basically, there are two sides in this discussion, one which proposes that the theory is indisputably right, and the other, which states that the theory is inarguably wrong. However, for a theory to be considered right or wrong, it must pass through a scientific discussion forum. Toward this aim, our first goal is to attempt to evaluate this theory through a scientific method. In this thesis, the theory of constitutional economics will be explained, along with its basic assumptions. Then, in the following sections, the goals of this theory and the consistency of the tools which it uses will be evaluated. Finally, this theory, which is defined within the tradition of liberal economics, will be compared with the tradition of liberal economics from the perspective of its core assumptions and goals.

Bu çalışma, yumuşak güç ve kamu diplomasisi kavramları çerçevesinde Türkiye'nin 1998 yılında başlattığı Afrika açılımından 2019 yılının sonuna kadar sürdürdüğü faaliyetlere odaklanmaktadır. Yumuşak güç ve kamu diplomasisi kavramlarına özel bir önem atfedilen çalışmada, zaman içerisinde Türkiye'nin Afrika'ya yönelik kamu diplomasisinin nasıl bir süreçten geçtiği ve etkileri farklı boyutlarda incelenmektedir. Çalışmada yer alan Afrika örneğinde, Türkiye'nin dış politikasında yumuşak güç kaynaklarına bağlı olarak sürdürdüğü kamu diplomasisi faaliyetleri ele alınmıştır. Çalışmada Türkiye'nin sahip olduğu yumuşak güç kaynaklarının, Afrika'ya yönelik kamu diplomasisi faaliyetlerinde farklı şekillerde kullanıldığı görülmüştür. Kamu diplomasisi aktörlerinin zaman içerisinde faaliyetlerinin arttığı ancak Türkiye'nin Afrika'ya yönelik kamu diplomasisi etkinliğinin zaman içerisinde farklılıklar gösterdiği gözlemlenmiştir. Bu kapsamda çalışmanın ulaştığı en temel sonuçlardan birisi, Türkiye'nin Afrika'daki kamu diplomasisi faaliyetlerinin birbirinden farklı etkilere ve yansımalarsa sahip olduğudur. Dolayısıyla Türkiye'nin Afrika'daki kamu diplomasisi faaliyetlerinin zaman içerisinde geliştiği ancak her zaman etkili olamadığı savunulmaktadır. Türkiye, Afrika'ya dış politikasında ayrı bir önem vermekte ve Afrika'daki varlığını artırmak istemektedir. Çalışmada, Türkiye'nin Afrika'ya yönelik kamu diplomasisi faaliyetlerinin etkinliğini artırma ve geleceğe taşıma gayreti içerisinde olduğu savunulmuştur. ; This study focuses from African expansion which Turkey started in the year 1998 to its activities maintainig to the end of the year 2019 within the frame of soft power and public diplomacy. In the study which attributed a special significance to the notions of soft power and public diplomacy, it is examined at the different dimensions how Turkey's public diplomacy towards Africa go through a process in time and its influences. At the case of Africa in partaking of the study it has been handled the public diplomacy activities which maintaing depending Turkey's soft power sources at its foreing policy. In the study it has been seen that has been used differently Turkey's soft power sources at the public diplomacy activities towards Africa. It has been observed that the public diplomacy agents increase their activities in time but Turkey's public diplomacy influence towards Africa shows differences in time. In this context the one of the common conclusions which the study extrapolate that public diplomacy activities of Turkey in Africa have from each other different influneces and reflections. Accordingly it is asserted that public diplomacy activities of Turkey in Africa develop in time and are not effective every time. Turkey attaches extra importance to Africa at its foreing policy and want to increase its position in Africa. In study it is asserted that Turkey is in a endeavour to increase the influence of public diplomacy activities towards Africa and to carry into future them.

Bundan dolayıdır ki, hakim devletler Birleşmiş Milletler bünyesinde önemli konumlar elde etmişlerdir. Although interests of the states remain as the main determining factor in international relations. International organizations have become indispensable agent by directly affecting these interests and providing machanisms for shaping national benefits. The United Nations, which can be accepted as the most comprehensive international organizations, has emerged with the idea of establishing a more effective organization in place of the League of Nations, which proved inefficient during the inter-war period. United Nations established by the victors of the war as in the case of the League of Nations. Therefore dominant states have reached important positions in the United Nations. Privileges such as permanent membership and veto right in the Security Council, provided an advantageous position for these states which facilated the control and supervision of the organization. The privileges under discussion could be viewed as understandable under the particular circumstances of the post war period. But after a lapse of 70 years, neitherthe United Nations nor the World are same. In this context, based on the need for reform for the Security Council, present thesis was carried out in order to examine the content of the damands.
