Aufgrund der zunehmenden Digitalisierung und der damit einhergehenden Veränderungen hinsichtlich der Verbreitungswege und Angebotsformen, der Fragmentarisierung von Zielgruppen und verändertem Mediennutzungsverhalten befindet sich die Kommunikationsbranche im Umbruch. Kommunikationstreibende und Marketingverantwortliche suchen nach neuen Kommunikationsformen, Medienunternehmen nach neuen Erlösquellen. In diesem Zusammenhang spielen Branded-Entertainment-TV-Produktionen eine immer wichtiger werdende Rolle. In dem Beitrag werden mögliche Akteurskonstellationen von Branded-Entertainment-TV-Produktionen erstmals systematisch dargestellt, die Informationsasymmetrien und Zielkonflikte der Akteure vor dem Hintergrund der Systemtheorie und der Prinzipal-Agent-Theorie herausgearbeitet und Handlungsempfehlungen für das Schnittstellenmanagement aufgezeigt. ; The communication industry is on the move. Increasing digitalisation brings new distribution channels, new forms of content and a fragmentation of target groups. Players in the communication industry and marketeers search for new forms of communication. Media companies seek for new forms of generating revenue. In this context, TV productions that are focused on branded entertainment content become increasingly important. In this article, constellations of the players of branded entertainment TV productions are for the first time systematically identified and described. The difficulties that arise between the different parties under conditions of incomplete and asymmetric information are analysed with the help of the system theory and the principal agent theory. Recommendations for the management of branded entertainment productions are given, while instruments that could reduce uncertainty and risks for the principal are presented.
Gegenstand dieser Arbeit ist die Entwicklung und Evaluierung eines kognitiven Agenten an Bord eines automatisierten UAV mit dem Ziel einen einzelnen menschlichen Operateur bei der UAV-Führung zu unterstützen und den Fähigkeitsumfang des technischen Systems zu steigern. Zu diesem Zweck wird ein Interaktionsverhalten des Agenten abgeleitet, welches sich insbesondere durch Rückführung symbolischer Informationen an den Operateur ausprägt. Das Interaktionsverhalten wird hinsichtlich seines Einflusses auf die Wahrnehmung des Agenten durch den Operateur und die Delegation von Aufgaben durch diesen an den Agenten evaluiert. Als Grundlage dieser Dissertation werden zunächst die Grenzen heutiger (konventioneller) Automationsansätze beschrieben und anhand des Ansatzes intelligenter KI-Agenten sowie des Konzepts der kognitiven Automation Perspektiven aufgezeigt, wie diese Grenzen überwunden werden können. In diesem Rahmen werden verschiedene kognitive Systemarchitekturen und ihre Anwendung im Bereich der UAV-Automatisierung vorgestellt sowie architekturbedingte Einschränkungen hinsichtlich der Interaktion mit dem menschlichen Operateur diskutiert. Die zentralen Aspekte dieser Arbeit lauten: 1. Die systematische Entwicklung eines Konzepts zur Beschreibung und Auslegung der Rollen eines kognitiven Agenten als Leiter eines automatisierten UAV-Systems, der durch den menschlichen Operateur geführt wird. Diese Form der Interaktion zwischen Mensch und Agent wird als Agent Supervisory Control bezeichnet. Hierbei wird ein bestehender Ansatz der auftragsbasierten UAV-Führung um eine auftrags- und situationsabhängige Rückführung symbolischer Informationen an den Operateur erweitert, die auf dem Fähigkeitsbewusstsein des Agenten beruht. Neben der Delegation von Aufträgen sieht das Konzept auch den manuellen Durchgriff des Operateurs auf nachgeordnete Automationsfunktionen vor, der als Ergänzung oder Ersatz UAV-eigener Fähigkeiten verarbeitet wird. 2. Die Implementierung eines prototypischen Agentensystems über eine hierarchisch gegliederte kognitive Agentenarchitektur, welche das vorgestellte Verhaltens- und Interaktionskonzept umsetzt und plattformunabhängig in bestehende UAV-Systeme integriert werden kann. Die dargestellte Wissensmodellierung in Form modularer Wissenskomponenten ermöglicht dem Agenten die zielgerichtete Verarbeitung seiner Umwelt und die Berücksichtigung dynamisch verfügbarer UAV-Automation. 3. Der Aufbau, die Durchführung und die Evaluierung eines Mensch-Maschine Experiments mit 14 Versuchsteilnehmern, die in einer simulierten, militärischen Aufklärungsmission als UAV-Operateure fungieren. Hierbei wird nachgewiesen, dass die gezielte Rückführung von Agenteninformationen den Operateur bei der UAV-Führung unterstützt und die Akzeptanz und das Vertrauen des Operateurs in den Agenten positiv beeinflusst. 4. Die Demonstration des technischen Reifegrades sowie der Plattformunabhängigkeit der Implementierung im Flugversuch durch die Integration des Agentensystems auf zwei unterschiedlichen UAV-Plattformen, die über eine einheitliche Bodenkontrollstation durch den Operateur geführt werden. Der Agent setzt dabei Aufträge jeweils plattformspezifisch um, indem symbolische Handlungspläne entsprechend der UAV-Fähigkeiten abgeleitet und die parametrische Umsetzung von Handlungen individuell angepasst werden.
The dissertation explores the developments of the border control agency Frontex and the European Asylum Support Office EASO, arguing that the Schengen crisis of 2015-16 prompted EU institutions to significantly empower both migration agencies. This study adapts classic principal-agent interpretations while applying a process-tracing method to introduce a distinction between primary and intermediate principals on one side and multiple agents on the other. By doing so, this study investigates significant agency empowerment in the EU migration policy. ; Die Dissertation untersucht die Entwicklungen der Grenzschutzagentur Frontex und des Europäischen Unterstützungsbüros für Asylfragen EASO und argumentiert, dass die Schengen- und Migrationskrise von 2015-16 die EU-Institutionen dazu veranlasst hat, beide Migrationsagenturen erheblich zu stärken. Die Studie interpretiert den klassischen Prinzipal-Agent-Ansatz neu und wendet die process-tracing Methode an, um zwischen primären und intermediären Prinzipalen auf der einen und mehreren Agenten auf der anderen Seite zu unterscheiden. Die Analyse durchleuchtet somit die erhebliche Stärkung der Agenturen in der gemeinsamen EU-Migrationspolitik.
Kurzfassung: In dieser Arbeit wird ein neues Terrain Covering Model vorgestellt, das autonomen Agenten,eine vollständige Befahrung einer zuvor unbekannten Systemumgebung ermöglicht. Das zugrundeliegende Online Terrain Covering Problem kommt in verschiedenen Anwendungsbereichen wie beispielsweise der Landwirtschaft, dem Militär und Katastrophenschutz sowie der Reinigungs- und Weltraumindustrie zum Tragen. Hierbei können mit Hilfe von mobilen Robotern unter anderem eine Fernerkundung, Aufklärung, Such- und Rettungsaktion oder Überwachung unterstützt werden, die für Menschen zeitaufwendig, mühsam oder gefährlich sind. Eine unbekannte Umgebung stellt hohe Anforderungen an einen robusten und effizienten Einsatz. Es müssen kontinuierlich zielgerichtete Entscheidungen unter Untersicherheiten getroffen werden. Neben einer geeigneten Koordination im Sinne des Task Allocation Problem wird in dieser Arbeit ein neues Lösungsverfahren für das Shortest Path Problem unter Unsicherheiten beschrieben und analysiert. Abgesehen von den Kosten, die aus einer Befahrung einer Route resultieren müssen im Sinne einer robusten Lösung vor allem die Unsicherheiten betrachtet werden. Die Transformation in ein Mehrkriterielles Optimierungsproblem verbessert unter anderem die Vergleichbarkeit von Routen und bietet dem Entscheidungsträger eine Vielzahl von Pareto optimalen Routen dar. Abstract: This thesis describes a new terrain covering model which enables autonomous agents to traverse unknown system environments. The referring online terrain covering problem can be applied to many domains like agriculture, military, disaster management as well as the cleaning industry and aerospace. Mobile robots can be used to support people in time consuming, tedious and dangerous tasks like reconnaissance, search and rescue or surveillance. To cover an unknown environment high demands are placed on a robust and efficient application of robots. Decisions have to be made under uncertainty in a continuous effort. In addition to a proper coordination in terms of the task allocation problem, this thesis describes a new solution and analysis of the shortest path problem under uncertainties. The solution considers the minimization of costs as well as the minimization of uncertainties within a multiobjective optimization problem. The transformation results in an improved comparability of routes and offers a wide variety of pareto optimal routes.
So wie die Währung im Wirtschaftssystem die Funktion eines "Wertmaßstabes" innehat, können einheitliche Leistungsüberprüfungen im Schulsystem als Bewertungsmaßstab fungieren, der zur Überwindung von Informationsasymmetrien beiträgt und opportunistisches Verhalten dezentraler Entscheidungsträger verhindert. Damit werden Zentralprüfungen zur Voraussetzung dafür, dass dezentral organisierte Schulsysteme zu hohen Schülerleistungen führen können. Diese Komplementarität zwischen Zentralprüfungen und Schulautonomie wird zunächst in einem Prinzipal-Agenten-Ansatz der Bildungsproduktion theoretisch abgebildet und dann anhand der internationalen TIMSS-Schülerleistungsvergleichsstudien empirisch getestet. Die mikroökonometrischen Schätzungen weisen in einem ersten Schritt starke positive Leistungseffekte zentraler Prüfungen nach. In einem zweiten Schritt werden Interaktionseffekte zwischen Zentralprüfungen und Schulautonomie zugelassen. Dabei zeigt sich, dass sich Schulautonomie in Schulsystemen ohne Zentralprüfungen vielfach negativ auf Schülerleistungen auswirkt. In Schulsystemen mit Zentralprüfungen werden diese negativen Autonomieeffekte zumeist vollständig abgebaut, und im Fall der Schulautonomie über Lehrergehälter kehren sie sich in stark positive Effekte um. Eine effiziente Bildungspolitik sollte also Zentralprüfungen mit Schulautonomie verbinden, d. h. Standards extern vorgeben und überprüfen, aber den Schulen die Art ihres Erreichens überlassen.
Der Strommarkt befindet sich im Wandel, dies erfordert eine Umstrukturierung des heutigen Energiemixes. Die künftige Stromerzeugung muss v.a. die Versorgungssicherheit garantieren, wirtschaftlich und umweltfreundlich sein. Die Entscheidungen der energiewirtschaftlichen Unternehmen müssen aber auch von energiepolitischer Seite ermöglicht werden. Die Investitionsentscheidungen der Energieversorgungsunternehmen unterliegen den Risiken des Marktes, welche wiederum durch politische Eingriffe überlagert sind, wodurch Investitionsentscheidungen zusätzlich beeinflusst und gelenkt werden. Bei der Wahl des zukünftigen Erzeugungs- und Kraftwerksmix haben die Entscheidungsträger mit Unsicherheiten zu kämpfen, die auf unterschiedlichen Ebenen angesiedelt sind. In der vorliegenden Arbeit wurden Methoden und Ansätze entwickelt und untersucht, mit denen Unsicherheiten im Bereich der Energiewirtschaft abgebildet und angemessen behandelt werden können. Insbesondere stellen die Modelle ein Werkzeug für die Bewertung von Investitionen in Kraftwerksbauten dar, um die Entwicklung des zukünftigen Kraftwerkspark unter verschiedenen Aspekten beurteilen und analysieren zu können. Hierzu wurden die Methoden der stochastisch linearen Programmierung und des Multi-Agenten-Ansatzes verwendet. Das deutsche Stromerzeugungs- und Übertragungssystem wurde mit einem zweistufig stochastisch linearen Modell beschrieben. Mit dem Ziel der Minimierung der Gesamtkosten werden unter Berücksichtigung der fluktuierenden Eigenschaft erneuerbarer Energien, der variierenden Brennstoffkosten, des Übertragungsnetzes und der Kraftwerksalternativen durch das Modell u.a. die nötigen Kapazitäten für die Erzeugung, Speicherung und den Transport und die daraus resultierenden Stromflüsse zur stündlichen Lastdeckung bestimmt. Als Speicher wurden Pumpspeicherkraftwerke modelliert. Die dabei anfallenden Strompreise des Energiemarktes werden aus den Grenzkosten der Erzeugung abgeleitet. Die Brennstoffkosten und CO2-Zertifikatspreise fließen als stochastische Größen in das Modell mit ein. Mit diesem Modell wurde der deutsche Strommarkt in sehr hoher räumlicher Auflösung abgebildet. Es wurden Szenarien berechnet, die u.a. den Ausstieg aus der Kernenergie, die Integration von Windenergie in das bestehende System als auch den Ausbau der Photovoltaik untersuchen. Auf Grund der Annahme perfekter Voraussicht kann es bei der Optimierung von Entscheidungen, deren Auswirkungen in die Zukunft reichen, zu falschen Handlungsempfehlungen kommen, wenn die Erwartungen nicht eintreffen. Es wurde gezeigt, dass durch den Ansatz stochastischer Optimierung Fehlentscheidungen durch falsche Annahmen stark reduziert werden und damit besser geeignet ist als rein deterministische Ansätze. Der zweite Modellansatz basiert auf einer Multi-Agenten-Simulation. Mit diesem Ansatz wird der Strommarkt nicht mehr volkswirtschaftlich optimiert, sondern aus einem betriebswirtschaftlichen Blickwinkel betrachtet, dadurch können unterschiedlichste Unternehmertypen abgebildet und deren Zusammenspiel untersucht werden. Das gemeinsame Agieren auf dem Strommarkt führt zu einer Rückkopplung der einzelnen Investitionsentscheidungen, wodurch die Unternehmen ihre Strategien überdenken und an die veränderten Geschehnisse anpassen können. Die Agenten des Modells sind auf der einen Seite die Energieversorgungsunternehmen und auf der anderen Seite die Stromkunden durch deren Interaktion ein Stromhandel in Gang gesetzt wird. Durch die Einbettung strategischer Unternehmensplanung in eine Strommarktsimulation wird die Stromversorgung ganzheitlich modelliert. Die angestrebte langfristige Planung führt dazu, dass die Agenten Annahmen über zukünftige Entwicklungen treffen und Daten schätzen müssen, die sich im Planungshorizont wieder verändern können. Dieses Problem des mangelnden Wissens über zukünftige Ereignisse wird in dem entwickelten Multi-Agenten-Modell dadurch gelöst, dass die Investitionsplanung eines Agenten in eine Simulation der Realität eingebettet wird und die Agenten so eine rollierende Investitionsplanung durchführen. Die Modellierung beinhaltet also zwei Zeitebenen. In der Simulation wird der stündliche Handel von Strom an einer Strombörse nachgebildet. Kraftwerkseinsatz und Strompreisbildung stehen dabei in direktem Zusammenhang. Die zweite Zeitebene deckt die langfristigen Entscheidungen der Investitionsplanung ab. Hierbei handelt es sich um ein mathematisches Modell, mit dessen Hilfe die Agenten Zahlungsströme wirtschaftlich beurteilen und damit eine rationale quantitative Vorteilhaftigkeitsentscheidung treffen können. Die Investitionsplanung wird von den Agenten am Anfang eines jeden Jahres durchgeführt, wobei insbesondere auch die Finanzierungsmöglichkeiten mitberücksichtigt werden. Die Ergebnisse bestimmen die Investitionen für die folgenden Jahre. Der Schwerpunkt der Betrachtungen liegt auf der Entwicklung der zukünftigen Kraftwerksstruktur. Durch die Abbildung der Energieversorgungsunternehmen als Agenten, besteht die Möglichkeit deren jeweilige Entscheidungen und Handlungsalternativen, die durch das Auftreten unterschiedlicher unsicherer Größen beeinflusst werden, in dem Modell zu beschreiben. Jedes Unternehmen findet unter den jeweils gemachten Annahmen für sich die optimale Lösung bezüglich des Kraftwerksbaus in der Zukunft und entwickelt demnach eine gewisse Strategie, die es zu verfolgen versucht. Die Kopplung der beiden Zeitebenen führt zu einer Konfrontation der Strategien der einzelnen Agenten, es findet ein Abgleich von Plan- und Ist-Zustand statt, der die Agenten eventuell dazu zwingt ihre Strategien zu überarbeiten. Im Laufe der Simulation kristallisiert sich so ein Kraftwerkspark heraus. ; The German electricity system is expected to undergo major transitions in the future. This requires a reorganization of the existing energy mix. The future power system has to be economical and ecologically friendly and has to guarantee the security of energy supplies. Methods and models were developed to model and analyze uncertainties in the energy industry. Particularly these models are a tool for investment planning of power plants to analyze and assess the development of the future generation system under different scenarios. Stochastic linear programming techniques and a multi-agent approach were used. The first model is a two-stage stochastic linear program of the German electricity system which is able to describe the system in arbitrary spatial and temporal resolution. Due to the high temporal resolution the model is particularly suitable to analyze the influence of uncertain and fluctuating parameters like the wind supply to the existing electricity system. Germany is represented by 29 nodes within Germany and 13 nodes of neighboring countries. Major transmission lines between these nodes are modeled in a stylized manner. The model calculates the optimal capacities as well as the energy flow in consideration of the energy demand. The stochastic parameters are the fuel costs and prices for CO2. It is also attempted to handle the supply of wind energy in a stochastic way. Different scenarios were calculated to examine the impact of phasing out nuclear energy and increasing the provision of renewables energies to the market. Because of the assumption of perfect foresight it is possible that the optimization of future decisions can result in wrong policy rules. The approach of stochastic programming minimizes this error. The second approach is based on a multi-agent simulation. In comparison to the first model the generation market is viewed from a business economical point of view. Therefore different types of business companies can be modeled. The agents of the model are the utilities providing the electricity as well as the demand side of the electricity market. The interaction of power producer and power consumer leads directly to the power commitment which influences the development of the electricity price. This power trading, the simulation of the electricity market is the first time level of the model. The second time level is a strategic investment decision of each utility. The investment decision for new power plants is done with a simultaneous investment, finance and production program by each utility at the beginning of each year. The result of this integrated optimization tool is an investment and finance plan for the following years. The decisions for the first year are then realized in the market simulation which leads to a confrontation of the various strategies. In the following year the utilities gain experience which contributes to the next decision making. The focus of this second approach lies in analyzing the development of future power system.

Entendemos que en el Programa Materno Infantil y Nutrición y en el Programa Nacional de Educación Sexual Integral se expresan al mismo tiempo, las condiciones estructurales socio-económicas y político-culturales en los cuáles ellos se implementaron y también ciertas especificidades de la gestión estatal, que muestran algunas continuidades. Esas especificidades estarían presentes en las trayectorias, y relaciones que aquellas y aquellos agentes institucionales establecieron entre sí, con funcionarios de mayor jerarquía y también con los destinatarios; se pone así de manifiesto el caracter heterogeneo y disputado dentro de las instituciones estatales permitiendo una aproximación más afinada de la gestión estatal. ; In this essay, as a female anthropologist who managed a social policy in the 90's of the twentieth century and a male anthropologist who implemented an educational policy between 2009 and 2018, we propose a disciplinary view of the constitution of statehood, from the double perspective of the social actor and the institutional agent. Entendemos que no Programa Materno Infantil y Nutrición e no Programa Nacional de Educación Sexual Integral manifestam-se simultaneamente as condições estruturais socioeconômicas e político-culturais nas quais foram implementados, assim como certas especificidades da gestão estatal; indicando algumas continuidades. Essas especificidades estariam presentes nas trajetórias e nas relações que os/as agentes institucionais estabeleceram entre si, com os altos funcionários e também com os destinatários dos programas. Isto posto, revela-se o caráter heterogêneo e disputado dentro das instituições estatais, possibilitando uma aproximação mais aprimorada da gestão pública.
In this essay, as a female anthropologist who managed a social policy in the 90's of the twentieth century and a male anthropologist who implemented an educational policy between 2009 and 2018, we propose a disciplinary view of the constitution of statehood, from the double perspective of the social actor and the institutional agent. We understand that the Maternal and Child Nutrition Program and the National Program of Integral Sexual Education express at the same time the socio-economic and political-cultural structural conditions in which they were implemented, as well as certain specificities of state management, that display some continuities. Those specificities would be present in the trajectories, and relationships that those institutional agents established with each other, with senior officials and also with the recipients; the heterogeneous and disputed character within the state institutions is thus revealed, allowing a more precise approximation of state management. ; En este trabajo, una antropóloga que gestionó una política social en los 90´del siglo XX y un antropólogo que implementó una política educativa entre los años 2009 y 2018 nos proponemos una mirada disciplinaria de la constitución de la estatalidad, desde la doble perspectiva del actor/a y agente institucional. Entendemos que en el Programa Materno Infantil y Nutrición y en el Programa Nacional de Educación Sexual Integral se expresan al mismo tiempo, las condiciones estructurales socio-económicas y político-culturales en los cuáles ellos se implementaron y también ciertas especificidades de la gestión estatal, que muestran algunas continuidades. The issue of an agent in criminal proceeding has been the topic of scientific discussion for several years in European countries as well as in the Slovak Republic. In particular, the topic of agent provocateur is constantly interesting and controversial in a view of its problematic practical implementation in relation to the national legal regulation of that institution, existing jurisprudence, including the practice of the European Court of Human Rights. This issue is worthy another discussion because there are many opinions that it intervenes into the fundamental rights of individuals and many lawyers point out that is not in compliance with the basic principles of the democratic state respecting rule of law. Theoretical aspects of the topic have caused its complicated way of application in the relation to respect towards the basic principles of the democratic state respecting rule of law By analyzing and comparing the domestic regulation, case law of domestic courts and the European Court of Human Rights the authors have ambition to suggest different views on problematic aspects of this institution, especially its form as agent provocateur. Special attention is dedicated to the question whether a lawyer, concretely advocate can act as an agent. The nature and purpose of all these institutions, including the question of legal entrapment, raising polemics dividing the society. The article does not aim to offer one satisfactory solution. The reason is, as the reader will have a chance maybe to come to the same idea, there are many different state approaches worldwide and especially in the States of the Council of Europe, which affected different ways of understanding of the Agent Provocateur, its role and purpose in the democratic state with rule of law. The authors´ intention is to seek arguments acceptable for both parties to the dispute.

In this article, the practice of photomontage is presented as a revolutionary agent capable of reconfiguring real events and creating new narratives based on political interests. To this end, two different approaches to the role of photomontage are presented, both carried out in a context where the political scenario was undergoing deep restructuring.In the first case, described through an analysis of a set of works by John Heartfield, the photomontage is characterised by a discourse of opposition to a rising fascist political regime in Germany, revealing this practice as a potential medium to propose a rereading of real events and to appeal to the critical sense of the public. In this context we can say that photomontage acts as an (anti)political weapon.In the second case, described through the analysis of a set of works by authors such as Klutsis or El Lissitzky, photomontage is characterised by a discourse in accordance with a new political era taking place in the Soviet Union in the sequence of the October Revolution. ; En este artículo, la práctica del fotomontaje se presenta como un agente revolucionario capaz de reconfigurar eventos reales y crear nuevas narrativas basadas en intereses políticos. Para ello, se presentan dos enfoques diferentes sobre el papel del fotomontaje, ambos llevados a cabo en un contexto en el que el escenario político estaba experimentando una profunda reestructuración.En el primer caso, descrito a través de un análisis de un conjunto de obras de John Heartfield, el fotomontaje se caracteriza por un discurso de oposición a un régimen político fascista en ascenso en Alemania, revelando esta práctica como un medio potencial para proponer una relectura de eventos reales y apelar al sentido crítico del público. En este contexto, podemos decir que el fotomontaje actúa como un arma (anti) política.En el segundo caso, descrito a través del análisis de un conjunto de obras de autores como Klutsis o El Lissitzky, el fotomontaje se caracteriza por un discurso de acuerdo con una nueva era política que tuvo lugar en la Unión Soviética tras la Revolución de Octubre.
