The objective of the investigation was to examine the content and specific characteristics of the ethical conduct of public officials in Ukraine and the world. To achieve the objective, the authors used the following methods: epistemological, comparative-legal, structural-functional, analytical, informative-analytical. Among the results of the article, it was possible to consider the ethical conduct of public servants in a broad and narrow sense. In the same way, the main requirements of the legislation that regulate the conduct of public servants have been analyzed and the conditions that standardize in detail the legal relationships in the field of professional activity of public servants, their relationships with each other and with citizens. Finally, everything allows us to conclude that a Code of Ethics for public servants establishes common rules of conduct for them and determines responsibility for their violation. To be effective, this regulatory legal act must also include the following obligations for public servants: requirements for the performance of official functions; requirements for advanced training; requirements for relationships with colleagues, managers, and subordinates; norms of communication with citizens and norms to resolve conflicting interests.
The article aimed to review some pedagogical policies for the inclusion and a safe life of people with disabilities. Training the preparation of people with disabilities and disabilities for a safe life is more effective within the framework of an accessible and organized educational environment in the educational institution, which guarantees the solution of professional problems in the training of future middle-level specialists. For a safe stay in society. Under the provision of people with health problems for a safe life, we consider the complex subjective property of a person with a disability, which manifests itself when it understands the dangers that have arisen in the educational environment and in various areas of life and we provide a way to overcome them. It is concluded that without an accessible and well-organized educational environment, it is impossible to achieve the result of establishing harmonious relationships between people with disabilities and the social environment that determine their greater disposition for a safe entry into society and a full life in modern society. Particular attention is paid in the process of vocational training for people with disabilities to individualization.
Numerous legal provisions were enacted at an EU level in order to protect consumers contracting with professionals, especially in a digital environment (see, in particular, the protection measures provided by directive 2011/83/EU on consumer rights; directive 2005/29/EC on unfair commercial practices; directive 2000/31/EC on electronic commerce, etc.). With the development of the web 2.0 and the so-called "sharing economy", consumers are now entitled to easily conclude agreements with other consumers through intermediation platforms. EU Consumer Acquis shall normally be applicable to the relationship between the platform and each of the peers (the seller or the provider on one hand, and the buyer or the recipient on the other hand), with the exclusion of C2C relationships. The objective of this paper is to highlight the potential issues and gaps in the context of consumer protection (lack of information, warranty issues, no right of withdrawal, etc.), resulting from the fact that C2C agreements are normally out of scope of the EU Consumer Acquis (and only governed by the traditional contract law). Some propositions de lege ferenda will also be made, in order to ensure a higher level of consumer protection (with additional legal duties prescribed for the intermediaries, for instance). Blockchain technology and smart contracts shall also be taken into account, since they should normally give rise to a "disintermediation" process. It should however be assessed whether or not consumer protection will benefit from this disintermediation.
The public relations activity is defined as an area of strategic communication which acts on building mutually beneficial relationships between organizations and their audiences. Constant social transformations have an impact on the social perception of different themes, which in turn also directly affects the positioning of organizations. In this scenario, we discuss the term "astroturfing" and its similarities and/or differences concerning public relations based on a relational perspective of communication. This article is characterized as an exploratory research based on a bibliographic analysis. The object of study is astroturfing in the context of public relations; therefore, a qualitative approach has been used. We observed that the extreme usage of digital social networks has contributed to numerous scenarios of misinformation which, therefore, end up encouraging deceptive or simulated practices arising from different social institutions. Thus, it is in such a context that the practice of astroturfing can be seen. This practice emerged in the 1980s in the United States during an election campaign in which there were disputes for a favourable public opinion. The term is an analogy to the word "grassroots, that is, how spontaneous popular manifestations are known in the US, and AstroTurf is a brand of artificial grass created by Monsanto in the 1960s, which is famous for its similarity to the appearance of real grass" (Silva, 2013: 14). The phenomenon can be seen as the creation of public manifestations by an audience that does not exist in order to achieve a favourable scenario for organizational objectives. In a practical way, communication processes can act as astroturfing drivers, thus contributing to the emergence of artificial contexts. In this article, we investigate the communication process by reflecting on the importance of the PR professional who looks at the public from a relational perspective. The connection of such a phenomenon with the field of public relations derives from the practices of international agencies that have subtly used astroturfing to achieve the goals of their clients in such a way that organizational ethics committees do not clearly perceive it. This is one of the aspects that leads professionals in the area to question what would or would not be ethical. Public relations, as an expression of strategic communication, has the ability to observe scenarios, mobilize forces and elaborate narratives that enable the construction of an organizational image and reputation. Perhaps an adequate translation of these strategic efforts is to recognize the connections among public relations, its audiences and the public opinion. In this scenario, there are ample information flows from the mediatized context that sometimes can create gaps for the practice of astroturfing. We understand that the phenomenon is consolidated as a contemporary challenge in the market, mainly in communication. Therefore, we highlight on how the ethical dimensions of public relations permeate the purpose of balance and harmony of interests. It is urgent to act, not only for the aesthetics but also for the ethics of the profession, in favour of the strengthening of the subjects and, consequently, the quality of the established social relations.

La gestión del conocimiento es una disciplina relativamente reciente si nos referimos a su aplicación en los procesos y relaciones de las administraciones públicas. En este artículo se muestra la implantación de un programa novedoso basado en el aprendizaje por proyectos, que pretende difundir esta disciplina en una organización compleja y extensa como la Junta de Andalucía. El programa Embajadoras/es del Conocimiento de la Junta de Andalucía impulsa proyectos de gestión del conocimiento con carácter transversal a la organización, con un fuerte componente de trabajo colaborativo, realizado por personas que, de manera voluntaria y a través de convocatorias, se adscriben a proyectos que dan respuesta a retos reales y con el objetivo de que la cultura de compartir vaya calando progresivamente en la organización. Tras las cinco ediciones llevadas a cabo, 142 profesionales han sido formados en la disciplina de gestión del conocimiento, se han impulsado 13 proyectos y se han elaborado un total de 75 entregables. Knowledge management is a rather recent concept when it comes to its application to processes and relationships within the scope of the public administration. This article presents the implementation of an innovative program focused on project-based learning, which aims to spread this idea over the Junta de Andalucía, a very complex and extensive organization. The Andalusian Government's program Ambassadors of Knowledge promotes knowledge management projects which are transversal to the organization. Genuinely based on cooperative work, these projects are carried out by people who join them voluntarily by means of public calls and answer to real-life challenges aiming that a new culture of sharing progressively permeates the organization. After five editions, 142 professionals have been trained in the discipline of knowledge management, 13 projects have been promoted and a 75 deliverables have been produced.

a tantas parcelas de su vida privada. No debe sorprender, por tanto, el esfuerzo
de las más diversas instituciones por establecer un marco jurídico de tutela para
los usuarios de las redes sociales y, por reforzar de forma especial, la protección los

attributed by the human being, from their need to interact and from people
trying to manage and control the impression they make upon others. A digital
identity can be construed, and it is volutarily shared with third parties whom with
we want to share our most personal experiences. Thus, social and professional
relationships were never so exposed and interactive. Human beings did never
renounce to so many life parcels in such a free and voluntary way. It is not
surprising, then, the effort by several institutions to set a legal framework for the
protection of users of social networks and specially to strenghten the protection of
minors as the most vulnerable users.
La creación del Instituto Cultural Vasco (ICV) en 1990 marca un punto de inflexión en la política a favor de la cultura vasca en Iparralde, por un lado, porque, a partir de entonces, el territorio dispone de una política específica encargada de fomentar su propia cultura, y, por otro lado, dado que el País Vasco norte se dota de una institución encargada de elaborar, implementar y evaluar esta política pública. Desde su creación, bajo el impulso de las asociaciones culturales y gracias a la voluntad política de las diferentes administraciones públicas del territorio, el ICV trabaja para la conservación, transmisión y difusión de la cultura vasca, promoviendo especialmente las iniciativas a favor de la creación de expresión vasca. Para ello, fija unas orientaciones estratégicas que se han plasmado en una serie de programas y dispositivos.
Esta entidad es reconocida como un polo de recursos de la cultura vasca y juega un papel relevante en el marco de las relaciones transfronterizas, sobre todo gracias a una colaboración privilegiada con el Gobierno Vasco. El Instituto Cultural Vasco, además de promover la acción cultural, trata de acompañar, en el día a día, a las asociaciones culturales involucradas en los ámbitos de las artes escénicas, el sector audiovisual, el patrimonio y las letras. En efecto, su equipo profesional desarrolla unos proyectos en estrecha colaboración con sus asociaciones-miembros, así como con otros socios, tanto públicos como privados. Está básicamente financiado por las administraciones públicas, tanto galas como vascas, y su Consejo de administración está compuesto por entidades públicas y actores culturales del territorio.

The creation of the Basque Cultural Institute (BCI) in 1990 is a turning point in the policy in favour of the Basque culture in Iparralde, on the one hand because since then the territory has a specific policy for the promotion of its own culture and on the other, because the Northern Basque Country is equipped with an institution dedicated to ellaborate, implement and assess this public policy. Since its creation, under the impetus of cultural associations and thanks to the political willingness of the different public administrations of the territory, the BCI works for the preservation, transmission and dissemination of the Basque culture, especially promoting the actions for the creation of the Basque expression. For that purpose, it establishes certain strategic guidances that resulted in a series of programmes and devices.
This entity is acknowledged as a resource centre for the Basque culture and it plays a relevant role within the framework of transborder relationships, notably because of the privileged collaboration with the Basque government. The Basque Culture Institute in addition to promoting the cultural action attempts to accompany on a day-to-day level the cultural associations involved in the fields of scenic arts, audiovisual sector, patrimony and literature. Indeed, its professional team develops some projects with the close collaboration of their member-associations as well as with other partners, both public and private. It is essentialy public-funded, both by French and Basque authorities, and its governing board is composed of public entities and cultural actors from the territory.
