We know that public organizations today are expected to manage activities on multiple, and somewhat incongruent ideals. Since the development of the New Public Management (NPM) wave, public organizations have been increasingly subject to governance by markets, economic frugality and outputs for the purpose of improving efficiency. At the same time, they are also required to manage their daily work according to the ideals of needs, equity and professional expertise, which have traditionally been foundational to the realization of a welfarian agenda. Together, these requirements make up dual expectations of public organizations as well as the accounting technologies used to manage them: a form of paradoxical management that seeks to measure, evaluate and document both efficiency and welfare. But how do actors realize these plural ideals in practice? And what is the role of accounting in this? These are some of the aspects and problems with control that lie at the very heart of this dissertation. Based on 41 interviews and 28 observations in a Swedish school context, this dissertation shows how the paradoxical expectations become manifest in the design and use of accounting technologies. On the one hand, it shows how school actors attempt to integrate welfare and NPM in practice by relying on accounting technologies, which results in hybrid outcomes. On the other hand, the dissertation also shows the fragility of such a style of governance, which continuously leads to failures and breakdowns that actors have to readdress as a consequence of attempting to achieve competing ideals by relying on accounting. By leaning on governmentality as a metatheoretical framework, this dissertation contributes to some new understandings of control in public sector contexts. First, in contrast to the literature on colonization, which suggests that the expansive use of accounting is a direct threat to welfarian ideals, this dissertation shows that accounting can equally serve as a means for welfarian ideals to eclipse NPM. Second, in contrast to the stream of separation that treats the loose or minimal use of accounting as a mechanism for sealing off welfare from NPM-led intrusions, the dissertation shows that even a marginal or loose application of accounting can in fact be conceived as a threat to welfarian ideals. Third, this dissertation also provides additional understanding in relation to the hybridity approach, not only by illuminating how NPM and welfare were brought together through various hybrids, but also by showing how these hybrids were facilitated by accounting technologies, whose functions served to make integration a practically viable outcome amenable to both breakdowns and reintegration. Overall, the dissertation thus contributes to current knowledge on public sector governance in general, and more specifically about the relationships among accounting, NPM, and welfare, in terms of their entanglement, disentanglement, interdependencies, and modes of reproduction in public sector life, a gap also echoed by recent calls in research.

The literature on the relationships among organizational factors, per sonal or individual difference variables, andjob satisfaction and stress is reviewed briefly. The relationships of job satisfaction and job stress to organizational factors are examined for a sample of minority professional personnel in a large manufacturing and sales firm. These relationships are studied using the personal or individual difference variables of race, Type-A personality, and higher order needs. job satisfaction was found to be significantly related to more organizational factors than was job stress. Race was found to moderate the relationships between supportive supervisor behavior andjob stress and organizational level und job stress. The strength of higher order needs significantly moderated the relation ship between role clarity andjob satisfaction, as did Type-A personality. The implications of the findings are discussed.

PurposeThis conceptual article develops a theory-based set of themes that characterize how a leader and member interact based on their attachment style, motivation to lead and follow and their interpersonal orientation.Design/methodology/approachThis study proposes that the leader's and member's attachment styles, effectuated by their motivation to lead and/or follow and their interpersonal orientation, determine the emergence of primary (most frequently occurring) and secondary (less frequently occurring) leader–member relationship (LMR) themes.FindingsThe themes are labelled mutual affirmation, control, prestige, mutual indifference, conflict, imbalance and co-dependence. The article describes how these seven themes are grounded in their own streams of research, including leader–member exchange (LMX) as the basis for the first three, and how the themes vary in behaviors that generate the operational outcomes of psychological safety, proactivity and functionality, which, in turn, yield performance outcomes. Performance outcomes affect the leader's and member's perceptions of their relationship and their anticipation for the future. Leader–member similarity, situational pressures and perceptions of others' relationships moderate LMR development.Research limitations/implicationsEach theme reflects a pattern of interactions that produces degrees of psychological safety felt by the leader and member, proactivity of the leader and member to devote energy to their relationship and how well the leader and member function together. The behaviors, in turn, influence how the leader and member perceive each other and themselves and their anticipation for the future of the relationship.Practical implicationsThe model can be used by organizational development and human resource professionals to assess leader–member dyads and train leaders and members to be aware of factors that influence their relationship and how these factors affect performance outcomes.Originality/valueThe model contributes to the literature on leader–member relationships by suggesting a theory-based set of themes that characterize how the leader and team member interact and how their relationship develops.

AbstractThis paper presents findings from a qualitative study that focused on factors that facilitate professional judgement and decision‐making that is child‐centred. Appreciative inquiry informed the methodology that enabled four focus groups (n = 50) with child protection practitioners who worked with children and young people living out‐of‐home care. The study found that, firstly, child protection practitioners had clear conceptualizations of what child‐centred practice means and, secondly, articulated how functioning teams, effective organizational structures and relationships were crucial to child‐centred practice. The findings point to the importance of relationality in effective child‐centred professional judgement and decision‐making in child protection contexts.

ABSTRACT Purpose: Describe the informal learning strategies used by the IT and Communication professionals (TIC) of the Superior Military Court (STM), discussing their importance for professional development and labor skills related to the maximization of the results of human performance. Originality/gap/relevance/implications: The research proved the differences in the use of the learning strategies among the TIC professionals and made it possible to capture the meaning of informal learning by professionals. Key methodology aspects: The mixed methodology was applied and a questionnaire was created based on the studies of Camillis and Antonello (2010), Antonello (2011b), Pantoja and Borges-Andrade (2009), Lohman (2009), Berg and Chyung (2008) and Cunningham and Hillier (2013). Descriptive statistical analyses for quantitative data and thematic and categorical analyses were made for the content of the open answers. Summary of key results: Five categories of informal learning were identified: interpersonal relationships; work practices; sharing knowledge; unsystematic training and autonomous. Informal learning depends on: 1. interpersonal relationships, 2. plan for work practices, 3. sharing the knowledge, and 4. autodidactism. Some factors were considered facilitators and/or inhibitors and favorable and/or unfavorable to informal learning. Key considerations/conclusion: The professionals describe informal learning as something difficult to prove and that the same thing happens through practice and the exercise of their skills. For future research, it was suggested the following: 1. analyze the influence of environment variables when employing the use of informal strategies of learning; 2. relate the learning of TIC professionals to the initiatives of knowledge management in the Organization; and 3. observe the role of leadership in the process of informal learning among professionals.

Therefore, analyzing Location-based Social Network is a very valuable work in achieving reasonable urban zoning. In Social Networks, a main purpose of prestige assessment is to extract influential users who are regarded as the key nodes for community detection from Onine Social Networks (OSNs). However, social relationships of users are rarely used to evaluate the popularity of physical locations and zone physical locations. In order to achieve urban area function zoning by evaluating the prestige of geographic regions based on user relationships in Location based Social Networks (LBSNs), this paper proposes a Prestige Density-Based Spatial Clustering of Applications with Noise algorithm (P-DBSCAN) by improving the existing DBSCAN algorithm. Specifically, the algorithm first calculates the centrality of users in the social network, and then converts the centrality of users into the location-centrality through the users' check-in data. After the centrality of each location is obtained, the discrete locations are clustered according to four constraints of the given radius. After clustering, the result of urban area function zoning can be achieved. Extensive experiments are conducted for demonstrating the effectiveness of our proposed algorithm in this paper. AbstractHigh and sustained levels of migration of health professionals from labour‐short health services in low‐income countries to the health services of rich countries create a perverse subsidy from poor to rich, flowing across national boundaries. This subsidy worsens international inequality, and creates an obligation, both ethical and legal, for the payment of restitution. Drawing on the case of the migration of health professionals from Sub‐Saharan Africa to the UK, we argue that this obligation in turn constitutes an opportunity to shift development aid relationships away from a framework of charity towards a less neo‐colonial commitment to progressive international fiscal transfers. AbstractDisparity of power and authority in the relationship between parents and professionals has been shown to be a major challenge in creating a successful partnership in caring for children with disability. The goal of this article was to evaluate workshops attended by professionals and parents of children with disability by raising awareness to barriers related to incompatible expectations and role definitions. The research explored the experiences of the participants in order to identify factors that facilitated or impeded their collaborations. Data were collected from three workshops attended by 22 mothers of children with disability and 24 professionals (most of them are social workers). This qualitative research used interpretative phenomenological analysis to investigate the participants' experiences. Findings showed that parents and professionals joined forces to create a productive working relationship by taking advantage of power over and power together relationships. This mutual process required participants to be aware, empathic, and respectful of one another's needs and limitations; acknowledge the contribution of experiential and professional knowledge; and co‐operate in overcoming the effects of ineffective bureaucratic service systems. Interventions geared to contain emotional burden, acknowledge differential knowledge and experience, and structure the use of power are suggested.

This study applies a social network approach toward understanding gender and negative work relationships. Given that work is increasingly organized using diverse, informal work groups inside firms, we stand to benefit from better knowledge of whether and how negative interactions in the workplace may be gendered. Using rich network data collected inside two firms, this study examines the networks of professional managers citing a difficult work relationship (negative tie) revealing gender similarities and differences. Although women and men do not differ in their likelihood to cite a negative work tie, women are more likely (than men) to cite a woman as a negative tie. This propensity to cite a woman as difficult however is reduced among women who cite having more women in their social support networks at work compared with women citing fewer women for support. These effects remain robust to a host of controls and exploratory analyses that include analyzing the content of respondent explanations of the negative tie, formal rank differences between the respondent and target of the negative tie, and possible links to organizational commitment and subsequent employee exit. Overall, this study brings a fine-grained, relational perspective to the study of gendered negative work ties, contributing to scholarship on network disadvantage.

AbstractLesbian, gay, bisexual, transgender, queer, and other sexual and gender minority (LGBTQ+) individuals likely experience more intimate partner violence (IPV) than their cisgender, heterosexual counterparts. Though the research on IPV among LGBTQ+ individuals is lacking in quantity, available evidence suggests LGBTQ+ individuals have unique risk factors for IPV victimization and perpetration, express identity‐specific reasons for underreporting IPV, and experience types of IPV specific to their sexual orientation and/or gender identities. Bisexual and transgender individuals appear to be at significantly higher risk of IPV victimization compared to their peers. A search of the Family Court Review archives suggests that IPV affecting bisexual parents has never been directly addressed in the publication, nor has IPV affecting transgender or gender‐nonconforming parents, and the last article on the topic of IPV in gay and lesbian relationships (Bunker Rohrbaugh, 2006) was published more than 15 years ago when marriage and adoption rights were unavailable to most LGBTQ+ individuals. The current article provides an updated and comprehensive discussion of IPV within the broader LGBTQ+ community, reviews the limitations of the extant literature and the need for more research, and demonstrates that LGBTQ+ IPV is a complex issue with which all family court practitioners should be familiar.

Abstract Little is currently known about the nature and wider implications of transnationalism among professionals, despite the fact that companies are increasingly establishing overseas business links, seeking foreign contracts and obliging professional employees to work overseas for long periods of time. Focusing on the research generated by a small study of mainly architects and engineers who had worked abroad at some time in the building design industry in this article I explore their transnational experiences and the factors that enabled them to construct viable friendship networks extending over time and into global life. These experiences are briefly contrasted with the social processes constructed by migrants and others operating in transnational social space. Though professionals appear to lack the clear sense of collective unity, the pre‐existing identity and/or the same sense of membership and organization as other types of transnational communities may exhibit, these networks nevertheless demonstrated a high degree of sociality and affectivity and a capacity to generate further transnational relationships. They also revealed a strongly postnational orientation arising from the conjunction of a unique combination of shared factors especially age, emotional deprivation, location and the nature of overseas work.

PurposeThe paper has two main purposes: to define and examine supplier oriented purchasing (SOP) as an effective relational exchange practice for organizational buyers and to empirically examine the degree to which supplier oriented purchasing can mediate the impact of manifest conflict on buyer‐supplier relationships.Design/methodology/approachA model is developed and tested examining the relationship among manifest conflict, relationship satisfaction and SOP. Data collection involved judgment sampling and survey methodology in a field setting using organizational buyers as subjects. Construct measures were based on existing measures and previous research. Measurement reliability and validity were established using exploratory and confirmatory factor analysis. Hypotheses were tested using SEM and accepted methods for testing mediation effects.FindingsAll hypotheses were supported concerning SOP mediating the negative impact of manifest conflict on relationship satisfaction. Post hoc analyses of the effects of individual dimensions of supplier oriented purchasing revealed that communication had the strongest positive impact on relationship satisfaction.Research limitations/implicationsSampling was regional in scope and included professional purchasing personnel across industry sectors. Data collection was cross‐sectional and future research would benefit from a longitudinal methodology. Additional directions for future research include using SOP in more complex models of relationship marketing to better understand the ability of SOP to mediate conflict.Practical implicationsSupplier oriented purchasing can be viable relational exchange practices for organizational buyers. The supplier oriented purchasing construct provides specific tactics across multiple dimensions of purchasing that buyers can use toward fostering effective relationships with key partners such as suppliers. In line with current research on relationship marketing, supplier oriented purchasing can have a significant role in mitigating and managing inter‐organizational conflict.Originality/valueThe study examines SOP, contributing to an under‐researched area of purchasing strategy and practice and supports that SOP mediates the negative effect of manifest conflict in buyer‐supplier relationships.

Like other health care systems, the National Health Service (NHS) in England has looked to new staffing configurations faced with medical staff shortages and rising costs. One solution has been to employ physician associates (PAs). PAs are trained in the medical model to assess, diagnose and commence treatment under the supervision of a physician. This paper explores the perceived effects on professional boundaries and relationships of introducing this completely new professional group. It draws on data from a study, completed in 2014, which examined the contribution of PAs working in general practice. Data were gathered at macro, meso and micro levels of the health care system. At the macro and meso level data were from policy documents, interviews with civil servants, senior members of national medical and nursing organisations, as well as regional level NHS managers (n = 25). At the micro level data came from interviews with General Practitioners, nurse practitioners and practice staff (n = 30) as well as observation of clinical and professional meetings. Analysis was both inductive and also framed by the existing theories of a dynamic system of professions. It is argued that professional boundaries become malleable and subject to negotiation at the micro level of service delivery. Stratification within professional groups created differing responses between those working at macro, meso and micro levels of the system; from acceptance to hostility in the face of a new and potentially competing, occupational group. Overarching this state agency was the requirement to underpin legislatively the shifts in jurisdictional boundaries, such as prescribing required for vertical substitution for some of the work of doctors.
