Teacher Professional Development: International Perspectives and Approaches
Nations around the world are currently embarked in deep reforms of their education systems. There is widespread agreement among policymakers, scholars, and educators that one of the keys for success during these reforms is promoting the professional development (PD) of in-service teachers. Every year, governments invest astronomical amounts of money on teacher continuous learning. However, the literature shows that much of the PD offered to teachers is inefficient, having small or no effect on teaching practices and/or student learning. This monograph describes the perspectives and approaches to teacher PD of five nations heavily committed to research and/or practice in this field. Understanding how PD is structured in these nations may guide others in designing more favorable learning opportunities for their teachers. The article from United States provides a general framework regarding the features of high-quality PD and offers examples of recent effective initiatives. The four following articles describe the PD models of Australia, Hong Kong, Finland, and Singapore, among the highest-achievers in education presently. Because teacher continuous learning is a high priority in these nations, strong infrastructures for high-quality PD have been built to meet teachers' needs and interests. The monograph closes with a contribution from Spain, the country where the journal Psychology, Society and Education is edited. The author discusses the five prior articles and reflects on how the ideas presented could improve the PD currently offered to teachers in other nations, particularly Spain.

EXPLORATORY FACTOR STRUCTURE OF PROFESSIONAL TRAINING EXPECTATIONS
OBJECTIVE: The main objective of this wok is the exploration of two preponderant dimensions of professional training. MATERIAL AND METHOD: An experimental study was carried out with a non-probabilistic selection of 300 students, considering their insertion in professional practices and social service in organizations allied with the public university. RESULTS: A dual structure of norms and values found with eight indicators explain the formation of job expectations in future professionals. CONCLUSION: The design limited the findings to the research scenario, suggesting the inclusion of other factors as well as the comparison of the model in other vocational training contexts such as the companies that participate in government subsidies to promote the first job in young graduates.

Spanish Journalists' Perception about their Professional Roles
The international empirical research about journalists' perception of their professional roles and functions presents a remarkable increase in recent years, but not so in the Spanish case. In this research, which is part of the comparative transnational study "Worlds of Journalism Study", we analyse data from a survey conducted in Spain (representative and stratified by type of media and Autonomous Community) to 390 journalists from 117 media, who were consulted about their work to detect their professional attitudes. The study identifies six roles: the watchdog, the speaker of citizenship, the instructor of the audience, favours the status quo, entertains public opinion and the disseminator of objective information. Professionals feel more identified with the role of speaker of citizenship, in relation with the Spanish political, economic and social changes in recent years. This function downplays the predominant role in the recent similar studies on Spanish journalists: the disseminator of objective information. We also found two large groups of journalists: the stimulators and the narcotizators of public opinion. Moreover, it was observed that some organizational factors (in particular, the property of media) and other individual ones (such as gender, age and years of work experience) significantly influence the perceptions of professional roles.

The objective of the article is to analyze international experience in the professional development of private detectives, in order to implement some positive aspects in Ukrainian law. The methodological basis of the research was articulated in a set of general and special scientific methods of scientific knowledge, a saber: historical comparative method and legal method, dialectic, induction method, comparative and legal method, formal and legal method. Based on the analysis of international experience, the education problems of private detectives, as well as those that recycling and advanced training features, whose study is necessary for the full development of the institution of the activity of private detectives in Ukraine, reveals the revelation of modern services for the training of private detectives in Ukraine. In the conclusions, the authors pay special attention to specialists in the activity of private detectives in several countries, where private detectives have a wide range of opportunities and their activity is actually compared to the activity of law enforcement. Finally, the requirements are proposed for candidates for the position of private detective, as well as for the program of their training.
Specialist model in the conditions of continuous professional education
Fundamental changes in the Russian economy determined by the increasing role of knowledge, the revolution in information and communication technologies, the formation of the global labor market, as well as political changes, dictate new requirements for professional training. The specialist model, professiogram, qualification characteristic, sociogram of profession, sociogram of professional identity is the view options of the ideal result of students' training. The key competence is the defining competence because it corresponds to the conditions of implementation, which are neither limited, not too specific, but are to a certain extent universal. The essence of professional competence of a specialist is the integration of knowledge, skills, experience; personal qualities that provide professional development and self-realization of a specialist, i.e. personal opportunities that allow solving professional problems independently and effectively. The perspective direction of improvement of specialists training in professional education system is development of their models giving the chance to study more deeply problems of training and use of experts, to estimate quality of educational institutions work. In recent years, research aimed at developing a specialist model has covered not only the sphere of higher education; they are conducted in the systems of basic and secondary vocational education. One of the main means of rationing and assessing the quality of professional training of students is a competence model that allows getting the clearest information about the composition of competencies that must be formed in the future specialist in the learning process. The analysis of requirements to specialists training, the contents and technologies of educational process, methodology and practice of modern educational activity allows defining a number of principles and methods of formation of specialist model as bases of a component of the Federal State Educational Standard.

El objetivo de este trabajo es conocer cuáles son nuestras competencias profesionales expresadas en la legislación. Para ello se ha llevado a cabo una revisión bibliográfica de las normativas relacionadas con la profesión de Matrona, tanto europeas como españolas. Normativas españolas: 1. Estatuto de personal sanitario no facultativo de las Instituciones Sanitarias de la Seguridad Social. Orden del 26 abril de 1973 del Ministerio de Trabajo. 2. Circular nº 5/91 (25 Febrero) INSALUD. Sobre ordenación de actividades de la Matrona de Área en Atención Primaria. Normativas europeas: 1. Directiva 2005/36/CEE del Parlamento Europeo y del Consejo de 7 de Septiembre de 2005 relativa al reconocimiento de cualificaciones profesionales. Como conclusiones creemos que la legislación española debe ser revisada para incorporar las competencias que nos reconoce la legislación europea. ; ABSTRACT The aim of this article is to know the professional competence described in the legislation. In order to do that, we have carried out a bibliographical research about the Spanish and European regulations related to the midwife profession. Spanish regulations: 1. Circular number 5/91 (February 25th) INSALUD. About the regulation of midwife activities in the primary care area. European regulations: 1. Regulation 2005/36/CEE of the European Parliament and the Council of September 7 th 2005 related to the recognition of professional qualifications. In short, we think that the Spanish regulations for professional competence need to be reviewed to accomplish the competence that the European regulations establish.

Fake News and Information Professionals' Codes of Ethics

El objetivo de este artículo es debatir los conceptos relacionados con las Fake News. Estos conceptos están relacionados con los diferentes significados de las noticias falsas, el trastorno informativo, así como analizar códigos éticos de los profesionales de la información frente a los desórdenes informativos y al comportamiento ético con respecto a la gestión de la información. La rapidez y facilidad con las que se pueden difundir las noticias falsas tiene implicaciones en estos profesionales. En la revisión de la literatura se exploran las diferentes taxonomías y tipologías de Fake News publicadas por los siguientes autores: Aznar (2019), Froehlich (2017), Verstraete, Bambauer y Bambauer (2017) y Wardle y Derakshan (2017). Así, se debate de forma reflexiva los códigos de conducta de las principales organizaciones y asociaciones de estos colectivos. Metodológicamente se analiza de manera reflexiva la información de los códigos profesionales de conducta de los profesionales de la información para las principales organizaciones y asociaciones. Se analizan los códigos publicados por la Federación Internacional de Bibliotecas (IFLA, 2017) y otras entidades también relevantes como la Asociación Americana de Bibliotecas (ALA, 2017), la Asociación de Ciencias de la Información y Tecnología (ASIS&T, 1992) y Sociedad de periodistas profesionales (Society of Professionals Journalists, 2014). Se muestra también unas pautas para evitar comportamientos no éticos con la información. Las conclusiones que se derivan de este estudio es que las Fake News impactan en muy diversos ámbitos como la economía o la ciencia. No obstante, los profesionales de la información mediante sus códigos de conducta pueden ayudar a la sociedad a evitar la diseminación de noticias falsas, pero también ayudados por la tecnología.

Bad Professional Practice in Ecuador. ; Mala práctica médica en Ecuador
The Bad Professional Practice was penalized with the publication of article 146 of the COIP (Comprehensive Organic Penal Code), which has created uncertainty in Health, Law, Engineering, Information Technology and Architecture professionals to the point that they are currently promoting assemblies in order to clarify this judicial situation. The new one (COIP) establishes a new crime, that until the publication of this new legal body did not exist, "The Bad Professional Practice", the same that is the corollary or the result of the struggle between the civil society, the political rulers of the Ecuadorian state, the unions of the health sector, championed by doctors, dentists, nurses, midwives, medical technologists, and other professionals that involve the public and private health sector. ; La Mala Práctica Profesional fue penalizada con la publicación del artículo 146, del COIP (Código Orgánico Integral Penal), lo que ha creado incertidumbre en los profesionales de la Salud, del Derecho, Ingenierías, Informática y Arquitectura al punto que actualmente se encuentran promoviendo asambleas con el fin de aclarar esta situación judicial. El nuevo (COIP) establece un nuevo delito, que hasta la edición de este nuevo cuerpo legal no existía, "La Mala Práctica Profesional", el mismo que es el corolario o el resultado de la lucha entre la sociedad civil, los gobernantes políticos del estado ecuatoriano, los gremios del sector salud, abanderados por los Médicos, Odontólogos, Enfermeras, Obstetrices, Tecnólogos Médicos, y demás profesionales que involucran al sector salud público y privado.

This article narrates on the contemporary stage of professional textile art development in Belarus. The goal of this article is to follow the trace of textile art space evolution at the beginning of the 21st century in Belarus. Due to the country's specific political and socio-economic development, until recently, Belarusian textile art has been developing in its own, unique way. This article will allow us to inform international scientific and artistic community about the current state of textile art in Belarus, to distinguish its specificity, current problems, and prospects of its development.

Responsabilidad profesional e informes periciales ; Professional liability and expert reports
De manera repetida se ha alertado a los médicos sobre el in-cremento de las demandas por responsabilidad profesional; sin embargo, las cifras de los casos que efectivamente conti-núan o incluso terminan un proceso no han sido publicadas de manera sistemática en nuestro país. El sistema judicial y ético carecen de sistemas de información integrales que per-mitan publicar estadísticas sobre la magnitud de las deman-das, procesos y fallos. Esto genera dificultades para abordar mecanismos efectivos de mitigación del impacto que tienen las demandas sobre el ejercicio de una profesión como es la medicina, a través de procesos de divulgación, formación y educación continua. El Dr. Escobar en su artículo "La Respon-sabilidad médica del psiquiatra"1 aporta elementos suficien-tes a tener en cuenta para el ejercicio de esta especialidad y su eventual impacto en demandas por responsabilidad pro-fesional. En el grupo de psiquiatría y psicología en 2011 solo se recibieron dos solicitudes para análisis de casos por presunta responsabilidad de especialistas de la psiquiatría. El jefe de este grupo en la Regional Bogotá indica que en general son menos de dos casos por año los que se reciben para análisis en esta especialidad. El artículo publicado en octubre pasado "Análisis estadístico de los informes periciales por presunta responsabilidad profesional analizados en el grupo de Clíni-ca de la Regional Bogotá, del Instituto Nacional de Medicina Legal y Ciencias Forenses de Colombia. 2006-2010"2 no inclu-yó dentro de la muestra los casos analizados por el grupo de psiquiatría. Es necesario que la comunidad médica científi-ca continúe haciendo esfuerzos investigativos y políticos por mejorar la información sobre aspectos médico-legales rela-cionados con el quehacer de la profesión médica y su impacto en la salud de la población. ; Doctors have been repeatedly alerted to the increase in claims for professional liability; however, the figures of the cases that effectively continue or even finish a process have not been published systematically in our country. The judicial and ethical system lack comprehensive information systems that allow the publication of statistics on the magnitude of the demands, processes and rulings. This creates difficulties in addressing effective mechanisms to mitigate the impact that demands have on the exercise of a profession such as medicine, through processes of dissemination, training and continuing education. Dr. Escobar in his article 'The medical responsibility of the psychiatrist' 1 provides sufficient elements to take into account for the exercise of this specialty and its eventual impact on claims for professional responsibility. In the group of psychiatry and psychology in 2011, only two requests were received for case analysis for alleged responsibility of psychiatry specialists. The head of this group in the Bogotá Regional indicates that in general there are less than two cases per year that are received for analysis in this specialty. The article published last October 'Statistical analysis of the expert reports for alleged professional responsibility analyzed in the Clinical Group of the Bogotá Regional, of the National Institute of Legal Medicine and Forensic Sciences of Colombia. 2006-2010 "2 did not include in the sample the cases analyzed by the psychiatry group. It is necessary that the scientific medical community continue making investigative and political efforts to improve information on medico-legal aspects related to the work of the medical profession and its impact on the health of the population.

Criminological Principles of Preventing Professional Deformation among Penitentiary Personnel

The purpose of the research was to know the most significant personal and functional determinants of the professional deformation in the penitentiary staff. The importance of legal and moral awareness for the performance of operational and service activities, correction and resocialization of convicts is substantiated. It has been proved that a professionally deformed employee knows the legal and moral norms, but complies with them subjectively and arbitrarily and justifies his actions with various circumstances related to the specifics of the psychology and behavior of convicts. The methodological basis of the research is presented as comparative-legal and systematic analysis, formal-legal method, method of interpretation, hermeneutic method, as well as methods of analysis and synthesis. The conclusions identify socio-psychological measures aimed at the prevention of professional deformation of prison staff, among which are: improvement of the system of training, education and professional development; formation and maintenance of a sense of security, confidence in the usefulness and fairness of work. In addition, careful selection of personnel should be carried out taking into account the business qualities and especially the moral qualities of employees, etc.
