The Reform of the Education Process at the Academy of Economics in Poznań, in the Perspective of Transformations Occurring in the Higher Education Institutions in Poland ; Reforma studiów w Akademii Ekonomicznej w Poznaniu w świetle zmian zachodzących w polskim szkolnictwie wyższym
The paper presents the principles and the directions of the education process reform at the Academy of Economics in Poznań, as well as internal and external institutional conditions, legal and financial, which decide about the success of undertaken activities. It constitutes an attempt to analyse in critical way the Academy's experiences and to systematize the challenges the academy will face soon. ; Artykuł zawiera omówienie zasad i kierunków reformy studiów w Akademii Ekonomicznej w Poznaniu, a także wewnętrznych i zewnętrznych warunków instytucjonalnych, prawnych oraz finansowych, które przesądzają o powodzeniu podejmowanych działań. Jest próbą krytycznej retrospekcji, oceny drogi przebytej przez Uczelnię, a równocześnie uporządkowania zadań stojących przed Akademią Ekonomiczną w najbliższym czasie.

LIBYA – SOMALIA AT THE GATES
Since the collapse of the Gaddafi regime and the end of NATO-led Operation Unified Protector, the security situation in Libya has deteriorated significantly. Lacking comprehensive post-conflict stabilisation and state-building, the country has become a de facto failed state which made the rise of different Jihadists groups possible. In comparison with the history of al-Shabaab on the Horn of Africa, it seems that the country is on a good way to become a new Somalia. This analysis examines which similarities can be discovered in the two crises. It will not explore the conflict in Somalia and Libya in details, but the paper will focus on the main parallel aspects of them. These will be the lack of strong basics, namely functioning central government and national identity, which easily led to the collapse of the state; the missed post-conflict stabilisation, which is the historical responsibility of both local and international actors; the deepening and atomized conflict which covered the interests of only a tight elite; and the rise of radical Islamists, who offered universal solutions for the woe of the neglected citizens

Flexicurity w wymiarze regionalnym (województwo podlaskie): raport z badań
The aim of the study was, among others, to diagnose the degree of acceptance and recognition of the concept of flexicurity by employees and employers from the Podlaskie region, as well as an indication of the desired directions of activities aimed toward the development of such a combination of flexibility and security, which would lead to increasing the efficiency and effectiveness of the regional labor market.

The author analyses the design and imposition of the bank levy that came into effect on the 1st of February 2016 both from the economic and legal perspective. The author portrays its origin as well as the main solutions. The risks connected with their implementation involving the capacity to collect the tax are outlined. The author also presents the development of the design of taxation of the banking sector in Poland in the past dozen or more years. The author conducts a comparative analysis of the various tax designs that prove effective in many E.U. Member States. This allows to show the similarities and tell the differences between the various state-specific designs and the ones adopted in Poland. The paper is also concerned with the consequences that the bank levy might bring about in Poland. The author postulates that the analysis of its design flaws makes it possible to evade taxation. The author puts forward alternative concepts, which would make the provisions of the law more precise. The bank levy applicable in Poland has also been subject to an in-depth analysis in the context of tax avoidance.

Publikacja prezentuje innowacyjny model wsparcia pracownika zagrożonego bezrobociem lub zwalnianego w wyniku restrukturyzacji firmy w czasach dekoniunktury gospodarczej wypracowany i testowany w ramach projektu badawczo-wdrożeniowego "PI-PWP: INNOWACJE NA ZAKRĘCIE - testowanie i wdrażanie nowych metod outplacementu", realizowanego na zlecenie Wojewódzkiego Urzędu Pracy w Białymstoku. Celem projektu było adaptowanie, utworzenie, testowanie, a następnie upowszechnienie i wdrożenie na terenie województwa podlaskiego do VI 2015 r. dwóch modeli outplacementu dla pracodawców oraz pracowników przedsiębiorstw przechodzących procesy modernizacyjne i adaptacyjne. W publikacji zaprezentowano jeden z dwóch modeli, jakim jest model wsparcia zwalnianych pracowników, w kontekście wyników badań regionalnych, portugalskich inspiracji będących efektem trzyletniej współpracy ponadnarodowej z Instituto de Soldadura e Qualidade (ISQ) z Lizbony oraz wyników rocznego testu w podlaskich instytucjach rynku pracy z udziałem zwalnianych pracowników opisanych w drodze ewaluacji narzędzi składających się na model ESP_Pracownik.

The European Union as an observer at the United Nations General Assembly ; Unia Europejska jako obserwator przy Zgromadzeniu Ogólnym Organizacji Narodów Zjednoczonych
The purpose of the present paper is to characterise the UN General Assembly (UNGA) Resolution No. 65 276 on the 'Participation of the European Union in the work of the United Nations.' This resolution was adopted as a result of efforts undertaken by the EU following the entry into force of the Treaty of Lisbon which radically changed the principles and conditions of the EU's participation in other international organisations. Pursuant to the provisions of Resolution 65 276, the EU was granted a new set of new rights at the UNGA as well as in some of its subsidiary bodies, international conferences and meetings held under its auspices. Despite these changes, the status of the EU at the UNGA is not similar to the status of observer states, and Resolution 65 276 points out that the same rights may also be accorded to other regional international organisations. Consequently, the UNGA does not account for the uniqueness of the integration process in the EU member states, treating the EU like any other international organisation. ; Celem prezentowanego artykułu jest dokonanie charakterystyki rezolucji Zgromadzenia Ogólnego ONZ nr 65/276 w sprawie statusu uczestniczącego Unii Europejskiej w pracach ONZ. Powyższa rezolucja przyjęta została w rezultacie zabiegów podjętych przez UE po wejściu w życie Traktatu z Lizbony, który zmienił zasady i warunki udziału UE w innych organizacjach międzynarodowych. Na podstawie postanowień rezolucji 65/276 UE otrzymała zupełnie nowe prawa w ZO ONZ, a także w niektórych jego organach pomocniczych oraz międzynarodowych konferencjach i spotkaniach organizowanych pod jego auspicjami. Pomimo tych zmian status UE przy ZO ONZ nie jest podobny do statusu państw obserwatorów, a rezolucja nr 65/276 podkreśla, że takie same prawa, jakie posiada UE, mogą otrzymać również inne regionalne organizacje międzynarodowe. Tym samym ZO ONZ nie uwzględnia wyjątkowości procesu integracji państw w ramach UE i traktuje ją jak każdą inną organizację międzynarodową.

An Unknown Episode from the Life of Marceli Chlamtacz, a Lwów-based Professor of Roman Law: A Few Words on the Election and Candidates for the Post of Secretary at the University of Lwów in the Academic Year 1894/95 ; Nieznany epizod z życia lwowskiego profesora prawa rzymskiego Marcelego Chlamtacza...
At the end of 1894, the University of Lwów announced a public competition for the position of the secretary of the university. A few months later the university received seven applications from young lawyers. As it turned out later the winner was Marceli Chlamtacz – a Roman law scholar, for whom it was one of the steps of his academic career. In the first part of the paper, I discussed, among others, circumstances of the elections and professional achievements of candidates until the time of elections. In the second one, were presented results of the elections and illustrated careers of competing lawyers that they had after 1895. Apart from M. Chlamtacz other persons famous in the later years applied for the position: Aleksander Doliński – professor of commercial law at Lwów's Jan Kazimierz University, co-author of the Polish Commercial Code; Tadeusz Bujak – judge of courts in Kraków, Vienna and Warsaw; Jan Wierzbowski – attorney and judge in Stanisławów, philanthropist and donor of the Lwów's Scientific Society; Jan Waygart – held a degree of doctor of law, specialist in military justice, Under-Secretary of State in the Ministry of Military Affairs; Jan Błeszyński – doctor of law at the Jagiellonian University in Kraków, expert in the field of theater, literature and translations. The last one who applied for the above-mentioned position was widely unknown alumni of law Kazimierz Tychowski, a Ukrainian. ; Pod koniec 1894 r. Uniwersytet Lwowski ogłosił konkurs publiczny na stanowisko sekretarza uniwersytetu. Kilka miesięcy później na uniwersytet wpłynęło siedem wniosków od młodych prawników. Po przeprowadzonej rekrutacji zwycięzcą został dr Marceli Chlamtacz, młody naukowiec zajmujący się tematyką prawa rzymskiego, dla którego był to jeden z etapów jego kariery naukowej. W pierwszej części niniejszego artykułu omówiono m.in. okoliczności wyborów i osiągnięcia zawodowe kandydatów do czasu wyborów. W drugiej zaś przedstawiono wyniki wyborów i wspomniano o późniejszych karierach prawników, po 1895 r. Oprócz M. Chlamtacza ubiegali się o powyższe stanowisko tak znane w późniejszym okresie osobistości, jak: Aleksander Doliński – profesor prawa handlowego na Uniwersytecie Jana Kazimierza we Lwowie, współautor Kodeksu handlowego; Tadeusz Bujak – sędzia sądów w Krakowie, Wiedniu i Warszawie; Jan Wierzbowski – adwokat i sędzia w Stanisławowie, filantrop i darczyńca Lwowskiego Towarzystwa Naukowego; Jan Waygart – posiadał stopień doktora nauk prawnych, specjalista w sprawach wojskowych w dziedzinie wymiaru sprawiedliwości, podsekretarz stanu w Ministerstwie Spraw Wojskowych; Jan Błeszyński – doktor prawa Uniwersytetu Jagiellońskiego w Krakowie, ekspert w dziedzinie teatru, literatury i tłumaczeń. Ostatnim, który złożył wniosek o wspomniane stanowisko, był nieznany szerzej Kazimierz Tychowski – narodowości ukraińskiej absolwent prawa.
