Economic growth is an eff ort to accelerate the pace of development due to the acceleration of economic growth will be able to push the performance of the sectors there are other more effi cient and productive. High economic growth would create a larger distribution of income and improve public welfare. Investment growth plays an important role in economic growth, because investment is a signifi cant component of expenditure that will aff ect demand and also aff ect employment opportunities. This study aims to determine the eff ect of private investment, public investment on economic growth and employment as well as the livelihoods of the urban districts in East Java province. Variables used in this study is composed of exogenous variables private investment and government investment; endogenous variables, namely the welfare of society; intervening variable of economic growth and man power absorption. The data used are time coherent data covering the period 2003-2008 in 38 districts / municipalities in East Java province.

Faced with social and health system capacity constraints and rising and changing demand for welfare services, governments and welfare providers are increasingly relying on innovation to help support and enhance services. However, the evidence reported by several studies indicates that the realization of that potential is not an easy task. Innovations can be deemed inherently complex to implement and operate, because many of them involve a combination of technological and organizational renewal within an environment featuring a diversity of stakeholders. Many public welfare service innovations are markedly systemic in their nature, which means that they emerge from, and must address, the complex interplay between political, administrative, technological, institutional and legal issues. This paper suggests that stakeholders dealing with systemic innovation in welfare services must deal with ambiguous and incomplete information in circumstances of uncertainty. Employing a literature review methodology and case study, this paper identifies, categorizes and discusses different aspects of the uncertainty of systemic innovation in public welfare services, and argues that uncertainty can be classified into eight categories: technological uncertainty, market uncertainty, regulatory/institutional uncertainty, social/political uncertainty, acceptance/legitimacy uncertainty, managerial uncertainty, timing uncertainty and consequence uncertainty.

Objectives of this research were: 1. To study general context of public welfares management of Sangha Order in Supanburi Province, 2. To study process of public welfares management of Sangha Order in Supanburi Province and 3. To propose the public welfares management development of Sangha Order in Supanburi Province. Methodology was the mixed methods: The qualitative research collected data from 20 key informants who were administrative monks, laity monastery managers, officers of the Office of Buddhism in Supanburi by interviewing with structured in-depth-interviewing scripts and from 12 participants in focus group discussion and analyzed data by contextual content analysis. The quantitative research collected data by survey method from 345 samples who were monks in Supanburi Province with questionnaires, analyzed data with statistics: frequency, percentile, mean and SD. Findings were as follows : General context of public welfares management of Sangha Order in Supanburi were in 4 areas: 1) helpful assistance; Sangha Order in Supanburi carried out this function actively conforming with rules and regulations and got full support from the public because it was real benefit for the public, 2) helpful assistance others for public benefits; administrative monks understood and were soul leaders in communities, participating with state and private agencies in helping communities, 3) helpful assistance for public goods and public places; Sanga Order was good leaders and examples in leading villagers to help maintain and take car of monastery property and public goods in communities and 4) helpful assistance for people and animals; Sangha Order did not have official units for helping people in trouble, only units for specific purpose and time. The process of public welfares management of Supanburi Sangha Order in line with PDCA was that, P, planning, Sangha Order officially appointed chairperson, vice-chairperson and committee to carry out this public welfares by regular meeting and assign administrative monks who were familiar with communities to carry out the task through District Training Units, D, do, Sangha Order should establish the public welfares units by itself that could be permanent of temporary, such as foundation or fund for helping the poor or those in crisis or coordination with state and private agency to create lawful career for local people, C, check, Sangha Order should have measurement to check the public welfare activities, to find out any problems in communities and solve the problems, A, act, if problems found, there should be formal meeting among Sangha Order, government agency and villager representatives to formulate plan to solve problems. Public welfares management development of Sangha Order in Supanburi Province in 4 areas: 1) helpful assistance ; the should be standardization of plan for helping public, assignment the rob for appropriate persons, opening opportunities for public to express their opinions and regularly assessment according to the plan. 2) helpful assistance others for public benefits; there should be abbots meeting to assign policy for helping people, coordination with villagers to look after public goods such public buildings, public facilities and keep them appropriately for community public use, 3) helpful assistance for public goods and public places; there should be internal auditors appointed by communities to check the transparency of the use of public goods, and restore the ancient arts and crafts, 4) helpful assistance for people and animals; there should be plan to help people in line with government policy, guidance in daily life activities according to Buddhism and help those who were in trouble in natural disaster. ; บทความนี้ มีวัตถุประสงค์เพื่อ 1. เพื่อศึกษาสภาพทั่วไปเกี่ยวกับการบริหารจัดการงานสาธารณสงเคราะห์ของคณะสงฆ์จังหวัดสุพรรณบุรี 2. เพื่อศึกษากระบวนการในการบริหารจัดการงานสาธารณสงเคราะห์ของคณะสงฆ์จังหวัดสุพรรณบุรี และ 3. เพื่อนำเสนอการพัฒนาการบริหารจัดการงานสาธารณสงเคราะห์ของคณะสงฆ์จังหวัดสุพรรณบุรี การวิจัยครั้งนี้ ใช้ระเบียบวิธีวิจัยแบบผสานวิธี ใช้การวิจัยเชิงคุณภาพ และการวิจัยเชิงปริมาณ โดยในการวิจัยเชิงคุณภาพ เก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ ได้แก่ พระสังฆาธิการ ไวยาวัจกร และเจ้าหน้าที่สำนักงานพระพุทธศาสนาจังหวัดสุพรรณบุรี จำนวน 20 รูป/คน โดยใช้แบบสัมภาษณ์แบบมีโครงสร้างเป็นเครื่องมือในการเก็บรวบรวมข้อมูล จากนั้นจัดการสนทนากลุ่มเฉพาะ จำนวน 12 รูป/คน ใช้แบบบันทึกการสนทนากลุ่มเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท ส่วนการวิจัยเชิงปริมาณ ใช้แบบสอบถามซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.977 เก็บข้อมูลจากกลุ่มตัวอย่าง ได้แก่ พระสงฆ์ในจังหวัดสุพรรณ จำนวน 345 รูป และนำมาวิเคราะห์ข้อมูลด้วยสถิติ ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. สภาพทั่วไปในการบริหารจัดการงานสาธารณสงเคราะห์ของคณะสงฆ์จังหวัดสุพรรณบุรี 4 ด้าน ได้แก่ 1) ด้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูล พบว่า คณะสงฆ์มีนโยบายส่งเสริมการดำเนินงานด้านสาธารณสงเคราะห์ทำให้สามารถดำเนินกิจการงานด้านสาธารณสงเคราะห์ได้อย่างถูกต้องตามหลักการและกฎหมาย ในปัจจุบันได้รับความร่วมมือจากประชาชนอย่างเต็มที่ เพราะเห็นว่าทำเพื่อสาธารณประโยชน์อย่างแท้จริง 2) ด้านการช่วยเหลือเกื้อกูลกิจการของผู้อื่นเพื่อสาธารณประโยชน์ พบว่า พระสังฆาธิการมีความเข้าใจในชุมชนท้องถิ่นและเป็นผู้นำทางจิตวิญญาณของคนในชุมชนนั้นๆ โดยช่วยเหลือสนับสนุนส่งเสริมกิจการของรัฐหรือของเอกชน เพื่อช่วยเหลือชาวบ้านในชุมชน 3) ด้านการเกื้อกูลสาธารณสมบัติสถานที่อันเป็นสาธารณสมบัติ พบว่า พระสังฆาธิการเป็นผู้นำที่ดีสามารถชี้นำให้ชาวบ้านช่วยกันบำรุงรักษาสาธารณสมบัติของวัดและบริเวณชุมชน และ 4) ด้านการช่วยเหลือเกื้อกูลประชาชนและสรรพสัตว์ พบว่า คณะสงฆ์ไม่มีหน่วยงานเพื่อช่วยเหลือประชาชนที่เดือดร้อนอย่างเป็นทางการซึ่งในปัจจุบันจะมีลักษณะเป็นหน่วยงานเฉพาะกิจ 2. กระบวนการในการบริหารจัดการงานสาธารณสงเคราะห์ของคณะสงฆ์จังหวัดสุพรรณบุรี ตามหลักการบริหาร PDCA พบว่า ด้าน Plan (วางแผน) คณะสงฆ์มีการจัดการแต่งตั้งประธาน รองประธาน และคณะกรรมการอย่างเป็นทางการ เพื่อดำเนินการงานด้านนี้โดยเฉพาะ มีการจัดประชุมเพื่อทำแผนงานการดำเนินงาน และการกระจายงานให้กับพระสังฆาธิการระดับเจ้าอาวาสที่มีความคุ้นเคยกับชาวบ้าน โดยกำหนดแนวทางการปฏิบัติงานผ่านหน่วยอบรมประชาชนประจำตำบล ด้าน Do (ปฏิบัติ) คณะสงฆ์ควรเข้าไปบริหารจัดการกิจการที่ดำเนินการหรือจัดทำโครงการขึ้นมาเอง ในลักษณะที่ทำเป็นกิจการประจำหรือชั่วคราว เช่น กิจการห้องสมุดเพื่อประชาชน การตั้งมูลนิธิ การตั้งกองทุน เพื่อช่วยเหลือคนยากจนหรือช่วยเหลือคราวประสบภัยพิบัติ หรือประสานงานระหว่างคณะสงฆ์ หน่วยงานราชการ และเอกชน การร่วมมือกันพัฒนาท้องถิ่นให้เจริญก้าวหน้า เช่น พัฒนาคนในท้องถิ่นให้มีความรู้ความสามารถ พัฒนาอาชีพให้กับชาวบ้านในชุมชนโดยเฉพาะอาชีพที่ถูกต้องตามกฎหมาย ด้าน Check (ตรวจสอบ) คณะสงฆ์ควรสร้างเครื่องมือที่เป็นรูปธรรม และสามารถตรวจสอบการบริหารจัดการงานสาธารณสงเคราะห์ของคณะสงฆ์ได้ เพื่อทราบถึงปัญหาที่เกิดขึ้นในการดำเนินงานสาธารณสงเคราะห์ในแต่ละชุมชน และหาแนวทางแก้ไขปัญหาที่พบ ด้าน Act (การดำเนินการให้เหมาะสม) เมื่อพบปัญหาที่เกิดขึ้นในชุมชนก็มีการประชุมร่วมกันระหว่างคณะสงฆ์ หน่วยงานราชการ และชาวบ้านโดยมีผู้นำหมู่บ้านเป็นตัวแทนเพื่อจัดทำแผนงานการแก้ไขปัญหาที่เกิดขึ้น 3. การพัฒนาการบริหารจัดการงานสาธารณสงเคราะห์ของคณะสงฆ์จังหวัดสุพรรณบุรี 4 ด้าน ได้แก่ 1) ด้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูล มีการวางแผนเพื่อใช้เป็นบรรทัดฐานเดียวกันในการปฏิบัติงาน มอบหมายภาระงานให้แก่บุคลากรในชุมชนอย่างเหมาะสมสอดคล้องกับแผนงาน เปิดโอกาสให้ประชาชนมีส่วนร่วมในการแสดงความคิดเห็นและมีการติดตามประเมินผลการดำเนินงานอย่างต่อเนื่อง 2) ด้านการช่วยเหลือเกื้อกูลกิจการของผู้อื่นเพื่อสาธารณประโยชน์ คณะสงฆ์มีการจัดประชุมระดับเจ้าอาวาสเพื่อมอบนโยบายในการจัดพื้นที่ให้บริการแก่ชุมชน มีการประสานงานให้ชาวบ้านช่วยกันดูแลสิ่งปลูกสร้างและอาคาร เสนาสนะ ให้เหมาะสมต่อการใช้ประโยชน์ มีการตรวจสอบพัฒนาสถานที่สำหรับใช้สอยประโยชน์แก่ชุมชน 3) ด้านการเกื้อกูลสาธารณสมบัติสถานที่อันเป็นสาธารณสมบัติ มีการแต่งตั้งคณะกรรมการตรวจสอบภายในโดยความเห็นชอบของประชาชนชุมชนรอบวัดเพื่อตรวจสอบถึงความโปร่งใสในการบริการสาธารณสมบัติ ทำการลงพื้นที่สำรวจสาธารณสมบัติในชุมชน จดบันทึกและทำทะเบียนสาธารณสมบัติในชุมชน แล้วบูรณปฏิสังขรณ์หรือก่อสร้างสาธารณสมบัติให้เป็นไปตามรูปแบบเดิมเพื่อรักษาศิลปะพื้นบ้านเอาไว้ 4) ด้านการเกื้อกูลประชาชนหรือสรรพสัตว์ มีการประชุมวางแผนในการช่วยเหลือเกื้อกูลแก่ประชาชนให้สอดคล้องกับนโยบายของภาครัฐ ให้คำปรึกษาปัญหาในการดำเนินชีวิตของประชาชนตามหลักพุทธวิถีอย่างเหมาะสม และมีการบรรเทาช่วยเหลือผู้ประสบภัยธรรมชาติ

This article analyzes the constitutional right of free expression, exercised by political demonstrations, in the political context of contemporary Japan, where consensus among political parties on the constitutional framework itself is lacking. The Japanese people possess an unusually strong sense of cultural unity, and strong emphasis is placed on harmony and consensus in social relations. On the other hand, the excesses and strident tone of many mass demonstrations strikingly illustrate the absence of consensus between groups and the pervasive tendency toward "groupism" which distinguish the Japanese from the American political setting. Although the sociopolitical tensions may have become great in some sectors of the American constitutional system, the United States still enjoys a broadly based, deep and longestablished consensus among its leaders of support for the constitution which has yet to develop in Japan. It wo)uld be less than humble for an American observer to pass judgment on the work of the Japanese Supreme Court on the assumption that the social and political context of constitutional law in Japan closely parallels that of the United States. The paradoxes of the sociopolitical setting within which demonstrations take place in Japan must be penetrated if the reader is to see the Supreme Court decisions delineating the relationship between the public welfare and the freedom of assembly in proper perspective.
