La política de expansión de la revolución islámica iraní fue desarrollada por vía de dos principios religioso-políticos esenciales en la labor de ampliación territorial y administrativa del Dār al-islām: la da'wa y el tablīg. Esta estrategia político-ideológica convierte al país en lanzadera de una "Islamist International" que trasciende la división territorial y administrativa de los Estados-nación. El análisis de los datos históricos ilustra cómo el nacimiento de la única comunidad islámica šī'ī duodecimana de la ciudad portuaria de Buenaventura, conformada por afrodescendientes, guarda vinculación tanto con esta política expansiva como con el pluralismo jurídico nacional del Estado colombiano. La aplicación sociológico-jurídica de la conceptualización del Kadijustiz permite concluir que dicho pluralismo jurídico del Estado colombiano beneficia la expansión de la revolución islámica iraní, al obedecer a intereses partidistas que buscan su legitimación, vía demandas particulares, en un pretendido beneficio general.

AbstractThis paper examines the relative importance of global, regional, country and idiosyncratic factors as well as the determinants that underpin fluctuations in international trade flows across different regions of the world. Our analysis starts by using a Bayesian dynamic latent factor model (BDFM) to simultaneously estimate the four dynamic factors, followed by the application of Bayesian model averaging to identify the variables that explain the shares of variance. Our key findings are: (i) international factors are the most important in explaining fluctuations in international trade, suggesting that the interconnections between economies and policies/shocks at the regional and global level tend to be more important than country‐level factors and (ii) regional integration, particularly when the agreement goes beyond trade in goods, is positively related to the share of the regional factor and inversely related to the importance of the global factor. Furthermore, the regional factor is more important in the case of economically large trade blocks. Overall, our analysis illustrates the usefulness of applying a BDFM model to study the co‐movements of international trade series.

This book argues that a resilient region should act reactively and proactively in the face of shocks and disruptions and asserts that the institutionalization of regional cooperation may be the answer to development challenges in times of uncertainty and instability. It considers regional, transregional, and subregional cooperation initiatives for building regional resilience and critically examines a broad spectrum of issues, such as international security and trade, economic development, value chains in production, and social welfare. Adopting the concept of resilience allows for a holistic, dynamic, and systematic approach to the studies on the regional process of institutionalization, responsiveness, and adaptability to challenging circumstances. The economic and social indicators of the countries in the region are examined alongside an analysis of the regional institutional architecture. The reader is acquainted with the essence of resilience concerning each category of challenges and the mechanisms of its achievement and strengthening through regional integration. This research paper examines the role of the European Structural and Investment (ESI) funds in building the European Health Union (EHU) in the context of the mid-term review of the multiannual financial framework and the high variance in excess mortality during the Covid-19 pandemic. It provides a detailed analysis of the determinants of regional excess mortality and investigates how ESI funds can contribute to building the EHU and resilient health systems through cohesion funding and the convergence of living conditions. It focuses on verifying three hypotheses derived from the literature: (1) economic deprivation and differences in medical infrastructure influence excess mortality; (2) ESI funding leads to an improvement in medical infrastructure; (3) ESI funds support the development of resilient health systems. The results show that economically disadvantaged areas were hit harder by the pandemic and that ESI-funded regions show positive developments in their medical infrastructure. ESI-funded regions have lower excess mortality than comparable regions. This only applies, however, to regions which had experienced a positive economic development in the context of the funding. Alongside ESI-supported economic development and the improvement of medical infrastructure, there must be capacity-building specifically for fighting dangers to health. This research paper recommends using ESI funds to enhance resilience, taking economic determinants into account, and distributing health resources equitable. Building the EHU will thus require an across-the-board approach that combines ESI funds with other initiatives. (author's abstract)

This thematic issue analyzes recent and ongoing changes in Arctic regional governance in new geopolitical, security, and socio-economic contexts. It places current challenges in the Arctic within a historical context, aspiring to identify solutions, and enhances our understanding of modern processes. It presents three perspectives on Arctic regional governance: the first focuses on the challenges to Arctic environmental governance (marine living resources and Arctic seals); the second looks at the role of large nation-states, such as Russia and China, in Arctic regional governance; and the third one analyses the challenges posed to Indigenous people—in Russia, Finland, and Canada. Many overlapping themes are developed in the articles: historical lessons (e.g., from the Cold War period), challenges to the inclusiveness of environmental governance, and the role of cross-border diffusion and learning. New challenges to Arctic regional governance in the context of the war in Ukraine affect environmental governance, international scientific collaboration, and the lives of Indigenous people. Yet we know little about the depth of these recent transformations. This thematic issue aims to fill in at least some of the outlined gaps.
