Accession to the European Union (EU) has been one of the most crucial topics of the Turkish foreign policy. This topic, albeit sometimes not having a priority, always remained as a current issue and played a determinant role in Turkey's objective of Westernization. Within this process, parallel to the success that the accession would bring, it became more ascendant in current politics. It acted as the sword of Damocles as a determinant either for the election victories or as a trouble-maker on the head of the parties. The foundation of the Turkey-EU relations was first laid by the Democrat Party in July 31st, 1959 and these relations began to get deepen by the time the Motherland Party (ANAP) came into power in the 1980's. This study aims to determine the reasons that led Turkey to apply for the EU membership, the place of the relations with the Europen Economic Community (EEC) on Turkish foreign policy and the repercussions of this application in the public opinion. Therefore it is going to be given a general overview on the early years of those relations. In the citations taken from the newspapers of the period the expression common market is used for defining Turkey's counterpart while the author himself rather prefers to use the EEC, the predecessor of the EU.
Yüksek Lisans Tezi ; Türkiye ile Avrupa Birliği arasındaki ilişkiler her daim inişli-çıkışlı bir karaktere sahip olmuştur. Türklerin Avrupa algısı ile Avrupalıların Türkiye algısı arasındaki farklılıklar, söz konusu istikrarsız ve değişken sürecin temelini oluşturmuştur. Tarihsel olarak bakıldığında ise, bu algı farklılıklarının din olgusuna bağlı olarak inşa edildiği görülmektedir. Din merkezli ortaklaşa düşünceler tarafından oluşturulan kimlikler ve çıkarlar neticesinde yaratılan Hıristiyan Avrupa ve Müslüman Türkiye imgeleri, taraflar arasındaki etkileşimi belirginleştirirken aynı zamanda da keskinleştirmiştir. Avrupa Ekonomik Topluluğu'ndan bugünkü AB'ye kadar uzanan süreç içerisinde Türkiye'nin yaşamış olduğu Avrupalılaşma dönüşümü; beşeri, hukuksal, ekonomik ve kültürel alanlarda pek çok reformu da beraberinde getirmiştir. Yaşanan bu yoğun ve yenilikçi dönüşüme rağmen Türkiye halen AB'ye tam üye olamamıştır. Soğuk Savaş sonrasında dünya konjonktüründe değişen güvenlik anlayışı, 9/11 Terör Olayları sonrasında küresel terörizm başlığı altında İslam medeniyetinin olumsuzlaştırılması ve yeni öteki olarak kabul edilmesi, İslamofobinin dünya genelinde hızla yayılması ve Avrupa içerisinde artan İslami köktendinci terör saldırıları gibi pek çok etken AB içerisinde İslam kimliğine yönelik endişenin daha da yükselmesine neden olmuştur. İdeolojik olarak İslami muhafazakâr ve neo-Osmanlıcı çizgiye sahip Adalet ve Kalkınma Partisi'nin 2002 yılından bugüne değin Türkiye'de iktidar olması ise, İslam medeniyetine yönelik her daim kuşkucu olmuş ve son dönemde bunu daha da net olarak yansıtmaya başlamış olan AB ile Türkiye arasındaki süregelen ilişkilere enteresan bir boyut kazandırmıştır. ; abstract ; Turkey and the European Union relations has always been in a bumpy character. The differences between Turks' perception of Europe and Europeans' perception of Turkey could be considered as the basis of this unstable and changeable process. Historically, these perceptive differences seem to have been built on the religious phenomena. The images of Christian Europe and Muslim Turkey as a result of identities and interests created jointly by religion-based collective ideas affected and also sharpened the interaction among these parties. The Europeanization transformation of Turkey within the period from the European Economic Community to the EU has brought many reforms in various fields like as social, judicial, economic and cultural. Despite all of these intensive and innovative transformation process, Turkey is still not a full member of the EU. Further concerns about the Islamic identity within the EU have ascended because of many factors, such as; changing security perceptions of the world conjucture after the Cold War period, rising negative image of İslamic civilization starting with the 9/11 Terrorist Attacks in 2001 and accepted as a new threat or as the other under the title of global terrorism, spreading Islamophobia rapidly throughout the world, and increasing Islamic fundamentalist terrorist attacks in Europe. On the other hand, Justice and Development Party which is the ruling power of Turkey since 2002 has affected ongoing relations between Turkey and the EU differently because of her Islamic conservatism and neo-Ottoman ideological roots. Therefore, it's more likely to assume that today's relations between Turkey and the EU become more interesting and paradoxical.
Bu tez çalışmasında Uluslararası İlişkiler disiplininin temel teorik yaklaşımlarının devlete dair görüşleri tartışılmış ve küreselleşme süreci ile birlikte başlayan devlet tartışmalarının bir sınıflandırması yapılmaya çalışılmıştır. Bu bakımdan Uluslararası İlişkiler çalışmalarında iki temel devlet tartışmasının olduğu kabul edilmekte ve bu tartışmalar birinci ve ikinci devlet tartışması şeklinde sınıflandırılmaktadır. Birinci tartışma devlet merkezci ve toplum merkezci yaklaşımlar arasında birim-yapı veya aktör tartışması çerçevesinde yoğunlaşmıştır. İkinci tartışma ise küreselleşme tartışmasını da bu kategoriye alırsak devletin otonomisi ve etkin (agential) gücü üzerinden yürütülen bir tartışmadır. Genel olarak bu tartışmada bir taraf devleti uluslararası/küresel toplumun veya yapının etkisi altında pasif ve edilgen bir aktör olarak görürken diğer taraf ise devletin bizzat bu küresel/uluslararası yapıyı veya toplumu şekillendirdiği/belirlediği noktasından hareket etmektedir. Bu bakımdan her iki tartışma da aslında bir kamplaşma ve kutuplaşmayı ifade etmektedir. Birinci tartışmanın artık ikinci tartışmanın gölgesinde kaldığını söylemek mümkündür. Hem küreselleşme tartışmasında hem de ikinci devlet tartışmasındaki bu kamplaşma ve kutuplaşmanın, başını Hobson'un çektiği İkinci Kuşak neo-Weberyan Tarihsel Sosyolojinin devlet teorisi olan, Yapılanmacılık ile üstesinden gelebiliriz. Yapılanmacı yaklaşım ya/ya da mantığını reddeden ve devleti küresel, bölgesel ve yerel olmak üzere üç düzlemde hareket eden otonomi sahibi ve her düzlem üzerinde etkin gücü olan ve yine bu düzlemlerden etkilenen hem uluslararası/küresel hem de yerel topluma içkin sosyal ve tarihsel bir aktör olarak görür. Kısaca Yapılanmacı anlayışa göre devlet, değişken yerel ve uluslararası etkin gücü olan belirleyici/oluşturucu bir devlettir. Yapılanmacılık bu bakımdan bahsedilen kutuplaşmayı aşmak için hiç kuşkusuz bir üçüncü yol önermektedir. ; This thesis analyzes the arguments of the main theoretical approaches on the state taken by scholars in the discipline of International Relations and classifies these debates on the state that have unfolded with globalization. In this respect, there are two state debates and these are, generally, classified as first- and second-state debates. The first state debate focuses on discussions of agency, structure or actors between state-centered and society-centered approaches. The second debate, if we include globalization debates in this category, is conducted through agential state power and autonomy of state. On the whole in this debate, one side regards states as passive victims/actors under international/global society or structures, while the other side argues that states determine and shape global/international society or structures. In this regard, both debates in fact refer to polarization and to forming cliques. It is possible to say that the first state debate is perpetually in the shadow of the second state debate. We can overcome this polarization and these cliques in which both the second state debate and globalization debates find themselves with Structurationism, which is the state theory of second wave neo-Weberian Historical Sociology under Hobson?s leadership. The Structurationist approach rejects the either / or logic; according to this approach, states act on three levels --global, regional, and local/national-- and states have an autonomy from these levels; states have agential power over these three levels and states are influenced by these levels; states are embedded as social and historical actors in the both international / global and local society. Briefly, according to the structurationist approach, the state is a constitutive? state with varying domestic and international agential power. In this respect, Structurationism certainly suggests a third way to overcome the polarization mentioned above.

Ortadoğu diye adlandırdığımız bölge tarihin, medeniyetlerin ve siyasetin ana kaynağı olması hasebiyle siyasi ittifaklara tarih boyunca sahne olmuş bir bölgedir. İçinde yaşadığımız 21. Yüzyılda ülkemizin giderek gelişip dünya siyasetinde aktif rol oynamaya başlaması tarihi bağları olan yakın coğrafyalara yönelmesini de beraberinde getirmiştir. Türkiye son 10 yılda yani Adalet ve Kalkınma Partisinin iktidara gelmesiyle çok büyük bir kalkınma ivmesi kazanmıştır. Ancak gelişme ve dünya siyasetinde rol oynama arzusunun yakın coğrafyaların kazanılmasıyla gerçekleşeceğine inanan Türk Dış Politikasının yeni mimarı Ahmet Davutoğlu, belirlemiş olduğu yeni yol haritasında bütün yakın komşularla sıfır sorun ortamı yaratıp ilişkilerin en üst seviyeye çıkarılmasını amaçlamıştır. Bu bağlamda, Türk Dış Politikası yeni vizyonu ile yakın coğrafyalarda yeni müttefikler arama yoluna girmiştir. Dünya siyasetine bakıldığında son 10 yılda meydana gelen gelişmelere dikkat çekilecek olursa; Türkiye?nin ekonomik kalkınmaya başlaması ve bol miktarda dış yatırımlara ihtiyaç duyması aynı zaman da Körfez Arap ülkelerinin kasalarını taşıran nakit fazlasının özellikle 11 eylül saldırılarından sonra yeni ve güvenli limanlar aramaya başlamış olması göze çarpmaktadır. Bu gelişmeler göz önünde bulundurulduğunda Körfez İşbirliği Konseyi?ne üye ülkeler ve Türkiye?nin yakınlaşması çokta sürpriz olarak karşılanmamalıdır. Zira her iki tarafında birbirine farklı nedenlerden dolayı ihtiyaç duyduğu açıkça farkedilebilmektedir. Bununla birlikte Körfez ülkelerinin bölgedeki güvenlik kaygıları bulunmakta ve Türkiye?ye yakınlaşarak bunu kısmen aşmaya çalışmaktadırlar. Özellikle İran bu ülkeler tarafından büyük bir tehdit olarak görülmektedir. Bu noktada Türkiye ve Körfez ülkeleri aynı kaygıları taşımasalar da farklı çıkarlar onları ortak bir noktada buluşturmaktadır. Sonuç olarak son on yılda Türkiye ve Körfez ülkeleri arasında büyük bir yakınlaşma olmuştur. Bu yakınlaşma çok büyük ortaklıkları beraberinde getirmiştir. Bu yakınlaşmayı etkileyen en önemli unsurlar da değişen Türk Dış Politikası ve küresel konjonktürün bu iki tarafı yakınlaşmaya zorlaması denilebilir. Çalışmada da belirtildiği gibi ilişkiler gelişmeye devam etmekte ve ileriki safhalarda ilişkilerin güvenlik ortaklıkları boyutuna taşınıp daha da kökleşeceği öngörülebilmektedir. ; The Middle East region, as it has been in every stage of history, continues to take an active role without depreciating in the current century. Mankind is by nature a political existence. For that reason, the history or humankind has witnessed various political alliances. The region called as the Middle East had witnessed many political alliances due to the fact that the area is the source of history, civilizations and politics. The fact that Turkey started to develop day by day and play a crucial role in world politics in 21st century leads to interrelations with close regions. In the last decade, in other words after Justice and Development Party came into power; Turkey has gained a great growth rate. However the new master of Turkish Foreign Policy Ahmet Davutoğlu who draw a vision for Turkish Foreign Policy believes that, convergence with the immediate surroundings will help in development and being one of the major players of world politics. As it is explained in this study the last decade has witnessed to a significant convergence between Turkey and the Gulf Cooperation Council states. To examine the last ten years in the world politics one can see that: After the 9/11 attacks GCC states started to look for other safe destinations for their overflowed cashes. However Turkey as an emerging economy needed for foreign investments. These two factors are seen to be drawing force behind the convergence of these entities. In addition to that the threat perception of the GCC states associated from Iran forced them to look for a strategic regional partner. Although Turkey and the GCC do not have common stand towards Iran, their different interests brought them on the ground of convergence. Nevertheless, the new Turkish Foreign Policy perspective and the global conjuncture played a crucial role in convergence of these parties. To consider all, it seems that the bilateral relations will be carried further since both Turkey and the GCC are eager to establish partnership. It is expected that there will be a security partnership established between Turkey and the GCC. If such attempt comes true, definitely the bilateral relations will reside on a steady ground. Özellikle, kitle iletişim teknolojisinin gelişmesi ile birlikte küreselleşme süreci hız kazanmıştır. Bu süreçte, devlet yapılarının formu değişmeye başlamıştır. Bu değişim, ulus devletlerin varoluşunu sarsmıştır. Ulus devlet yerini küresel devlete bırakmaya başlamıştır. Bu bağlamda, devletler bu yeni forma uyum sağlamak ve küresel devlet olmak için yeni yollar bulmaya çalışmaktadır. Bu yeni; ekonomik, siyasi ve kültürel yolların, en önemli aracı ise doğru kamu diplomasisi tekniklerini kullanmaktır. Günümüzde, dünyanın, ekonomik ve siyasi gücü olmanın sırrı doğru ve etkili kamu diplomasisi uygulamalarından geçmektedir. Dünyada bu uygulamaların en önemli temsilcisi Amerika Birleşik Devletleri olmuştur. Tezin teori kısmında devlet kavramı ve uluslararası ilişkilerde devletin yeri anlatılmıştır. Ardından diplomasi ve kamu diplomasisinden bahsedilmiştir. ABD ve Türkiye kamu diplomasisi internet sayfaları tanıtılmıştır. Amerika Birleşik Devletleri, bağımsızlığını kazandıktan sonraki süreçte başka devletlerle olan ilişkilerinde 'demokrasi' ve 'özgürlük' siyasal söylemleri üzerinden kendi dış politikalarını yürütmüştür. Bu yüzyılın kamu diplomasisi uygulamalarına yön vermiştir. Araştırmanın sonucunda ABD'nin küresel kamu diplomasisi yaptığı ortaya çıkmıştır. Aynı şekilde Türkiye'nin ise ağırlıklı olarak iç kamu diplomasisi yaptığı sonucuna ulaşılmıştır. Ayrıca, ABD ve Türkiye kamu diplomasisi çalışmaları sosyal medya platformlarından Twitter üzerinden karşılaştırılmıştır. ABD ve Türkiye'nin kamu diplomasisi yönelimlerinde en fazla neyi ön plana çıkardıkları, neyi vurguladıkları grafik ve tablolarla gösterilmiştir. Sonuç olarak Türkiye Cumhuriyeti kamu diplomasisinin artıları ve eksileri gösterilerek önerilerde bulunulmuştur. ; In particular, the development of mass communication technology has accelerated the globalization process. In this process, the form of state structures has begun to change. This change has shaken the existence of nation states. The nation state has begun to relocate its place to the global state. In this context, states are trying to find new ways to adapt to this new form and become a global state. This is new; economic, political and cultural ways, and the most important means is to use the right public diplomacy techniques. Today, the mystery of being the economic and political power of the world is the right and effective public diplomacy practice. The United States has pursued its own foreign policies over the political discourses of 'democracy' and 'freedom' in its relations with other states in the period after gaining its independence. This century has led to the implementation of public diplomacy. For this reason, the prospect of public diplomacy in intergovernmental relations has been researched. In the thesis theory part, the concept of the state and the place of the state in international relations are explained. Then, diplomacy and public diplomacy were mentioned. US and Turkey, public diplomacy has introduced web pages. In this context, public diplomacy efforts in the US and Turkey were compared via Twitter social media platforms. US and Turkey, public diplomacy orientations, most of what they make the foreground, they emphasize what is shown in the graphs and tables. As a result, proposals have been made in the Republic of Turkey showing the pros and cons of public diplomacy.
In this article, I will address the topic of the Turkish minority in Bulgaria in the interwar period through the interpretive lens of the "linguistic" or better " alphabetic" fights,(1) placed in the context of the "Latinization" processes taking place in the wide Eurasian space, as well of the post-imperial sociopolitical dynamics.(2)To this aim, I describe the interesting and little known case of the writing practices of the Turkish community in Bulgaria in the period between the two world wars. In particular, I take into account the repercussions of Atatiirk's alphabetical reform in Bulgaria, demonstrating how the adoption of the Latin alphabet in Turkey represented a significant challenge for the country, triggering the fears of both the Bulgarian authorities and of the more conservative factions of the local Turkish community. In this context, I analyze the attitudes towards the Arabic and the Latin alphabet employed to write the Turkish language in the Balkan country, illustrating the reasons for the prohibition of the Turkish Latin alphabet, in an unprecedented combination of interests between Bulgarian authorities and Islamic religious leaders. I will try to show how in that specific historical moment, writing systems, far from being "neutral" communication elements, lent themselves to various manipulations of an ideological and political nature.My paper does not intend to represent a comprehensive contribution to the analysis of the complex subject of this community's religious or political identity, but it rather aims to shed light on the limitations faced by the Turks of Bulgaria in terms of their linguistic rights in a period when other communities in Southeast Europe were encountering similar difficulties.(3)
Bu çalışmada Türkiye Selçuklu Devleti ile Kilikya Ermenileri arasındaki siyasi ilişkiler incelendi: Türklerle Ermeniler arasındaki ilişkiler Selçukluların Anadolu'ya girişi ile başlar. Bizans yönetiminde baskı altında yaşayan Ermeniler, Selçukluları kurtarıcı olarak karşıladılar. Ancak Haçlı Seferleri sırasında Hıristiyanlar, Ermenileri Türklere karşı kışkırttılar. Haçlıların yardımı ile Çukurova bölgesini ele geçiren Ermeniler burada bir baronluk kurdular. Ermeniler Haçlılarla ittifak yaparak Türk topraklarına saldırılar düzenlediler. Haçlılar Kilikya Ermenilerini baronluktan Krallığa yükselttiler. Türkiye Selçuklu Sultanları İzzeddin Keykâvus ve Alâeddin Keykubâd zamanında Selçuklular Ermenileri kendilerine tabi hale getirdiler. 1243 Kösedağ savaşı sırasında Ermeniler Selçuklulara ihanet ettiler. Moğollarla işbirliği yapan Ermeniler Selçuklu Sultanı Alâeddin Keykubad'ın eşi Hunat Hatun'un yolunu kesip, Moğollara teslim ettiler. Moğollar Hunad Hatun'u şehit ettiler. Türkiye Selçuklularının yıkılması ile Ermenilerle mücadeleye Memluk Devleti devam etti. Kilikya Ermeni Krallılığına Memluklar son verdi. ; The political relations between Turkey Seljuk States and the Cilician Armenians have been viewed in this article: The relations between Turks and Armenians have begun by coming of Çağrı Beg'sto Anatolia. Armenians who was living under pressure of Byzantine rul ewel comed Seljuks as liberators. However Christians provacated the Armenians against the Turks during the Crusades .Armenians who captured the Çukurova region by the help of the Crusaders, so they established a barony there. Armenians as attacks on Turkish territory by having alliance with Crusaders. Crusaders raised the Cilicia Armenians from baronage to kingdom. In the period of İzzeddin Keykavus and Alâeddin Keykubâd who are theTurkey SeljukSultans had Armenians subject to them. Duringthewar of Kösedağ in 1243, Armenians betrayed the Seljuks. By the cooperation of Mongolians, Armenians barried the path of theSeljuk Sultan Alaeddin's Khatun, and they caught Hunat Keykubad. Then, handed her theMongols. Mongols martyred Khatun Hunad. By the destruction of Turkey Seljuks, the Mamluk Empire continued to fight with Armenians. Mamluks kingdom put an end to Armenian Cilicia.
