TOTALITARIANISM IS AN UNPRECEDENTED HISTORICAL PHENOMENON THAT SUBJECTS INTERNATIONAL AND DOMESTIC POLITICS TO THE POLITICS OF UNLIMITED AIMS AND THE FEARS THEY ENGENDER. CALLING IT POLITICALLY "IRRATIONAL" IS APPROPRIATE. ANY ATTEMPT TO CHANGE IT SHOULD THEREFORE BE QUESTIONED FOR ITS ULTIMATE METAPHYSICAL MOTIVATIONS. STILL, THE CONFLICT BETWEEN EAST AND WEST HAS PRODUCED A KIND OF STABLE STRUCTURE WHICH MAY BE SEEN AS A DOUBLE BALANCE, A BALANCE OF INCOMPARABLE WEAPON TYPES AND A BALANCE OF HORRORS. THIS BALANCE HAS ALREADY BEGUN TO DISAPPEAR AND IN ITS PLACE THERE MAY EMERGE COUNTLESS CONFLICTS BETWEEN NEW AND BADLY DEFINED FORCES OR, POSSIBLY, SOMETHING LIKE AN ABSENCE OF THE STUFF OF REAL CONFLICTS.

Development plans form one of the bases from which a development process starts. One of the problems encountered is that a large variety of action parameters in the political and economic spheres have to be taken into account in the drafting of a plan and in structural analysis. The problem of target identification, organisational structure and implementation is always the cardinal element of the concrete planning and decision-making process.

"Reorientation: Leo Strauss in the 1930s seeks to explain the 'change in orientation' that Strauss underwent during a decade of personal and political upheaval. Though he began to garner attention in the 1950s, it was in the 1930s that Strauss made a series of fundamental breakthroughs which enabled him to recover, for the first time since the Middle Ages, the genuine meaning of political philosophy. Despite this being a period of marked output and activity for Strauss, his research in this era remains overlooked. This volume is the first to assemble in one place an examination of Strauss' various publications throughout the decade, providing a comprehensive analysis of his work during the period. It includes, for the first time in English, five newly translated writings of Strauss from 1929-37, brought to life with insight from leading scholars in the field."--
