The current political climate appears to create accentuated divisions among various incompatible world views. In a globalized world, faster dissemination of information is much faster via social media and other sources like has never experienced before. A local incident may rapidly turned into an international crisis. For instance, a civil war in Syria now has deeply impacted the politics and social structures of many counties around the world. In this social environment tacking with various types of violent extremism and radical popularism have become increasingly challenging. These radical worldviews may be manifested in either end of the political spectrum, namely right or left, based on ethnicity or exploitation of religion. Following the terror attacks of 9/11 security services and public have focused on the threat posed by terrorist groups such as DAESH and Al-Qaeda. However, threats of violence also remain significant in the case of violent extreme right as well as left group. Challenges in tackling violent right-wind extremism is a complicated matter as they may not be seen as a significant security threat in the west. For example, despite a number of terror attacks carried by right supremacists in the USA, this group has not been listed as a terror group by the state. Also, the terror suspects are more likely to be described as mentally disturbed and disgruntled people should they be white. In other to counter violent extremism, whether based on ideology, ethnicity, or exploitation of religion, we need to systematically examine the root cause of such violent tendencies. In this regard, rising radical right popularism in the West calls for a comprehensive examination of this social movement.
This paper argues that by portraying minority concerns primarily as cultural concerns and by discussing minority existence independently of capitalism, neoliberalism, feminism, environmentalism, globalization, and the distinction between the Right and the Left, the dominant discourse on ethno-cultural minorities, namely multiculturalism, may lead to the reduction of minority communities to cultural entities in the collective consciousness of the dominant majority. Such reductionism endangers minority existence by identifying the question of minorities with the question of culture to the point that minorities voicing their noncultural political concerns increasingly appear unintelligible, presumptuous, or even destructive to wider society. Against this background, the paper discusses why and how ethno-cultural minorities may find their collective identity in different, not necessarily ethno-cultural, political formations in the age of neoliberal globalism, such as anti-neoliberal, anti-globalist, cosmopolitan, environmentalist, anti-capitalist, feminist, radical democratic, republican, and anti-imperialist. This discussion is based on Ernesto Laclau's and Chantal Mouffe's understanding of hegemony and social antagonism.

This article delves into the transformative decade between 1999 and 2009, exploring the intricate web of Jewish-Arab relations in Israel and the consequential impact of Jewish-Arab tensions on Arab politics and Arab voter behavior in Israeli elections. During this decade, internal factors, such as generational shift, leadership changes, and political pluralism, played a pivotal role in reshaping the societal landscape in the Arab sector. On the other hand, external factors, including the collapse of the Israeli-Palestinian reconciliation process and the eruption of the Second Intifada, intensified the predicament of Israeli citizens of Arab origin, amplifying their national identity dilemma. The primary objective of this study is to analyze voting patterns within the Arab sector during the elections of 1999, 2001, 2003, 2006, and 2009, thereby highlighting the profound political implications of the Jewish-Arab tensions on Arab political engagement and voting behaviors. By doing so, this research provides insights into the changing patterns of Arab votes and their impact on the broader political landscape of Israel. The findings reveal that the growing social marginalization and disconnection from the Jewish sector significantly influenced the Arab sector's electoral participation. This period witnessed a decline in Arab voter turnout and a shift in support from left-wing Jewish-Zionist parties to Arab parties, paradoxically contributing to the electoral performances of both Arab parties and right-wing Jewish-Zionist parties.
Yeni Sağ siyasal anlayış ile birlikte devlet bir anlamda asli sınırlarına çekilmiş, temel görevleri olan kamusal hizmetler dışında kalan diğer hizmetleri piyasa koşullarına bırakmıştır. Devletin bu kararı sonrası boşalan alanlara piyasa koşullarında faaliyet gösteren finans sahipleri girmeye başlamıştır. Yeni dönemde oluşan bu yeni durum devlet toplum iç içe geçmesini de bir anlamda hızlandırmıştır. Toplumun devlete sirayet aracı demokrasi iken, devletin topluma sirayet aracı ise bürokrasidir. Karşılıklı ilişki sarmalında bir birini besleyen bu iki kutbun ilişkisinden modern bir kavram olan "Siyasetin Finansmanı " doğmuştur. Siyasetin Finansmanı, seçimleri kazanarak seçmeni temsil etmek isteyen parti ve adayların kampanyalarını sürdürmek için ihtiyaç duydukları nakdi ve nakdi olmayan bütün olanakları kapsayan geniş bir kavramdır. Günümüz koşullarında siyasal faaliyetlerin sürdürülebilmesi için olmazsa olmaz bir araç haline gelen finansman desteğinin elde ediliş biçimi konumuz açısından dikkate değerdir. Demokrasi ile yönetilen hemen hemen her ülkede parti ve adaylara kamusal finansman olanağı sunulmaktadır. Ancak bu kaynağın yetersiz kalması parti ve adayları özel bağışlara başvurmaya zorlamaktadır. Alınacak tedbirlerin başarılı olması için bütün paydaşların ortak sorumluluk alması gerekmektedir. Köklü bir demokrasi geleneğine sahip olan ve bu geleneği halen sürdürdüğüne inanılan ABD'de siyasi parti ve adayların özel kişiler tarafından finanse edilmesi artık yerleşik bir gelenek haline gelmiştir. Türkiye'de ise bu konu hakkındaki tartışmalar halen oturmuş sayılmaz ve olgunlaşarak kabul görmesi zaman alabilir. Alan araştırmasındandan elde edilen verilerin analiz edilmesi sonucunda da Türkiye'deki seçmenin bu konu hakkında nispeten olumsuz bir görüşe sahip olduğu görülmektedir. Yani araştırmaya katılan kişilere göre siyasetin özel kişiler tarafından finanse edilmesi katılım amacıyla yapılsa da çoğunlukla bir çıkara dayanabilmektedir. ; With the New Right political understanding, the state has, in a sense, withdrawn to its fundamental borders and left other services other than public services, which are its main duties, to market conditions. After this decision of the state, financial owners operating under market conditions started to enter the vacant areas. This new situation that occurred in the new period accelerated the intertwining of the state and society in a sense. While the means of influence of society on the state is democracy, the means of influence of the state on society is bureaucracy. The modern concept of "Financing of Politics" was born from the relationship of these two poles that feed each other in the spiral of mutual relationship. Political financing is a broad concept that covers all financial and non-cash opportunities that parties and candidates who want to represent the voter by winning the elections need to continue their campaigns. The way in which financial support is obtained, which has become an indispensable tool for the continuation of political activities in today's conditions is remarkable in terms of our subject. In almost every country governed by democracy, parties and candidates are offered public funding. However, the inadequacy of this resource forces parties and candidates to apply for private donations. If the entry of private donations into the political arena is not regulated and sanctioned, it has the potential to seriously damage the institution of democracy. In order for the measures to be taken to be successful, all stakeholders must take joint responsibility. In the USA, which has a deep-rooted tradition of democracy and is believed to continue this tradition, financing of political parties and candidates by private individuals has now become an established tradition. In Turkey, on the other hand, the debates on this issue are still not settled and it may take time for it to mature and be accepted. As a result of the analysis of the data we obtained from our field research, it is seen that the voters in Turkey have a relatively negative opinion on this issue. In other words, according to the people who participated in the research, the financing of politics by private individuals can mostly be based on an interest, even if it is for the purpose of participation.
Türkiye'de liberaller arası bölünmeyi ele alan bu çalışma, yaklaşık elli yıl arayla kurulan ve benzer süreçleri yaşayan, iki önemli liberal sivil toplum kuruluşunun ayrışmalarını konu edinmektedir. Bu sivil toplum kuruluşları; 1947 yılında Ahmet Emin Yalman ve Ali Fuat Başgil tarafından kurulan Hür Fikirleri Yayma Cemiyeti ve Atilla Yayla ile Mustafa Erdoğan'ın 1992 yılında kuruculuğunu yaptıkları Liberal Düşünce Topluluğu'dur. Ülkede, tek parti yönetimine karşı, 'liberal değerler' üst söylemiyle mücadele veren Hür Fikirleri Yayma Cemiyeti, çok partili hayata geçiş ile birlikte, kimlikler üzerinden 'liberal kavrayış farklılıkların' açığa çıkması sonucunda dağılmıştır. Yalman'ın liberalizme bakışı Batılılaşma, serbest girişim, ilerleme, basın özgürlüğü ve yabancı sermaye gibi unsurlar etrafında şekillenirken, Başgil liberalizmi, daha çok muhafazakâr kesimin, düşünce, din ve ibadet özgürlüğü olarak algılamaktadır. Başgil'in görüşlerindeki baskın muhafazakâr içerik, Yalman tarafından aydınlanma ürünü olan liberal felsefeye tamamen zıttır. Cemiyet, Başgil ve Yalman'ın ortak hedefi olan Demokrat Parti'nin iktidara gelmesinin ardından, liberal öz ile muhafazakâr eğilimler arasındaki sınır noktasında sorun yaşayarak bölünmüştür. Dünyada kabul gören liberalizm kavrayışı ile Türkiye'de algılanan liberalizm pratiğinde açığa çıkan benzer bir paradoks, Liberal Düşünce Topluluğu'nun iki önemli ismi Mustafa Erdoğan ile Atilla Yayla arasında yaşanan fikirsel ayrışmanın da temelini oluşturmuştur. Liberal düşüncenin merkezi olan Batıda, liberalizmin evrensel ilkeleri: bireycilik, özgürlükler, hukukun üstünlüğü, rekabete dayalı piyasa düzeni, demokrasi ve sınırlı devlet gibi sayısını çoğaltabileceğimiz unsurlardır. Bu ilkelerle birlikte, bugün liberalizmden bahsederken salt bir kavram ya da ideolojiden değil, dünya genelinde mutlak kabul gören genel bir siyasi ve uluslararası düzenden bahsetmekteyiz. Türkiye'de ise daha çok liberal fikirlerle muhafazakârlık vii içiçe geçmiş görünmektedir. Türkiye'de "sağ-liberal" geleneği temsil eden Liberal Düşünce Topluluğu (buradaki "sağ" kelimesi, liberal yelpazedeki tercihleri değil, kökenini ifade etmektedir) sağ muhafazakâr çevreden gelip liberal fikirleri temelde kabul eden fakat geçmişte sahip olduğu muhafazakâr refleksleri koruyan bir grubu işaret eder. Liberal Düşünce Topluluğu içinde ağırlıklı olan, Anadolu kökenli, orta-alt sosyo-ekonomik sınıftan beslenen bu damar, topluluğun muhafazakârlar ile kentli, sekülerle dindar arasında bir köprü görevi görebilmesi gibi ülkeye has bir işleve de sahiptir. Benzer diyalektiklere sahip Hür Fikirleri Yayma Cemiyeti ile Liberal Düşünce Topluluğu'nu karşılaştırarak Türkiye'de liberalizmin kapsamlı bir fotoğrafını da çekmeye çabalayan bu çalışma, ülkede liberal ilkeleri savunma iddiasında bulunan entelektüel kesimin, egemen ideolojiye mensup; liberal hoşgörü ve otonom birey ilkelerine sahip birer cemiyet üyesi olmaktan çok, siyasi tutum arayışında birer cemaat mensubuna dönüşerek, ideolojilerini salt bir doktrin olmaktan ziyade iktidar ekseninde (yakınlık/karşıtlık) konumlandırmalarını göstermesi bakımından ilginçtir. ; This thesis compares two non-governmental organizations, Association for Liberal Thinking (ALT) and Society for the Propagation of the Free Ideas (SPFI), who have adopted liberal ideas but dissented with an interval of 50 years. To compare these two historically similar cases allows us to make a dynamic and real analysis of liberalism in Turkey. The concept of liberalism in the Western world which creates modernity, liberal philosophy, liberal ideologies and transfers it to societies like us in the form of "modernization", contain universal principles adopted by the whole world today. The whole international order has shaped on liberal principles. Therefore, when talking about liberalism, we should not ignore that we are talking about common denominators of people, life, political order and international system, which adopted as a common denominator and dominant in the world today, not from ideologies, concepts or structures of philosophy. Liberal debates in Turkey along with the dichotomy within the community of Association for Liberal Thinking should be assessed by taking into account the overall hegemony. ALT is a group of people predominantly from right conservative circles who have met with liberalism thereafter and could not completely get rid of their old habits. With these features, they have served as a bridge between conservatives and urban, secular-modern segments. When there was a clear opposition between the conservative power and modern segments due to the Gezi events, the ALT had difficulty playing this role within itself and was divided into two groups that criticize each other fiercely. When the Democratic Party came to power in 1950, Başgil and Yalman, who founded the SPLT, opposed the Single Party administration, but later they differentiated just like ALT. ix ALT in Turkey represents "right-liberal" tradition. However, the word "right" here expresses the origin, not the preferences in the liberal spectrum. The dissociation in ALT, according to the origin criteria, is not a principled but a right-left conjunctural purification. In 1950, a strong despute on liberalism took place between Yalman and Başgil. The Single Party Period was over, and the multi-party life started. In the struggle of liberalism. Yalman and Başgil lost their common enemy. While Yalman sees liberalism as a necessary element for westernization, free enterprise, progress, freedom of press and foreign capital; Başgil views liberalism as the worship freedom of the conservative segment. However, according to Yalman, Başgil's views were not compatible with the liberal view, which is the product of western philosophy and enlightenment. That's why, measures taken against religion were suitable and appropriate. The separation between Mustafa Erdogan and Atilla Yayla triggered by the Gezi events was a conjunctural rather than a principled one which is related to the attitude towards the government. The dynamics of this decomposition showed that, there is a huge gap between liberalism in the world and liberalism in Turkey.
Bu çalışmada, Türkiye'de merkez siyasetin sağında ve solunda yer alan iki büyük partinin (Adalet ve Kalkınma Partisi ve Cumhuriyet Halk Partisi) çatısı altında bulunan, değişik siyasi görevler üstlenen parti üyelerinin siyasi katılım düzeyleri incelenmiştir. Robert Dahl'ın katılımla ilgili geliştirdiği dörtlü kıstas olan ilgilenme, bilgilenme, önemseme ve eyleme geçme süreçleri esas alınarak parti üyelerinin performansı araştırılmıştır. Üyelerin, siyasete karşı hangi düzeyde ilgili oldukları ve partilerinin karar mekanizmasına hangi ölçüde etki ettikleri üyelerden alınan bilgiler üzerinden analiz edilmiştir. Parti kararları üzerindeki etkilerinin parti içi demokrasiyi yansıttığı varsayımından hareketle, üyelerin eyleme geçme düzeyi ile siyasi partilerin karar mekanizmalarına etkileri arasındaki ilişki, araştırmada elde edilen istatistiksel veriler üzerinden tahlil edilmiştir. Tez çalışması, İstanbul'un üç ilçesinde gerçekleştirilmiştir. Bu ilçeler İstanbul'daki üç seçim çevresi dikkate alınarak seçilmiş ve her birinin bir seçim çevresini temsil ettiği varsayılmıştır. Bu ilçeler Avcılar, Fatih ve Kartal ilçeleridir. Tez çalışmasında araştırma yöntemleri olarak, anket ve derinlemesine mülakat yöntemleri kullanılmıştır. Araştırmanın anket formuna, ilgili üç ilçeden 537 geçerli cevap alınmıştır. Ayrıca, ilgili partilerde, değişik kademelerde görev yapan 21 kişi ile derinlemesine mülakatlar yapılmıştır. Anket çalışması ve mülakatlar partilerin üyelerine, il ve ilçe teşkilatlarında üst düzey görevlerde bulunanlara, aktif olarak temsil mekanizmalarının herhangi birinde yer alanlara ve daha önce buralarda görev yapan kişilere uygulanmıştır. Araştırmanın bulguları ışığında ulaşılan sonuca göre, parti üyeleri, siyasete karşı oldukça yüksek ilgi düzeyinde ve siyasette aktif yer alma konusunda heveslidirler; ancak birtakım engellerden dolayı üyeler, partilerinin felsefe ve karar mekanizmalarını yeterli düzeyde etkileme hususunda zayıftırlar. Partilerin, karar süreçlerini etkileyen mekanizmaların; parti tüzüğünün partilerde yol açtığı oligarşik yapı, parti yöneticilerinin merkeziyetçi tutumları, partilerdeki hemşericilik ve kimlik politikaları, genç ve dinamik üyelerin fazla önemsenmeyişi gibi faktörler olduğu tespit edilmiştir. Siyasetin farklı cephelerinde yer almalarına rağmen Ak Parti ile CHP arasında bu konularda anlamlı bir farklılığın bulunmadığı tez çalışmasının bir bulgusudur. ; In this study, political participation level of party members served in different levels of political positions within the two main parties (JDP, Justice and Development Party and RPP, Republican People Party) one from the center right and the other from the center left in Turkey is examined. The performance of the members was investigated according to the processes of interest, concern, information and activity, the four criteria developed by Robert Dahl about participation. To what extent members are interested in politics and to what extent they influence their parties decision-making mechanism are analyzed based on the information received from the members. Based on the assumption that the effects on party decisions reflect intra-party democracy, the relationship between the members' level of activity and their effects on decision-making mechanisms of political parties was analyzed with the help of the statistical data obtained in the research. This study was carried out in three districts of Istanbul. These districts were selected from the three electoral districts in Istanbul and each one of them was assumed to represent one election district. These districts are Avcılar, Fatih and Kartal. In our study, a mixed research method based on questionnaire and interview was used. 537 individuals were surveyed in total and in-depth interviews were carried out with 21 individuals working at different levels in the parties in these three districts. Both the survey and the interviews were applied in a wide range of party members including ordinary members, members who have senior positions in the party's provincial and township organization, members who actively taking part in any of the representative positions and members who previously worked in those positions. In conclusion, although party members have a high level of interest in politics and are eager to take part in politics, they lack the opportunity to sufficiently affect their party's decision mechanism and philosophy due to some obstacles. It has been determined that there are factors such as mechanisms affecting the decision-making process, the oligarchic structure caused by the party rules, the centralist attitudes of the party elites, the clientelism and identity politics in the parties, and the underestimation of the young and dynamic members. It is concluded that although both parties are located on different sides of politics, there is no significant difference between Ak Party (JDP, Justice and Development Party) and CHP (RPP, Republican People Party) on these issues.

Avrupa'da sanayi devrimini büyük ölçüde tamamlamış olan ülkelerde, ezilen işçi sınıfının haklarını koruma amacıyla dayanışma merkezli ortaya çıkan sosyal demokrasinin Türkiye'de ortaya çıkışının, tabandan yukarıya doğru bir baskıyla oluşmadığı görülmektedir. Çok partili düzene geçişle birlikte Türk siyasi hayatına katılan yeni partilerin kendilerini ideolojik bir düzlemde tanımlama ihtiyacı doğmuştur. 1960 ihtilali sonrası ortaya çıkan yeni siyasi ortam, sol fikir kulüplerinin ve sol söyleme sahip partilerin kurulmasına imkân vermiştir. Özellikle üniversite öğrencilerinin ve aydınların sol düşünceler etrafında toplanmasıyla birlikte, CHP kendisi için aradığı ideolojik söylemi ortanın soluyla yakalamaya çalışmıştır. Bu başarının yakalanmasında, parti programının sosyal demokrat ilkeler doğrultusunda değiştirilmesinin etkisi vardır. ; With the transition from agricultural society to industrial society, it was through CHP that the Turkish political life became part of the development and spread of social democracy that emerged as an answer to social problems. While, in the European countries that considerably completed the Industrial Revolution, solidarity-based social democracy emerged with the purpose of protecting the rights of the oppressed working class, in Turkey, it didn't emerge through a bottom-up pressure. With the transition to the multi-party order, new parties that recently participated in Turkish political life had the need to define themselves on an ideological level. The new political environment that emerged after the 1960 coup allowed the establishment of left-wing clubs and left-discourse parties. Especially with university students and intellectuals gathering around left-wing thoughts, CHP tried to get hold of the ideological discourse that it was seeking, through the left of the center. Initially, CHP continued its "despite the people, for the people" philosophy to impose social democracy on large masses of people. The within-the-party-struggle which accelerated with the military intervention on March 12, 1971 started to use a new discourse by switching to the philosophy of "with the people for the people". While awaiting public approval by putting forward two different interpretations of social democracy between 1965 and 1977, CHP achieved its long-awaited success by changing its leading staff and changing its discourse in the left of the center. Changing the party program in line with social democratic principles has an effect on this success.
1961 Anayasası ile devlet teşkilatı ve siyasi hayat yeniden şekillendirilmiştir. Bu yapı ile ortaya çıkan çoğulcu siyasi hayat, yeni partilerin önünü açmıştır. Ancak altmışlı yılların ikinci yarısından sonra hızlanan siyasi, sosyal ve ekonomik dönüşüm, devlet organizasyonunda ve toplumsal hayatta yeni problemleri ortaya çıkarmıştır. Özellikle öğrenci olayları ve işçi eylemleri rejimi tehdit eder hale gelmiştir. 12 Mart 1971'de Genelkurmay Başkanı ile Kara, Deniz ve Hava Kuvvetleri Komutanları, Türk Silahlı Kuvvetleri İç Hizmet Kanunu'nun 35. maddesini dayanak göstererek, cumhuriyet tarihinin ikinci askeri müdahalesini gerçekleştirmiştir. Müdahale, mevcut siyasi yapılar ve devlet örgütlenmesinde önemli değişim yaratacak bir süreç başlatmıştır. Altmışlı yılların sonunda merkez sağ ve sol partilerde artan parti içi bunalımlar ve parçalanmalar hız kazanmıştır. Demokrat Partili siyasilerin affı meselesi Adalet Partisinde buhranı büyütürken, Cumhuriyet Halk Partisinde, İsmet İnönü ve Bülent Ecevit arasında muhtıraya karşı takınılacak tavır konusunda yaşanan fikir ayrılığı, Ecevit'in istifasıyla sonuçlanmıştır. 1961 Anayasası'nın çoğulcu anlayışı sonrası kurulan Milli Nizam Partisi ve Türkiye İşçi Partisi, Anayasa Mahkemesince bu süreçte kapatılmıştır. Gelinen noktanın temel sorumlularından birisi olarak görülen anayasanın evrensel boyutlu özgürlük anlayışı daraltılmış, özerk kurumların bu yapısı sınırlandırılarak yürütmenin gücü arttırılmaya çalışılmıştır. The pluralist political life that emerged with this structure has paved the way for new parties. However, the political, social and economic transformation, which accelerated after the second half of the decade, has exposed new problems in state organization and social life. Especially student incidents and worker actions have become a threat to the regime. On March 12, 1971, the chief of the General Staff and the Commanders of the Land, Sea and Air Forces were appointed to article 35 of the Turkish Armed Forces Internal Service Act and carried out the second military intervention in the history of the republic. The intervention has initiated a process that will create significant change in political structures and state organization. At the end of the decade, the increasing intra-party crises and fragmentations in the center-right and left parties have gained momentum. While the issue of amnesty of Democratic Party politicians grew the depression in the Justice Party, the disagreement in the Republican People's Party, between Ismet Inonu and Bulent Ecevit, resulted in Ecevit's resignation. The National Order Party and the Workers' Party of Turkey, which was established after the pluralism of the 1961 Constitution, were closed by the Constitutional Court. The universaldimensional understanding of freedom of the constitution, which is seen as one of the main responsibilities of the point reached, has been narrowed and the power of execution has been tried to be increased by limiting this structure of autonomous institutions. Political, social and economic rights, which are seen as a threat to the regime through the amendment slated for the constitution, have been significantly limited.

Popülizm son yıllarda bütün dünyada siyasi alanda en sık kullanılan kavramlardan biri haline gelmiştir. Siyasi aktörler birbirini popülist olmakla suçlamakta, halka yapılan her atıf popülizm olarak nitelendirilmektedir. Bilhassa seçim dönemlerinde liderlerin söylemleri popülist unsurlarla donatılarak, siyasi etkinliği yalnızca oy vermeye indirgenen 'halk' depolitize edilerek, nesneleştirilmekte ve popülizm adeta temsili demokrasiye musallat olmaktadır. Popülizmin demokrasinin bir gölgesi olmasının nedeni temelde liberal demokrasinin yaşadığı içsel krizlerdir. Aynı anda hem liberal hem de demokrat olmanın yarattığı içsel gerilimler popülizmi ortaya çıkarmaktadır. Political actors accuse each other of being populist, and every reference to the public is regarded as populism. Especially, in the election period, the discourse of the leaders is equipped with populist elements, the public, whose only political activity comes down to vote and it is objectified. Therefore, populism almost bothers representative democracy. The reason why populism is a shadow of democracy is basically internal crises in which liberal democracy experiences. The contradictions of being both liberal and democrat at the same time reveal populism. When political struggle is shaped in a populist environment, these contradictions and crises are reinforced more. Therefore, populism is inevitable in liberal democratic order. In this study, it is examined how the populism, which is dealt with as a discourse type used by the politicians, who want to obtain power or protect the existing power, to influence the population reflects on the Turkish politics. In order to show that populism exists in the nature of every political movement, this study evaluates populism both on the axis of power and opposition and on the right and left axis. To this end, the speeches during the presidential elections on June 24 made by Recep Tayyip Erdoğan, who is the candidate of the ruling party, AKP, representing the Turkey's right axis and Muharrem İnce, who is the candidate of the main opposition party, CHP, was examined by the Essex School of discourse analysis method.
Latin America, as a region, reflects a relevant field of analysis for scholars who aim at working populism. Here, in this region of the world, it is possible to encounter various types of populism(s). Additionally, throughout the history of Latin America, populist leaders have managed to accumulate political power for decades. This study, in its turn, aims at analyzing the relationship between populism and democracy. It suggests analyzing populism as a political style prioritizing the central role of populist leaders. In this perspective, it overviews a historical analysis of different Latin American countries where various types of populism were in power. In this respect, the study of the classical populism of Peron in Argentina, the right-wing populism of Fujimori in Peru and the left-wing populism of Chavez in Venezuela demonstrate that the relationship between democracy and "various" populisms remains almost the same. Populism, in general, enlarges inclusionary capacities of democratic regimes while giving permanent harm to democratic institutions, constitutional mechanisms of control and liberal democracy in general. ; Latin Amerika, popülizm çalışan araştırmacılar açısından önemli bir araştırma alanı olarak ortaya çıkıyor. Uluslararası ilişkilerde belirli bir üst otorite tarafından konulan kuralların olmaması devletlerin birbirleri arasındaki ilişkilerin temelde güç mücadelesine bağlı olarak gelişmesine neden olmuştur. Sistemin en önemli aktörleri olan devletler, sistemi kendi politikalarına göre yönlendirebilmek için belli başlı siyasi olayları kullanırlar. Yakın dönem dünya siyasi tarihine baktığımızda en önemli gelişme olarak 11 Eylül 2001 terör saldırılarını örnek verilebilir. Amerika Birleşik Devletleri'ne karşı gerçekleştirilen bu saldırılar sonrasında Ortadoğu'da önemli değişiklikler olmuştur. Soğuk Savaş sonrasında tek süper güç olarak ortaya çıkan ABD, mevcut olan hâkimiyetini ve gücünü tüm dünyaya kabul ettirmek için 11 Eylül saldırılarını bir fırsat bilmiştir. Bu dönemde ABD, birçok doğruya ve yanlışa imza atmıştır. 2003 yılında Irak'a yapılan ve yaklaşık 8 yıllık bir işgale dönüşen süreçte ABD tarafından uygulanan politikaların doğruluğu ve yanlışlığı objektif şekilde tespit edilmelidir. Irak topraklarına girilerek Saddam rejimi sonlandırılırken, araştırılması gereken konuların başında böyle radikal bir kararın hangi şartlar altında ve nasıl bir süreç sonunda alındığı gelmektedir. Bush sonrasında başkanlık koltuğuna oturan isim olan Obama'nın Irak'a yönelik yaklaşımı Bush'tan farklı olmuştur. İlk başkanlık döneminde nispeten iyi bir grafik çizen Obama, Irak'ta uyguladığı ya da uygulamadığı dış politika stratejisi nedeniyle ikinci başkanlık döneminde sınıfı geçememiştir. The states, as the most important actors of the system, manipulate certain political events to rule the system according to their own policies. When we take a look at the recent period of world political history, we can consider terrorist attacks on September 11, 2001, as an example. After these terrorist attacks that was carried out to United States of America, there have been significant changes in the Middle East. The USA, which has shown up as the only superpower after the Cold War, has taken advantage of September 11 terrorist attack to establish its present hegemony and power to the whole world. In this period, the USA has put its signature to many right or wrong events. It should be detected objectively if it was a necessary or not that the 8th years of occupation of Iraq in 2003 by USA. As the Saddam regime was terminated by entering the land of Iraq, taking that kind of extremist decision in which condition it was made and its process should be the fist step of the investigation that must be done. With the difference of Bush, Obama who takes his place, showed a different approach to Iraq. Beside, Obama who made a good progress in his first presidental term, because of the foreign policy that he implemented in Iraq, he failed in his second presidental term. Although Obama did not act with the ideology reflected in Bush's discourses, he was criticised in the matter of Iraq due to his acts that represent Bush's policies at some points. Obama took over Iraq with a political chaos. However when he left he handed down Iraq to the next president after him under the threat of civil war and division.
In the 1970's Turkey was polarized right and left and had experienced intense chaos, instability, anarchism and economic crises in the political and social arena, and the country came to the brink of civil war. The two general election results had been condemned to the coalition governments, and the coalition unions had not been able to yield any results. Moreover, the uncompromising attitudes of politicians struck this turmoil. In political life, there was a multi-part structure consisting of CHP, AP, MSP, MHP, CGP, DP and independents. This structure was a fragile structure in which even a single deputy could encourage multi-party negotiations and divisions, also small parties could be subject to negotiations on behalf of government. The establishment of seven short-lived governments between 1973 elections and 12 September Military Coup is another indication of political instability. In such a troubled period, the intelligentsia of the country proposed the CHP-AP coalition and thought that this would be the only solution; But this partnership could not be realized as it is hoped. The reasons such as the low level of socio-economic development of the society, the polarization of the political parties, the whole violence in the society, the arrival of the partisanship and the staffing to the extreme, the stubbornness despite the stimulation of the politics, the uncompromising attitudes and insensitivity made the option of making a new start. As a result, the developments experienced after the elections in 1973 and especially in 1977 made it clear that democratic remedies were exhausted, a civilized development of "co-operative culture" had not yet developed, the political and democratic culture had not yet matured and democratic life might be better with a single contemporary and secular party. The 70s, in which two general elections held in this period did not stabilize the country, remained in memories as a period of depression, an undemocratic era in which the democratic order brought separation to the country. In the study, diversity of resource type and versatility were taken as basis and an interdisciplinary study was conducted by acting in cooperation with other social sciences. In addition to written documents, visual and verbal sources were also utilized and talks were held with people living in the period within oral history. In the introductory part of the work, the definition of the subject, the method of the research, the researches about the subject, the conceptual substructure and the development of the selection case in Turkey are emphasized. The first part deals with the process leading to the March 12, 1973 elections in the second, 1975 elections in the third, 1977 elections in the fourth, 1979 and 1980 elections in the fifth. ; 1970'li yıllar, Türkiye'nin sağ ve sol şeklinde kutuplaştığı, siyasal ve sosyal alanda yoğun bir kaosun, istikrarsızlığın, anarşinin ve ekonomik krizlerin yaşandığı, ülkenin iç savaşın eşiğine geldiği bir dönemdir. Yapılan iki genel seçim sonucu ülke koalisyon hükümetlerine mahkûm olmuş, koalisyon birlikteliklerinden de verim alınamamıştır. Ayrıca siyasetçilerin uzlaşmaz tavırları bu döneme damgasını vurmuş; siyasal hayatta CHP, AP, MSP, MHP, CGP, DP ve bağımsızlardan oluşan çok parçalı bir yapı söz konusu olmuştur. Bu yapı; çok partili, bölünmeleri ve küçük partileri teşvik eden, kırılgan, tek bir milletvekilinin bile hükümet kurabilme adına pazarlıklara konu olabildiği bir yapıdır. 1973 seçimleri ile 12 Eylül Askeri Darbesi arasında yedi hükümet kurulması ve bunların da kısa ömürlü olması, bahse konu siyasal istikrarsızlığın bir başka göstergesidir. Türkiye için buhran yıllarının hüküm sürdüğü böylesi sıkıntılı bir dönemde, ülkenin aydın kesimi CHP-AP koalisyonunu önermiş ve bunun tek çözüm olacağını düşünmüş; ancak umut görülen olarak bu ortaklık bir türlü gerçekleşememiştir. Toplumun sosyoekonomik gelişmişlik düzeyinin düşüklüğü, siyasi partiler arasındaki kutuplaşmanın topluma da bütün şiddetiyle sirayet etmesi, partizanlığın ve kadrolaşmanın had safhaya varması, siyasilerin uyarılmalarına rağmen inatlaşmaları, uzlaşmaz tavırları, ciddiyetsizlikleri ve duyarsızlıkları, toplumda köklü bir bozulmanın yaşanması gibi nedenler, yeni ve taze bir başlangıç yapılması seçeneğini gündeme getirmiştir. Sonuç olarak 1973 ve özellikle 1977 seçimleri sonrasında yaşanan gelişmeler, demokraside çarelerin tükendiğini, medeni bir gelişme olan "birlikte iş görme kültürü"nün henüz gelişmediğini, siyasi ve demokratik kültürün hala olgunlaşmadığını, çağdaş ve laik tek bir partiyle demokratik yaşamın sanki daha iyi olabileceğini düşündürmüştür. Bu dönemde yapılan seçimlerin ülkeye istikrar getirmediği 70'li yıllar, demokratik düzenin ülkeye ayrılık getirdiği, hatırlanmak istenmeyen bir buhran dönemi olarak hafızalarda kalmıştır. Çalışmada kaynak türü çeşitliliği ve çok yönlülük esas alınmış, diğer sosyal bilimlerle iş birliği içinde hareket edilerek disiplinler arası bir çalışma ortaya konmuştur. Yazılı belgelerin yanı sıra görsel ve sözlü kaynaklardan da istifade edilmiş, sözlü tarih kapsamında dönemi yaşayan kişilerle görüşmeler yapılmıştır. Çalışmanın giriş bölümünde, konunun tanımı, araştırmanın yöntemi, konu ile ilgili araştırmalar, kavramsal alt yapı ve Türkiye'deki seçim olgusunun gelişimi üzerinde durulmuştur. Birinci bölümde 12 Mart Muhtırasına giden süreç, ikinci bölümde 1973 seçimleri, üçüncü bölümde 1975 seçimleri, dördüncü bölümde 1977 seçimleri, beşinci bölümde 1979 ve 1980 seçimleri ele alınmıştır.
