In dit boek beschrijft Han Meyer de bewerking van het dynamische deltalandschap van Nederland als een proces waarin drie factoren sterk met elkaar verweven zijn geraakt: de waterbouwkundige werken en expertise op dat gebied, de groei van het stedelijk patroon in West-Nederland en de ontwikkeling van Nederland als natiestaat. Met name in de 19e en 20e eeuw werden zowel grote waterbouwkundige interventies als de ruimtelijke ordening een zaak van de nationale staat. Maar in het begin van de 21e eeuw zijn de ideeen over de betekenis van de nationale staat sterk veranderd en wordt de ruimtelijke inrichting van het land niet meer als een taak van die staat gezien. Intussen dwingen klimaatverandering en een sterke concentratie van bevolking en kapitaal in het westen tot een ingrijpende update van het waterveiligheidssysteem. The research focuses on the relation between municipalities, provinces and the Crown in Dutch spatial planning law. Specifically, it concerns the power of the provinces and the Crown to issue general 'instructional rules' (instructieregels) concerning the content of municipal zoning plans and other planning decisions. This power, which can be found in Articles 4.1 and 4.3 of the Dutch Spatial Planning Act, is a new instrument in Dutch spatial planning and is of paramount importance for the possibility of municipalities to make autonomous decisions concerning the regulation of land-use. The research addresses the legal questions surrounding the use of this new instrument. Not only are the answers to these questions important to the actual practice of the use of the instrument, but also for the legislative bill proposing the new Environmental Law Act (Omgevingswet), currently pending in the House of Representatives (Tweede Kamer), in which instructional rules play an important part. Instructional rules serve to set a framework aimed at policy impact. When setting spatial planning standards, lower-level administrative bodies only have discretionary powers (beslissingsvrijheid) within the provincial and national limits determined for the substance of the decision-making process, inter alia by instructional rules. This framework is set in order to ensure that the spatial-planning decisions taken at lower government levels comply with the policy as pursued by the regulatory government with respect to this setting of standards. Instructional rules have two legal effects. The first and main legal effect is that they must be taken into account by lower-level government authorities in their decision-making processes regarding spatial planning. The second legal effect is that instructional rules, based on the second paragraph of Article 4.1 and of Article 4.3 of SPA, respectively, may create the obligation for the municipal council to adopt a new land-use plan within a specified period. Over the past decade Labo S has been operating in the margins of the (urban) landscape by studying real places which go largely unnoticed and examining concrete problems that are rarely debated in the spotlight of the media or academia. "The Selfmade Land" reiht sich somit in eine Anzahl englischsprachiger Fachbücher über die niederländische Raumplanung ein. So behandelt Needham (2007) beispielsweise in "Dutch land-use planning" bodenpolitische Funktionen und Effekte der niederländischen Planung, Hajer et al. (2010) reflektieren in "Strong Stories – how the Dutch are reinventing spatial planning" anhand von Praxisbeispielen planungstheoretische Konzepte in den Niederlanden. Die Autoren von "The Selfmade Land" nehmen eine kulturhistorische Perspektive auf niederländische Raumplanung ein. Das Buch versteht sich dabei nicht vorrangig als ein wissenschaftliches Fachbuch (S. 12), sondern adressiert mit seinem wissenschaftsjournalistischen Schreibstil ein breiteres planungsinteressiertes Publikum und thematisiert dabei die Kultur und Entwicklung der Raumplanung in den Niederlanden. Bei dem Buch handelt es sich um eine seit 1986 stetig überarbeitete und nun erstmals ins Englische übersetzte und erweiterte Ausgabe von "Ruimtelijke ordening: van grachtengordel to Vinex-wijk" (van der Cammen und de Klerk 2003). Während die ursprünglichen Versionen des Buches von Hans van der Cammen und Len de Klerk stammen, sind bei der vorliegenden Version des Buches nun zwei weitere Autoren beteiligt: Gerhard Dekker und Peter Paul Witsen.

Global city-thinking has, in the past years, had a very real pull on society. Global cities seem an unavoidable fact of everyday world affairs. This volume gathers a forum that integrates the extensive set of disciplinary dimensions to which the interdisciplinary concept of the global city can help to tackle the policy challenges of today's metropolises. Its chapters are drawn from viewpoints including the cultural, economic, historical, postcolonial, virtual, architectural, literary, security and political dimensions of global cities. Tasked with providing a rejoinder to the global city scholarship from each of these perspectives, the authors illustrate what twin analytical and practical challenges emerge from juxtaposing these stances to the concept of the 'global city'. They rely not solely on theory but also on sample case studies either drawn from long-lived global cities such as New York, Shanghai and London, or emerging metropolises like Dubai, Cape Town and Sydney.
