The subject of this paper is the discussion about the concepts of rural development and local development starting from the different lines that tend in their making up: the Geographic epistemology, the politics based on them and the material processes of development. The issues of this discussion are: the difficulty of reflect this development processes in quantitative evidences (indicators) due to their rather qualitative character; the ambiguous definition of their scale, and related to that, their condition spread or concentrated; their suitability to make compatible objectives of both territorial and social cohesion; the limitations to be extrapolated the concept of stakeholders, own of local development, to rural development; the lack of coordination between economic planning and urban planning to the detriment of a true sustainability and, in the opposite, the threats that are to the rural space the application of sustainability politics designed from the urban context. ; El objeto de este artículo es la discusión de los conceptos de desarrollo rural y local a partir de las distintas líneas que convergen en su definición: las elaboraciones epistemológicas de la Geografía, los instrumentos de planificación en ellos basados y los procesos reales. Los términos de esta discusión son los siguientes: La dificultad de expresar en indicadores los resultados de estos procesos de desarrollo, dado su carácter más cualitativo que cuantitativo; la ambigua definición de su escala, y, en relación con ello, su carácter difuso o concentrado; su idoneidad para compatibilizar objetivos de cohesión social y territorial; las limitaciones de la extrapolación al desarrollo rural del concepto de «actores» propio del desarrollo local; la carencia de coordinación entre planificación económica y urbana en detrimento de una sostenibilidad real y, a la inversa, las amenazas para el espacio rural derivadas de la aplicación de políticas de sostenibilidad trazadas desde una perspectiva urbana. This article analyses the evolution of European rural regional economies and the Community's public regional policies, with a view to drawing lessons for other areas of the world, especially Latin America. After presenting relative size data for the EU regions based on population, territory, employment and income, the article analyses the key economic and social trends in these areas, together with the underlying explanatory factors. The main conclusion is that the economic development of the rural regions of the EU is much more due to the overall national economic development issues, than to rural development policies. Therefore, the way to achieve rural development is by means of a good overall economic development policy, and national policies are more determining than EU-wide policies in the overall economic development of the EU member states. The article finishes with a summary of the lessons to be learnt from EU rural development policy, which suggest the need for radical policy change based on a reduction in the agricultural component coupled with an increase in the territorial and environmental components. ; Este artículo analiza la evolución de la economía regional rural europea y las políticas regionales públicas comunitarias, con el fin de aportar lecciones a otras áreas del mundo, especialmente Latinoamérica. Después de presentar datos relativos al tamaño de población, territorio, empleo e ingresos de las regiones europeas, el artículo analiza las tendencias clave económicas y sociales de estas áreas, junto con los factores explicativos. La principal conclusión es que el desarrollo económico de las regiones rurales de la UE es mayor debido en mayor medida a el desarrollo económico nacional que a las políticas de desarrollo rural. Además, la vía para conseguir desarrollo rural es a través de buenas políticas de desarrollo económico generales. El artículo finaliza con un resume de los aspectos a aprender de la política de desarrollo rural de la UE, sugiriendo la necesidad de un cambio radical de esta basándose en la reducción del componente agrícola unido a un incremento de los componentes territoriales y ambientales.

Regional rural development studies can be considered
multi-disciplinary, multi-approach, and multi-method, as they
include different social and political perspectives. The aim of
this paper is to contribute to the methodological debate on
regional rural development studies based on the discussion
of mixed methods. The proposed methodology is based on
five stages of research: (1) the delimitation of the problem,
(2) the distinction between research objectives, questions and
hypotheses, (3) the definition of the frame of reference, which
includes theoretical, conceptual, historical, geographical and
possibly legal frameworks, (4) fieldwork, and (5) analysis of
the results, discussion with the theoretical framework and
conclusions. The results of the study help to overcome the
dichotomy between quantitative and qualitative methods, and a
multi-method discussion is proposed, with emphasis on studies
applied to rural development.

The challenge of rural development in the Municipality of Medellin has to do with a political decision to assess processes based on participation and innovation in rural communities. The authorities have the opportunity to establish a territory in order to guarantee stability and consolidation of the populations considering their many activities when the districts are threatened by rampant urban sprawl. The opportunity exists to rebuild civil society in the territory based on cultural identity and to build new spaces without exclusion.

The article analyses political and familial women strategies in small towns of Andalusia, and the rol of Rural Development Policies in Southern Spain. Through a mainly qualitative and statistical methodology, the authors presents women's ways of enpowerment in local policy (motivations, access, allocation of positions, work, feminine styles, political socialization.), and its compatibility with family and social life. ; El artículo analiza la situación que viven las mujeres políticas en los pequeños pueblos de Andalucía, al sur de España, en el marco de las políticas de Desarrollo Rural. Mediante una metodología estadística y fundamentalmente cualitativa, se presentan las estrategias femeninas para alcanzar el empoderamiento (acceso, motivaciones, "estilos femeninos", posiciones, trabajo, socialización de los cargos.) en una arena tradicionalmente masculinizada como la política local, y su compatibilidad con la vida familiar y social.

El año 1998 el Gobierno Vasco pone en marcha un modelo de desarrollo rural fundamentado en la colaboración entre administraciones locales y regionales. Su objetivo es profundizar en la transversalidad de las acciones y garantizar la sostenibilidad económica y social de las comunidades rurales. Generan herramientas de actuación y de organización para un modelo inédito y destacado por las nuevas expectativas que crea. Tras casi dos décadas de funcionamiento los agentes rurales continúa reivindicando la valía de la propuesta pero las actuaciones no han dado los resultados esperados. La falta de implicación administrativa ha sido notoria y el modelo se ha ido vulgarizando hasta asimilarse al de otras regiones de España. ; In 1998 the Basque Government launched a model of rural development based on collaboration between local and regional administrations. From a hydraulic and agricultural-oriented logic it has shifted toward other more integral and multifunctional one, where the Ministry of Environment is the most relevant player. In such a social and political context, the new orientations of rural development policies are analysed, particularly in relation to the sustainable management of water resources in farming sector and their implications on territory. The authors propose a typology of irrigable areas in Spain, and analyse the process of implementation of the new European Regulation on Rural Development (Reg. 1690/2005). The conclusion is that this new policy could be a useful tool to promote the environmental sustainability of these areas only if there was a good coordination between agricultural and environmental departments at the regional level. ; [ES] En este artículo se analiza la percepción social y política de los temas relacionados con la gestión del agua en España, mostrando cómo se ha pasado de una lógica hidráulica y sectorial (agraria), canalizada a través de los ministerios de Obras Públicas y Agricultura, a otra integral y multifuncional, en la que se valoran sus implicaciones territoriales y en la que asume protagonismo el ministerio de Medio Ambiente. En ese contexto, se analizan las nuevas orientaciones de las políticas de desarrollo rural, especialmente en lo relacionado con la gestión sostenible de los recursos hídricos en la agricultura y sus efectos sobre el territorio. Since the middle of the last century, several perspectives have addressed rural development from different viewpoints, and productive aspects have prevailed. Four general approaches encompass these perspectives: the Technocratic, Sociological, Socio-Technocratic, and Political approaches. This paper aims to put forward Food Sovereignty and its focus on the rights of rural inhabitants as a perspective of the political approach to rural development. Despite the fact that food sovereignty integrates important topics such as the recognition of the importance of rural inhabitants by society, it is necessary to make a clear proposal for how to incorporate consumers in its postulates.

Nowadays, it has become evident the need to seek sustainable development models that address challenges arising in a variety of contexts. The resilience concept appears connected to the ability of people to cope with adversities that inevitably arise due to context dynamics, at different spatial and temporal scales. This concept is related to the model known as Working With People (WWP), focused on rural development projects planning, management and evaluation, from the integration of three dimensions: technical-entrepreneurial, ethical-social and political-contextual. The research reported is part of the RETHINK European Project, whose overall aim is farm modernization and rural resilience. The resilience concept has been analyzed, in the scope of rural development projects management, and a relationship with the WWP model has been established. To this end, a thorough review of the scientific literature concerning this topic has been addressed, in order to develop the state of the art of the different concepts and models involved. A conceptual proposal for the integration of resilience in rural development projects sustainable management, through the three-dimensional WWP model is presented.
