Local natural resources (LNRs) are essential for the socioeconomy of rural societies. The United Nations (UN) Agenda 21 and "Our Common Future" state that local spatial planning is central for the prospect of balancing ecological, social and economic sustainable development (SuD). Stakeholder participation in spatial planning enhances acceptance and improves preconditions for successful planning outcomes. Consequently, it is important to increase knowledge about LNRs and the use of them and to integrate such knowledge in local spatial participatory planning with a landscape perspective. These opening statements apply to Swedish boreal municipalities and describe the intentions of Swedish municipal comprehensive planning (MCP). The purpose of this work was to examine and analyze the preconditions for integrating MCP with a landscape perspective in rural municipalities. The thesis is based on case studies in Swedish, rural, municipal contexts reported in five papers. In Papers I & II, local businesses in Vilhelmina Municipality were surveyed to describe the societal importance of LNRs. The results showed that LNRs are vital to 78 % of the businesses, of which half are based on forest farming, and there are strong bonds between entrepreneurs, their businesses, the municipality and LNRs. Papers III & IV present and discuss the characteristics of MCP in theory and practice. An e-mail survey was sent to municipal officials in all Swedish mountain municipalities. MCP-stakeholders in municipalities in Bergslagen, in central Sweden, were interviewed. Respondents in both case studies stated a belief that MCP can offer prospects in planning for SuD. However, resources and stakeholder participation in planning are generally scarce, especially in rural municipalities. Paper V illustrates how new knowledge on forest land use (to support MCP) can be gained by combining spatial and temporal data on forest condition, owners and land use values in a geographic information system (GIS). This thesis provides scientific and practical contributions to aid in efforts aiming for SuD. It is done by framing MCP theoretically and contextually and by suggesting that MCP should be extended to include forest land use and by stressing the rural context in local spatial participatory planning. Opportunities in MCP have to be embraced, but local governments need enhanced knowledge about local land use, specifically forest land use. Moreover, stakeholder participation needs to be developed, requiring more resources. In the case of a Swedish rural municipality, it is crucial that efforts are made to develop MCP as a tool, not just in theory but also in practice.

This paper aims at documenting the experience of the Environmental Research Center at the Royal Scientific Society in stakeholder participation in greywater management (treatment and reuse) in the rural communities in the northeastern Badia of Jordan. Stakeholders participating in the management process included local people, nongovernmental organizations, community-based organizations, governmental authorities, scientists and experts from universities and research institutions. The local stakeholders committee, NGOs, CBOs and local people have participated in capacity-building programs, data collection, situation analysis, problems identification, selection of types and locations of treatment technologies and construction and operation of treatment units and reuse projects. Experts, scientists and governmental entities contributed to the development of a treatment technology selection matrix and identification the best technology that suits the study area. The study reveals that the incorporation of input from a broad range of sectors and stakeholders during the project insured cooperative management of the greywater resources and enhanced project quality and ownership.

This article brings together the concepts of land and landscape, tightly linked in urban transformative situations, but rarely used for the purpose to strengthen strategic planning for sustainability. They are investigated as a combined base for land use deliberations, in early phases of planning processes, in practices of different scale, especially in a European context, drawing on planning and landscape policies generally agreed upon, as well as the UN Sustainable Development Goals. This article argues for taking into consideration the landscape as experienced human habitat, in relation to the understanding of land as both a common resource, and as pieces of property. This is motivated partly by the more or less global political trend and the turn from state interventions to individualistic capitalism (calling for new methods to solve common challenges), but also by a changing planning profession, increased collaborative planning processes, increased significance of public space as a scarce resource in densified cities, the need for holistic perspectives in sustainable urban development and the need for unifying concepts for urban and rural land at a local and regional scale. A new concept "around-scape" is suggested, in order to make visible the subjective binding between available perceived resources and spatial transformation.

The deliverable D6.1 of the LIFT project explores what types of discourses are used in six European Union (EU) member states' Rural Development Programs (RDP) and other agricultural policy documents and how they incorporate ecological approaches acrossthree Common Agricultural Policy (CAP) periods. This multiple case study highlights similarities and differences in the dominant discourses as emerging from national policy documents in the following selected EU member states: France, Germany (Bavaria), Hungary, Poland, Romania and Sweden. It also demonstrates how discourse analysis can be used to gain understanding about the dominant discourses expressed in these documents in relation to how ecological approaches are defined, the policy rationale for encouraging ecological approaches and the expected consequences of doing so. Conceptually, we focused on two types of discourses identified from the literature: 1) the three CAP discourses: i) neomercantilism; ii) neoliberalism and iii) multifunctionality, and 2) the five socio-political discourses of Rural Development (RD): iv) agri-ruralist, v) hedonist, vi) utilitarian, vii) nature conservation and viii) community sustainability. These types of discourses were together integrated in a model, where each policy discourse depicts agriculture as accomplishing a specific function. The theoretical framework is grounded within a political economy perspective. This means that policy develops because of confrontation between different concerned agents with different interest, pushing for different objectives. The state acts as an intermediary between these agents and aims at ensuring consensus and maintenance of agreement. Policy documents are therefore often the result of competing discourses and contradicting policy objectives. Across EU member states, the results show that ecological approaches are mainly depicted with the multifunctionality discourse with two dominating sub-discourses of nature conservation and agri-ruralism. Nevertheless, we observe an increase in the use of the neomercantilist discourse in the last CAP period. This parallels what the previous literature finds in Commissioners' speeches: a reappearance of the traditional neomercantilist discourse in the CAP agenda 2014-2020. Farming systems (with farming practices) related to agroecology, biodiversity-based and organic farming are among the most commonly mentioned farming systems.

This document summarises the outcome of a training workshop, "Inter-active and dynamic approaches on forest and land-use planning", that was organised in Vietnam and Lao PDR during April 1999. The workshop was arranged by researchers from SLU, Umea in co­ operation with Sida and it's CCB Programme, the National Board of Forestry and concerned government institutions in Lao PDR-the National Programme for Shifting Cultivation Stabilisation, Ministry of Agriculture and Forestry and in Vietnam-the Forest Inventory and Planning Institute, Ministry of Agriculture and Rural Development. The main purposes of this paper are • To review and conclude the outcome of the workshop to all those who have participated or been concerned with it. • To summarise an evaluation of the somewhat unique arrangement, with participants from different sectors, administrative levels, gender and countries. • To present "the APM approach" on land use planning, which was put forward, tested and discussed during the workshop. The input to the working paper originates from participants, resource persons and instructors who took part in the workshop. The editing has been made by Mats Sandewall.

In order to foster the competitiveness of the food supply chain, the European Commission is committed to promote and facilitate the restructuring and consolidation of the agricultural sector by encouraging the creation of voluntary agricultural producer organisations. To support the policy making process DG Agriculture and Rural Development has launched a large study, "Support for Farmers' Cooperatives (SFC)", that will provide insights on successful cooperatives and producer organisations as well as on effective support measures for these organisations. These insights can be used by farmers themselves, in setting up and strengthening their collective organisation, and by the European Commission in its effort to encourage the creation of agricultural producer organisations in the EU. Within the framework of the SFC project this country report on the evolution of agricultural cooperatives in Sweden has been written. Data collection for this report has been done in the summer of 2011. In addition to this report, the project has delivered 26 other country reports, 8 sector reports, 33 case studies, 6 EU synthesis reports, a report on cluster analysis, a study on the development of agricultural cooperatives in other OECD countries, and a final report. The Country Report Sweden is one of the country reports that have been coordinated by Perttu Pyykkönen, Pellervo Economic Research PTT. The following figure shows the five regional coordinators of the "Support for Farmers' Cooperatives" project.

Emergent farmers have rapidly increased in numbers on the sub-Saharan African continent during the last couple of decades. The main interest in this study lies in how emergent farmers have materialised as a class in a political economic context and historical process and what societal impact they have had. Emergent farmers as a class are understood as capable of reproducing their means of subsistence and creating surplus value without having to own their means of production. Mkanda Extension Planning Area (EPA) in Malawi has served as the empirical area for this matter. During the fieldwork, 31 persons were interviewed. The interviews gave insights into farmers' living conditions. An explorative survey was also conducted with 31 informants, of which 13 persons also participated in the interviews. The explorative survey provided an overview of farm characteristics in the area. In addition, two focus group discussions were held to gain perspective on shared experiences among farmer groups regarding the positioning of emergent farmers, how they and other types of farmers can be classified and how the relationship between farmers appear. The field work was combined with a desk study to investigate political, socioeconomic and environmental conditions through which emergent farmers have materialised. Emergent farmers in Mkanda EPA have materialised through inheritance and acquisition of property such as land; other natural resources; material assets and technology. They have grown through extension service and credit regimes; sales of cash crops and livestock; agribusinesses; incomes from employment and off-farm activities. They have advanced through family and class support; labour power control; strategic utilisation of volatile agricultural markets and income diversification. They have progressed through agricultural institutions, political favouritism and resource exchange with state representatives; traditional authorities; traders; investors; large-scale buyers and other farmer groups. Emergent farmers have contributed to and been shaped by the development of the capitalist mode of production during Malawi's postcolonial history. The farmer class has enabled increased capital investments and accumulation and contributed to new businesses; production methods; market directions and means of livelihood in rural areas. They have provided links between local production conditions; extraction of raw material; capital exchange; means of profit and growth opportunities. At the same time, emergent farmers have constituted a minority that has served certain class interests. While emergent farmers have influenced the socioeconomic and ecological dynamics in rural places such as Mkanda EPA, the class has maintained structures that have reproduced inequality among the population.

Because of population clustering, it is increasingly difficult for the rural poor to access land in Zambia. Such a clustered space is along the line-of-rail, where more people are looking to make use of land. Simultaneously, in a country where multiple political authorities can perform recognition of land, people also have to balance and navigate within this pluralistic political landscape to enjoy secure access and use of land. As such, property has the potential to improve security and create legitimacy to land. Within 100 yards along the railway, land is in administrative limbo due to the lack of effective control by its legal owner, the state. This thesis investigates the property production in land occupied by rural people along the railway in Southern Province, Zambia, through ethnographic and interview-based fieldwork. With a widened understanding of property that goes beyond juridical interpretations inseparable from law, I show how property making abandons formalised scripts, and instead is performed through contextual and localised orders. Occupants of land along the railway put labour and material investments into the land to reinforce legitimacy, both among each other as well as when facing political authority. With the state as formal owners of railway land, chiefs and headmen (i.e. customary authority) get squeezed by engaging in administering the land since it is outside of their legal jurisdiction. At the same time, state authority also administers and recognizes land, albeit implicitly, when maintenance workers survey the railway tracks. I conclude that these findings together create a whole greater than the sum of its parts of how property production can take place on land in limbo.

Antimicrobial resistance (AMR) is one of the biggest threats against public health in the world. Antimicrobial substances are used within all different sectors and contribute to development of AMR. Global action against irresponsible use of antibiotics and further development of AMR has been of great concern in the last years and risk factors are being pointed out. Low- and middle-income countries (LMICs) have a precarious role in the matter. Insufficient health care systems, poor law enforcement and, high accessibility of over-the-counter drugs (OTCs) are contributing to the unregulated use of antibiotics. Poorly developed surveillance programmes make it hard to correctly analyse the situation of both antimicrobial use (AMU) and AMR. Bangladesh, like its neighbouring countries, faces a lot of challenges regarding public health. One of the major concerns related to public health is access to safe food. Food products can be contaminated with toxins, chemical substances, and microbial organisms, including AMR-bacteria. Furthermore, national programmes for surveillance of AMU and AMR are inadequate. In this study, data from previously done field studies by Bangladesh Livestock Research Institute (BLRI), Bangladesh Food Safety Authority (BFSA), International Livestock Research Institute (ILRI), and International Food Policy Research Institute (IFPRI) and newly collected information from interviews were put together to analyse the AMR situation in Bangladesh. Sampling of food products (tomato, chicken, fish) from traditional markets and supermarkets was done at three locations representing rural, peri-urban, and urban areas from November 2018 to June 2019. Samples were tested for prevalence of Salmonella spp, Escherichia coli, Vibrio cholerae. Samples positive for bacteria were tested for antimicrobial susceptibility through disc diffusion test. As a supplement to the analysis of samples, questionnaires to the vendors of the food products were made to provide background information. During 2020, statistical analysis of previously collected data and interviews with stakeholders working with AMR was made. The interviews aimed to serve as baseline information about current conditions regarding AMU and AMR. 320 cultivations of 1589 (20.1%) were positive for bacterial prevalence. 319 of these were tested for antimicrobial susceptibility where 203 (63.6%) were found to be multidrug-resistant (MDR) (resistant to three or more antibiotic groups). Furthermore, interviews with stakeholders stated that surveillance of AMU and AMR in Bangladesh is inadequate, especially within the animal and agriculture sector, and that a one health approach on a government level is needed to improve the situation. To be able to fully analyse the AMR situation in Bangladesh, a nation-wide study would need to be conducted, within all sectors, including both AMU and AMR testing.

Smallholder farmers are defined as key actors in the implementation of Agenda 2030, based on their importance for food security and poverty reduction, particularly in Sub-Saharan Africa. This is also true for South Africa, where smallholder farming has attracted considerable policy attention in an attempt to break the trend of rural poverty and the legacy of the apartheid era. One issue of concern is the long-term decline in arable production in fields, reflecting a wider trend of de-agrarianisation among peasantries and smallholders all over the world. In South Africa this withdrawal from field cultivation is compensated to an extent by intensification in garden cultivation. This thesis explores how smallholders perceive the role of these two different crop cultivation practices in their daily lives. The empirical data were collected during an ethnographic field study in rural South Africa in early 2020 using a variety of qualitative research methods. Drawing on the theoretical concepts of lifeworld and system world together with perspectives of livelihoods, the study shows that household agricultural production is being downscaled, with most households prioritising the continuation of garden cultivation. Garden cultivation draws upon capabilities that most households can access and is viewed as a taken-for-granted activity within the lifeworld of smallholders. Field cultivation emerges as a deliberate choice made by households who are able to access sufficient family labour and financial capital. Furthermore, arable production in fields is based on long-term experience of government involvement, resulting in a commonly shared view that a government presence in field farming is something to be expected even today. It would appear that this commonly shared view enables agricultural projects and certified seeds to be introduced that are disembedded from smallholders' local conditions, mirroring a policy belief in a New Green Revolution for Africa. This finding suggests that garden cultivation can serve as an example of crop cultivation that is attuned to local conditions, indicating the direction smallholders could take if they are to fulfil their role as promoters of sustainable development in line with Agenda 2030.

Much of the effort to address environmental issues at the local level has focused on defining principles and aims rather than addressing the operational difficulties of implementation. Drawing upon insights from sustainability scholarship, this study reviews two cases: the development of a Swedish standard for implementing sustainable development at municipality, county council, and regional levels, and attempts by a small rural municipality to establish a process towards implementing the Aalborg Commitments. The research illustrates the specific organizational and managerial complexity of these case study experiences. It concludes that an organizational focus on integration and mainstreaming deserves particular attention to achieve broader sustainability, or related environmental or adaptation goals. The results, in particular, highlight the role that integrated management systems can play for sustainability work at the local level.

Purpose - The agricultural sector has undergone extensive changes in the 20-30 years since the peak academic debate on family farming. Still today, the understanding and concept of family farming has political implications in the processes of rural and agricultural policy. The purpose of this paper is to study the development of agrarian structure by analysing the gendered and family relations of family farming. Design/methodology/approach - This paper examines the concept of the family farm and its utilisation and diversity in the current Swedish agricultural sector from a gender perspective, using empirical data from the Farm Accountancy Data Network. The paper operationalises a situated agrarian typology and examines the gendered position and temporalities of family farms in Sweden, based on patterns of labour use. Findings - A workable, fruitful typology of the agrarian structure suitable for future comparative studies is revealed. It also demonstrates the gendered time in the farm labour process, the different temporalities involved and their interconnection between gender, family and various spheres. The spatial and geographical implications, as well as the increased dependence on family and hired labour in different farm types, are emphasised. Originality/value - The focus of this study contributes to the understanding of spatial-temporal relations of family farm business and organisation in general and in Sweden particularly. It also provides empirical basis for developing and gender mainstreaming rural and agricultural policies.

In Uganda, the energy sector like the rest of the economy has suffered severe setback during the 1970s and l980s, the years of political problems in that country. It has been seen that middle class households and even the upper class are reverting from the more efficient and cleaner fuels i.e. electricity and gas, to woodfuel in form of charcoal due partly to the unrealiability of the clean fuels and partly to their high prices and that of the appliances required in their utilisation. This report is a result of a Minor Field Study to evaluate the energy situation in Uganda with the aim of establishing the possibilities of introducing biogas systems in the countryside. It came out during the study that the country faces fuel shortage in the urban areas and some parts of the rural areas and the situation is deteriorating with time. Factors contributing to this situation include inefficient use of fuelwood and charcoal, the rapid population increase without corresponding technological development, rapid growth of the urban areas and the intensive exploitation without replanting of forest products for other purposes. The report gives a general description of biogas production, its characteristics, and its use for cooking, lighting, heating, driving of engines, generating of electricity and curing of tobacco. There is an outline of safety precautions during the production and use of the gas. Conditions for the introduction of biogas systems in the rural areas of Uganda are also outlined and these include, energy needs, availability of technical know-how, availability of building material and availability of organic materials for biogas production. It is pointed out in the report that all these conditions are fairly satisfactorily fulfilled as it concerns the Ugandan situation. The Chinese Pilot Project consisting of seven plants in the eastern part of Uganda is examined. Some plants have managerial problems but the biggest problem is that the project has no technical backup in terms of repairs and servicing, whenever problems arise. There is hardly any data being collected from the plants and no visible follow-up. The local extension staff do not have knowledge about the functioning of the units and therefore they are not useful to the unit owners in terms of advice and repairs. Some differences in basic conditions as relates to biogas technology transfer are briefly examined It turns out that the pilot plants are very expensive. There is an observation on the likely effects of introducing biogas systems in rural Uganda. It is likely that if care is not taken, the project can increase the labour burden on some members of the society. The health conditions in the society should improve and the environment conservated. There then comes an economic analysis which points out that research is needed to produce a cheaper design.

Bergslagen in south-central Sweden is an informal region with a long history of intensive land use. The legacies of than 2000 years of integrated use of ore, forests and water major national and international economic importance now involve several challenges for the maintenance of landscapes. This includes sustainability of rural and urban communities, of green infrastructures for natural capital and human well-being as well as of forests, river basins and mining. In response to this cross-sectoral integration necessary at multiple levels of public, private and civil as well as academia and schools. Landscapes need thus to be viewed as integrated socio-ecological systems. Collaboration and continuous learning among actors and stakeholders are needed for sustainable use and management of landscapes' goods, services and values. To support this requires (1) data, monitoring and assessment of different aspects of sustainability, (2) continuous knowledge production about material and immaterial landscape values relevant for the management of ecological, economic, social and cultural dimensions, (3) information and communication using both traditional media, as well as (4) through art and culture. the vision to contribute to satisfying these requirements Sustainable Bergslagen initiative emerged gradually since 2004 as a multi-level partnership for sustainable landscapes (www.bergslagen.org). By joining the International Model Forest Network (IMFN), and the network for Long Term Socio-Economic and Ecological Research (LTSER), actors and stakeholders can learn from other regions' sustainable development processes, and make Bergslagen more visible internationally.
