DergiPark: 326515 ; trakyasobed ; The European Union has been providing considerable amount of financial aid for economic development to the candidate countries since the year 2000. Although, ten of the candidate countries joined to EU family by May 2004, new enlargement wave, (The Regional and Rural Development Policy) had a drive effect to lessen the discrimination and imbalance among the regions in the Union. In comparison EU15 to EU25, the disparities within 254 regions had been deepened with the new enlargement progress. Before the enlargement process, the European Union had performed several programs for diminishing the disparities among the regions. In addition, there are serious inequalities and diversifications between such regions in the candidate countries. Further more, candidate countries have to accomplish the cohesion for Regional Polices of EU in their full-membership negotiations ; Avrupa Birliği 2000 yılından itibaren uygulamaya başladığı "Bölgesel Politikalar" çerçevesinde, tam üyeliğe başvurmuş olan aday ülkelere hatırı sayılır miktarlarda ekonomik kalkınmaya yönelik yardımlar sağlamıştır. Bilindiği üzere aday ülkelerden 10 tanesi Mayıs 2004'ten itibaren AB ailesine katılmışlardır. Bu yeni genişleme dalgasıyla, Birlik içerisinde Bölgesel ve Kırsal Kalkınma Politikası, bölgeler arası dengesizliklerin giderilmesinde çok daha önemli bir pozisyona gelmiştir. Bölgeler arası eşitsizliklerin 15 üye ülkeli AB'dekine nazaran 25 Üyeli Birlikte toplam 254 bölgeyle birlikte daha da derinleştiği gözlemlenmiştir. Bölgeler arası eşitsizliklerin giderilmesiyle ilgili olarak Avrupa Birliği, genişleme hareketi öncesinde de çeşitli çalışmalar gerçekleştirmiştir

Dünyada kırsal kesimde yaşayan toplumların kentte yaşayanlara göre olanaklarının daha sınırlı olması nedeniyle, bu insanların hayat standardını yükseltmek ve gelirlerini artırmak ülkelerin en temel sorunlarından birini oluşturmuş ve kırsal kalkınmanın sağlanmasına dönük farklı politika arayışları gündeme gelmiştir. Bu arayış Avrupa Birliği (AB)'nde 1950'li yıllarda Ortak Tarım Politikası (OTP) ile başlamış ve aday ülkelere uyguladığı kırsal kalkınma programları ile devam etmiştir. Ülkemizde ise kırsal kalkınma politikaları beş yıllık kalkınma planları ile birlikte dikkat edilmesi gereken bir unsur olarak ortaya çıkmış olup, bu çerçevede son olarak 2007-2013 yılını kapsayan yedi yıllık kalkınma planında da konunun üzerinde ciddiyetle durulmaktadır. AB'ye tam üye olma amacıyla müzakereler yürüten ülkemizin AB'nin gelişmiş ülkeleri ile kıyaslandığında birçok diğer göstergede olduğu gibi, kırsal kalkınma göstergeleri açısından da oldukça gerilerde olduğu bir realitedir. Nitekim konuyla ilgili temel birkaç göstergeye ilişkin rakamlara göz atıldığında, 2008 yılı verilerine göre, çalışmada kullanılan AB ülkeleri içerisinde kırsal kesim nüfusunun toplam nüfusa oranının en fazla olduğu ülkenin ,76 ile Romanya olduğu, bu ülkeyi ,7 ile Polonya'nın izlediği görülmektedir. Ülkemiz ise ,3 ile söz konusu gösterge açısından bu iki ülkeden sonra gelmektedir. Hollanda ile Fransa sırasıyla ,2 ve ,6 oranlarıyla ülkemize nazaran daha iyi konumdadırlar. 2008 yılında ülkemizde tarımsal katma değerin Gayri Safi Yurtiçi Hasıla (GSYH)'ya oranı yaklaşık %8,64 iken, söz konusu oran tarım sektörünün gelişmiş olduğu Hollanda'da yaklaşık %1,7, Fransa'da ise yaklaşık %2'dir. 2008 yılı verilerine göre ülkemizde toplam istihdamın ,2'si tarım sektöründe faaliyet gösterirken, bu oran Hollanda'da %2,7, Fransa'da ise %3'tür. Değinilen bu temel göstergeler, AB'nin gelişmiş ülkelerinin standardını yakalayabilmek için ülkemizin yapması gereken çok iş olduğunu açıkça ortaya koymaktadır. ; Societies' opportunities who live on rural regions are more restricted compared to people who live on provinces. Because of this case, raising living standards and their revenues of those who live in rural regions has become the main problem of countries and different policy researches to provide rural development has come up. This research had started in the European Union (EU) with the Common Agricultural Policy (CAP) in 1950s and continued with other rural development programs that the union implemented to its members. In our country rural development policies emerged with quinquennial development plans as an issue that is worth to work on carefully. In addition, in the seven year development program which contains 2007-2013, this issue is seriously examined. For our country that has negotiations with the EU, in terms of rural development indicators, it is a fact that Turkey's position is quite worse as it is in lots of other indicators when there is a comparison between Turkey and developed countries of the EU. Likewise if it is necessary to give some examples related with the issue; according to the agricultural and rural population statistics 2008, Romania takes the first place with the ratio of 45,76 and Poland takes the second place with 38,7% in terms of the ratio of rural population to total population within the EU countries that is examined in the study. Our country is in the third place after those two countries with 31,3%. Holland and France have better positions compared to Turkey. For the same issue ratios are 18,2 and 22,6 in those countries respectively. In our country the ratio of agricultural added value to Gross Domestic Product (GDP) is about 8,64%; but in Holland that agriculture sector is developed this ratio is 1,7% and also in France it is about 2%. Considering the indicators of 2008, 26,2% of total employment works in agriculture sector in Turkey, in Holland this indicator is about 2,7% and in France it is 3%. Indicators mentioned above means that our country has a lot of things to do to reach the standards of the EU's developed countries.

Rural area administration and rural development policy of Turkey

Tarihsel süreç içinde yaşanan sosyo-ekonomik, teknolojik ve siyasal değişimlere bağlı olarak devletin üstlendiği görev tanımları yenilenmiştir. Dönemsel açıdan devlet güvenlik ve adalet gibi temel kamu hizmetlerini üstlenmiştir. Nüfus artışına bağlı olarak toplumsal kesimlerin çeşitlenmesi farklı talep ve beklentiler devletin özellikle mali açıdan yükünü arttırmıştır. Bu durum devletin kamu hizmetlerinin sunumu noktasında konumunu tartışmalı hale getirmiş ve minimal devlet olgusu ortaya çıkmıştır. Yeni sistem kamu hizmetlerinin sunumunda merkezi yetkileri yerel unsurlar, özel sektör ve sivil toplum kuruluşları arasında paylaştıran bir modeli ortaya çıkarmıştır. Bu modelde devletin doğrudan üreten değil düzenleyen ve denetleyen bir pozisyona geçmesi öngörülmüştür. Devletin yeni konumu ise yönetim süreçlerinde demokratik ve katılımcı anlayışı gerektirmiştir. Devlete biçilen yeni pozisyon sosyo-ekonomik kalkınma ve toplumsal refahın geliştirilmesi hedefini ertelemiş değildir. Küreselleşme süreci kalkınma hedefinin sağlanmasında devletin sivil toplum ve özel sektör vb. aktörler ile ortaklık kurmasına yol açmıştır. Küreselleşme süreci yönetsel kademe olan yerel yönetimleri iki başlıkta öne çıkarmıştır. Birincisi; katılım ve demokrasinin birincil uygulama alanı olarak yerel yönetimler ön plana çıkmıştır. İkincisi; yerel yönetimler sahip olduğu imkan ve potansiyel itibariyle kalkınma açısından merkez(ler) olarak kabul edilmiştir. Türkiye planlı kalkınma olgusu ile Cumhuriyetin ilanı ile tanışmıştır. Türkiye açısından 1923 İktisat Kongresi, Devlet Planlama Teşkilatının kurulması ve 1963 tarihli ilk Kalkınma Planı temel hamleler olmuştur. Kalkınma hamleleri içinde yerel unsurlar ve yerel yönetimler çeşitli dönemlerde öne çıkmışlardır. Bu açıdan kalkınma planları ülkemizin sosyo-ekonomik hedeflerinin belirlenmesinde yerel yönetimleri de bir aktör olarak görmüştür denilebilir. Cumhuriyetin ilk yıllarında köy kalkınması öne çıkarılırken sayısının ve nüfusunun artması ile kent sorunları kalkınma planlarında ele alınmaya başlanmıştır. Kalkınma planlarında kent daha çok yetki, görev ve mali yapıları ile ele alınmış bu konularda kısmi iyileştirmelere gidilmiştir. Dünya toplumlarının yaşadığı siyasal değişimler yerel yönetimlerin demokratik ve katılımcı yönünü ortaya çıkarmıştır. Bunun yansıması olarak ülkemizde de yerel yönetimlerin demokratik ve katılımcı bir modele evrilmesine yönelik temel hedefler kalkınma planlarına yansımıştır. Kent yönetimleri demokratik ve katılımcı yapılar olarak tanımlanmaya başlanmıştır. Ayrıca kalkınma planları yerel yönetimlerin asıl sorumluluk alanı olan kent hizmetlerinin nitelikleri ve türleri açısından vizyon ve hedef belirleme aracı olmuştur. Bu çerçevede Kalkınma planlarında kent odaklı; ulaşım, alt yapı, barınma, sosyo-kültürel, sosyo-ekonomik vb. pek çok alanda hedefler konulmuştur. Türkiye'de 1963'den bu yana 10 kalkınma planı hazırlanmıştır. Son olarak 23 Temmuz 2019'da 11. Kalkınma Planı uygulamaya girmiştir. Kalkınma planları sosyo-ekonomik açıdan öne çıksa da aslında tüm kurumsal yapılara yönelik hedef ve politikalar belirler. Türkiye'de hazırlanan kalkınma planları da yerel yönetim alanında da değişim ve dönüşüm odaklı olmuştur. Yayınlanan 11. Kalkınma planının içeriğinde geçmiş dönem planlarına ait atıflar bulunmaktadır. En önemli nokta ise; yerel yönetimlere ilişkin yeniden reform yapılacağı belirtilmesidir. Ayrıca insan odaklı şehir; yeşil şehir; akıllı şehir; kaliteli hizmet sunumu; katılımcılık; şeffaflık; hesap verilebilirlik; optimum coğrafi alan vb. kavramlara yer verilmektedir. Tüm bunlar 11. Plan döneminde yerel yönetimlere ilişkin değişimin devam edeceğini göstermektedir. ; Depending on the socio-economic, technological and political changes in the historical process, the responsibility of the state has been renewed. As far as the era is concerned, it undertook basic public services such as state security and justice. Diversification of social segments due to population increase, different demands and expectations have increased especially the financial burden of the state. This situation rendered the status of the state controversial in terms of offering public services and introduced the phenomenon of a minimal state. The new system introduced a model that distributes central powers among local elements, the private sector, and non-governmental organizations in the offering of public services. The model provides that the state should adopt a regulating and supervising position instead of directly producing one. And the new position of the state required democratic and participatory understanding in the governing processes. This new position seen fit to the state has not delayed the goal of socio-economic development and social welfare. The process of globalization enabled the state to form a partnership with actors such as the civil society and the private sector in fulfilling the aims of development. The globalization process called for local administrative governments, in two ways. First; local governments were at play as the means of primary application of participation and democracy. Second; local governments were accepted as the center(s) concerning development thanks to their capabilities and potential. Turkey was introduced with the concept of planned development with the proclamation of the Republic. For Turkey, the Economic Congress of 1923, the establishment of the State Planning Organization and the first Development Plan of 1963 have constituted the main steps. In the development steps, local elements and local administrations came to the fore in different periods. In this respect, it is safe to say that development plans also regarded the local governments as actors in determining the socio-economic goals of our country. While rural development was emphasized in the first years of the republic, increasing urban population and urban problems necessitated these problems to be addressed in development plans. In the development plans, a city was mostly treated keeping in mind the authorities, duties and financial structure; and partial improvements were made on these issues. Political changes experienced by the world's societies revealed the democratic and participatory aspects of local governments. As a repercussion of this, the main aims for the evolution of local governments into a democratic and participatory model in our country are reflected in the development plans. City administrations started to be defined as democratic and participatory structures. Besides, development plans have been a vision and goal setting tool in terms of characteristics and types of urban services, which are the main areas of responsibility of local governments. In this framework, in city development plans, cityfocused aims have been defined in various fields such as transportation, infrastructure, shelter, socio-economics, etc. Since 1963, 10 development plans have been issued in Turkey. Finally, on July 23 2019, the 11th Development Plan was issued. Although development plans come to the forefront from a socio-economic point of view in general, they actually set goals and policies for all institutional structures. In Turkey, the development plans prepared has been focused on the changes and transformations in the local government area. The 11th Development Plan contains references to these previous plans. The most important point seems to be the strong emphasis on the re-reform of local governments. Also; people oriented cities, green cities, smart cities, quality service delivery, participation, transparency, accountability, optimum geographical area and etc. concepts take part in the plan. All this shows that change in local administrations will continue in the 11th plan period.

Latin Amerika'da sömürgecilik döneminde uygulanan ihracata dayalı ekonomi modeli, kırsal oligarşinin bir güç odağı olarak ortaya çıkmasına neden olmuştur. Kurulu düzenin sürdürülmesindeki çıkarları ile uyumlu olarak, kırsal oligarşi, muhafazakâr siyasal görüşler ve düzen ve ilerleme söylemine dayanan pozitivist bir ulus inşası gündemi benimsemiştir. Brezilya siyasetinde muhafazakâr görüşün ortaya çıkışı da büyük ölçüde benzer bir yol takip etmiştir. Bununla beraber, muhafazakâr görüşün Brezilya siyaseti üzerindeki etkisi ülke içinde ve dışında yaşanan çeşitli değişimler ekseninde çeşitlilik göstermiştir. İmparatorluk döneminde şekillenen muhafazakâr düşünce, Birinci Cumhuriyet döneminde siyasal yaşamı yönlendirmiştir. 1930 sonrasında muhafazakârlık, ulusal kimliğin inşasındaki belirleyici rolünü korumuş fakat siyasetteki belirleyici konumunu yitirmiştir. 1964-85 döneminde ülkeyi yöneten askeri hükümetin izlediği muhafazakâr politikalar ise bu durumun istisnasıdır. Muhafazakârlığın Brezilya siyasetindeki yolculuğu ile ilişkili olarak fakat her zaman uyumlu biçimde şekillenmeyen Brezilya dış politikasının muhafazakârlık ile ilişkisi, uluslararası sisteme katılım ve ABD ile uyum eksenlerinde ortaya çıkan iki temel parametre etrafında şekillenmiştir. Brezilyalı siyasetçiler ülkenin bağımsızlığın korunması (otonomi), uluslararası alanda saygın bir konum elde etme ve kalkınmacı politikalar izleme gibi geleneksel hedeflerini paylaşmakta fakat bunlara nasıl erişileceği noktasında görüş farklılıkları yaşamaktadırlar. Avrupa Birliği, yeryüzünde ikinci dünya savaşından sonra başarılı olmuş en önemli ekonomik ve siyasal birleşme hareketidir. Başlangıçta ekonomik amaçlı olmakla birlikte ilerleyen dönemlerde siyasal birliğe dönüşüp bugünkü yapısına bürünmüştür. Bu süreçte tarım sektörü önemli entegrasyon alanlarından biri olmuştur. Başlangıçta Fransa ve Almanya arasında tarım ve sanayi sektörüne yapılan destekler konusunda ihtilaflar çıkmasına rağmen ortak tarım politikası başarılı bir şekilde uygulanmıştır. Bu çalışmada, ilk olarak Ortak Tarım Politikasının tarihsel gelişimi, geçirdiği reformlar ve tarım sektörüne uygulanan politikalar, AB tarımının finansmanı ve genişleme sürecinde yeni katılan üyelerin durumu incelenmiştir. Daha sonra Türk tarımının genel çerçevesi, AB ile karşılaştırılarak analiz edilmiştir. Elde edilen bulgular ışığında Türkiye tarımının Ortak Tarım Politikası'na uyum sürecinde ve müzakerelerde karşılaşacağı sorunlar ve dikkat çeken hususların altı çizilerek, uyumun tarımda dönüşüme olası etkileri irdelenmiştir. Sonuç olarak, Ortak Tarım Politikası'na uyum sürecinin doğru yürütülmesi halinde (mevzuat, idari ve kurumsal yapının güçlendirilmesi, kırsal kalkınmaya ve piyasa bazlı tarımın oluşumuna önem veren politikaların uygulanması) bütün olası maliyetlerine rağmen, tarımın köklü yapısal sorunlarının çözümüne yönelik ciddi kazanımların elde edileceği ve dönüşüm sürecinin ivme kazanacağı ortaya konulmuştur. ; The European Union has been successful in the earth after the second world war the most important economic and political union movement faces. Geçmişten günümüze insan yaşamını etkileyen en önemli parçalardan biri de siyasi, sosyal, kültürel ve ekonomik açıdan gündelik hayata fazlası ile nüfuz eden yerel yönetimler olgusudur. Dünyada ve ülkemizde gün geçtikçe artan nüfusla ve küreselleşmenin etkisi ile yere yönetimlerin önemini arttırmıştır. Bu sebeple Avrupa Birliği tarafından hazırlanan Avrupa Yerel Yönetim Özerklik Şartı yerel yönetim birimleri açısından hayati önem arz etmektedir. Bu şart sonrasında ülkemizde merkezin taşraya bakış açısında yönetim açısından olumlu gelişmeler yaşanmıştır. 1984 yılında İstanbul'da ve Ankara'da Büyükşehir Belediyesi kurulması ile birlikte şehirlere ve taşradaki yaşayan vatandaşlara verilen hizmetin türü, kalitesi, hızı, niteliği gibi özellikleri değişmiştir. Günümüzde ise sayısı otuz olan Büyükşehir Belediyeleri bir şehrin ve özellikle kırsal kesimin ihtiyaçlarında her türlü desteği veren en önemli birim olmuştur. Faydaları olduğu kadar eleştirilere de neden olan Büyükşehir Belediyeleri her yerde hizmette aynı kaliteyi verememekte olduğu bilinmektedir. Bu tez çalışmamda 2012 yılı sonrası yeni büyükşehir düzenlemelerinin Şanlıurfa kırsalındaki mahalleye çevrilmiş olan köylerine sosyal ve ekonomik açıdan yansımaları araştırılmıştır. With the establishment of the Metropolitan Municipality in 1984 in Istanbul and Ankara, the characteristics, quality, speed and quality of the services provided to the cities and the citizens living in the provinces changed. Nowadays, thirty Metropolitan Municipalities have been the most important unit providing all kinds of support for the needs of a city and especially rural areas. It is known that metropolitan municipalities, which cause criticism as well as benefits, cannot provide the same quality in service everywhere.In this thesis, the social and economic reflections of the new metropolitan regulations after 2012 on the villages converted to the neighborhood in Şanlıurfa were investigated. Ujamaa, dayanışma ya da aile içi bir toplulukta yaşamak anlamına gelen Svahilice bir kelimedir. Ujamaa'nın bir terim olarak kullanılması, 1967'de daha çok politik yönleriyle popülerlik kazandı. Bağımsızlıktan kısa bir süre sonra, ilk Tanzanya Cumhurbaşkanı Julius Nyerere, Ujamaa politikasını Tanzanyalıları birlikte yaşamaya ve birlikte çalışmaya teşvik etme aracı olarak ilan etti. Ayrıca, Ujamaa politikası, sömürgecilik sırasında kaybedilen geleneksel Afrika kültürlerini restore etmeyi amaçlayan Afrika kıtasında görülen sosyalizm türleri arasında yer almaktadır. Sosyo-ekonomik refahı artırmak için hükümet, Ujamaa politikası adı altında farklı alt politikalar uygulamaya koydu. The term got its popularity since 1967 when it was used more in political aspects. Soon after the independence, the first Tanzanian president Julius Nyerere declared the Ujamaa policy as a means to encourage Tanzanians to live and work together. Also, the Ujamaa policy was one among the types of African socialism which were intended to restore the traditional African cultures which were deteriorated during the colonization. İn order to improve economic and social welfare, the government introduced different subpolicies under the Ujamaa policy. Those policies were nationalization, villagization, and education for self-reliance. The Ujamaa policy based on the development of rural areas because a large number of Tanzanians lived in the villages. Despite many efforts used to improve the economic and social welfare, the Ujamaa policy faced different opposition from capitalist countries, especially the United States and the United Kingdom, and from the government's bureaucrats and villagers. These countries used their financial institutions like the IMF and World Bank to undermine the Ujamaa policy in Tanzania. So, the failure of the Ujamaa policy paved the way for the re-introduction of the capitalist system. İn Tanzania perspective the reintroduction of the capitalist system was known as Modernization.

Necmettin Erbakan, supported in Turkey by those who considered themselves as more conservative and religious, had the opportunity to serve the people of Turkey in the capacity of Deputy Prime Minister before 1980. Erbakan's new discourse had won him the favor of the public; however, in the wake of the 1980 military coup, his party was closed down and he, along with most of his close colleagues, was banned from politics. After his party, which was a party with a cause rather than an ordinary one, was closed down, he tried to keep his sympathizers united and active by developing various arguments in order to preserve his electorate in the newly developing conditions. In conjunction with the transition from martial law to democracy, the National Vision Movement continued its course in the political arena with the Welfare Party. Necmettin Erbakan cultivated a new discourse in politics with the motto of "Fair Order" by successfully analyzing the economic developments in the world after 1980. His promise to make Turkey a strong and prominent country, his ideals of Islamic unity, his discourse of nationalism, anti-imperialism and anti-Zionism were accepted by the public. Additionally, his more comprehensive and Pan-Islamist stance compared to the religious jamaats and sects, and the fact that he undertook to be the voice of the people who suffered in the slums following rural-to-urban migration, strengthened the movement. The Motherland Party, founded by Turgut Ozal, who had been the National Salvation Party's Izmir candidate for the parliament before 1980, faced some difficulties while coming into power after 1980, following the military administration. Erbakan surpassed those difficulties, acquired a position in the government as the prime minister of the coalition in 1996 and served the nation. This study explores the establishment and structuring of the Welfare Party, a continuation of the National Vision Movement, in Giresun, as well as the process of its coming to power and later being removed from it. The first elections the Welfare Party took part in were the local elections of 1984, and although the votes it received were below the country average that year, the party increased its vote rates in all subsequent elections and received more votes than the Turkey average in Giresun. The reasons behind this success are that women, who had not been active in politics before 1980, began to participate more, the media was used more effectively, and Giresun was not affected by the conflict between religious sects and politics. This study will examine the efforts of the National Youth Foundation, established as the youth organization of the movement, and other non-governmental organizations during and after the February 28, 1997 post-modern coup process in the context of Giresun.

1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
