Russia-China relations have been marked by areas of cooperation built on shared approaches in fundamental foreign policy topics, as well as by some elements of continuity in projects of national consolidation. However, this has not been a relationship without constraints, especially regarding incompatible goals. This article analyses the relations between Russia and China in an internationally changed framework, where the Asia-Pacific region has been gaining growing relevance. Political, economic and security relations are object of analysis, with the aim of understanding the main issues in the agenda and the dynamics that these have generated regarding the bilateral relationship, which is increasingly understood as asymmetrical. Since the resurgence of Russia under Putin's leadership the recurring contestation of NATO's legitimacy has evolved from the rhetoric level to a greater oppositional capacity. The features of the New Strategic Concept of the Atlantic Alliance, being outlined by a group of experts, & the new Russian doctrines guiding its external actions that have been approved in the last two years, do not indicate political convergences. The forthcoming NATO Lisbon summit of November 2010 will have to manage a balance between its legitimacy issues towards the Kremlin that have crystallized in Europe, & the need to cooperate with the Russian giant in the global strategic environment. This article analyses the foreign policies of Germany and the Russian Federation focusing on the post-Cold War transition period up to the present. The article argues that the analysis of this bilateral relationship implies the centrality of historical, political, economic and energy security aspects, which have been underlying the development of this relationship, confirming a historical past of cooperation and even proximity in some fundamental moments in the German-Russian relationship. Relations with Russia are a strategic priority for the European Union in terms of geopolitics, economics & energy supplies. To understand their evolution, it is important to see them first through the Post Cold War paradigm & then through the new paradigm built upon the ideological confrontation of the EU's & Russia's views of Europe. The last three years have been marked by a noticeable return of the Russian Federation in the global arena. This phenomenon has been informed by the emergence of serious disputes, impacting on international security. Moscow has been opposing the state-of-play defined by Western actors, namely by NATO. We assess the Russian power & its capacity to shape outcomes in its own most favorable terms. We conclude that several paradoxes inform this evaluation & that the European Union offers the best prospects to engage positively with the new Russia. Adapted from the source document.

Since independence, as Georgia attempted to become closer to Western Europe & the Atlantic community, its relations with Russia have deteriorated. The Five Days War in August 2008 comes as a result of the mounting tensions between Russia & Georgia, after the Rose Revolution. Successive Russian provocations show clearly that Moscow was preparing for a showdown. This paper analyses the United States-Russia relationship in a changing context of growing challenges that have marked the mandates of Barack Obama and Dmitry Medvedev. The text starts by tracing the context where Obama and Medvedev come to power, and the dwindling of tensions that were very much present in this relationship, particularly in 2007 and 2008, leading to the Georgia war and the reset policy. The reset policy allowed the revision of procedures and the consolidation of trust, though the paper argues that effective coordination of policies and practices between Russia and the United States is still far from an objective reality. This paper looks at foreign policy in transition from a Soviet communist regime towards failed attempts at democratization, in the case of the Russian Federation. The sinuous process of transition twenty years ago, the challenges implied & the opportunities missed, are here focus of analysis. This article addresses also Russia twenty years past, highlighting the elements of continuity that persist in a changed context. An analysis based on the formulation & implementation of foreign policy, in a Soviet & post-Soviet framing, & in the way this differentiation reveals the underlining dynamics to politics of action & reaction in Russian foreign policy.
