Karadeniz, Sovyetler Birliği'nin dağılmasından sonra Ukrayna, Rusya Federasyonu, Gürcistan, Bulgaristan, Romanya ve Türkiye gibi devletleri çevreleyen bir deniz haline gelmiştir. Soğuk Savaş sonrası NATO genişlemesini sürdürmüş ve batıdan doğuya doğru Karadeniz'e kadar genişlemeye devam etmiştir. SSCB'nin dağılmasından sonra, onun devamı olan Rusya Federasyonu daha önce kontrolü altında tuttuğu birçok stratejik bölgeyi kaybetmiştir. Özellikle Bulgaristan ve Romanya'nın 2004 yılında NATO'ya katılımı ve NATO'nun gerek Gürcistan gerekse Ukrayna ile iyi ilişkiler kurmasıyla NATO'nun Karadeniz'de etkinliğinin artmıştır. Soğuk Savaş döneminde yalnızca SSCB ve Türkiye'ye kıyıları olan Karadeniz, bugün altı ülkeye kıyıları olan bir denizdir. NATO bölgedeki etkinliğini artırmak maksadıyla askeri üsler inşa etmeyi ve Rusya'yı sınırlamaya çalışmaktadır. Bu çalışmada Soğuk Savaş sonrasında varlığını devam ettiren NATO'nun ortaya koyduğu yeni stratejik konseptleri ve bu stratejilere Rusya Federasyonu'nun tepkileri incelenmiştir. Bu kapsamda Soğuk Savaş sonrası NATO'nun genişlemesi ve Rusya Federasyonu'nun buna tepkisi değerlendirilmiş ve Karadeniz bölgesinin jeopolitik ve stratejik önemine vurgu yapılarak; gerek Rusya Federasyonu gerekse NATO'nun Karadeniz üzerindeki bölgesel güvenlik politikaları değerlendirilmiştir. ; Black Sea, after the collapse of the Soviet Union, has become a sea surrounding states such as Ukraine, Russia, Georgia, Bulgaria, Romania and Turkey. After the Cold War, NATO has expanded and continued its expansion from west to east until the Black Sea. After the collapse of the USSR, Russian Federation, its successor, has lost many strategic areas which it kept under control before. In particular, the participation of Bulgaria and Romania in NATO in 2004 and NATO's establishment of good relations with both Ukraine and Georgia have increased NATO's impact in the Black Sea. The Black Sea which was a common sea between the USSR and Turkey during the Cold War period is currently shared by six countries. In order to enhance its position in the region, NATO tries to build military bases and limit Russia. In this study, the new strategic concepts put into effect by NATO which continues its existence after the Cold War and Russian response to these strategies are examined. In this context, NATO's enlargement after the Cold War and Russia's reaction to this development is evaluated and both Russian Federation and NATO's regional security policies regarding the Black Sea are discussed by emphasizing the geopolitical and strategic importance of the Black Sea region.

In the last decade, Russian foreign policy which is directed by energy sources has become active. This situation has created significan timplications on energy policy of European Union in response to growing consumption and import dependency. The study, which aims to analyze the energy policy of the Russian Federation and its relations with the European Union, examines the energy sector of the Russian Federation, and finally examines the energy relations between Russia and the EU. The Russian Federation examines the crisis between Ukraine. The Europe and Russian Federation is investigating sanctions in the energy sector by Europe and the United States because of the Russian facing the Ukraine crisis. Analysis of positive and negative aspects of sanctions was given. Was given analysis of energy projects that played a major role for the EU. The importance of Turkey in energy projects was given as well ; Son on yılda enerji kaynaklarının kullanılmasıyla Rus dış politikası aktif hale gelmiştir. Bu durum, Avrupa Birliği'nin hızla artan tüketimi ve ithalat bağımlılığına karşılık oluşturmaya çalıştığı enerji politikası üzerinde önemli etkiler yaratmıştır. Rusya Federasyonu'nun enerji politikası ve Avrupa Birliği ile enerji alanında yürüttüğü ilişkilerin analizini amaçlayan bu çalışmada; Rusya Federasyonu'nun enerji sektörü, Rusya Federasyonu ve AB arasındaki enerji ilişkileri ile Rusya Federasyonu ve Ukrayna arasındaki kriz nedeniyle Avrupa ve Amerika tarafından uygulanan enerji sektöründeki yaptırımlar incelenmektedir. Yaptırımların olumlu ve olumsuz yönlerinin analizi yapılmıştır. AB için önemli bir konu olan enerji projelerininde araştırılması sağlanmıştır. Enerji sektöründe Rusya‐AB arasındaki projelerde Türkiye Cumhuriyeti'nin önemi ve etkisi de incelenmiştir.

Bu çalışmanın amacı, Rusya'nın Orta Asya politikasının temel karakteristiklerini analiz etmektir. Orta Asya bölgesi ve buradaki ülkelere ilişkin olarak Rusya hükümetinin izlediği politikalar ele alınırken, söz konusu politikaların oluşumuna etki eden faktörler ile Rusya ve bölge ülkeleri arasındaki ilişkilere yansıyan temel eğilimler de incelenmeye çalışılmıştır. Konunun tarihsel perspektiften incelenmesi, aynı zamanda SSCB dönemi sürecinin de ele alınmasını gerektirmiştir. Orta Asya bölgesinin, Rusya için Soğuk Savaş sonrası dönemde bile hayati çıkarları arasında yer almaya devam etmesi ve Putin'in iktidara gelişi gibi itici güçlerle bu politikanın yeni bir hız kazanışı çalışmanın önemli boyutlarını teşkil etmektedir. Orta Asya coğrafyasının stratejik ve ekonomik açıdan önemli olması nedeniyle, Rusya'nın Orta Asya'ya nüfuz etme çabalarını sürdürdüğü görülmektedir. Çalışmada Rusya'nın, Sovyetlerin dağılmasından sonraki dönemlerdeki Orta Asya politikaları ele alınıp analiz edilerek gelecek için öngörülerde bulunulmaya çalışılacaktır. Bunun için Rusya Federasyonu ve bölge ülkeleri arasındaki siyasi, askeri, sosyo-ekonomik alanlardaki ilişkiler tahlil edilmiştir. Ayrıca Rusya Federasyonu'nun Orta Asya bölgesinde varlığını koruyabilmek için ABD, Çin, AB ve Türkiye gibi diğer güçlerle nasıl bir rekabet içine girdiği araştırılmaktadır. Çalışmanın "Sonuç" kısmında da görüleceği gibi, Rusya'nın Orta Asya için, Çarlık döneminde beslemeye başladığı ilgi hala varlığını korumaktadır. Bölgede ABD, Çin, AB, Türkiye gibi büyük güçlerin seslerinin de işitilir olmasına rağmen Rusya, benzerlik ve yakınlık ile bu coğrafyadaki etkinliğini devam ettirmeye çalışmaktadır. ; The aim of this study is to analyze the main characteristics of Russia's Central Asian policy. While addressing the policies of the Russian government regarding the Central Asian region and the countries in the region, the factors affecting the formation of these policies and the main trends reflected in the cooperation between Russia and the countries of the region were also examined. The study of the subject from the historical perspective also required the consideration of the period of the USSR and the period before. The fact that Central Asia continues to take its place among the vital interests of Russia even in the post-Cold War period and the impulses such as the Putin's coming to power constitute a significant dimension of this study. Because of the strategic and economic importance of the Central Asian geography, it seems that Russia is continuing its efforts to penetrate Central Asia. In this study, it is tried to make predictions for the future by analyzing and analyzing the Central Asian policies of Russia after the disintegration of the Soviets. For this purpose, the relations between the Russian Federation and the countries of the region in the political, military and socio-economic areas were analyzed. In addition, in order to maintain the US presence in Central Asia, the Russian Federation, China is being explored how one enters into competition with other powers such as the EU and Turkey. As can be seen in the "Conclusion" part of the study, the interest that Russia has begun to feed for Central Asia during the Tsardom period still exists. In the region the US, China, EU, although Turkey is also heard as the voice of great power, Russia is trying to maintain its influence in geography and similarities and proximity.
