Carinthian Slovenes: some aspects of their situation 18 years after the signing of the Austrian State Treaty
In: Studies and documents - Institute for Ethnic Problems
Telovadci nad prepadom: kratki eseji
In: Zbirka Čas misli
Popperova filozofija znanosti
In: Filozofski vestnik: FV, Band 16, Heft 1, S. 227-245
ISSN: 0353-4510
Karl Popper's distinction between science & metaphysics (pseudoscience) is analyzed, arguing that the principle of demarcation (falsification) cannot support Popper's thesis. Although falsification can be useful for distinguishing between empirical & nonempirical sciences, it also leads to clustering logic & mathematics, theory of induction, metaphysical theories, & philosophy in general. It is argued that Popper misinterprets A. Tarski's (1949) notion of the pursuit of truth in science & assumes that it can meet some objective criteria. One of the major problems of Popper's view of science in his theory of verisimilitude, allegedly capable of solving the problems of correspondence & objectivity. Instead, a blend of Popper's & Feyerabend's positions on scientific progress is suggested. 17 References. Adapted from the source document.
Diskuse: Ekonomie Vedy -- Nadeje, Nebo Lecka?
In: Politická ekonomie: teorie, modelování, aplikace, Band 60, Heft 4, S. 536-550
ISSN: 0032-3233
The paper poses the question whether the economics of science could be the key to economic methodology. First, the sociology of science, which tries to put science in social context, is described. Then, the economic approach to science, inspired by Tullock, Stigler and Becker, is explained. We point out the problem of circle, according to which putting science in context does not imply relativism as concerns the truth. This conclusion underlines the Popperian message of the paper. The Political and Territorial Development of Nations without States ; O politično-teritorialnem razvoju nedržavnih narodov v Evropi
This paper analyzes the issue of nations without states in contemporary Europe between the Atlantic and the Urals. The political map of the continent comprises forty-seven countries, most of which are nation-states. However, the cultural mosaic of Europe is far more complex; there are around fifty ethnic groups (in addition to historical, territorial, or indigenous ethnic minorities and an enormous number of immigrant ethnic communities) lacking a state-based organization. Together, these people add up to 78 million, or almost 15% of the European population. Twenty-seven groups can be considered nations without states; they are culturally and ethnically based and have various forms of territorial integrity and political organization. However, they did not create a state organization, despite many attempts by some through history. Without a state organization, those communities have poorer opportunities to protect their folk culture and to reproduce various elements of ethnic identity. This is why they seek territorial autonomy or independent statehood through nationalist movements. In many cases, these ambitions are encompassed in regional movements. These movements have been popular in Europe, particularly because the idea of a "Europe of regions" as part of the European Union has had broad political support and acceptance. However, it has not actually succeeded. The EU and Europe as a whole are still a Europe of (nation)-states. In general, regional movements have been successful and through this some nations without states have attained part of their political ambitions in the form of territorial autonomy. The regionalization of former centralist states (e.g., Spain and the United Kingdom) increased the chances of ethnic survival for the Catalans, Basques, Scots, and Welsh. On the other hand, the regionalization of nations without states represented territorial division, a kind of "divide and rule" strategy serving to reduce their ambitions towards national independence. The territorial and political reconstruction of nation-states has been successful, but it did not solve all ethnic problems. The European political map reveals another interesting phenomenon: a double state for some nations. These are particularly typical for the Balkans. Because of political and territorial development after the Second World War and during the transition period in the 1990s and beyond, the principle of immutable political borders (logically encompassing the creation of new nation-states as well) led to further political and territorial divisions and (in fact, paradoxically) fragmentation. Some of these "inner" autonomous territories are functioning as de facto states. The cases of the Turkish Republic of Northern Cyprus or Republika Srpska in Bosnia-Herzegovina are good examples of these processes. This development has not garnered much political support in most European countries or at the EU level. However, it is an undesirable reality and is certainly one of changes among the political and territorial (or even greater) challenges for the Europe of tomorrow. It forces a reexamination of the phenomenon and value of nations. The existence of nations without states represents a potential for the creation of new (nation) states.

THE REGULARITY OF POLITICAL SCIENCE IN SOUTH KOREAN AND TAIWAN ACADEMIC CONTEXTS: REASONS AND CONSEQUENCES
In: Teorija in praksa, S. 90-108
The democratisation and economic growth of the Asian Tigers, specifically South Korea and Taiwan, brought structural changes to the academic systems of these countries, particularly in the fields of political science and international relations. The article aims to provide a comprehensive and hybrid view on the regularity of political science in the academic environments (university systems) of East Asian countries with a focus on South Korea and Taiwan through the observational analysis method and a historical-sociological mechanism. The findings are summarised, where it is argued that the pentagonal democratic citizenship system (legal, political, cultural, social, economic) as well as the establishing of structural and updated political-economic relations with the main powers in the international system are the two crtitcial factors that have contributed to the adjustment of political science in East Asian countries, including South Korea and Taiwan. The article concludes that, along with the international and domestic developments in South Korea and Taiwan, political science underwent structural changes and is becoming more regulated and structured. Vliv Socialnich Systemu A Jejich Koordinace Na Ekonomickou Migraci
In: Politická ekonomie: teorie, modelování, aplikace, Band 60, Heft 4, S. 505-522
ISSN: 0032-3233
The existing empirical studies examined the impact of different variables, such as common language, economic, cultural and geographical factors, on migration. However, none of the studies deals with the social security systems including their coordination as a relevant explanatory factor. The paper focuses on the social security systems in Europe, their mutual coordination and their influence on international migration. The influence of social systems on economic migration can be twofold: influencing the labour migration, i.e. migrants who move for work, and also influencing the benefit migration, i.e. migrants who move in order to receive social benefits. We present the advanced migration model extended by the factors of social security coordination. The main finding is that the labour migration prevails significantly over the benefit migration. Role of social systems as social magnets was not proved to be statistically significant. Adapted from the source document.
EXPLOITATION OF CHILDREN IN THE 21st CENTURY – SOCIALLY NEGLECTED CHILDHOODS
In: Teorija in praksa, S. 514-531
Abstract. Childhood is socially constructed, depending on social, economic and cultural circumstances. Poverty, social differences, conflicts, and social injustice have a negative impact on children's lives. The aim of the article is to present childhoods under conditions of exploitation. Despite general progress, and the emancipation of children's rights, data confirm an increase in the number of children who are engaged in war conflicts, perform difficult and inappropriate work, or in slavery. In conclusion, the exploitation of children is considered in the context of social conditions and processes, neoliberal capitalism, globalisation, and documents that guarantee children's rights.

(RE)THINKING THE STATE IN THE 21ST CENTURY
In: Teorija in praksa, S. 249-267
Abstract. In this article, we argue that social sciences generally
and political science in particular are faced with
a peculiar epistemological challenge while researching
the state in the 21st century. Namely, the state has often
been either naturalised, seen as a static and ahistorical
entity resistant to changes in the environment, or naïvely
rejected as a form of political organisation that is
with neoliberal globalisation withering away. In either
instance, the processes of redefining and redistributing
of the state, and hence its de-/reterritorialising and rescaling,
have largely gone unnoticed. Our analysis reassesses
the hegemonic theories of state and shows that in
the mainstream of political science research on the state
is still anchored to the (geographical) assumptions that
limit or even define the state and its exercise of power
to a geographically demarcated and fixed territory.
Drawing on recent approaches to space, scale and territory,
this article calls for a heterodox and pluralist methodology
in further research on state as well as non-state
spaces.

O STILISTIKI IN NJENEM POMENU: JEZIKOSLOVNA DISCIPLINA V DRUŽBI 21. STOLETJA
In: Teorija in praksa, S. 203-220
Through analysis of the books on stylistics written in the English, German,
Czech, Slovak and Croatian languages, we describe the development of stylistics,
its predecessors, independence from literary science, and the contemporary
situation. We focus on Slovenian linguistic stylistics based on an
analysis and review of entries including keyword stylistics in the Slovenian
bibliographic catalogue Cobiss+. By reviewing and analysing the stylistic
publications of Tomo Korošec, who devoted the largest part of his research
to media stylistics, we substantiate his contribution to Slovenian theoretical
stylistics. The main finding of our comprehensive analysis is that stylistic
research in Slovenia has been intense since the 1960s, that an important part
of this research relates to the work of Tomo Korošec and that, alongside
theoretical stylistics, it is important to include school stylistics as part of general
education on all levels.

Old people living alone: consequences and prevention
Important findings in the field of solitary life in old age and the problem of loneliness are presented. Difficulties experienced by old people due to loneliness should not be neglected and their impact on their physical and mental health and general wellbeing needs to be addressed. Therefore some interventions are described that proved to be effective in preventing negative consequences of loneliness among the elderly. As the social network is very important for the health of the old, the most successful interventions are those based on strengthening the social support of old people (for example cooperation within associations, providing support to others, multigenerational households).
